A Study on the Improvement Legal System for Next-generation Records Management (차세대 기록관리를 위한 법체계 개선방안 연구)

  • The advent of e-government following the information revolution has affected public records systems. Records management should now be changed into an environment for establishing a national records management system based on the Internet of things (IoT), cloud, big data, and mobile (ICBM), and it is time to make a fresh start toward a next-generation records management system that responds to changes in the environment. Ultimately, it is time for a records management system that ensures a proper way of dealing with new environmental changes. It has been nearly 20 years since the Public Records Management Act was enacted in 1999, and its complete amendment was made in 2006 so that electronic records could be efficiently managed. When recompliance management needs to be rechecked, a full redesign is required to enable the current legal system to respond to the new circumstances in the present day. Therefore, this study is intended to suggest ways to improve the new records management legal system as the environment changes over the next generation and lay the legal groundwork for innovation in the national records management system.

A Study on Data Quality Evaluation of Administrative Information Dataset (행정정보데이터세트의 데이터 품질평가 연구)

  • In 2019, the pilot project to establish a record management system for administrative information datasets started in earnest under the leadership of the National Archives. Based on the results of the three-year project by 2021, the improved administrative information dataset management plan will be reflected in public records-related laws and guidelines. Through this, the administrative information dataset becomes the target of full-scale public record management. Although public records have been converted to electronic documents and even the datasets of administrative information systems have been included in full-scale public records management, research on the quality requirements of data itself as raw data constituting records is still lacking. If data quality is not guaranteed, all four properties of records will be threatened in the dataset, which is a structure of data and an aggregate of records. Moreover, if the reliability of the quality of the data of the administrative information system built by reflecting the various needs of the working departments of the institution without considering the standards of the standard records management system is insufficient, the reliability of the public records itself can not be secured. This study is based on the administrative information dataset management plan presented in the "Administrative Information Dataset Recorded Information Service and Utilization Model Study" conducted by the National Archives of Korea in 2021. A study was conducted. By referring to various data, especially public data-related policies and guides, which are being promoted across the government, we would like to derive quality evaluation requirements in terms of records management and present specific indicators. Through this, it is expected that it will be helpful for record management of administrative information dataset which will be in full swing in the future.

A Study on Reliable Electronic Medical Record Systems (신뢰할 수 있는 전자의무기록에 관한 연구)

  • The existing EMR method placing computer servers in hospitals could expose patients' personal information to hospital officers and people for wrong purposes. In addition, if medical malpractice occurs, the possibility of distorting medical records might be higher because patients' medical records are stored in hospitals. This study provides an electronic medical record with a security system to solve patients' information disclosure. The electronic medical record system could be utilized as an important information when medical malpractice occurs. This system can provide higher security services certifying patients safely and efficiently as well as protecting patients' personal information.

  • The purpose of this study is to show elements when we product the archival authority record elements for automatic organization and production. ISAAR(CPF) and RMSCA are reviewed and analyzed which are functioning as the element of standards description and element of the creator. The research methods are literary reviews from Slectronic Document System and Records Center Automation System in public institution as Electronic Records Management Systems. As a result of the research, archival authority record elements are suggested through electronic approval function and system operating and managing function of Electronic Document System, while the elements which is impossible to use automatic organization and production are suggested by the authority system and archivist, and the description rule.

Records Management and Archives in Korea : Its Development and Prospects (한국 기록관리행정의 변천과 전망)

  • After almost one century of discontinuity in the archival tradition of Chosun dynasty, Korea entered the new age of records and archival management by legislating and executing the basic laws (The Records and Archives Management of Public Agencies Ad of 1999). Annals of Chosun dynasty recorded major historical facts of the five hundred years of national affairs. The Annals are major accomplishment in human history and rare in the world. It was possible because the Annals were composed of collected, selected and complied records of primary sources written and compiled by generations of historians, As important public records are needed to be preserved in original forms in modern archives, we had to develop and establish a modern archival system to appraise and select important national records for archival preservation. However, the colonialization of Korea deprived us of the opportunity to do the task, and our fine archival tradition was not succeeded. A centralized archival system began to develop since the establishment of GARS under the Ministry of Government Administration in 1969. GARS built a modem repository in Pusan in 1984 succeeding to the tradition of History Archives of Chosun dynasty. In 1998, GARS moved its headquarter to Taejon Government Complex and acquired state-of-the-art audio visual archives preservation facilities. From 1996, GARS introduced an automated archival management system to remedy the manual registration and management system complementing the preservation microfilming. Digitization of the holdings was the key project to provided the digital images of archives to users. To do this, the GARS purchased new computer/server systems and developed application softwares. Parallel to this direction, GARS drastically renovated its manpower composition toward a high level of professionalization by recruiting more archivists with historical and library science backgrounds. Conservators and computer system operators were also recruited. The new archival laws has been in effect from January 1, 2000. The new laws made following new changes in the field of records and archival administration in Korea. First, the laws regulate the records and archives of all public agencies including the Legislature, the Judiciary, the Administration, the constitutional institutions, Army, Navy, Air Force, and National Intelligence Service. A nation-wide unified records and archives management system became available. Second, public archives and records centers are to be established according to the level of the agency; a central archives at national level, special archives for the National Assembly and the Judiciary, local government archives for metropolitan cities and provinces, records center or special records center for administrative agencies. A records manager will be responsible for the records management of each administrative divisions. Third, the records in the public agencies are registered in the computer system as they are produced. Therefore, the records are traceable and will be searched or retrieved easily through internet or computer network. Fourth, qualified records managers and archivists who are professionally trained in the field of records management and archival science will be assigned mandatorily to guarantee the professional management of records and archives. Fifth, the illegal treatment of public records and archives constitutes a punishable crime. In the future, the public records find archival management will develop along with Korean government's 'Electronic Government Project.' Following changes are in prospect. First, public agencies will digitize paper records, audio-visual records, and publications as well as electronic documents, thus promoting administrative efficiency and productivity. Second, the National Assembly already established its Special Archives. The judiciary and the National Intelligence Service will follow it. More archives will be established at city and provincial levels. Third, the more our society develop into a knowledge-based information society, the more the records management function will become one of the important national government functions. As more universities, academic associations, and civil societies participate in promoting archival awareness and in establishing archival science, and more people realize the importance of the records and archives management up to the level of national public campaign, the records and archival management in Korea will develop significantly distinguishable from present practice.

A Research on the Construction of ITS(Intelligent Transport Systems) and User Service in Small Cities (중소도시 지능형 교통계획(ITS) 사용자 서비스 및 시스템 구축에 대한 연구)

  • To solve the traffic problems of small cities like Chung Ju City, electronic communications equipment and the introduction of advanced technologies are being used or promoted. Other local areas with developed systems in place are being investigated for applicability. Systems like these will be introduced. This system will embody an organized, efficient transportation and safety system within this study At the moment, to solve the problem of reoccurring traffic in small towns in our country, we must develop an ITS service. We are now in the process of selecting and establishing the most adaptable ITS service to a small city For this purpose, we have studied existing records; taken a poll of the citizens of Chung Ju; examined present traffic conditions, examined road capacities; and reviewed available means of transportation. To accomplish the purpose of a thesis like this, we will research and analyze developed nations' and domestic cities' existing systems, construction and operation. We are in the process of building an ITS System which is the most adaptable to a small city like Chung Ju.

The Recent Trend and Task on the Storage Media for Preservation (기록물 매체수록 해외 동향 및 향후 과제)

  • Microfilm has been used as an important media for enhancing the long term preservation and improving access to records. However, because of technological changes, there have been discussion about whether we should keep using microfilm. This paper presents survey results to review the preservation methods such as microfilming and digitization. The content is organized according to the trends found in the survey from six archives and libraries, including Germany, France, the United Kingdom, and Japan. Moreover, we refer to other papers from the USA and Japan to require further review if we can accept digitized records as the original records, etc. The rest consists of four parts: the use of microfilm as a storage media for preservation, the authenticity of digitized records, the management of records on microfilm, and the preservation of electronic media. Finally, we would like to suggest the way to improve preservation systems and digitize records more widely.

  • With the development of IT. convergence systems are applied and operated in many different fields. A representative field among them is medical service, which develops in diverse types in combination with nano-technology and bio technology. However, there is a lack of technical innovation in terms of medical data operation and management. For example, data and documents are saved and integrated separately depending on their forms when electronic health records or data like SAM files are transmitted or kept. In other cases, such records and data are still kept after being recorded in paper. This study tries to design and implement the EMR system that makes it possible to capsulize forms of data and documents and to digitalize documents in work process as they are in terms of operation and storage. The system is expected to support efficient operation of electronic documents in the aspects of work and management.

A Study on the Records Production Report of Public Institutions (공공기관의 생산현황통보에 관한 연구)

  • The purpose of production status report is figuring out the amount of records produced by departments and record centers and establishing plans for transfer and collect of archives. These are the main functions of production status report clarified by Public Records Management Act. Production status report is introduced as the means to control the record management in public institutions which lack the understanding of the record production and management. Up to now, public institutions carry out production status report. However, it only has been done as a formal procedure and records collected unsurely transfer to Archives. The implementation of production status report does not accord with the original purpose. In addition, there are different views about the appropriateness of production status report. Record managers in the field, the researchers who made efforts to state production status report in the law and the archives did not reached the agreement of opinions yet. The objective of this study is not to judge whether production status report is of importance or not. Although its significance is controversial, it's one of the most important record management tasks and it stands the position as the distinct method in Korea. Nonetheless, the issue that production status report lacks efficiency in the field due to the lack of support of forms and systems brings up continuously. Thus, I evaluated current functions of production status report and proposed future improvements so that it accomplishes its original intent and support users in the field.

A Study on Archive Description Using RiC-CM (RiC-CM을 적용한 영구기록물 기술방안 연구)

  • This study aims to examine the limitations of status that describe archives based on the Archival rules, and to propose a new method using the Records in Context - Conceptual model (RiC-CM) as a solution. Given this, the study conducted literature reviews and case studies. The solutions based on RiC-CM and its effects on the limitations of the existing environment are as follows. First, RiC-CM can describe multiple provenances about archives. This can be solved by defining individual records and provenances as "entity" and expressing their associations as relationships. The interrelation of entities alone can more accurately represent the information of provenances associated with a particular archive, making it easier to identify the overall context that makes records. Second, RiC-CM can link related files. Those that belong to a specific records group (fonds) can be resolved by assigning them to individual entities and making interrelation according to the context that makes records. This method makes it possible to serve information about the context that makes records. From the user's point of view, more options are available for searching records. Third, RiC-CM can link all relevant producer-made records related to a specific production organization. If organizations are related to each other, they can be defined as "entity," and their relationship can be expressed as "associated with." It helps to comprehensively examine the context of provenances. The findings of this study are expected to be used as a basis for future research on RiC-CM, in response to the paradigm shift for electronic records management systems.
