해사분야의 4차 산업혁명의 촉진제가 될 것으로 기대하고 있는 IMO e-Navigation 전략은 각 국의 필요와 수요자 요구사항에 맞는 다양한 서비스로 개발되고 있다. 우리나라는 2016년부터 5년 동안 6개의 한국형 e-Navigation 서비스를 개발하여 전 연안의 선박을 대상으로 제공할 계획을 갖고 있다. 본 논문에서는 현재 개발되고 있는 한국형 e-Navigation 서비스와 IMO의 e-Navigation 전략 및 서비스와의 관계를 분석하여 공공적 서비스의 의미를 도출하고 민간 부문 사용자로의 확산 측면에서 한국형 e-Navigation 서비스의 발전 방안을 고찰하였다.

현재 국제해사기구(IMO)를 중심으로 선박의 안전, 보안 및 해양환경 보호를 위해 선박 및 육상을 통합하는 전자항법 체계인 e-Navigation이 추진되고 있다. 특히 유럽의 여러 국가들이 IMO의 추진 진행 과정을 따라 실제로 e-Navigation을 해상에 구현하기 위한 여러 프로젝트들을 진행하고 있으며 그 결과들이 일부 보고되고 있다. 본 논문에서는 IMO에서 진행 중인 e-Navigation의 현황을 살펴보고 VTS 관점에서 향후 e-Navigation으로 인해 변화할 기능 또는 서비스들에 대해 검토하였다.

Pilotage & Tugs Assistance Service in Korean e-Navigation provides port monitoring which presents features of port by utilizing dynamic and static information of vessel, weather data, water way information and etc. It also supports process related to pilotage and tugs according to each user types. This study suggests how this services can be utilized after practicalization and describes expectation from applying this utilization. The Pilotage & Tugs Assistance Service is expected to be platform for Pilotage & Tug by further research and development.

In the VTS, the predictions of vessel mobility and situation awareness of maritime environment are basic function. In recent years, pilotage information is an essential aware element of VTS personnel for vessel traffic management. So, we designed the structure of pilotage information service with VTS and tested in real environment. In the future, similar pilotage information can be used as a useful VTS service.

GPS는 높은 정확도를 갖지만 신호 간섭에 취약하다. 따라서 Loran-C의 정확도를 개선한 eLoran이 GPS의 보조항법 시스템으로 고려되고 있다. 본 논문에서는 eLoran/GPS 통합 항법 알고리즘에서 eLoran의 오차 요소인 ASF를 보상하는 방법에 따른 위치추정 결과의 정확도를 분석한다.

빈번한 대형 해난 사고들로 인하여 e-Navigation 서비스의 사회적 수요가 늘고 있다. 또한 IT 기술이 발전 함에 따라 e-Navigation 서비스 역시 다양한 형태로 개발이 이루어지고 있다. 본 논문에서는 가장 보편적인 IT 서비스인 웹을 통한 e-Navigation 서비스 개발방안 및 발전방향을 고찰하고자 한다.

e-Navigation은 해사안전과 관련하여 국내외에서 가장 주목받고 있는 주제임에 분명하다. 본 논문은 e-Navigation에서 주요한 요소로 다루고 있는 PNT(Position, Navigation, Timing)의 중요성과 역할에 대해서 설명한다. 그리고 국제기구에서 논의되고 있는 PNT 관련 쟁점 사항들을 주제별로 분류하고, 각각의 주제가 해결하고자 하는 문제를 정의한다. 더불어 본 논문은 최근에 국제기구가 요구하고 있는 PNT 성능이 정의한 문제와 어떠한 상관관계가 있는지를 보인다. 마지막으로 e-Navigation에서 목표로 하는 PNT 성능을 구현하기 위한 주요 선진국의 대응 현황에 대해 알아보고, 향후 발전방향에 대해 전망한다.

해양 분야에서 최근 활발한 논의가 이루어지고 있는, 해상에서 이루어지는 여러 가지 활동에 필요한 정보를 적시에 제공함으로써 사용자의 의사결정을 지원하는 서비스 체계로서의 e-navigation에 대해 살펴본다. 그리고 e-navigation 환경에서 해상과 육상의 다양한 데이터를 통합, 활용한 정보 서비스를 제공함에 있어 S-100의 역할에 대해 논의한다.

최근 e-Navigation 소프트웨어의 개발과 검증을 위한 다양한 시도가 국내외적으로 진행되고 있다. 본 논문에서는 국제공동실험에서 사용되고 있는 오픈소스 e-Navigation 소프트웨어를 대상으로 역공학을 통해서 해외에서 각종 실험이 시도 되고 있는 e-Navigation 소프트웨어의 기능적, 구조적 특성 등을 분석해 본다. 이 실험을 통해 관련 시스템에 대한 국제적 기여를 탐색하고자 한다.
