2007년 ｢대통령기록물법｣ 제정 이후, 16대 노무현 정부의 대통령 전자기록물 이관 사례는 공공기록물 관리에 있어 첨병으로써의 역할과 새로운 전자기록물 관리의 테스트 베드로써의 역할을 수행했었다. 19대 문재인 정부의 대통령 전자기록물을 이관할 때에는 16대 때의 전자기록물 이관방식을 계승하되, 몇 가지 혁신적인 시도가 있었다. 대통령기록관은 처음으로 대통령자문기관의 전자문서를 장기보존패키지로 변환한 후 온라인으로 이관 받았고, 데이터의 특성을 고려하여 대통령 기록물생산기관의 행정정보 데이터세트를 SIARD 규격으로 이관을 받았다. 그리고 대통령기록관은 웹사이트를 OVF 형태로 시범적으로 이관 받았으며, 소셜미디어를 API를 통해 직접 수집하였다. 이와 같이 이 연구는 16대 노무현 정부 때부터 19대 문재인 정부 때까지 대통령 전자기록물 이관방식과 관련한 변천과정을 조사하였다. 그리고 19대 문재인 정부의 대통령 전자기록물 유형별 이관방식을 중심으로 주요성과 및 문제점을 분석하여 향후 개선방안을 제시하였다.

본 연구는 기록관리 현장에서 클라우드 온-나라 시스템(온-나라 문서2.0)을 도입하고 다양한 시스템과 연계 서비스를 제공하면서 발생하는 전자기록의 장기보존을 위한 생산단계 기록관리의 미비점을 개선하고자 하였다. ISO 15486-1:2016 및 공공기록물법령을 준거로 온-나라 문서2.0의 전자기록 생산부터 활용까지 기록관리 과정에서 장기보존의 연속성을 저하시키는 요인을 확인하고 원인을 분석하였다. 그 결과 시스템 간 기록관리 허브(Hub) 조직 구성, 장기보존 행위로서의 문서보존포맷 변환 내실화를 기록관리 절차 재설계 영역에서 제안하고 일관성 있는 생산포맷 선정 기준 적용, 세분화 된 메타데이터 생산·관리 강화를 기록관리 방법 재설 영역에서 제안하였다.

전자기록관리체계로의 실질적인 진입, 2015년 전자기록물 이관 준비 등을 위한 주요 사항 분석과 대책 마련이 한국의 기록관리 분야에서 매우 중요한 현안과제 중에 하나이다. 본 연구의 목적은 미국 국가기록청의 전자기록관리 구축 사례 분석을 통해 한국의 추진과정에서 필요한 시사점을 도출하는 것이다. 이를 위해 우선 미국의 전자기록관리체계 구축 과정 및 현재 상황, ERA 기능 범위, 기록관리 측면에서 주요 고려사항, 각급 기관에서 ERA시스템 사용 절차 등을 살펴보았다. 이를 토대로 향후 우리나라가 전자기록물 이관 관리 대책을 마련함에 있어 필요한 과제로 전담 조직구성, 시범기관 참여 및 단계적 도입, 시스템 운영체계 개선 등을 제시하였다.

Mobile Crowd Computing is one of the most efficient and effective way to collect the Electronic health records and they are very intelligent in processing them. Mobile Crowd Computing can handle, analyze and process the huge volumes of Electronic Health Records (EHR) from the high-performance Cloud Environment. Electronic Health Records are very sensitive, so they need to be secured, authenticated and processed efficiently. However, security, privacy and authentication of Electronic health records(EHR) and Patient health records(PHR) in the Mobile Crowd Computing Environment have become a critical issue that restricts many healthcare services from using Crowd Computing services .Our proposed Efficient Multi-layer Encryption Framework(MLEF) applies a set of multiple security Algorithms to provide access control over integrity, confidentiality, privacy and authentication with cost efficient to the Electronic health records(HER)and Patient health records(PHR). Our system provides the efficient way to create an environment that is capable of capturing, storing, searching, sharing, analyzing and authenticating electronic healthcare records efficiently to provide right intervention to the right patient at the right time in the Mobile Crowd Computing Environment.

Determination of the time and place of dispatch and receipt of electronic messages is an important element of the operation of many rules of law, particularly the timing of formation of the contract. In this paper, I reviewed interpretation and application of time and place of dispatch and receipt of electronic records in electronic transactions under the UNCITRAL(United Nations Commission on International Trade Law) Model Law on Electronic Commerce, USA Uniform Electronic Transactions Act and Korea Electronic Transactions Act. Time of dispatch and time of receipt are effective when received. The sender has the burden to prove that the electronic record is sent successfully to the information process system of the recipient. Therefore, to safety electronic transactions, the sender needs to request a confirm notice for receipt to the recipient when the electronic record is sent like the provisions of UNCITRAL Model Law on Electronic Commerce and Korea Electronic Transactions Act. By requesting the above, the sender is able to take precautionary measures for damage according to the failure of dispatch and receipt of the electronic records.

각종 업무처리시스템이 웹기반으로 구현되는 것이 보편화됨에 따라 전자소송분야에서도 이에 대한 적용이 활발하다. 소송기록을 중심으로 하는 전자소송에서는 웹상에서 전자문서를 안전하게 유통 활용하기 위해서 기록으로서의 원본성, 사건으로서의 특수성 및 위변조 방지 등의 보안성을 고려하여 전자문서 구조가 설계되어야 한다. 본 논문은 소송기록으로 적합한 전자문서 포맷과 특수한 사건정보를 관리하기 위한 XMP 및 전자문서 유통을 위한 보안요소의 연구를 통하여 헌법재판분야의 전자소송 구현시 적합한 전자문서 구조를 설계하고, 적용된 결과를 분석하였다. 본 연구는 웹상에서 전자문서 교환을 통해서 업무처리를 구현하고자 하는 경우에 유용한 참고 자료가 될 것이다.

Electronic Records Management System (ERMS) is a computer program or set of applications that is utilized for keeping up to date records along with their storage. ERMS has been extensively utilized for enhancing the performance of academic institutions. The system assists in the planning and decision-making processes, which in turn enhances the competencies. However, although ERMS is significant in supporting the process of decision-making, the majority of organizations have failed to take an initiative to implement it, taking into account that are some implementing it without an appropriate framework, and thus resulted in the practice which does not meet the accepted standard. Therefore, this study identifies the factors influencing the adoption of ERMS among employees of HLI in Yemen and the role of such adoption in the decision-making process, using the Unified Theory of Acceptance and Use of Technology (UTAUT) along with Technology, Organization and Environment (TOE) as the underpinning theories. The study conducts a cross-sectional survey with a questionnaire as the technique for data collection, distributed to 364 participants in various Yemeni public Higher Learning Institutions (HLI). Using AMOS as a statistical method, the findings revealed there are significant and positive relationships between technology factors (effort expectancy, performance expectancy, IT infrastructure and security), organizational factors (top management support, financial support, training, and policy),environmental factors (competitiveness pressure, facilitating conditions and trust) and behavioral intention to adopt ERMS, which in return has a significant relationship with the process of decision-making in HLI. The study also presents a variety of theoretical and empirical contributions that enrich the body of knowledge in the field of technology adoption and the electronic record's domain.

By using the U-Healthcare environment, it is possible to receive the health care services anywhere anytime. However, since the user's personal information can be easily exposed in the U-Healthcare environment, it is necessary to strengthen the security system. This thesis proposes the technique which can be used to protect the personal medical records at hospital safely, in order to avoid the exposure of the user's personal information which can occur due to the frequent usage of the electronic chart according to the computerization process of medical records. In the proposed system, the following two strategies are used: i) In order to reduce the amount of the system load, it is necessary to apply the partial encryption process for electronic charts. ii) Regarding the user's authentication process for each patient, the authentication number for each electronic chart, which is in the encrypted form, is transmitted through the patient's mobile device by the National Health Insurance Corporation, when the patient register his or her application at hospital. Regarding the modern health care services, it is important to protect the user's personal information. The proposed technique will be an important method of protecting the user's information.

전자기록물이 중앙행정기관에서 생산된 후 국가기록원까지 이관되고 있다. 전자기록물에 하자 또는 오류가 없는 경우에 범정부 전자기록관리체계가 정상적으로 작동되고 있다는 방증이다. 이 과정에서 다양한 문제점이 도출되었고, 현재도 해결해야 할 문제점이 남아 있다. 그 중심에는 표준기록관리시스템이 있고, 지속적인 기능 개선이 이루어져 왔다. 본고에서는 표준기록관리시스템의 기록관리 기능에 대한 기능별 개선 내용을 소개하고 있다. 이 중 중요 사안은 기능 개선된 배경이나 사유 및 개선 사항을 사례를 들어 설명하였다. 그리고 표준기록관리시스템의 발전방향을 기록관리 종사자의 인식전환, 사용자와 개발자 간의 협력 강화, 메타데이터 품질 개선, 유관시스템 연계, 기록관리 자동화 및 IT 환경 변화 등의 측면에서 살펴보았다.

공공기록물 관리에 관한 법률이 시행되면서 업무과정에 기반을 둔 기록관리체계 도입 기관은 기록관리기준표를 운영해야 한다. 기록물관리기준표는 정부기능분류체계에 기반을 두고 업무설명, 보존기간, 보존기간 책정사유, 비치기록물 해당 여부와 공개여부 및 접근권한 등의 관리기준을 포함하고 있다. 과거에도 이런 기준들은 분산적으로 존재했었지만, 전자기록환경에서 '기록관리기준'이라는 범주로 묶여 더욱 체계적이고 합리적으로 운영되어야 할 필요성이 커졌다. 이 연구에서는 이미 기록관리기준을 도입 운영했던 사례를 살펴보고, 각각의 관리기준을 작성하기 위해서는 어떤 내용과 방법으로 조사가 이루어져야 하는지를 제시하였다. 기록관리기준표를 운영하는 목적과 목표에 따라 제대로 관리기준조사가 이루어지고, 그 결과들이 시스템으로 운영되어야만 기록관리의 일관성을 유지하면서 다이내믹하게 업무와 기록가치의 변화를 반영할 수 있을 것이다.
