Today, many universities are confronted with the changing education paradigm such as e-learning, Distance Education, Virtual University, This IT-based teaming paradigm shift is certainly a new opportunity or a threat to our universities. To overcome this problem the universities should think e-Learning as strategic weapon, such as many firms created competitive weapons from the information systems at the 1980s. So, e-Learning system can be a SIS(Strategic Information System) which supports university's future education strategies. To build a e-Learning system, not only many H/W and S/W resources but also expert personnels are required. An organization such as local university who is week at financial status can't himself plan the system. The Local University Community e-Learning Centers that support the demand of e-learning for their community are recommended. In order to operate these centers efficiently, the strategic roles of the e-Learning center should first be defined. To define the strategic roles, We classified the strategic roles of the e-Learning center into four dimensions, (1) to improve management efficiency, (2) to enhance educational service, (3) to acquire competitive advantages, (4) to build new education infrastructure, and each dimension has 5 or 6 measurement items. As result, to enhance the educational service was considered as the most significant factor among the four dimensions of strategic roles, and the infrastructure building was the next. We also tried to find the difference for each factor by the characteristics of responsor. The data showed that there was litter difference between the groups in evaluating the significance of strategic roles of e-learning centers. Through the strategic roles definition and analysis of expected role ratings, we could have recommended the direction and operation policies of the e-Loaming centers.

Recently, the development of ICT(information & communications technology) with the advent of new media paradigm shift in learning has brought a dramatic impact on the competitiveness of universities. The previous studies on the academic performance of e-learning mainly targeted on e-learning users, studying additional synchronization and system quality factors to measure academic performance. This study empirically analyzed the learning flow and academic performance considering both DeLone & McLean model system quality and synchronizing factors based on ARCS model. Relating to quality and synchronization factors, the academic performance of e-learning system was tested, and the difference between learning flow and academic performance was also analyzed based on time-series data, by the test difference(in the beginning, during, and final of the semester). The results of the study are as follows. First, the study shows that both system quality and synchronization directly affected the learning performance. Thus, when designing e-learning system, it is necessary to consider these two factors at the same time. Second, the indirectly mediating effect on the system quality and synchronization factors turned out to be significant in learning flow. Third, the result of regression analysis on the contents of utilizing dummy variable presents that the teacher's explanation has greater influence than multimedia has to the academic performance, and furthermore, the test difference showed no significance. Further research should be undertaken to consider the learner's degree of acceptance which reflects various aspects for building m-learning or u-learning.

산업자원부(현(現), 지식경제부)와 한국전자거래진흥원에서 실시한 2005년도 e-Learning 산업의 실태조사에 의하면 61.1%의 기업이 평균 3.1명의 인력이 부족하다고 응답하였으며 직종별로 살펴보면 교수설계자가 부족하다는 응답은 32.8%로 가장 많았다. 늘어나는 산업규모에 대비하여 e-Learning 인력수급이 부족한 실정이며 이는 e-Learning 전문인력을 배출하고 양성하는 공급 구조가 변화되지 않는 현 상황에서는 해결이 어려운 문제이기도 하다. 따라서, 부족한 e-Learning 인력의 공급을 늘리는 한편 전문인력을 양성하기 위해서는 체계적인 e-Learning 전문 자격제도의 개발과 운영이 요구된다. 이에 본 연구에서는 가장 수요가 높은 교수설계자를 중심으로 기업 e-Learning 전문 인력 자격 종목 개발을 수행하였다. 연구결과로는 기업과 학교 및 관련 기관의 의견수렴과 전문가의 검토 등을 통하여 필요로 하는 전문 인력에 대한 규명과 이에 따른 자격 종목의 선정과 직무내용, 검정방법 및 출제기준 등을 제시하여 현장 활용도가 높은 자격 종목을 개발하였다.

With the increasing use of the Internet improved Internet technologies as well as web-based applications, the effectiveness assessment of e-Learning has become one of the most practically and theoretically important issues in both Educational Engineering and Information Systems. This study suggests a research model, based on an e-Learning success model, the relationship of the e-learner's self-regulated learning strategy and the quality perception of the e-Learning environment. This research model focuses on the learning environment and on e-learning strategy. The former consists of learning management system, learning content quality and service quality that are provided by e-Loaming. The latter refers to the learners' self-regulated learning strategy. We will show the validity of the model empirically.

The purpose of this study is to call attention to the consensus of stakeholders of corporate e-Learning system for the sake of its success. We identified the critical success factors(contents, technical features, management, and organizational support) as major components of corporate e-Learning systems and questioned whether stakeholders' consensus on the importance of these components facilitates the successful implementation of these components. We also questioned whether the influence of these components on user satisfaction could be moderated by contextual factors. Based on empirical testing of 18 e-Learning user companies, we verified that the consensus of stakeholders regarding the importance of content, technological features, and organizational support has a positive influence on the perceived quality of these factors in their e-Learning systems, which in turn is positively related to user satisfaction. The learning subjects and learning style did significantly moderate the influences of these perceived qualities on user satisfaction.

The importance of e-Learning, which supports to study anywhere and anytime, has been pointed out for improving education. There have been various research papers on e-Learning system for educations. Most of literatures have focused on guiding the student or measuring understanding their level etc. Design method of e-Learning system has not been discussed based on structure and analysis of the class. In this paper, scheme of the class is proposed by analyzing and structuring class, then design method of e-Learning system is discussed based on it.

In legacy e-learning web service, as deployed contents are changed, web services should be changed together. In addition, it can not coordinate and manage the various e-learning services recently emerged. In this paper, an e-learning platform based on Service-Oriented Architecture (SOA) is proposed to solve these problems. We design and implement an e-learning system based on Service abstraction layer concepts. The implemented system can provide the new e-learning services within short development periods.

The purpose of this study is to develop an examination system for an e-learning quality manager's certificate which is composed of subjects, criteria, method of examination. The task model of e-learning quality manager was modify and task/knowledge/skill matrix was developed to design the examination system through conferences of DACUM committee and an advisory committee. And a survey was carry out to analyze validity of contents of the examination system. The major findings were as the follow: First, occupational specification, job specification, task specification and task/knowledge/skill matrix were developed. Second, examination subjects were developed based on task/knowledge/skill matrix, which were "Basis of e-Learning and plan of service", "Expulsion and management of e-learning infrastructure", "Development of e-learning contents", "Operation and evaluation of e-learning service". Third, the criteria and methods of examination for an e-learning quality manager's certificate were developed, which is composed of test type, the sum of test items, test time and acceptable standards.

지식정보 사회의 도래는 새로운 교육 패러다임에 적합한 교수-학습 과정을 지원하기 위해 다양한 형태의 e-러닝의 모형과 시스템을 요구하며, 이에 따라 인터넷과 지능형 교육 시스템(ITS; intelligent tutoring system)을 적용한 e-러닝 환경의 교수-학습 시스템에 대한 연구가 지속적으로 진행되어 왔다. 그러나 현재 운영되고 있는 교육 현장의 인프라와 u-러닝의 개념 사이에는 상당한 격차가 존재한다. 이에 따라 본 연구에서는 현재 구축된 교육 현장의 인프라에서 u-러닝의 개념을 적용할 수 있는 학습자의 인지구조에 기반한 ITS 교수-학습 모형과 시스템을 개발하고, 타당성을 검증하였다. 또한 본 연구에서 제안하는 지식표현기법을 통해 개별화 학습이 효과적으로 적용될 수 있도록 학습자 인지구조를 표현하였다.

The purpose of this study supports the establishment of national e-learning policy by analyzing e-learning status and current status of higher education. Enhance the competitiveness of higher education through sharing information between universities. And to improve e-learning quality management. We surveyed the current status of e-learning in 341 universities and questionnaires about e-learning content, e-learning application form, e-learning platform status was surveyed through each school's learning management system. As a result, the infrastructure of e-learning, the rate of platforms secured, and the contents are increasing gradually each year; however, still, not all students can receive the services equally. Dedicated servers and learning management systems were secured by more than 70% of general universities. In the current development status of e-learning content, multimedia, animation, and text forms are gradually decreasing, but video contents are increasing every year. Most of the online contents were used in the e-learning contents by application type, and blended learning, flipped learning, and mooc is not yet actively used since they are still in the beginning stage. Learning analysis techniques should be supported in order to easily use online learning contents such as flipped learning and mooc. We suggest that the effectiveness of e-learning should be measured and the current state of learning analysis for customized learning should be done. This study aims to contribute to the improvement of competitiveness of higher education by sharing information about e-learning among universities as a basis for improvement of e-learning policy. Future tasks are to improve the customized learning environment by adding whether the system environment for learning analysis is provided at the time of the survey.
