위험도 평가 기반의 전철/전력분야 안전확보 방안에 관한 연구 (A Study on Ensuring Safety in Electric Railway Based on the Risk Assessment)

  • Recently the railway safety is very important issue in Korea because there are lots of changes like the separation of operation and facility of national rail network, the inauguration of high speed train and Daegu subway fire accident. Railway safety management system is based on risk assessment of rolling stocks, electrical system, signaling, operation & maintenance and human element. With this process, railway risk will be reduced as low as reasonably acceptable level. Through risk assessment on accident data, this study predicted the current risk level of railway electrical system and presented the proper safety ensuring measures.

  • The live line working is inherently dangerous as the workers have to work under the risk of electrical shock and most of works are carried out at height. The live line working need the some specific techniques and higher level safety measures such as a risk assessment to carry out works safely, but the electrical construction companies performed live-line working are usually small-sized companies. They have less capacity to have own safety management system. This study intended to conduct an in-depth analysis on the cause of electric shock accidents to provide basic data for policy proposing taking into considering the past eleven years for a long-term plan. And the aim of this study is to propose the policy about the equipment performance standards and/or worker's safety standards to revise the standards for preventing electric shock accidents, moreover, co-relation of the electrical work order form and on safety workings, especially electrical construction company/work.

  • It is necessary to study the prevention and the management of electrical facilities because the electrical fault took place at the dust occurrence area due to environmental pollution. In particular, the dust accumulates easily on insulation material which is exposed an external long time. The leakage current brings out electrical fault after all. Also, it is need to variation of material and shape to repress a leakage current on electrical material. In this paper, we measured a leakage current on electrical material of facilities by dust, and in experiments the prevention to electrical fault was studied.

  • This paper estimates electrical fire damage cost-effect to analyze electrical safety efficiency by applying a cost-benefit analysis method for analyzing the efficiency of a business public interest. Electrical fire loss statistics data was presented as direct costs and casualties, including deaths due to an electrical fire, this paper adds overhead "Incidental Cost of Accidents to the Employer" by W. H. Heinrich was applied to estimate the cost of economic loss. Also wounded, including the loss of human deaths by referring to the car accident insurance claims costs and human development estimated the losses caused by an electrical fire. And to perform a cost-benefit analysis of the electrical safety as a result of future work. In this paper, the economic effect of the electric field of safety and public interest work to systematically presented.

  • In this paper, we examined the faulted cable joint through the external form analysis, material analysis, experimental verification and it's cause diagnosis system. It was not observed the voild, sharp material from the external form analysis and material variation. From the experimental verification, the thickness decrease of an insulator decreased ac breakdown strength suddenly and the breakdown traces of the insulator that was damaged by knife displayed elliptic shape. Thus, the faulted cable is assumed to accident that become dielectric breakdown by the deterioration of insulation performance that can happen when work.

엘리베이터 사고예방을 위한 승강기 부품의 최적 수명 추정에 관한 연구 (A Study on the Estimation of the Optimum Lifetime of Elevator Components for Elevator Accident Prevention)

  • As of December 2016, there are 608,828 elevators in operation in Korea and 179,790 elevators in more than 15 years. 30.4% of all elevator are aging. Improved maintenance of the elevator and proactive replacement of the parts of the elevator can extend the lifetime of the elevator and ensure safety. An unclean environment reduces the lifetime of elevator parts. If you do not clean the environment and prevent preventive parts replacement, eventually shortening the lifetime of the parts connected to the failed part or causing more damage will result in greater economic loss. Also, the risk of elevator safety accidents due to failures of elevator parts will be increased accordingly. The study of optimum replacement time of elevator parts will contribute to prevention of safety accident of elevator and prolongation of lifetime of elevator through preventive replacement of elevator parts.

영유아의 사고유형 실태조사와 안전교육 효과 분석 (The Patterns of Accidental Injury in Young Children and Effect of Safety Education on Their Mothers Performance of Preventive Measures)

  • In the past most major accidents resulted in death, but today there is a dramatic increase in the number of people who survive such accidents but who are left with permanent injury. Particularly, children who are inquisitive about their surroundings but immature in their ability to assess danger, are more vulnerable to accidents and their causes as well as to determine attitudes towards prevention. The main objective of the study was to assess the effectiveness of using an accident prevention manual for accident for accident prevention education. The study was a quasi-experimental study using a questionnaire format. The subjects of the study were 393 mothers of children attending six day care centers in Seoul. Data collection was done between May 1 and June 15, 1997. The tools used for the study were a questionnaire developed the researchers and a manual for accident prevention. The collected data were analyzed using SPSS. The results of the study are as follows: 1. Types of accidents included stabbing, bums, falls from heights, choking, falls on slippery surfaces, traffic accidents, drowning, poisoning, and electrical shock in that order of frequency. 2. The main causes of accidents in children were from cosmetics and household medications. 3. The most frequent locations of accidents in the home were the bathroom, kitchen, and stairways in that order. 4. For $90.4\%$ of children safety seats were not used when the ridding in a car. 5. In examining the parents' accident prevention practices, it was found that many parents used only . one electrical outlet for many appliances, tending to overload the electricity lines and that they were not practically concerned bout the flammability of children's pajamas, indicating a less than positive attitude towards fire prevention. 6. The parents had not provided their children with any instruction on accident prevention or on what to do after an accident had occurred. 7. After the use of pamphlet in an accident prevention education program, it was found that there was a statistically significant difference in the degree to which children carried out safety measures (t=14.96, p=.000) and in their safety habits (t=-1.67, p<.1) indicating an effectiveness in this method of education. The results of this study showed that there are many things in a child's environment that can cause accidents and that the possibility of an accident occurring is high. So nurses looking after children should be aware of the need for safety education to prevent accidents in the home and plan to provide appropriate educational material to help parents with this education.

전력설비 동작 상태 감시를 위한 저가형 전력 성분 측정 및 기록 시스템의 개발 (The Development of Low Cost Power Components Measurement and Record System for Monitoring Electrical Equipment Operation Status)

  • 본 논문에서는 전력설비의 동작 상태를 주기적으로 감시 및 기록함으로써 전기안전사고를 예방하고 사후 원인 분석을 지원하기 위한 저가형 전력 성분 측정 및 기록 시스템을 제안한다. 제안된 시스템에서는 정밀한 전력 성분의 측정과 기록, 원격 측정이 가능하면서도 비용을 줄일 수 있도록 부품을 선정하여 제작하였다. 특히, IEEE 1459-2010에 정의된 전력 성분을 계산하기 위해 MAXIM사의 78M6631을 이용함으로써 저비용 고성능 시스템 구현이 가능하였다. 개발된 시스템은 공인 시험기관에서 사용하고 있는 YOKOGAWA 전력분석기 WT1600 과 같은 표준 장비를 이용하여 측정 성능 시험을 실시하였다. 그 결과 측정 오차가 0.5%이하로 나타났고 6개월 이상 현장에 설치하여 동작 신뢰성과 원격 측정 성능 시험을 실시하여 그 성능을 입증하였다.

LED 램프의 특성 분석을 통한 전기안전 관리 방안에 관한 연구 (Study on the Electrical Safety Management Method through the Electrical Characteristic Analysis of LED Lamps)

  • In this paper, we analyzed causes of accidents that recently increased in the illegal and defective LED lamps. They were analyzed by the electrical characteristics calculation and reappearance experiments. The causes of the accidents were analyzed from the circuit affected by the variation of voltage, current and power by harmonics. We drew a conclusion for electrical safety in illegal or degraded LED lamps from the analysis result. The management factors for electrical safety in LED lamps were harmonics, reactive power and power factor. It is possible to secure the electrical safety through monitoring of power factor in failure products and available in smart meters or smart distribution boards.
