E-Government security is crucial to the development of e-government. Due to the complexity and characteristics of e-government security, the viable current approaches for security focus on preventing the network intrusion or misusing in advanced and seldom concern of the forensics data attaining for the investigation after the network attack or fraud. We discuss the method for resolving the problem of the e-government security from the different side of view - network forensics approaches? from the thinking of the active protection or defense for the e-government security, which can also improve the ability of emergence response and incident investigation for e-government security.

Currently operated many information systems are faced up with various difficulties to exchange data and to cooperate between different systems because the factors, such as data exchangibility and system interoperability, are not considered during the system development from scratch. To overcome these problems, we attempt to apply e-Government Grid to resolve the heterogeneity of systems and propose Government Information Metadata Registry (GIMDR) for assurance of interoperability of distributed and independent information systems in e-government environments. Consequently, the case study is introduced to provide the seamless connection between distributed systems. The proposed e-Government Grid and GIMDR are expected to reduce the heterogeneity of the distributed systems for interoperability, as well as increase the accessability and transparency of cooperating information.
The first wave of e-government projects dating from the early 1990s primarily focused on setting up national and global information infrastructure, internal organizational reform, digital procurement, and the digital delivery of government services to citizens. Most of these e-Government projects have concentrated on the development of systems focusing on strengthening the formal agencies and institutions of government. To date, despite many theoretical and empirical studies on citizen involvement in terms of governance, relatively little attention has been paid to developing e-government systems with a focus on improving citizen involvement, which we call e-governance systems. This paper discusses the characteristics of the e-governance systems, identifies core requirements for its development, and suggests an e-governance system architecture that can satisfy the core requirements.

Recently a new government has announced an action plan known as the government 3.0, which aims to provide customized services for individual people, generate more jobs and support creative economy. Leading on from previous similar initiatives, the new scheme seeks to focus on open, share, communicate, and collaborate. In promoting Government 3.0, the crucial factor might be how to align the core services and policies of Government 3.0 with correspoding technologies. The paper describes the concepts and features of Government 3.0, identifies emerging Internet-based technologies and services toward the initiative, and finally provides improvement plans for Government 3.0. As a result, 10 issues to be brought together include: Smart Phone Applications and Service, Mobile Internet Computing and Application, Wireless and Sensor Network, Security & Privacy in Internet, Energy-efficient Computing & Smart Grid, Multimedia & Image Processing, Data Mining and Big Data, Software Engineering, Internet Business related Policy, and Management of Internet Application.

The Yeongnam southeastern region, with Ulsan as its focal point, is planning large-scale floating offshore wind power projects. Additionally, due to the establishment of new nuclear power plants and the extension of existing ones, there is a demand for the expansion of the power grid. The government has announced plans to establish a new power grid for this region as part of the 10th power supply plan. However, there are anticipated challenges in the actual construction phase, primarily because of the presence of national parks and cultural heritage protection zones near Gyeongju. As a result, this study presents an alternative approach that minimizes the creation of new power lines by utilizing existing ones. Using the Power System Simulator for Engineers (PSS/E), an analysis of transient stability was conducted and demonstrated its feasibility.
The government has proposed a mission to enhance intelligent power networks, decrease coal-fired generation, expand distributed energy resources, and promote energy prosumer into the distribution network in Korea. Installation cost of facility expansion to guaranteed interconnection with small distributed energy resources increases dramatically on KEPCO's distribution sector. And it is hard to withdraw in time. In addition, there are explicit research is required to meet the reliability on grid corresponding to the increase of distributed power. Infrastructure support for accommodating energy prosumer is also needed. Therefore, KEPCO is pushing transition to DSO by expanding distribution management scope and changing its roles. In addition, KEPCO is proactively preparing for integrated operation between distribution network and existing distributed power which is accommodated passively. KEPCO is also trying to accept multiple network users, e.g. building platforms, to manage a data and promote new markets. In the long term, transition to DSO will achieve saving investment costs for accommodating distributed sources and maintaining stable electrical quality. And it will be possible to create new business model using the platform to secure revenue.
Internet of Things (IoT) has been established in various industries and IoT technology is highlighted as a new value creation technology. Especially, Korean government has launched Manufacturing Innovation 3.0 Strategy for developing Smart Factory concept to improve national and corporate's competitiveness. This study tries to present new industry classification scheme considering 10 national key manufacturing industries. Based on the new scheme, 10 national main forces industries are categorized into 6 segments. We have conducted SWOT analysis to comprehend Korean IoT environment. Based on the analysis, we have positioned 6 segments at the strategic decision-making grid to analyze industries' IoT practical usage.

With the emergence of the Internet of Things (IoT) the world is projecting towards a scenario where every object in the world (including humans) acts as a sender and receiver of data and if we were to see that concept mature we would soon be talking of billions more users of the cloud networks. The cloud technology is a very apt alternative to permanent storage when it comes to bulk storage and reporting. It has however shown weaknesses concerning real-time data accessibility and processing. The bandwidth availability of the cloud networks is limited and combined with the highly centralized storage structure and geographical vastness of the network in terms of distance from the end user the cloud just does not seem like a friendly environment for real-time IOT data. This paper aims at highlighting the importance of Flavio Bonomi's idea of Fog Computing which has been glamorized and marketed by Cisco but has not yet been given a proper service architecture that would explain how it would be used in terms of various service models i-e IaaS, PaaS and SaaS, of the Cloud. The main contribution of the paper would be models for IaaS, PaaS and SaaS for Fog environments. The paper would conclude by highlighting the importance of the presented models and giving a consolidated overview of how they would work. It would also calculate the respective latencies for fog and cloud to prove that our models would work. We have used CloudSim and iFogSim to show the effectiveness of the paradigm shift from traditional cloud architecture to our Fog architecture.
Education is one of the priority sectors specified in Tanzania, and it has committed to provide 11 years of compulsory free basic education for all from pre-primary to lower secondary level. Despite the Government's efforts to provide free basic education to all children, there are 2.0 million (23.2 per cent) out of 8.5 million children at the primary school age of 7-13, who are out of school in Tanzania. The ICT class should be offered as a regular class in all secondary schools in Tanzania, recommended by the ministry of education. However, many schools are struggling to implement this mandate. Most of schools offer the ICT class with theory without any real hardware. Some schools were given with computers but they were not maintained for operation. There is a huge task to make ICT education universal. Main issues include: remoteness (off-grid area), lack of ICT teachers, lack of resources such as hardware, infrastructure, and lack of practical lessons or projects to be used at schools. An innovative blended ICT/STEM education program is being conducted not only for Tanzanian public and private/international schools, but also for out-of-school adolescents through institutions, NGO centers, home visits and at the E3 Empower academy center. For effective STEM education to take place and remain sustainable, more practical curriculum, and close-up teacher support need to be accompanied concurrently. Practical, project-based simple coding lessons have been developed and employed that students experience true learning. The effectiveness of the curriculum has been demonstrated in various project centers, and it showed that students are showing new interests in exploring new discovery, even though this was a totally new area for them. It has been designed for an easy replication, thus students who learned can repeat the lessons themselves to other students. The ultimate purpose of this project is to have IT education offered as universally as possible throughout the whole Tanzania. Quality education for all children is a key for better future for all. Previously it was hoped that education with discipline will improve the active learning. But now more than ever, we believe that children have the ability to learn on their own with given proper STEM education tools, guidelines and environment. This gives promising hope to all of us, including those in the developing countries.
