Earthquake Hazard Mitigation Law was activated into force on March 2009. By the law, the obligation to monitor the effect of earthquake on the facilities was extended to many organizations such as gas company and local governments. Based on the estimation of National Emergency Management Agency (NEMA), the number of free-surface acceleration stations would be expanded to more than 400. The advent of internet protocol and the more simplified operation have allowed the quick and easy installation of seismic stations. In addition, the dynamic range of seismic instruments has been continuously improved enough to evaluate damage intensity and to alert alarm directly for earthquake hazard mitigation. For direct visualization of damage intensity and area, Real Time Intensity COlor Mapping (RTICOM) is explained in detail. RTICOM would be used to retrieve the essential information for damage evaluation, Peak Ground Acceleration (PGA). Destructive earthquake damage is usually due to surface waves which just follow S wave. The peak amplitude of surface wave would be pre-estimated from the amplitude and frequency content of first arrival P wave. Earthquake Early Warning (EEW) system is conventionally defined to estimate local magnitude from P wave. The status of EEW is reviewed and the application of EEW to Odesan earthquake is exampled with ShakeMap in order to make clear its appearance. In the sense of rapidity, the earthquake announcement of Korea Meteorological Agency (KMA) might be dramatically improved by the adaption of EEW. In order to realize hazard mitigation, EEW should be applied to the local crucial facilities such as nuclear power plants and fragile semi-conduct plant. The distributed EEW is introduced with the application example of Uljin earthquake. Not only Nation-wide but also locally distributed EEW applications, all relevant information is needed to be shared in real time. The plan of extension of Korea Integrated Seismic System (KISS) is briefly explained in order to future cooperation of data sharing and utilization.

The hypothetical earthquake located on the fault zone along the western coast of Japan, where sufficient time has elapsed since the last earthquake or an earthquake has not occurred yet, is known to possess significant potential energy. The possibility of earthquake activities occurring here in the future is high. It is expected that the resulting tsunamis will cause great damage to the East Sea coast of Korea and affect parts of the southern coast as well. In this study, tsunami that may be caused by a virtual earthquake that is expected in the hypothetical earthquake, along the western coast of Japan, will be estimated using numerical simulation. From this, the effect of the tsunami originating from the hypothetical earthquake on the southeastern coast of Korea will be evaluated by examining the water level rise due to the maximum water level rise and changing time, for each point along the southeastern coast. It will be possible to use the virtual results obtained like this as important basic materials in future disaster prevention plans and designs, for determining the direction of coastal development, for arranging seashore and harbor structures and to carry out wave resistant design for the southeastern coast of Korea.
A new site classification system and site coefficients based on local site conditions in Korea were developed and implemented as a part of minimum design load requirements for general seismic design. The new site classification system adopted bedrock depth and average shear wave velocity of soil above the bedrock as parameters for site classification. These code provisions were passed through a public hearing process before it was enacted. The public hearing process recommended to modify the naming of site classes and adjust the amplification factors so that the level of short-period amplification is suitable for economical seismic design. In this paper, the new code provisions were assessed using dynamic centrifuge tests and by comparing the design response spectra (DRS) with records from 2016 Gyeongju earthquake, the largest earthquake in history of instrumental seismic observation in Korea. The dynamic centrifuge tests were performed to simulate the representative Korean site conditions, such as shallow depth to bedrock and short-period amplification characteristics, and the results corroborated with the new DRS. The Gyeongju earthquake records also showed good agreement with the DRS. In summary, the new code provisions are reliable for representing the site amplification characteristic of shallow bedrock condition in Korea.

Stochastic ground-motion method is adopted to simulate horizontal PGA values for the offshore Uljin earthquake recorded at nationwide seismic stations. For this purpose, the Fourier spectra are calculated at every stations based on comprehensive results of wave propagation and site effect which were previously revealed through inversion process applied to large accumulated spectral D/B. In addition, the apparent source spectrum of the offshore Uljin earthquake is estimated by removing the path and site response from the observed spectra. The distance dependent time-duration model is revised by iteratively fitting the PGA values generated by using the raw spectra data to the observed PGA data. The stochastic ground-motion method predicts the observed PGA values within a error of ${\sigma}_{log10}=0.1$. Transfer functions of a site relative to another site are estimated based on the error residual of the inversion results and used to convert PGA values at multiple stations to expected PGA values at a reference station of TJN. The converted PGA values can be used as basic data to evaluate the ground-motion attenuation relations developed for seismic hazard analysis that concerns the large damaging earthquakes.

In order to verify the reliability of numerical site response analysis program, both soil free-field and base rock input motions should be provided. Beside the field earthquake motion records, the most effective testing method for obtaining the above motions is the dynamic geotechnical centrifuge test. However, need is to verify if the motion recorded at the base of the soil model container in the centrifuge facility is the true base rock input motion or not. In this paper, the appropriate input motion measurement method for the verification of seismic response analysis is examined by dynamic geotechnical centrifuge test and using three-dimensional finite difference analysis results. From the results, it appears that the ESB (equivalent shear beam) model container distorts downward the propagating wave with larger magnitude of centrifugal acceleration and base rock input motion. Thus, the distortion makes the measurement of the base rock outcrop motion difficult which is essential for extracting the base rock incident motion. However, the base rock outcrop motion generated by using deconvolution method is free from the distortion effect of centrifugal acceleration.
The influence of ground motions on the seismic response of utility tunnels was investigated. A series of small-scale shaking table model tests were carried out under uniform excitation in the transverse direction. Different peak accelerations of EL-Centro and Taft earthquake waves were applied. The acceleration responses, earth pressure, seismic strain, bending moment and structure deformations were measured and discussed. The results showed that the types of earthquake waves had significant influences on the soil-structure acceleration responses. However, the amplitude of the soil acceleration along the depth showed consistent variation regardless of the types of earthquake waves and tunnels. The horizontal soil pressure near the top and bottom slabs showed obviously larger values than those at other depths. In general, the strain response in the outer surface was more significant than that on the inner surface, and the peak strain in the end section of the model was larger than that in the middle section. Moreover, the bending moment at the corner points was much larger than that at middle point, and the bending moment was greatly affected by both input accelerations and seismic wave types. The opposite direction of shear deformation on the top and bottom slabs presented a rotation trend of the model structure.

The tsunami hazard analysis is performed for testing the application of probabilistic tsunami hazard analysis to nuclear power plant sites in the Korean Peninsula. Tsunami hazard analysis is based on the seismic hazard analysis. Probabilistic method is adopted for considering the uncertainties caused by insufficient information of tsunamigenic fault sources. Logic tree approach is used. Uljin nuclear power plant (NPP) site is selected for this study. The tsunamigenic fault sources in the western part of Japan (East Sea) are used for this study because those are well known fault sources in the East Sea and had several records of tsunami hazards. We have performed numerical simulations of tsunami propagation for those fault sources in the previous study. Therefore we use the wave parameters obtained from the previous study. We follow the method of probabilistic tsunami hazard analysis (PTHA) suggested by the atomic energy society of Japan (AESJ). Annual exceedance probabilities for wave height level are calculated for the site by using the information about the recurrence interval, the magnitude range, the wave parameters, the truncation of lognormal distribution of wave height, and the deviation based on the difference between simulation and record. Effects of each parameters on tsunami hazard are tested by the sensitivity analysis, which shows that the recurrence interval and the deviation dominantly affects the annual exceedance probability and the wave heigh level, respectively.
In this study, state of sea surface were analyzed comparatively for cases of low atmospheric pressure, which occurred in the middle area of China and moved eastward to the Korean Peninsula across the Yellow sea during April 9-12, 1999, and typhoons 'NEIL' May 1999 and 'OLGA' July 1999, which moved northward along the west coast of the Korean Peninsula. In cases of low pressure, wind speeds and phases were respectively stronger and faster in the center area than in the surrounding areas. The wave heights seem to a somewhat differing tendency from that of the wind speeds due to the influences of geometry. On the other hand, wave heights were lower under typhoon weather than under low pressures, except the instance of wave height over 5 m on Chilbal when typhoon Olga pass northward from the southern area. Storm surges also showed larger amplitudes under low pressures than under typhoons. The results suggest that wave sand storm surges may be larger for a slow passing synoptic low pressures than for a fast passing local typhoon.

Domestic urban railway underground station structures, which were built in the 1970s ad 1980s, had been constructed as Cut-and-Cover construction system without seismic design. Because the trends of earthquake occurrence is constantly increasing all over the world as well as the Korean Peninsula, massive human casualties and severe properties and structures damage might be occurred in an non-retrofitted underground station during an earthquake above a certain scale. Therefore, to evaluate the retrofit effect and soil-structure interaction of seismic retrofitted underground station, a centrifugal shaking table test with enhanced stiffness on its structural main member are carried out on 1/60 scaled model using the Kobe and Northridge earthquakes. The seismic retrofitted members, which are columns, side walls, and slabs, are evaluated to comparing with existing non-retrofitted centrifuge test results Also, to simulate the scaled ground using variation of shear velocity according to site conditions such as ground depth and density, resonant column test is performed. From the test results, the relative displacement behavior between ground and structures shows comparatively similar in ground, but is increased on ground surface. The seismic retrofit effects were measured using relative displacements and moment behavior of column and side walls rather than slabs. Additionally, earthquake wave can be used to main design factor due to large structural deformation on Kobe earthquake wave than Norhridge earthquake wave.

Round Robin Test (RRT) on ground response analyses was conducted for three sites in Korea based on several site investigation data, which include borehole logs with the N values from standard penetration test (SPT) for all three sites and additionally cone tip resistance profiles for two sites. Three input earthquake motions together with the site investigation data were provided for the RRT. A total of 12 teams participating in this RRT presented the results of ground response analyses using equivalent-linear and/or nonlinear method. Each team determined input geotechnical properties by using empirical relationships and literatures based on own judgment, with the exception of the input motions. Herein, the characteristics of input motions were compared in terms of the frequency and period, and the selection of the depth to bedrock, on which the motions is impinged, was discussed considering geologic conditions in Korea. Furthermore, a variety of geotechnical properties such as shear wave velocity profiles and soil nonlinear curves were investigated with the input properties used in this RRT.
