Today, many universities are confronted with the changing education paradigm such as e-Learning, Distance Education, Virtual University. This IT-based learning paradigm shift is certainly a new opportunity or a threat to our universities. The Local University Community e-Learning Centers that support the demand of e-Learning for their community are recommended. Tn order to operate these centers efficiently, the strategic roles of the e-Learning center should first be defined. To define the strategic roles, We classified the strategic roles of the e-Learning center into four dimensions, (1) to improve management efficiency, (2) to enhance educational service, (3) to acquire competitive advantages, (4) to build new education infrastructure, and each dimension has S or 6 measurement items. As result, to enhance the educational service was considered as the most significant factor among the four dimensions of strategic roles, and the infrastructure building was the next. Through the strategic roles definition and analysis of expected role ratings, we could have recommended the direction and operation policies of the e-Learning centers.

To overcome this problem the universities should think e-Learning as strategic weapon, such as many firms created competitive weapons from the information systems at the 1980s. So, e-Learning system can be a SIS(Strategic Information System) which supports university's future education strategies. To build a e-Learning system, not only many H/W and S/W resources but also expert personnels are required. An organization such as local university who is week at financial status can't himself plan the system. The Local University Community e-Learning Centers that support the demand of e-learning for their community are recommended. In order to operate these centers efficiently, the strategic roles of the e-Learning center should first be defined. To define the strategic roles, We classified the strategic roles of the e-Learning center into four dimensions, (1) to improve management efficiency, (2) to enhance educational service, (3) to acquire competitive advantages, (4) to build new education infrastructure, and each dimension has 5 or 6 measurement items. As result, to enhance the educational service was considered as the most significant factor among the four dimensions of strategic roles, and the infrastructure building was the next. We also tried to find the difference for each factor by the characteristics of responsor. The data showed that there was litter difference between the groups in evaluating the significance of strategic roles of e-learning centers. Through the strategic roles definition and analysis of expected role ratings, we could have recommended the direction and operation policies of the e-Loaming centers.

인터넷과 첨단 정보통신 매체를 통해 다양한 콘텐츠를 제공함으로써 모든 사람에게 열린 교육의 장을 열어주는 사이버 교육, 즉 이러닝이 최근 들어 절실히 요구되고 있으며, 매우 빠르게 확산되고 있다. 본 논문에서는 A 대학의 사례를 중심으로 사이버 강의와 관련된 여러 가지 단점들을 최대한 극복하고, 효율적이면서 체계적인 온라인 실시간 사이버 교육을 정착시키기 위해 이러닝 센터를 구축하기 위한 효과적인 모형 설계 방안에 대해 기술한다. 본 논문에서는 먼저 이러닝 센터의 모형 설계 전에 이러닝과 관련된 여러 가지 현재 상황을 분석한다. 그런 다음, 이러닝 센터 콘텐츠의 주 사용자이자 핵심 주체가 되는 교수자와 학습자를 대상으로 한 수요조사를 통해 현 시스템에서의 문제점을 분석하고, 도출된 문제점의 개선 방안을 마련하였다. 그리고 운영조직, 콘텐츠 제작 스튜디오, 학습관리시스템 등을 기반으로 이러닝 센터의 모형을 설계하였으며, 3가지 모형 방안 중 A 대학의 현 상황에 가장 적합하다고 판단한 모형 2안을 상세 설계하였다. 본 논문에서 설계한 모형은 이러닝 센터를 새롭게 구축하고자 하는 많은 기관에서 좋은 참조모델로 활용될 수 있을 것이라 기대된다.

본 논문에서는 국내에 산재한 생물다양성정보를 학습에 활용하기 위하여 KISTI에서 구축한 생물다양성 DB 현황과 e-Learning의 기술요소 등을 조사하였으며, 기존에 구축된 생물다양성정보 DB를 활용하여 일반인과 학생들을 위한 생물다양성 학습 콘텐트를 기획하고 설계하였다. 본 설계를 바탕으로 생물다양성 콘텐트를 개발한다면, 국토가 좁고, 네트워크 인프라가 잘 갖추어져 있는 우리나라의 실정에 맞는 사이버공간상의 학습의 장으로서 일반인과 학생들에게 양질의 생물다양성 학습 콘텐트를 제공할 수 있으리라 기대한다.

e-Learning has brought dramatic changes in education system for many companies in Korea. Many researchers and practitioners believe that e-Learning will be the main educational system for every companies in the world. e-Learning is an alternative education system, which includes computer based learning, web based learning, virtual classroom, and distance learning. e-learning has been expected to impact every educational sectors including Extension services. This study intends to identify and suggest some implications for successful e-Learning implementation of Extension education by investigating the successful factors of enterprises' e-Learning system, where outstanding results have be shown.

This paper aims at investigating what Regional University E-Learning Centers (RUECs) has done in promoting e-learning in university education in Korea. First, the e-learning situation in university education in Korea is introduced. Secondly, the background of establishment of RUECs and its functions are explained in detail. Thirdly, a case of RUECs is suggested by using the CNU-University E-Learning Center. In particular, the performance of e-learning is evaluated based on the student satisfaction data, and a paired-t test is implemented to see if there was any difference between 'before' and 'after' e-learning. Lastly, some suggestions are made to promote the e-learning in university education.

The e-Learning is defined as the method of teaming or educational to access information and knowledge through Internet without time and boundary barriers. To promote e-Learning industry, first, establishing national strategy for e-Learning industry. Second, establishing e-Learning center to solve the problem of contents and technology standard. 목적 이러닝 센터의 개선 사업을 위해 회원들에게 현재 이러닝 센터의 만족도 및 개선되어야 할 점에 대해 설문조사를 진행하고자 하였다. 대상과 방법 영상의학과 전문의(454/617명) 및 전공의(163/617명)를 대상으로 이메일로 설문조사를 진행하였다. 설문조사 문항은 근무처 등 기본적인 정보와 현재 이러닝 센터의 이용 빈도, 만족도, 만족/불만족 이유 및 기타 개선되었으면 하는 점 등으로 구성하여 조사하였다. 결과 연회원전용 이러닝의 경우 67%, 전체회원용 이러닝의 경우 42%가 평균 이상의 만족도를 보였다. 한 달에 5회 이상 이러닝을 이용하는 회원은 30% 정도였으며, 특히 전공의의 이용 빈도가 높았다. 원하는 강의를 찾기 어렵거나(연회원전용: n = 28/97, 전체회원용: n = 72/166), 원하는 주제의 강의가 없는 경우(연회원전용: n = 37/97, 전체회원용: n = 58/166)가 있어 이 부분에 대한 개선 요구가 있었으며, 강의가 주기적으로 업데이트되었으면 좋겠다는 의견이 있었다. 또한 이러닝 시스템의 사용 편의성 및 안전성 향상에 대한 의견들이 많았다. 결론 설문조사를 토대로 이러닝 강의의 양뿐만 아니라 질적 향상의 도모, 그리고 시스템의 안전성 및 편의성 증대를 기본 방향으로 이러닝 센터 개선작업을 진행할 계획이다.
