  • MPEG-DASH(Dynamic Adaptive Streaming over HTTP)는 MPEG(Moving Picture Experts Group)에서 표준화 중인 HTTP를 이용한 적응형 비디오 스트리밍 기술이다. MPEG-DASH는 인터넷 방화벽에 의해 차단되는 RTP/UDP를 이용한 AV 스트리밍 대신 현재 HTTP/TCP를 이용하여 AV 스트리밍을 하는 추세에 맞춰 유무선 인터넷에서 망 환경 및 단말 환경에 동적 적응적으로 AV 스트리밍을 달성하기 위한 기술에 대한 표준이다. HTTP를 이용한 AV 스트리밍은 서버의 부담을 최소화하고 클라이언트의 지능적 처리에 전적으로 의존하는 스트리밍 방식이다. MPEG-DASH 클라이언트는 HTTP의 파일 전송 요청 또는 파일 일부 전송 요청만을 사용하여 스트리밍을 달성한다. 2011년 7월 제97차 MPEG 회의에서 MPEG-DASH DIS(Draft International Standard) 2차 버전이 승인되었다. 본 논문에서는 이 DIS 2차 버전에 따라 MP4 파일 포맷 기반의 MPEG-DASH 클라이언트를 구현하고 그 동작을 실험을 통해 검증하였다.

  • A lot of nursing facility expansions are needed by rapidly growing elder population and operating long-term nursing act for the elderly from July, 2008. To supply facilities in a short period, government is considering a method which is converting usage of existed building to nursing facility. Therefore, we took actual state analysis by interviewing manager, surveying actual measurement and using draft among the converted facilities. To improve and encourage those living environments of nursing facilities, we need to establish design standard of adaptable facility.

  • Railway signal system is responsible for the safety operation of railway and performs vital functions as safe space control, route control and etc. These functions prevent collision accidents between trains and derailment accidents of trains. However, these accidents are occurred by some causes. It is necessary to analysis hazards, hazard frequency and risk contribution. And railway signal system must make practical application of the analysis results. This paper includes analysis results of railway accident data by FTA(Fault Tree Analysis) and hazards. Railway signal system must consider these hazards. This paper used the railway accident data of RSSB(Railway Safety & Standard Board) of UK. We will use the FTA result to set up a draft of safety criteria of railway signal system.

  • There are numerous factors in designing the civil-structure even for simple ones. So the designer has to be decide for such conditions and this makes him difficult. Recently, some design programs are used for the design of civil-structure. But even for using the existing design programs, another program is necessary, such as a finite element analysis program. Moreover a few errors may be made in the drafts which must be coincided with the structural calculations. In this study, the design programs for rahmen bridge with single span and box culvert were developed to reduce the design efforts and the manmade errors. These two design programs perform structural analysis, calculations, and making report and draft at a time. In addition, These programs suggest manuals according to standard specifications and references for design. When these programs are used for design, it will be able to reduce the efforts and time of civil engineers.

  • This paper proposes the level of price cap in the TWBP(Two- Way Bidding Pool) market in Korea for which the draft of market design has been prepared by KPX. Max - GMCP(Maximum Generation Market Clearing Price) and APC(Administered Price Cap) would be separately applied as individual price caps for a normal period and a Price Capping period in TWBP. The level of price cap is determined for inducing optimal investment in the Korean Electricity Market considering the 'electricity resource baseline plan' published by the Korean government in 2002 for maintaining government-leading resource planning in Korea. In this regard, Max - GMCP is calculated from the equilibrium condition of investment based on reliability standard and fixed cost of the peaking plant. For verifying the propriety of the proposed price cap, this paper compares the proposed value with the estimated VoLL(Value of Lost Load) based on Korea's GDP(Gross Domestic Product).

  • This paper is written for the development of boiler combustion air control algorithm of coal-fired power plant by the steps of design, coding and test. The control algorithms were designed in the shape of cascade control for two parts of air master, forced draft fan pitch blade by standard function blocks. This control algorithms were coded to the control programs of distributed control systems under development. The simulator for coal-fired power plant was used in the test step and automatic control, sequence control and emergency stop tests were performed successfully like the tests of the actual power plant. The reliability will be obtained enough to apply to actual site if the total test has been completed in the state that all algorithms were linked mutually. It is expected that the project result will contribute to the safe operation of domestic power plant and the self-reliance of coal-fired power plant control technique.

  • In this paper, characteristic tests for current transformers with maximum mA secondary current of 250 mA is performed. The purpose of this paper is not only to test the mA current transformers by following the IEEE Draft Standard for Current Transformers with Maximum mA Secondary Current of 250mA, but also to take into consideration certain applications in the use of the mA CTs for billing purposes.

  • JVET(Joint Video Experts Team)에서 새로운 비디오 압축 표준으로 진행 중인 VVC(Versatile Video Coding)에서는 HEVC(High Efficiency Video Coding)의 기술을 근간으로 부호화 효율을 높일 수 있는 다양한 새로운 기술들을 채택하고 있다. 인루프 필터(In-Loop Filter)는 복원영상의 화질을 향상시키기 위한 기술로 주관적 화질 개선뿐만 아니라 부호화 효율을 향상시키는 기술로 기존 HEVC의 확장 기술 및 새로운 인루프 필터 기술을 채택하고 있다. 본 고에서는 VVC의 CD에 채택되어 있는 인루프 필터 기술들을 소개한다. 인루프 필터 기술은 HEVC에 채택되어 있는 디블록킹 필터(Deblocking Filter: DF)와 SAO(Sample Adaptive Offset), 새로이 추가된 ALF(Adaptive Loop Filter)의 3가지의 필터와 LMCS(Luma Mapping with Chroma Scaling) 기술을 포함하고 있다. 이들 인루프 필터 기술은 주관적 화질 개선과 부호화 효율을 크게 개선하고 있으며, 2020년 7월 FDIS(Final Draft International Standard) 완료를 앞두고 인루프 필터링의 다양화로 인한 성능과 복잡도를 고려한 간소화 및 병렬처리 등의 고속화에 대한 표준화가 지속적으로 이루어질 전망이다.

A Study on the Prediction of the Bow Form Design for Icebreakers (영해용선박의 선수형상 설계추정에 관한 연구)

  • The analysis and investigation are described for White's[2] equations compared to the equations of Runeburg[3] and Milano[5] for continuous icebreaking mode, Tunik[8-1] and Ghoneim[8-2] for ramming icebreaking mode. Calculation results compare reasonably well with published model-scale and full-scale icebreaker data by Baker[1] and Dick[11]. During continuous and ramming mode operation, using characteristics of an incebreaker, down ward force on ice and standard ice thickness broken are predicted. Additionally draft, trim and extraction difficulty are also predicted. The bow part line of an icebreakin $g^{ply}$ vessel is designed aiming to maximize the ice breaking capabiltiy as following conditions-low bow angle[20 degrees] at designed waterline, small spread angle complement [6 degrees] at designed waterline, small spread angle complement [6 degrees] and high propeller thrust [220tons]. with plow, two reamers and wave type bumper.

Flight Simulation Training Device Operating Standards for MPL Training Programs in South Korea

  • The Multi-crew Pilot License (MPL) is a new pilot qualification introduced by ICAO to train co-pilots for transport aircraft based on efficient and stable competency to respond to changes in the operating environment and technology. ICAO and the European Union Aviation Safety Agency (EASA) require a minimum flight of 240 hours for MPL qualification training, and allow the use of flight simulation training devices (FSTDs) for most of the training, specifying the performance requirements for FSTDs. As South Korea is also preparing for the operation of the MPL training program, it is essential to establish the operating standards for FSTDs required for MPL training. This study aims to identify the international standards for FSTDs related to MPL training, and to compare them with the current operating standards for FSTDs in South Korea for presenting a standard (draft) that can be used when introducing domestic MPL training programs in the future.
