The objective of this study is to prepare the effective management plan of environmental noise with a noise map, and the guideline on the management plan of environmental noise was suggested through the review of existing application examples. The management plan of environmental noise with a noise map includes the practical contents in the stages of subdivision of management areas, establishment of reduction measures, opinion collection, post investigation, and reformulation of management plan. First, the classification of management regions is performed considering the excess degree of noise standard and the facility type in the phase of subdivision of management areas. Second, the optimal management plan is established through the investigation of regional characteristics and various noise reduction measures in the phase of establishment of reduction measures, which includes the examination of noise reduction effects with a noise map and the budget planning with the costing of noise reduction measures. Third, the opinion survey with a local resident and a expert is carried out in order to prove the validity of the management plan in the phase of opinion collection, and the management plan is modified with gathered opinions. Fourth, the post examination plan with noise measurement is performed in order to verify the real effect of noise reduction measures according to the management plan in the phase of post investigation. Finally, the amendment of the management plan as well as the improvement of a noise map is carried out at a regular cycle in the phase of reformulation of management plan.

Many port states such as New Zealand. the USA. Australia and Canada have strict regulations to prevent ships which arrive in their port from discharging polluted ballast water which contain harmful aquatic organism and pathogens. They are notified that transfer of polluted ballast water can cause serious injury to public health and damage to property and environment. For this reason. they perceived that the ballast exchange in deep sea is the most effective method. together with submitting the ballast management plan which contains the effective exchange method. ballast system and safety consideration. In this study, we make an effort to develop optimum ballast water exchange management and in result of that. it provide more convenient and stable process to prepare ballast water management plan for Bulk Carrier.

We are fusing to the profiling techniques in education and making to a smart teaching plan production systems. Therefore, we investigated based on technical elements necessary for the proper look for profiling techniques, trends in the technology and product trends. Purpose: It is to present the development direction of the overall 'disaster management implementation process' (tentative name) for the establishment of an effective 'safety management plan' by the government and local governments. Method: To this end, prior research on the 'safety management plan' was reviewed to derive common problems, and the direction of development was suggested by incorporating the 'disaster management execution process' (tentative name) that can solve these problems with the military's 'operational execution process'. Result: Common problems of previous studies can be supplemented through the 'disaster management performance process' (tentative name) presented by this researcher. Conclusion: Through the "disaster management implementation process" (tentative name), the government's basic ideology of disaster management can be finally achieved, "confirming that it is a basic mission of the state and local governments and allowing the people to live in a society that is safe from disasters."

This research proposed management plan of internal lecturer who is in charge of job training of researchers working in administrative, researching and developing institutes or public institutions related to information security. The education and training department of the government or public institutions selects and manages lecturers in member of the staff. We applied to the management plan of internal lecturers who are in charge of information security job training by analyzing the way in which internal lecturers are operated by public organizations or corporations. We propose the management plan of internal lecturer according to the position, because the institute of information security is applying the researcher 's position(rank) system. By the proposed circulation management plan by the position, the internal lecturer position is determined according to the position of the employees to be trained and the internal lecturer is selected and operated only at the same position. The proposed management plan includes internal lecturer selection, responsibilities and duties, education, evaluation, and training support.

This study, an examination of the plan for effective resource management for national university hospitals, was performed to determine the relationship between the effectiveness of patient output by considering input personnel using the DEA model and Management Performance, in which 4 years of data from 12 national university hospitals were analyzed. Among the components of the effectiveness, utilizing properly imput components from the application of VRS(Variable Returns to Scale), the Management Performance of national university hospitals was found to be affirmatively influenced by PTE(Pure Technical Efficiency). Regarding the Management Performance of national university hospitals in their attempts to establish a plan for effective human resource management, the management of patient numbers on the basis of calculation level with input is more recommendable than the controlling of personnel input using patient numbers. Thus, the establishment of a strategy plan for the proper allocation of administrative staff and sickbeds, considering the variation of patient numbers, is suggested.

The current electrical safety plan developed for the national electricity system has been playing an important role in handling a variety of electrical accidents. However, it can be more effective to prevent or reduce those accidents if a preventive electrical safety plan is available. In this paper, an approach to developing the safety plan is described. We first discuss the contents that should be included in the plan. Noting that an effective plan requires the system level consideration of all the factors affecting the safety issues, an operation concept document (OCD) is considered. The OCD can allow us to understand the behavior of the safety system based on the operation environment, the system functions, the performance requirements, all at the system level of the safety system. Thus, the OCD can be useful in developing the safety plan. A detailed description then follows on how the OCD is developed for the electrical safety system under study. Finally, we discuss how the developed OCD can be used in deriving the preventive electrical safety plan.

For minimizing the loss of the life safety, financial and so on caused by the risk, most of company needs a system what can activate the critical incident management plan to prevent, plan for and respond to events that become critical incident. But a lot of company still don't have such a detailed system in our country and almost company has no effective training way for to boot. This paper shows the way to activate the risk management system to work efficiently the plan. The training way, proposed by this paper, is a incident command simulator based on virtual reality and scenario generation software.

The purpose of this study is to analyze the local government's regulation on facilities and the operation method of the small library provided for in 'the Ordinance on the Support for Installation and Operation of Small Libraries', and investigate and analyze the satisfaction with the services and needs on the part of users of small libraries, thus suggesting an effective management plan for them. In this study, literature reviews and questionnaire surveys were conducted simultaneously using monographic publications, theses, legal materials and Internet sites. As for study results, an effective management plan for small libraries was suggested as follow with its division into five realms; that is, facilities, materials, manpower, programs and network.
