  • In Korea, telemedicine is still under the beginning stage, but we expect that the developing 'Information Highway' will make this technology more common place and more easily used in coming soon. Currently, three hospitals are providing telemedicine services with their subsidiary hospitals which are far away from their remote place. However, the fee schedule of telemedicine services are not well-settled down, of course not reimbursed through current health insurance system. This study aims to develop new payment system for medical services provided through telemedicaine system. To design appropriate fee schedule for telemedicine services, we, first, review the current insurance payment system and telemedicine system both in domestic and foreign countries focusing on its payment system. A framework of telemedicine payment system is proposed in following steps based on information we acquired from this stage. Second. We decide the span of cost items which should be covered by telemedicine payment scheme. In hear, we suggest payment method for telemedicine services should be designed as dual structure which are telemedicine fee that should be reimbursed through payment scheme and any costs related to capital investment that should not be covered by payment system. Which is, payment system for telemedicine services should cover only service-related costs and any costs related to capital investment should be generated through third party such as government, health insurance association, etc. Finally, we suggest new fee schedules for telemedicine services. The key issues on developing telemedicine fee schedules are related with the determination of appropriate additional rate($\alpha$). The reasonable additional rate($\alpha$) must determine through careful evaluation of any additional efforts(e. g. : additional work hours which are related to providing telemedicine services). This study shows the process of how to determine appropriate additional rate($\alpha$).

  • Scientometrics and social network analysis (SNA) measures were used to analyze the international scientific collaboration (ISC) of All India Institute of Medical Sciences (AIIMS) for a period of 10 years (2009-2018). The dataset consists of 19,622 records retrieved from the Scopus database. The mean degree of collaboration 0.95 implied that researchers of AIIMS tend to collaborate domestically (80.29%) and internationally (14.67%). The data exhibits a hyper authorship pattern, and a medium-size research team consists of 4 to 10 authors who contributed a maximum of 62.08% (12,182) publications. 71.97% of research findings are scattered in journal articles. The most preferred journals published 58.55% of medical literature. An undirected collaboration network is constructed in Pajek to study the ISC of AIIMS during the period 2009-2018 which consists of 179 vertices (Vn) and 11,938 edges. The degree centrality (Dc) identified that the United States of America (Dc - 54; CC - 0.99) and United Kingdom (Dc - 41; 0.98) are the most collaborative countries in the whole network as well as the most influential countries. The Louvain community detection method is used to detect influential research groups of AIIMS. The temporal evolution of ISC of AIIMS studied through scientometrics and SNA measures shed light on the structure and properties of ISC networks of AIIMS. It revealed that AIIMS, India has taken keen steps to enrich the quality of research by extending and encouraging the collaboration between institutions and industries at the international level.

  • The effects of the U-Police Service is expected to go much beyond present police service. Scientific police service using the UIT will enable the police to confront rapidly to the crimes which has been in the blind spot of law enforcement in the result of insufficient police forces and maintenance of law and order by putting police manpower first. Cetizens' feeling of safety from crimes is also expected to be much improved and this will bring about noticeabe effect on crime prevention by suppressing the crime impulse in advance. This thesis have come up with various research results by interviewing police officers and citizen of the City of Seoul under the circumstances that there has been no positive and analytical studies on the areas that the UIT could apply to or the possibility of utilizing the UIT. As we apply the UIT to the police service, how we solve the problem occurring by adopting the UIT and how much we can protect private information is much more important than what kind of service we can provide. Especially, embodiment of U-Police service is a necessary precondition for constructing ubiquitous city in near future. Following studies to draw relevant research results by expanding the objects of the study are much needed including the study on the measurement of efficiency of U-Police service in each service sectors which the UIT applies to.

  • AIS is the most important navigation equipment for the identification of other ships, etc. However, the AIS overload problem has been raised recently due to an increase in AIS equipped vessels. The government is planning to introduce the wireless LTE network at 100 km offshore as part of the SMART-Navigation project. Continuous development and dissemination of the services available through such platforms will be necessary to achieve major goals such as marine accident prevention and environmental protection. In this study, we applied a WAVE communication system, which could be the basis for the development of such services. As a result, reliable data transmission was confirmed for a range of communication of approx. 5 miles, although the service was limited to 1 km in road traffic. Therefore, it is expected that WAVE communication technology will be used to prevent marine accidents through such efforts as collision avoidance and the transfer of marine safety information between ships.

  • Salt-affected soils are present in Pakistan in significant quantity. This experiment was conducted to assess the effectiveness of compost for reclamation and compare its efficiency with gypsum. For this purpose, various combinations of compost and gypsum were used to evaluate their efficacy for reclamation. A saline-sodic field having $pH_s$ 8.90, $EC_e$ $5.94dS\;m^{-1}$ and SAR $34.5(mmol\;L^{-1})^{1/2}$, SP (saturation percentage) 42.29% and texture Sandy clay loam, gypsum requirement (GR) $8.75Mg\;ha^{-1}$ was selected for this study. The experiment comprised of seven treatments (control, gypsum alone, compost alone and different combinations of compost and gypsum based on soil gypsum requirements). Inorganic and organic amendments (gypsum and compost) were applied to a saline sodic soil. Rice and wheat crops were grown. Soil samples were collected from each treatment after the harvest of both crops and analyzed for chemical properties (electrical conductivity, soil reaction and sodium adsorption ratio) and fertility status (organic matter, available phosphorus and potassium contents) of soil. Results of this study revealed that compost and gypsum improved chemical properties (electrical conductivity, soil reaction and sodium adsorption ratio) of saline sodic soil to the desired levels. Similarly, all parameters of soil fertility like organic matter, available phosphorus and potassium contents were built up with the application of compost and gypsum.

  • As the global demand for satellite IoT services using small satellites increases, interest in their frequency requirements has also increased. Consequently, International Telecommunication Union Radiocommunication Sector (ITU-R) preparatory studies for WRC-23 include AI 1.18, which considers new frequency allocations for narrowband mobile satellites. This agenda item was issued in accordance with Resolution 284 (WRC-19), and contributions and reviews by government and satellite operators are underway at ITU-R SG4 WP4C with the aim of completing the study in 2023. Resolution 248 (WRC-19) considers the conditions for transmission of candidate bands and satellites and terminals for narrowband mobile satellite, and all contributions should satisfy narrowband mobile satellite system characteristics parameters within these conditions. However, among the current transmission specifications, there are several views on the exact definition of satellite e.i.r.p., and the derivation schedule of characteristic system parameters for the study is slower than that of the original work schedule. The goal of this paper is to examine the outline of WRC-23 AI 1.18 and the main content of Resolution 284 (WRC-19) and to determine the status of studies related to WRC-23 AI 1.18. The ITU-R's study on this agenda includes updating work schedules, developing the draft required spectrum and system characteristics parameter reports/recommendations, developing draft CPM reports, and examining the various views of transmission specifications in Resolution 284 (WRC-19). Focusing on candidate bands in Region 1 (Europe and Africa) and Region 2 (America), the current status of use in Korea is investigated and future countermeasures in Korea are investigated. In addition, we would like to examine the trend of narrowband mobile satellite through satellite frequency and service status and planning of satellite IoT operators, such as EchoStar, Omnispace, and Sateliot that are participating in the ITU-R study.

  • In this paper, we propose CANVAS (Creative ANalytics enVironment And System), an analytics system of the National Research Data Platform (DataON). CANVAS is a personalized analytics cloud service for researchers who need computing resources and tools for research data analysis. CANVAS is designed in consideration of scalability based on micro-services architecture and was built on top of open-source software such as eGovernment Standard framework (Spring framework), Kubernetes, and JupyterLab. The built system provides personalized analytics environments to multiple users, enabling high-speed and large-capacity analysis by utilizing high-performance cloud infrastructure (CPU/GPU). More specifically, modeling and processing data is possible in JupyterLab or GUI workflow environment. Since CANVAS shares data with DataON, the research data registered by users or downloaded data can be directly processed in the CANVAS. As a result, CANVAS enhances the convenience of data analysis for users in DataON and contributes to the sharing and utilization of research data.

  • Project Management Information System (PMIS) is a special purpose information system that is created to provide useful information for project managers and participants to make effective and efficient decision making during projects. The use of PMIS is increasing in project based industries such as construction, defense, manufacturing, software development, telecommunication, etc. It is generally known that PMIS helps to improve the quality of decision making in project management, and consequently improves the project management performance. However, it is unclear what are the difference of PMIS impacts between industries, and still need to be studied further. The purpose of this study is to compare the impact of PMIS on project management performance between industries. We assume that the effects of PMIS will be different depending on the industry types. Five hypotheses are established and tested by using statistical methods. Data were collected by using a survey questionnaire from those people who had experience of using PMIS in various project related industries such as construction, defense, manufacturing, software development and telecommunication. The survey questionnaire consists of 5 point scale items and were distributed through e-mails and google drive network. A total of 181 responses were collected, and 137 were used for analysis after excluding those responses with missing items. Statistical techniques such as factor analysis and multiple regression are used to analyze the data. Summarizing the results, it is found that the impacts of PMIS quality on the PM performance are different depending on the industry types where PMIS is used. System quality seems to be more important for improving the PM performance in construction industry while information quality seems more important for manufacturing industry. As for the ICT and R&D industries, PMIS seems to have relatively lesser impact compared to construction and manufacturing industries.

  • In this article I tried to take an overview of the training course of Chinese Archivists. The emphasis of this work lies on the development of the Archives College of Renmin. Univ. of China after the Cultural Revolution. It includes also the development in 1950's and early '60's. An overview of the Chinese development in 1950's and early '60's will be helpful for the development of Korean archival system, especially in training of archivists. What is necessary above all in our today's situation is to bring some experiences from the advanced countries in this field. It can be carried out in two ways : the empirical studies of archival development in foreign countries and the systematic translation of their publications. It also needs an establishment of professional institutes for the archival studies in Korea. In fact the professional archivists are now hardly found in Korea. Those scholars working in the archival areas now are not archival specialists in their academic origin. Because of the urgent needs some scholars of related fields, i.e. history and library science, take over the roles of researchers and instructors in archival studies. It is therefore very urgent to offer the environment where the archivists are able to devote themselves to research in archival science. In conclusion, we need to pursue the studies of archives to give order to the records we find in the long history of our archival tradition. By doing so, we can develop our own archival science in the end. This project, however, needs supports from the government for the formation of policies, securement of budget and collaboration between the related agencies to pave a way for the strong foundation of Korean archival studies. Without these supports it might take much more time then that Chinese have taken for the enhancement of their own archival studies.
