  • Electronic Commerce increased rapidly according to the growing popularity of Internet. but payment system are not changed. Now main payment system of electronic commerce are credit card and cyber banking system. Then credit card has some problems safety, privacy etc, and cyber banking system has some problem also. We need new payment system to Electronic Commerce. The merit of electronic money are more capacity, more secure, more reliable, quick and easy to update, secure off-line processing, enabling technology etc than credit card and cyber banking system. And so many countries began using experiment of electronic money and our country began July KOEX building. But it has some problems (standardization, safety of payment, etc). Therefor we must make nile about electronic money in order to standardization and safety of payment. After then electronic money are used widely in electronic commerce.

A Study on the Institutional Application and Its Implications of a BPO (BPO의 제도적 운용과 그 시사점에 관한 연구)

  • This study reviewed the perspective of the institutional application and trade finance settlement of Bank Payment Obligation(BPO). The BPO is a payment method based on trade data-matching which can be used for risk mitigation and payment. The BPO offers the institutional advantages such as an automated solution, an assurance of payment, an improved overall efficiency of business, risk mitigation for all parties, trade financing, etc. The BPO will be developed as a new trade payment method that meets the periodic paradigm thanks to many benefits and usefulness. The BPO will greatly improve the efficiency and stability of the trade payment system in that it is operated by a technology-enabled, databased mechanism that can be applied to a variety of trade transactions. So, the BPO is expected to evolve into an alternative instrument of the trade payment system. This paper is based on documentary research focusing on papers, websites of ICC and SWIFT, and international regulation and laws and so on.

A Comparative Study on the Electronic Payment System between United States and Korea (한국과 미국의 전자결제제도 비교연구 -고객보호관련 주요쟁점을 중심으로-)

  • This article explored the customers protection regulations in electronic payment system by Article 4A of the UCC and EFTA of 1978 and by Electronic Financial Transaction Act of Korea. Both Korea and America have various regulations to protect concerned parties(customers). For examples, the errors of payment order, money-back guarantee, and unauthorized payment order etc. First, this Article focuses on the allocation of risk of loss caused by ambiguous term in payment orders that do not express the subjective intention of the senders. Second, most rights and obligations created by Article 4A of America can be varied with the agreement of affected parties. But there are some exceptions. The exceptions include the money-back guarantee. So Receiving bank have to pay to originator the ordered money included interest. However, Korea also has money-back guarantee but bank do not pay interest to sender. Lastly, Electronic Funds Transfer Act of 1978 and Regulation E has US$ 50 regulation in order to protect customers on the unauthorized payment order. Article 4A imposes duty to detect unauthorized payment orders to originator in relation to the establishment of commercially reasonable security procedure, while Korean law imposes the duty to notify the bank in order to decrease the loss resulted from unauthorized payment order.

  • There have been various attempt to offer commercial service of electronic payment. Actually, however, there has been few electronic payment model that are being used commercial service. Among them, it is estimated that only TSU(Trade Service Utility) of SWIFT will be succeed in providing commercial service possibility. In Korea e-L/C Distribution & Management System was constructed and become the first e-L/C service on a global basis via e-Trade Facilitation 3 Years Project and then started offering the world first e-L/C service. Some scholars have insisted the opinion that SWIFT L/C means e-L/C, but such opinion may be wrong because SWIFT L/C means the L/C advised by SWIFT(Society for Worldwid Interbank Financial Telecommunication) under the condition that a series of procedure from the issuance of L/C to the advice is done by SWIFT system. Because perfect e-L/C should be organically connected by SWIFT network and also, the e-L/C business between overseas banks and their customers should be organically linked with each other. The purpose of this paper is contribute to the commercialization of e-L/C distribution system by studying the current status of infrastructure concerned with domestic and overseas electronic payment and future e-payment infrastructure, seeking to be introduced internationally by doing things.

The Impact of Financial Technology on Facilitating E-Government Services in Egypt

  • Purpose - Nowadays financial technology is crucial for each organization to facilitate business transactions and make them easier. This paper was conducted with the purpose of determining the effect of fintech including services e-payment, bills e-payment, ways of payment and bank accounts with e-government on facilitating e-government services in terms of availability, accessibility, efficiency and responsiveness. Research design, data, and methodology - The problem of this paper is summarized in the lack of studies in this subject. So, a survey was applied on 400 respondents in Egypt to investigate the impact of fintech on facilitating e-government services, in order to determine which fintech item can affect any of facilitating services dimensions. Results - The results revealed that bank accounts with e-government doesn't affect any of facilitating services dimension, while each of the remain items has an effect on some dimensions and does not has effect on others. Conclusions - Data analysis revealed that the most obstacles that face respondents resulted in the weakness of internet networks, lack of efficient employees in e-government portal and lack of system effectiveness. In general, it clears that fintech implementation affect the dimensions of facilitating e-government services, however not all fintech implementation components have the same effect on the dimensions.

  • The international trade industry is on the brink of a radical Internet-driven transformation. TradeCard is a payment and settlement system that is an alternative to letters of crdeit. That is, TradeCard is a business-to-business e-commerce infrastructure that enables buyers and sellers to conduct and settle international trade transactions securely over the Internet. Paperless, payment-guaranteed international trade transactions - which eliminate the traditional letters of credit with electronic certifications - are widely considered the most difficult B2B transactions to conduct. The TradeCard system was initially built to accommodate and process this complex, cross-border payment type at a US$100 service fee for each transaction of up to US$100,000 since November 1999.

  • The easy payment service is a payment and remittance service that uses a simple authentication method. As online transactions have increased due to COVID-19, the use of an easy payment service is increasing. At the same time, electronic financial industries such as Naver Pay, Kakao Pay, and Toss are diversifying the competition structure of the easy payment market; meanwhile overseas fintech companies PayPal and Alibaba have a unique market share in their own countries, while competition is intensifying in the domestic easy payment market, as there is no unique market share. In this study, the participants in the easy payment market were classified as electronic financial companies, mobile phone manufacturers, and financial companies, and a SWOT analysis was conducted on the representative services in each industry. The analysis examined the user reviews of Google Play Store via a topic modeling analysis, and it employed positive topics as strengths and negative topics as weaknesses. In addition, topic modeling was conducted by dividing news articles into political, economic, social, and technology (PEST) articles to derive the opportunities and threats to easy payment services. Through this research, we intend to confirm the service capabilities of easy payment companies and propose a service activation strategy that allows gaining the upper hand in the market.

  • This study introduced the new technologies that are expanding the realm of electronic commerce to the Internet and small business. Each of the key components of electronic commerce(contracts, signatures, notaries, payment systems and adult trails)are supported in the new electronic commerce. Electronic commerce is more than just handling purchase transactions and funds transfers over the internet. Despite Electronic commerce's past roots in transactions between large corporations, banks, and other financial institutions, the use of the internet as a way to bring Electronic commerce to the individual consumer has led to shift in viewpoint. Over the past few years, both the press and the business community have increased their focus on Electronic commerce involving the consumer Effective payment system should be established for the internet commerce. In this study, we examined the current development and application of Electronic payment system. Two different payment systems are used and under application. One is IC-card type of payment system which has gained popularity in England, Hong-Kong, and many other countries as a substitution of cash. The other type of payment system is e-cash, which is used more conveniently for the payment through internet. The question of which method is better fitted for the internet commerce should be evaluated in the view of cost and benefit since the associated technology is still under evolution.   • In E-mail based accounting system, the remitter does not have need to find collector's account number. To transfer money to a collector's account, what remitter need is just a collector's E-mail address. But the current E-mail based accounting systems are built on SSL technology. Basically SSL provides some security services - confidentiality, user authentication and data integrity, but does not provide non-repudiation. So, in the current E-mail based accounting system, it is possible to deny transaction. And there is no receipt of transaction. In this paper, we design and implementation of a S/MIME applied Secure Payment Mechanism. In our system, every account information - account number, receiver name, amount of money, etc. - is included in a 'check' message. And this message is protected under the Secure Web-mail using S/MIME. In a view point of the convenience, users using our system do not have need to find collector's account number. And in a view point of the security, our system provides confidentiality, user authentication, data integrity and non-repudiation. Moreover our system provides a receipt.

  • Due to the development of information and communication technology, the global influence on politics, economics, society, and culture has grown. A major example of this impact on the economic sector is the growth of e-commerce, which increases both the speed and efficiency of businesses. In light of these new developments, businesses need to shift away from the misconception that information overwhelms to embrace the enhanced competitiveness that e-commerce provides. However, concern about fraudulent transactions through e-commerce is pertinent because of the loss in both critical revenue and consumer confidence in open markets. Current solutions for fraudulent transactions include real-time monitoring and processing, payment pending, and confirmation through SMS, E-mail, and other wired means. Our research focuses on the management of Fraud Detection Systems (FDS) to safeguard online electronic payment systems. With effective implementation of our research we hope to foster an honorable online trading culture and protect consumers. Future comparative research in domestic and abroad markets would provide further insight into preventing fraudulent transactions.
