A Study on Improving Korea's Regulatory System for Pharmaceutical Safety Management (의약품 안전성 관리를 위한 연구 - 의약품 안전관리 제도개선 방안을 중심으로 -)

  • To ensure the safe use of pharmaceuticals in the market, US, EU and Japan reached a consensus to adopt ICH harmonised tripartite guideline "E2E Pharmacovigilance Planning" in 2004. Subsequently these regions established and implemented new pharmaceutical safety management systems for patients based on ICH E2E guideline and Risk Evaluation and Mitigation Strategy (REMS) in US or Risk Management Plan (RMP) in EU and Japan. In this study we investigated these new foreign systems and suggested a way to improve Korea's regulatory system for pharmaceutical safety management under Korea Pharmaceutical Law in the view of international harmonization.

  • The main purpose of this study is to statistically analyze the difference between Korea and Japan's consumer attitudes towards e-commerce through the use of auction websites. Here are the results. First, there was a significant difference between the Korean user's attitude and the Japanese user's attitude towards Internet usage; especially, the Japanese user's attitude towards convenience showed a much higher degree than that of the Korean user. Second, Korean users preferred brand image to price, while Japanese users preferred price to brand image. Third, both the Korean users and the Japanese showed a positive relationship between Internet usage and the use of e-commerce. In contrast to the Korean user's frequent use of the bulletin board, Japanese users tended to use the bulletin board less frequently.

  • The purpose of this study is to show the method of applying snow thermal storage system through the analysis of the cases in Japan. The results were as follows. (1) The systems in Japan were installed at the location whose annual mean air temperature was $14.6^{\circ}C$ or below and annual snowfall was 59 cm or above. (2) By analyzing the characteristics of the systems, meltwater circulation system with a backup chiller was confirmed to be most suitable for Korea. (3) For the first time in Korea, the system with the snow storage of 500 ton was designed at Muju after analyzing regional climate characteristics.

  • Tooth colored resin restorative materials are widely used in anterior teeth restorations. The color instability of resin was the main cause of failure in resin restorations. The purpose of this study was to investigate color stability and microhardness of serval visible light curing resins. Colorimetric measurements(Tokyo Denshoku Co., Japan) and microhardness tests(Matusuzawa, MXT 70, Japan) were made on six composite resins before and after controlled immersion treatments. The six composite resins were BIS - FILM(BISCO, USA), Durafill(Kulzer, Germany), Helioprogess(VIVADENT, Germany), Palfique(TOKUYAMA SODA, Japan), Silux(3M, USA), Photoclearfil(KURARAY, Japen). Six light curing resins showed significant color change after 2 weeks. Palfique exhibited the hightest $dE^*$ values and Helio progress presented the lowest $dE^*$ values. Photoclearfil showed the highest microhardness value. Durafill and Helio progress showed lower microhardness values. Microhardness values were decreased after 8 weeks in Bisfil, Palfique light, and Photoclearfil.

  • Gymnodinium mikimotoi is one of several species of flagellates that cause harmful red tides. The red tides of G. mikimotoi have occurred only along $33-35^{\circ}$ N, e.g. Chinhae Bay in Korea, tile Seto Inland Sea and Kumane-Nada in Japan. I try to reproduce the formation of red ties of G. mikimotoi at Suo-Nada and Iyo-Nada, the western part of Seto Inland Sea, Japan in July 1985 with the use of four-dimensional assimilation model including the biological process of G. mikimotoi in this paper.   • Based on the Results of Marine Meteorological and Oceanographical Observations (1966 ~ 1987), oceanographic conditions of the Japan Sea in winter was studied in relation to the Japan Sea Proper Water (JSPW). The mean and dispersion of the deep water above 1000 m depth are 0.26$\pm$0.2$^{\circ}C$ in temperature and 5.1$\pm$0.25 ml/h in oxygen. The mean and dispersion of the bottom water below 1000m depth are 0.07$\pm$$0.04^{\circ}C$ in temperature and 5.1$\pm$0.15ml/1 in oxygen. The distributions of the temperature and dissolved oxygen in the deep water above 1000m depth are ranged wider than 각one of the bottom water below 1000m depth in T-S and T-$ extrm{O}_2$ diagrams. The bottom water are showed more homogeneous and smaller variations than the deep water in the characteristics of water mass. The deep water above 1000m depth is active in contact with the atmosphere. The JSPW similar to the above characteristics is showed in the open ocean of the north of $40^{\circ}$30""N, west of $138^{\circ}$E. Therefore, the deep water is formed probably by the open-ocean convection.tion.

Key Public Health Issue Priorities in Asian Countries (아시아지역 국가들의 보건문제 우선과제에 대한 조사연구)

  • Asian Branches of International Life Science Institute (ILSI), i.e. China, India, Japan, Korea and South East Asian Region, identified five key public health issue priorities of each region and compared the results. In case of China, India and South East Asian countries (Indonesia, Malaysia, Philippines, Thailand etc. ASEAN countries), communicable diseases were the first priority issue, while elderly issue and food safety were prime issues for Japan and Korea, respectively. Malnutrition was the second priority issue for India and ASEAN countries, whereas non-communicable disease like cancer and degenerative diseases was for Korea and China, and obesity far Japan. Typical issues were smoking for China, nutrition education for China and Japan, biotechnology aiming GMO for India, and functional food causing health claim problem for Korea and Japan. Although the priority varied with the socioeconomic situation of each county, food and water safety recorded the highest priority of all the countries. The key public health issues of Korea were discussed in detail.

  • This study aims to evaluate the status of implementation of bilateral-fishery order since the Korea-Japan Fisheries Agreement came into effect in 1999 in order to improve fisheries relationships between two countries. The agreement regulates bilateral-fishery order by the principle of the EEZ regime and mutual benefits among countries. (e.g. the mutual agreed fishing in EEZ and cooperation for resource management). However, the Korea-Japan Fisheries Agreement has some limitations such as reducing quotas of the mutual agreed fishing in EEZ, strengthening Japanese fisheries regulation, insufficient cooperation for fisheries management and joint countermeasures. In order to improve fisheries relationships between the two countries, it is imperative to rebalance quotas for the mutual agreed fishing in EEZ, to establish effective resource management systems in the Intermediate zone, to invigorate fisheries cooperation in the private sector, and to introduce new management systems by species over the all waters around East Asia. To accomplish such measures, it is necessary for Korean and Japanese governments to improve fisheries relationships based on trust and cooperation, achieving a win-win situation. Additionally, it is required to incorporate fisheries management among Korea, China, and Japan.
