As Internet and World Wide Web become more popular in our society, the interests in effective application to the field of rural development and agricultural extension service are increasing. The potential in Web-based agricultural extension service is expressed in many areas, such as agriculture information, Web-based training and education, and virtual rural community for rural development and agricultural extension service. The research on the Web and its related issues has been conducted in many ways, but the interests in the competencies and skills of staff who are in charge of Web developing and managing have not been exposed yet. The purpose of this study was to investigate the important competencies and skills for Web developing and managing for enhancing the effectiveness of rural development and agricultural extension service. Twelve extension service staff and on staff in the extension service support center were interviewed. The results of study showed that there were eight essential competencies; competencies to understand rural community and agricultural extension service, to understand the farmers as Web users, to design and develop effective Web sites, to understand the nature of hypertext, to utilize instruction theories, to absorb new technology, to manage projects, and to utilize external sources. The results of study also showed that there was lack of support systems for Web development and information. Overall, the findings of this study suggest that establishing long-term education and training system for technology, electronic performance support systems, and cooperation with universities and colleges for technology are of particular importance for promoting Web-based extension services.

This study is carried out to investigate plant community structure, actual vegetation map and flora for examining the relationship between naturally introduced vegetation and surrounding vegetation in Hamtae coal-mined spoil lands. According to the analysis of vegetation, surrounding vegetation was divided into five plant community groups : Pinus koraiensis community, Pinus densiflora - Quercus mongolica community, Q. mongolica - Deciduous broadleaved trees community, Betula schmidtii - B. davurica community, Larix leptolepis community. Robinia pseudo-acacia, which had been planted, was dominant species in coal-mined spoil lands. Young trees, which were naturally introduced, such as B. schmidtii, B. davurica etc., partially appeared with the high density($15{\sim}19ea/100m^2$) in coal-mined spoil lands. The flora of this area was listed as 54 taxa; 22 families, 42 genus, 50 species, 3 varieties and 1 forma. Especially Spodiopogon sibiricus, Miscanthus sinensis, Arundinella hirta, Artemisia capillaris, Artemisia iwayomogi and Youngia denticulata appeared with the high frequency. It is estimated that the proper way for harmonious and effective revegetation is to target B. schmidtii - B. davurica communities and to seed B. schmidtii - B. davurica mixing highly frequent herbaceous species.

Global warming affects climate change and has an overall impact on all aspects of life. On the other hand, community behavior and disaster aspects also have an important role in people's lives. This will also have an impact on regional development. This study aims to find the effect of climate, disaster, and social community on rural development. This study uses data on the potential of rural development from PODES 2014, and 2018 data collection on climate conditions and regional status is sourced from relevant ministries. This research uses Ordinary Least Square (OLS) Regression Analysis method, then continued with CHAID analysis to find the segmentation of the role of climate, disaster, and social factors on rural development. The results of this study found that all research regressor variables significantly influence the Rural Development Index (IPD2018), with an R-squared value of 32.9 percent. Efforts need to be taken in order to implement policies that are targeted, effective, and efficient. The results of this study can be a reference for the government in determining policies by focusing on rural development that have high duration of sunshine, cultivating natural disaster warnings, especially in areas prone to natural disasters, and need to focus on underdeveloped areas.

For the last 10 years, many institutions have tried to build more effective rural information system. They have devoted most effort to build DB/NWs for agribusiness, farmers, and rural community. However, their information system has not satisfied the demands on farm. To meet the farmer's demands, rural information system should be a farm-oriented, educational, democratic, realistic, and comprehensive information system. Few suggestions are raised to build successful information based agriculture and rural community. First, we should focus more on developing a farm based MIS SWs rather than the DB/NWs. Second, we should emphasize education and AS of information system more than development of the system. Third, governments should invest more to build better information infrastructure for rural community including information super highways.

Saemaul Undong (SM U) initiated in Korea in the 1970's is widely acknowledged as a successful model for rural community development, despite its limitations. This paper investigates the success factors of the SMU model and the lessons thereof for Sam Sang Model of Lao PDR, which appears ineffective over the years. Results show that land reforms, social ties among villages, strong institutional support and leadership and incentive system as well as "top-down" and "bottom-up" development approaches are among the factors that significantly contributed to the success of the SMU. However, rural development program would not be effective if residents are unwilling to participate. Therefore, to successfully achieve rural community development in Lao PDR, the government should through the Sam Sang model employ top-down and bottom-up approaches to enhance local participation and address the exact needs of the local people.

The goal of this study is to identify the sense of community that is present in people based on different housing types and to devise methods for a sustainable community by comparing and contrasting the factors affecting the sense of community between apartment residents and non-apartment residents. The data for the analysis was collected using the questionnaire survey method from July 23~30, 2015, and the sample consisted of 225 respondents living in Gongdukdong, Mapo-gu, in Seoul. The results were as follows: (1) The attitude and sense of community in both groups turned out to be near the middle range without showing a significant difference.
