Quality of Working Life (직장생활에 대한 새로운 인식)

  • Interest in the Quality of working life is spreading rapidly and the phrase has entered the popular vocabulary. That this should be so is probably due in large measure to changes in the values of society, nowadays accelerated as never before by the concerns and demands of younger people. But however topical the concept has become, there is very little agreement on its definition. Rather, the term appears to have become a kind of depository for a variety of sometimes contradictory meanings attributed to it by different groups. A list of all the elements it if held to cover would include availability and security of employment, adaquate income, safe and pleasant physical working conditions, reasonable hours of work, equitable treatment and democracy in the workplace, the possibility of self-development, control over one's work, a sense of pride in craftsmanship or product, wider career choices, and flexibility in matters such as the time of starting work, the number of working days in the week, Job sharing and so on altogether an array that encompasses a variety of traditional aspirations and many new ones reflecting the entry into the post industrial era. The term "quality of working life" was introduced by professor Louis E. Davis and his colleagues in the late 1960s to call attention to the prevailing and needlessly poor quality of life at the workplace. In their usage it referred to the quality of the relationship between the worker and his working environment as a whole, and was intended to emphasize the human dimension so often forgotten among the technical and economic factors in job design. Treating workers as if they were elements or cogs in the production process is not only an affront to the dignity of human life, but is also a serious underestimation of the human capabilities needed to operate more advanced technologies. When tasks demand high levels of vigilence, technical problem-solving skills, self initiated behavior, and social and communication skills. it is imperative that our concepts of man be of requisite complexity. Our aim is not just to protect the worker's life and health but to give them an informal interest in their job and opportunity to express their views and exercise control over everything that affects their working life. Certainly, so far as his work is concerned, a man must feel better protected but he must also have a greater feeling of freedom and responsibility. Something parallel but wholly different if happening in Europe, industrial democracy. What has happened in Europe has been discrete, fixed, finalized, and legalized. Those developing centuries driving toward industrialization like R.O.K, shall have to bear in mind the human complexity in processing and designing the work and its environment. Increasing attention is needed to the contradiction between autocratic rule at the workplace and democratic rights in society.n society.

Professionalism and Professional Project of Korean Journalism Considerations on Historical Context of Press-Politics Parallelism (한국 언론의 전문직주의와 전문직 프로젝트의 특수성 언론-정치 병행관계의 한국적 맥락)

  • This paper aims to plan a new research program on the parallel relationship between Korean press and political power, by providing concepts on the mode of existence of professional journalists in Korea. In the midst of the economic crisis of Korean journalism, relative deteriorisation in the political democracy and the liberty of press, and changes in news ecosystem due to the revolution of digital news, the status of professional journalists is at stake. In these circumstances, this paper argues that many existing researches on journalistic professionalism need to be reconstructed in the perspective of professional project. It enables, first of all, an evaluation on actual issues of professional journalists from the actor perspective, i.e. economic interests, social closure, regulative bargain with the authority. Secondly, concerning decoupling phenomenon of journalism and democracy which became salient in the contemporary society, this study raises a necessity to create new logical relations around concepts of journalist professionalism. And we will find, in this situation, a beginning of new evaluation on the mode of existence of professional journalists, that has been possibly developped within the old, assymetric relationship between State-press. And finally, this study proposes to consider a category of professional journalists as a vehicle that helps to conceptualize the old, parallel relationship between Korean press and political power.

How Populist are South Korean Voters? Antecedents and Consequences of Individual-level Populism (한국 유권자의 포퓰리즘 성향이 정치행태에 미치는 영향)

  • The recent success of populist parties and candidates in the US and European countries leads to a massive amount of empirical research on populism, a deviant form of representative democracy. Much ink has been spilled to define populism and to identify the causes of its rise and continued success in democratic political system. However, little is known about populist attitudes of individual voters. Using a large-scale online survey fielded in the context of the South Korean presidential election in 2017, this study examines (1) what determines populist attitudes of South Korean voters and (2) how populist attitudes are associated with evaluations of political parties, candidates, and political issues. Statistical analysis reveals that people high on populism are more likely to support an underdog left-wing political party and its presidential candidate, and are less likely to support policies implemented or proposed under the auspices of the Park Geun-hye administration. These findings do not necessarily suggest the inherent affinity between populism and left-wing ideology; rather, it implies populist attitudes happened to appear in 2017, in reactions to lack of confidence in the previous government.

An Exploratory Study of Collective E-Petitions Estimation Methodology Using Anomaly Detection: Focusing on the Voice of Citizens of Changwon City (이상탐지 활용 전자집단민원 추정 방법론에 관한 탐색적 연구: 창원시 시민의 소리 사례를 중심으로)

  • Recently, there have been increasing cases of collective petitions filed in the electronic petitions system. However, there is no efficient management system, raising concerns on side effects such as increased administrative workload and mass production of social conflicts. Aimed at suggesting a methodology for estimating electronic collective petitions using anomaly detection and corpus linguistics-based content analysis, this study conducted the followings: i) a theoretical review of the concept of collective petitions, ii) estimation of electronic collective petitions using anomaly detection based on nonparametric unsupervised learning, iii) a content similarity analysis on petitions using n-gram cosine angle distance, and iv) a case study on the Voice of Citizens of Changwon City, through which the utility of the proposed methodology, policy implications and future tasks were reviewed.

A Study of the Digital Generation's Political Apathy and Political Participation Behavior Using Causal Loop Analysis (인과지도 분석을 통한 디지털 세대의 정치적 무관심과 정치참여 형태 연구)

  • South Korea has achieved remarkable social and economic development together with the process of democratization over the past 20 years. In the democratic process in South Korea, ordinary people have actively participated in conventional political activities such as elections. But recently, one of the salient phenomena is that the public have been showing political apathy associated with a light poll. Especially, the most serious concern in the political environment of South Korea is that young voters (e.g., 20-30s) have serious political apathy leading to low voter turnout. Regarding this concern, many political scientists argued that this political phenomenon is not only the case in South Korea, insisting that many consolidated democratic countries such as European countries and the US have the same problems. However, South Korea has contained different factors (e.g., historical, culture, social, and political differences) leading to political apathy and light poll. Unfortunately, no one has clearly explain the phenomenon. In fact, in order for scholars to understand and explain these concerns, they should carefully look at the phenomenon with diverse perspectives and approaches. The main purpose of this paper is to explain why the digital generation has political apathy and are reluctant to participate in political activities such as voting. Using causal loop analysis which is based on systematic thinking, we not only analyzed the pattern of the digital generation' political participation with regard to diverse perspectives, but also attempted to draw new political implications from the analysis. Based on our analysis, we tried to suggest some implications for political stability and development in South Korea in the future.

  • Local cable channels has been contributing to settlement of grass root democracy and local business facilitation in decentralization era compared to other broadcasting media, and duly performs its role as local-tied media and produces local closeness type programs. But this is the time of need for change of perception by the producers, business entrepreneurs and relevant organizations on various production environment following process of conversion to digital cable TV. For successful settlement of local digital cable channels, this study has forecasted change on broadcasting production and organization following conversion of digital cable TV through the in-depth interview with people who produce and organize actual programs, and factors that interfere with digital cable TV conversion. Furthermore, the study learned plans to establish role and function of local cable channel as new close media to realize local value.

  • This study is an attempt to present a usage of the Web as CAI in the classroom and to give a direction to the future education in the face of information age. Characteristcs of information society, current curriculum, educational and teacher education are first analyzed in this article. The features of internet and 'Web are then summarized to present benefits of usage in the classroom as a CAI tool. The literature shows several characteristics of information society as follows : a technological computer, a provision and sharing of information, multi functional society, a participative democracy', an autonomy, a time value..A problem solving and 4 Cs(e.g., cooperation, copying, communication, creativity) are newly needed in this learning environment. The Internet is a large collection of networks that are tied together so that users can share their vast resources, a wealth of information, and give a key to a successful, efficient. individual study over a time and space. The 'Web increases an academic achievement, a creativity, a problem solving, a cognitive thinking, and a learner's motivation through an easy access to : documents available on the Internet, files containing programs, pictures, movies, and sounds from an FTP site, Usenet newsgroups, WAIS seraches, computers accessible through telnet, hypertext document, Java applets and other multimedia browser enhancements, and much more, In the Web browser will be our primary tool in searching for information on the Internet in this information age.

Media Representation of Korean Modern Historical Incidents, and its Myth and Ideology: A Semiotic Approach on MBC-TV Documentary (한국 현대사의 미디어 재현과 신화 및 이데올로기: MBC-TV 다큐멘터리 <이제는 말할 수 있다>의 남북관련 이슈를 중심으로)

  • The purpose of this study was to investigate representation of media on Korean controversial historical incidents and its myth and ideology. Especially the authors paid attention to the MBC-TV Documentary which had dealt with many controversial issues in Korean society. Those issues had never been dealt by other Korean media before it began to do. Three episodes about the South-North Korea related issues were selected as main object of this study and were analyzed with various semiotic research methods, especially, paradigmatic analytical method, narrative analytic method and mythical analytic method. As a main result of this study, it was found that the Documentary tended to represent such controversial historical issues very differently from the previous representations of old newspapers'. Th e old newspapers tried to establish old myths; that is, 'myth of national crisis', 'myth of anti-communism', 'myth of scapegoat of college students', 'myth of intelligent agency's monopoly', 'myth of social stablization', etc, while the documentary changed to build up new myths; that is, 'myth of humanities', 'myth of peaceful unification', 'myth of freedom and democracy', 'myth of human rights, etc.' In short, it was concluded that the documentary was able to change some previous myths and ideologies through its changing representations.

Distributive Justice of Common Wealth and a New Universal Welfare Regime: Critique and Transformation of the Wage-Earner Funds Project of Meidner (공유의 분배정의와 보편복지의 새로운 체제: 마이드너의 임노동자 기금안에 대한 비판과 변형)

  • This paper critically studies Meidner's wage-earner funds project. On the basis of this, this paper intends to create new prospects for a universal welfare regime. From the perspective of the welfare system, the funds project is a correction or supplement of the Swedish welfare system of the Swedish model centered on 'redistribution'. However, the funds project shares the ideology of Swedish model and its fundamental premise, I.e. guild socialism and labor-centrism. This paper discusses the limitations of the funds project resulting from this, especially with regard to its three purposes: equalization of property distribution, economic democracy and the correction of excess profit. It then highlights that the alternative to overcome the limitations of the funds project and the Swedish universal welfare system should be based on a new ideology and fundamental premise that is cut off from guild socialism and labor centrism. As an alternative fulfilling this, this paper focuses on theories that suggest that the Common Wealth Fund should be created and basic income should be implemented in the form of dividends as its dividend. As a result, Commons Capital Stock and the basic income as its dividend are presented as alternative prospects for the funds project.

The Collection and Transfer of Public Records and the Role of the Archivist (공공기록물의 수집·이관과 아키비스트의 역할)

  • The collection and transfer of records is a very basic stage in the whole process of records and archives management. However they are regarded as an non-professional art of work in records management that are performed easily by everyone. Therefore they have been treated not properly in the scholarly discussion of archival sciences in Korea. The collection and transfer of records play an active role in the making of effective administrative system, in accumulating and sharing the knowledge and informations of political, economical, social and cultural values. On the basis of proper collection and transfer of records our democracy can operate regularly and our daily experiences can be preserved as historical resources. For the optimal-functioned collection and transfer of public records the archivists for this task must have a comprehensive understanding of whole process of records management and possess suitable professional skills. Moreover there are many sorts of preliminary works needed for this task, as follows: an accurate defining of administrative organizations and their tasks, thorough understanding of records management institutions on their own competence and ability, and the establishment of technical standards for their tasks. Additionally the archivists are able not only to consider the present informational and evidential values of the records, but also the historical values. It can be said that the collection and transfer of records is a "synthesis of records management skills" exerted by an archivist. According to the newly established law of public records management, the collection and transfer of public records must be registered at first electronically. Through this procedure the whole contents of produced and transmitted records, which are to be transferred, can be reported in detail. By means of this report the archival institutions and the archivists can trace back the each items of records(archives) and the result of their arrangement to identify a certain object. There are also new storage strategies employed to increase the whole sum of stored informations, i. e. records and archives, in spite of reducing the storage costs. It will be achieved by differentiations of the preservation methods for each sorts of records by the criteria of storage-period, -place, and -method. Many supplementary methods are also prepared to help the collection of important records(archives) in a complete structure and form. To let this new concept and system of collection and transfer of records operate properly, a number of professional archivists should be posted in the needed places throughout the whole administrative body. Their training must be also updated for the newly defined task of collection and transfer of records.
