Agricultural environmental indicators (AEIs) are useful tool for evaluating environmental performance induced by agri-environmental policy measures. General and specific criteria have been set to assess the linkages between policy measures and environmental states. In addition, a number of specific AEIs such as nutrient balance indicators and farm management indicators have been posit to review environmental performance associated with agri-environmental policy measures. The proposed environmental subjects encompass soil quality, qualities of underground and surface water, water resource preservation, species and genetic diversity, diversity for wildlife habitats, and agricultural landscapes. The developed AEIs may contribute to establishment or adjustment of environmental targets and ex-ante or ex-post evaluation for environmental performance associated with policy measures. In addition, the AEIs may be useful to consider introduction of new agri-environmental measures and enhance policy efficiency by assessing environmental performance, considering specific locality, and harmonizing support measures.
Sustainability assessments tend to integrate ecological, social, and economic concerns. Sustainability assessment could be considered the highest rung in the assessment ladder. Broad strategies that seek to integrate individual SEA(Strategic Environmental Assessment) could be subjected to a sustainability assessment. Sustainability assessment could incorporate global and transboundary effects and priorities into SEA and project-level EIA(Environmental Impact Assessment). SEA could provide an environmental context and direction for project-level EIA. Procedural and substantive EIA requirements can be addressed through tiering such as sustainability assessment, SEA, project-level EIA. In Korea, PERS(Prior Environmental Review System) that has been utilized to evaluate administrative plans related with various kinds of development projects should be evolved not only to incorporate environmental impacts into early stage decision-making, but also to implicate sustainability assessments that include social equity and economic efficiency. Integration of SEA and sustainability assessment can be initiated through the application of DPSIR (Driving Force - Pressure - State - Impact - Response ) framework that was developed by European Environmental Agency.
A simplified model for the so-called ACRT(accelerated crucible rotation technique) Bridgman crystal growth was considered in order to investigate the principal effects of the periodic variation of angular velocity. Numerical solutions were obtained for Ro=0.5, Ra=4.236*10$_{6}$ and E=2.176*10$^{-3}$ . The effects of spin-up process combined with natural convection was investigated as a preliminary study. The spin-up time scale for the present problem was a little larger than that observed for homogeneous spin-up problems. Numerical results reveal that over a time scale of (H$^{2}$/.nu..omega.$_{f}$)$^{1}$2/ the forced convection due to the formation of Ekman layer predominates. When the state of rigid body rotation is attained, natural convection due to buoyancy emerges as the main driving force and them the steady-state is approached asymptotically. Based on our preliminary results with simple spin-up, several fundamental features associated with variation of rotation speed are successfully identified. When a periodic variation of angular velocity was imposed, the system response was also periodic. Due to effect of mixing, the heat transfer was enlarged. From the analysis of time-averaged Nusselt number along the bottom surface the effect of a periodic variation of angular velocity on the interface location could be indirectly identified.d.
기후변화로 인한 도시유역의 물 관련 재해의 심각성이 증가함에 따라 미래 기후 환경에서 도시 유역의 홍수피해를 줄이는 것은 중요한 문제 중 하나이다. 본 연구는 다기준의사결정기법을 이용하여 미래 기후 환경에서 도시 유역의 홍수 피해 저감 효율을 극대화하기 위해 투수성 포장 시설을 설치하기 위한 지역의 우선순위를 선정한다. 과거에 비해 도시화가 많이 진행된 목감천 유역을 대상유역으로 선정하였으며, 목감천 유역의 27개 소유역을 투수성 포장 시설의 설치 가능지역으로 하였다. 2개의 Shared Socioeconomic Pathway (SSP) 시나리오에 따른 Coupled Model Intercomparison Project 6(CMIP6)의 6개 전지구모형(General Circulation Model, GCM)을 사용하여 연구대상지의 미래 월 강수 자료를 추정했다. 투수성 포장의 우선순위를 결정하기 위한 수량 평가 기준은 Driving force-Pressure-State-Impact-Response (DPSIR) 체계를 토대로 선정하였으며, 평가 기준별 투수성 포장 시설의 평가값은 국가통계자료와 Storm Water Management Model의 모의 값을 사용했다. 최종적으로 Fuzzy TOPSIS 및 Minimax regret 방법을 사용하여 투수성 시설을 설치하기 위한 지역의 우선순위를 선정했다. 결국 우선순위가 높은 지역은 목감천 유역의 상류 유역에 비해 도시화가 많이 진행되었고 인구밀도가 높은 하류유역에 집중되었다.
This paper aims at overviewing Korean fisheries profile with a view on why Korean fisheries need marine ranching program as a new fisheries paradigm - a community-based co-management approach and drawing some policy implications from the advanced experience in fisheries. The aims of community-based co-management approach as a planned approach can be set out under the planning objectives of efficiency and equity. In this context Tongyeong marine ranching program is an important government-sponsored pilot enterprise. Experiences in the advanced fisheries such as Canadian Snow-Crab case suggest that in order to be successful for marine ranching be successful it is necessary that (i) there should be high-value species, (ii) property right should be established, (iii) there should be the reasonable number of participants involved, (iv) the participants and the government should be able to share resource enhancement/management/utilization responsibilities and associated fisheries management expenses. Among these, management cost sharing based on the practical partnership between fishing communities and government is of particular importance because the government must have a full responsibility for all ranching program expenditure unless revenues sufficient to guarantee reasonable income and to share management cost are generated from the ranching business.
최근 지속가능한 개발의 개념은 국제적으로 경제 개발과 환경 보전 사이에서 논쟁이 중심이 되고 있으며, 수자원 개발과 관리는 이들 논쟁에서 중요한 부분을 차지하고 있다. 이와 더불어 유역을 관리함에 있어 수자원을 이수, 치수 및 수질의 단일 문제로 인식하는 것이 아니라 통합적으로 인식하는 유역통합관리(Integrated Watershed Management, IWM)의 필요성이 대두되고 있다. 이에 본 연구는 유역통합관리에 앞서 유역의 상태 및 문제점을 파악하기 위한 방법으로 EEA (European Environment Agency)에서 개발한 추진력(Driving force)-압력(Pressure)-상태(State)-영향(Impact)-반응(Response) (DPSIR) 개념 이용하여 3개의 세부 지표인 이수지표, 치수지표, 수질지표로 구성된 하나의 통합 지수인 유역수자원평가지수를 개발하였다. 세부지표인 이수지표는 연속무강우일수, 인구밀도, 용수수요, 물재이용률 등 16개의 구성요소, 치수지표는 홍수범람위험 지역 내 거주 인구수, 홍수방어시설용량, 개수율, 100 mm 이상 강수일수 등 15개의 구성요소, 수질지표는 BOD (Biochemical Oxygen Demend) 부하량, 수질 등급, 연중 목표 수질 달성일수 등 13개의 구성요소로 이루어져있다. 이를 북한강 유역 중 북한 지역을 제외한 유역 즉, 수자원단위지도 상의 춘천댐권역(1010) ~ 청평댐권역(1015)의 6개 중권역에 적용하여 비교하였다. 세부지표의 주된 요소인 유출량의 모의를 위해 장기유출모형인 HSPF (Hydrological Simulation Program - Fortran)를 사용하였다. 모형에 입력된 유역평균강수량 자료는 1973년 ~ 2008년까지의 37년의 자료기간을 갖는 북한강유역의 5개 기상관측소 자료를 Thiessen network를 이용하여 산정하였다. 본 연구를 통해서 북한강 유역의 현재 수자원의 상태를 지수화하여 나타내고 그 결과를 비교해보았다. 이 결과는 유역 수자원의 파악하여 유역통합관리시 유역의 문제점을 파악하고 이를 수정하기 위한 의사결정 우선순위를 정하는데 사용될 수 있다.
최근 지구온난화에 따른 홍수 및 가뭄 재해의 피해는 심각해졌다. 그러므로 미래 재해로 인한 피해를 완화시키기 위한 수자원 계획 수립 및 관리의 중요성이 높아지고 있다. 전지구모형(General Circulation Model, GCM)은 기후 변화 연구에서 기후 요인의 변동을 조사하는데 널리 사용되어지고 있다. 본 연구에서는 기후 변화 시나리오를 고려하여 도시유역의 소유역 별 투수성포장 시설의 우선순위를 산정했다. 기후 변화 시나리오에는Representative Concentration Pathway(RCP)와 Shared Socioeconomic Pathway(SSP) 시나리오가 사용되었으며 CMIP5와 CMIP6의 GCM을 고려하였다. GCM을 이용하여 산정된 미래 월 강수량은 분위사상(Quantile Mapping)법의 비모수변환(Non-Parametirc Transformation)법 중 하나인 스플라인 평활(Smoothing Spline) 방법을 사용하여 편이보정 되었다. 연구대상지는 목감천 유역이 선정되었으며, 27개의 소유역에 대해 투수성포장 시설의 우선순위를 산정되었다. 우선순위 산정을 위한 평가 기준들은 Driving force-Pressure-State-Impact-Response(DPSIR) 모형을 기반으로 산정 되었다. 평가기준에 따른 27개의 소유역에 대한 값들은 통계청 및 국가수자원관리종합정보시스템(WAMIS), 편이보정 된 미래 강수량과 Storm Water Management Model(SWMM)을 이용한 유출분석 결과를 통해 도출했다. 평가기준들의 객관적 가중치 산정을 위해 엔트로피 방법을 이용했다. 최종적으로 목감천 소유역 별 투수성포장 시설의 우선순위 산정에는 다기준의사결정기법 중 하나인 TOPSIS방법을 사용했다. 산정 결과 DPSIR 모형을 기반으로 수문학적 요소에 큰 가중치를 부여한 경우 하류보다는 상류 유역에서 높은 우선순위를 확인했으며, 각 요소별 동일한 가중치를 주었을 때 하류 유역에 높은 우선순위가 집중되었다.
At a time when world population and food supply are in a delicate balance, it is essential that we look at factors to improve this balance. We can alter the environment to better fit the plant's needs, or we can alter the plant to better fit the environment. Improved technology has allowed us to increase the yield level. For moderately detrimental weather events technology has generally decreased the yield variation, yet for major weather disasters the variation has increased. As we concentrate the production of particular crops into limited areas where the environment is closest to optimum, we may be increasing the risk of a major weather related disaster. We need to evaluate the degree of variability of different crops, and how weather and technology can interact to affect it. The natural limits of crop production are imposed by important ecological factors. Production is a function of the climate, the soil, and the crop and all activities related to them. In looking at the environment of a crop we must recognize these are individuals, populations and ecosystems. Under intensive agriculture we try to limit the competition to one desired species. The environment is made up of a complex of factors; radiation, moisture, temperature and wind, among others. Plant response to the environment is due to the interaction of all of these factors, yet in attempting to understand them we often examine each factor individually. Variation in crop yields is primarily a function of limiting environmental parameters. Various weather parameters will be discussed, with emphasis placed on how they impact on crop production. Although solar radiation is a driving force in crop production, it often shows little relationship to yield variation. Water may enter into crop production as both a limiting and excessive factor. The effects of moisture deficiency have received much more attention than moisture excess. In many areas of the world, a very significant portion of yield variation is due to variation in the moisture factor. Temperature imposes limits on where crops can be grown, and the type of crop that can be grown in an area. High temperature effects are often combined with deficient moisture effects. Cool temperatures determine the limits in which crops can be grown. Growing degree units, or heat accumulations, have often been used as a means of explaining many temperature effects. Methods for explaining chilling effects are more limited.
