A Study on the Roles of Local Disaster Response Organizations (지역 재난현장 대응조직의 역할에 관한 연구)

  • The purpose of this study is to compare and analyze the organizations for responses in disaster fields to cope with large-scaled disasters including Emergency Management Agency, Emergency Response Unit, Emergency Support Center, and Field Command Center (Field Command Office). According to the results of the analysis, the problems of the organizations for responses in local disaster fields are; 1) the scopes of roles among the organizations for responses in disaster fields are ambiguous, 2) the structures of the organizations for responses in disasters are different each other, 3) the integrated management functions among the organizations for responses in disasters are overlapped, and 4) the one who assumes the integrated command is not defined. In order to improve the problems, first, the range of working of each organization for responses in local disaster fields should be definitely established and an agreement in services among the organizations should be settled in advance. Second, similar designs in the structure among the organizations for responses in disasters are necessary for amicable communication. Third, the works for integration and management for each organization for responses should be apportioned. Fourth, the organization in charge and the one who assumes the integrated command for each type of disasters should be appointed in advance for rapid decision-making.

Development of Disaster Situation Specific Tailored Weather Emergency Information Alert System (재난 상황별 맞춤형 기상긴급정보 전달 시스템 개발)

  • Purpose: The risk of disaster from extreme weather events is increasing due to the increase in occurrence and the strength of heavy rains and storms from continued climate change. To reduce these risks, emergency weather information customized for the characteristics of the information users and related circumstances should be provided. Method: A first-stage emergency weather information delivery system has been developed to provide weather information to the disaster-risk area residents and the disaster response personnel. Novel methods to apply artificial intelligence to identify emergencies have been studied. The relationship between special weather reports from meteorological administration and disaster-related news articles has been analyzed to identify the significance of a pilot study using text analytic artificial intelligence. Result: The basis to identify the significance of the relations between disaster-related articles and special weather reports has been established and the possibility of the development of a real-world applicable system based on a broader analysis of data has been suggested. Conclusion: Through direct alert delivery of weather emergency alerts, a weather emergency alert system is expected to reduce the risk of damage from extreme weather situations.

Correlation between En route distance and Role time on call received hours (신고 시간대에 따른 출동거리와 현장도착 시간 간의 상관 관계)

  • Purpose: This study was to clarify correlation between en route distance and role time on call received hours. Methods: Data on en route distance(dependent variable), role time(independent variable) from 387 prehospital care reports documented by EMS in Kyonggi Provincial Fire and Disaster Headquarters and Seoul Metropolitan Fire and Disaster Department between 21 and 10 June 2010 were randomly chosen for simple regression analysis using Windows SPSS 12. OK. This analysis was conducted nine times on unit hour divided to eight call received and overall. Results: Statistically significant regression equations( Y=2.414+1.206X for 09:00~11:59, Y=3.753+.662X for 12:00~14:59, Y=2.215+1.458X for 15:00~17:59, Y=2.600+.822X for 21:00~23:59, Y=5. 445+.263X for overall) were derieved from the data. Conclusion: These equations having linear relationship may be utilized as a method for system status management to effectively response to emergency call.

  • Due to heightened concerns regarding possible bioterrorist attacks, the Korea Center for Disease Control and Prevention introduced syndromic surveillance systems, which have been run by emergency departments in hospitals throughout Korea since 2002. These systems are designed to identify illness clusters before diagnoses are confirmed and reported to public health agencies, to mobilize a rapid response, and thereby to reduce morbidity and mortality. The Korea Center for Disease Control and Prevention performed drop-in syndromic surveillance successfully during the World Cup Football Games in 2002, the Universiad games in 2004, and the Asian Pacific Economic Cooperation meeting in 2005. In addition, sustainable syndromic surveillance system involving the collaborative efforts of 125 sentinel hospitals has been in operation nationwide since 2002. Because active data collection can bias decisions a physician makes, there is a need to generate an automatic and passive data collection system. Therefore, the Korea Center for Disease Control and Prevention plans to establish computerized automatic data collection systems in the near future. These systems will be used not only fur the early detection of bioterrorism but also for more effective public health responses to disease.

Plan for plastic surgeons to participate in trauma teams at regional trauma and emergency centers (권역외상 및 응급센터에서 성형외과의 참여방안)

  • A law revised in May 2012 provided support to regional and emergency centers for reducing the risk of preventable deaths. In particular, regional trauma centers have been established throughout the nation, with the goal of ensuring that any trauma patient can reach a trauma center within an hour. As a multidisciplinary approach is particularly important in treating severe trauma patients, activation teams are currently organized at each center to perform multiple simultaneous treatments. Under the present system, only 7 departments can participate in these trauma teams; emergency medicine, cardiothoracic surgery, general surgery, orthopedic surgery, neurosurgery, radiology, and anesthesiology. Plastic surgeons also play an essential role in treating trauma patients, and in fact currently treat many such cases. Especially in reconstruction procedures in patients with head and neck trauma and wide tissue defects, plastic surgeons possess unique expertise. However, since plastic surgeons are excluded from the trauma response teams due to institutional limitations, we describe the role and necessity of plastic surgery for trauma and emergency patients, and urge that the system be improved.

  • This paper introduces an emergency response system in urban air mobility scenarios. A biometric responsive smartwatch was designed to monitor passengers' real-time heart rates. When an anomaly was detected, the system would send an alert via Morse code vibration and voice notification. It was integrated with the assumed control system of the ROS environment and communicates to implement a system for generating the shortest path for emergency landing to a nearby vertical port during urban air mobility operations. System stability was verified through high-fidelity simulation environments and testing based on actual geographic locations. Our technology improved the reliability and convenience of urban air mobility, demonstrating its effectiveness through simulations and tests in real-world scenarios.

  • Owing to the increase of chemical usage, ordinary people are frequently exposed to chemicals and chemical products. Thus, demand on emergency response to chemical accidents is rapidly increasing. Also, as new chemicals continue to be introduced to the market, information system on chemicals need to be consistently updated. Under the circumstances, the MOE(Ministry of Environment) has established a comprehensive 24-hour web-based CEIS(Chemical accident Emergency response Information System) which contains more various material information for wider range of users from governmental organization to the general public.
