This study aims to propose a tool for a comparison of public electronic records management in a public institution and a private records management facility and to reveal the considerations prior to decisions on the way of management. For developing a tool, it chooses CoMMPER as a basic model and modifies it after reviewing existing cost models, because only CoMMPER can over public records management. Modified-CoMMPER is added a new cost area[Aquisition], and is modified and extended cost elements and generic cost factors for the comparison. Public institutions which consider whether commission the management of public electronic records can use Modified-CoMMPER for comparing economic impacts in terms of long-term preservation. To make a rational decision on the way of management based on the economic analysis, this study proposed 3 main task. Fist, the scope of the activities has to be defined, second, the cost-effectiveness has to be estimated base on the cost model, for example Modified-CoMMPER, third, policy-making for the management of public electronic records must be proceeded based on the various researches on the cost of records management.

Deficiencies are present in records management during the production stage of long-term electronic records preservation. As such, this study seeks to address these issues by introducing Cloud On-Nara System (On-Nara Document 2.0) at records management sites and providing various systems and linked services. In particular, the factors that degrade the continuity of long-term preservation in the records management process, from the production to the utilization of electronic records, in On-Nara Document 2.0 were identified, and the causes were analyzed in compliance with ISO 15486-1:2016 and the Public Records Act. As a result, in redesigning the records management procedure, the organization of the records management hub between systems and the conversion of the document preservation format for long-term preservation were proposed. Moreover, the application of consistent production format selection criteria and the reinforcement of the production and management of granular metadata were recorded. These measures were proposed in an effort to reestablish management methods.

In the fast growing digital environment, assuring continued authenticity is an essential and intransigent preservation consideration for digital data and records. Several key issues need to be addressed, including: What are electronic records and data?; Which intellectual and technical elements of data and records are essential for assuring authenticity in electronic format?; How should these be maintained and preserved over time?; How are authentic data and records used in various systems of practice?; and What are the best strategies of preserving authentic electronic records and data?. There have been many research projects to answer these questions to date. This paper discusses the characteristics of electronic records in light of preservation consideration and reports the activities and findings of some of the research projects in brief. This paper focuses on explaining the InterPARES (International Research on Permanent Authentic Records in Electronic Systems) Project, which is defining requirements for authenticity that can help develop strategies for long-term preservation in electronic records. To identify those requirements, more than thirty case studies have been conducted with government agencies, academic institutions, and various organizations in America, Canada, Europe, Asia and Australia and models developed for appraisal, preservation, and strategies in relation to the management of electronic records. The paper also suggests research questions and implications for preserving authentic electronic records as well as the encouragement for Korean research on digital preservation.
Electronic records produced by central administrative agencies are transferred to the National Archives of Korea. In the absence of defects or errors in electronic records, it is a proof that the government's electronic records management system is operating normally. Various problems have been found in this process, and there still remain problems to be solved. At the heart of it is a standard records management system, which has been continuously improved. In this paper, I introduce the functional improvement of the record management functions of the standard records management system. Among them, the important matters describe the background and reason for the improvement. In addition, the direction of development of the standard records management system was examined in terms of recognition conversion of recordkeepers, strengthen collaboration between recordkeepers and developers, improving records management metadata quality, linking related systems, automating records management, and IT environment change.

The present study aims to develop an agenda consisted of strategies for long-term preservation of electronic records with enduring values. Although most medical institutions in Korea use electronic medical records (EMR), there are many problems in the management and preservation of records when such medical institutions are closed. Records of closed medical institutions need to be systematically managed; however, the rate of closed medical institutions transferring records to public health centers is significantly low. Given that each medical institution has a different system and format, public health centers often cannot access records. In addition, there are no management standards that suit the reality of public health centers and the specificity of EMR. Recently, a strengthened Medical Law has been passed wherein records of closed medical institutions should be kept by health centers; therefore, this study focused on drawing up measures for efficient records management by public health centers. To this end, the relevant laws and management status were identified and an interview was conducted. After analyzing the problems, improvement plans in institutional, technical, and administrative aspects were proposed.

Traditional paper records have two aspects such that the paper records are information, and are information media itself. The preservation media for the paper records seems to be another forms for original ones including microfilm and optical disks. On the other hand, new-coming electronic records lack the aspect of information media. To guarantee the existency of the original electronic records we need the preservation media for the electronic records, different from the media for the traditional paper records. The preservation media helps the Authenticity, integrity, and usability as well. This paper describes the need for the preservation media, identifies problems on the existing concept for them, derives the principles to resolve the problems, and suggests the management policy based on the principles.

Recently, according with a sudden increase of records produced and stored by digital way, it becomes more important to maintain reliability and authenticity and to ensure legal effect when digital records are collected, preserved and managed. On the basis of domestic legal procedure law and record management-related legislation, this paper considered judicial admissibility of evidence on electronic records managed by National Archives of Korea and drew potential problems when these are submitted to court as a evidence. With changes of information environment on records managements, ERMS can be a suitable solution for managing multi-typed records. In this point, this study performed analysis and design of ERMS based on key functions and requirements to perform creation, preservation, management and use of electronic records. Especially, this study focused on interoperability with the related systems, security issues and back-up methods for secured preservation and management including fundamental requirements. Also, ERMS has a close relation with related systems such as intranet system, electronic document settlement system, and so on. compared to digital library managing information resources. Considering those features mentioned above, this study proposes functional requirements and a system architecture of ERMS which is satisfied with four characteristics of electronic records mentioned on ISO 15489 and environmental requirements.
