Applicability evaluation of radar-based sudden downpour risk prediction technique for flash flood disaster in a mountainous area (산지지역 수재해 대응을 위한 레이더 기반 돌발성 호우 위험성 사전 탐지 기술 적용성 평가)

  • There is always a risk of water disasters due to sudden storms in mountainous regions in Korea, which is more than 70% of the country's land. In this study, a radar-based risk prediction technique for sudden downpour is applied in the mountainous region and is evaluated for its applicability using Mt. Biseul rain radar. Eight local heavy rain events in mountain regions are selected and the information was calculated such as early detection of cumulonimbus convective cells, automatic detection of convective cells, and risk index of detected convective cells using the three-dimensional radar reflectivity, rainfall intensity, and doppler wind speed. As a result, it was possible to confirm the initial detection timing and location of convective cells that may develop as a localized heavy rain, and the magnitude and location of the risk determined according to whether or not vortices were generated. In particular, it was confirmed that the ground rain gauge network has limitations in detecting heavy rains that develop locally in a narrow area. Besides, it is possible to secure a time of at least 10 minutes to a maximum of 65 minutes until the maximum rainfall intensity occurs at the time of obtaining the risk information. Therefore, it would be useful as information to prevent flash flooding disaster and marooned accidents caused by heavy rain in the mountainous area using this technique.

Estimation and Assessment of Future Design Rainfall from Non-stationary Rainfall Frequency Analysis using Separation Method (호우분리기법을 적용한 비정상성 빈도해석의 미래확률강우량 산정 및 평가)

  • This study aimed to estimate the future design rainfall through a non-stationary frequency analysis using the rainfall separation technique. First, we classified rainfall in the Korean Peninsula into local downpour and TC-induced rainfall through rainfall separation technique based on the path and size of a typhoon. Furthermore, we performed the analysis of regional rainfall characteristics and trends. In addition, we estimated the future design rainfall through a non-stationary frequency analysis using Gumbel distribution and carried out its quantitative comparison and evaluation. The results of the analysis suggest that the increase and decrease rate of rainfall in the Korean Peninsula were different and the increasing and decreasing tendencies were mutually contradictory at some points. In addition, a non-stationary frequency analysis was carried out by using the rainfall separation technique. The outcome of this analysis suggests that a relatively reasonable future design rainfall can be estimated. Comparing total rainfall with the future design rainfall, differences were found in the southern and eastern regions of the Korean peninsula. This means that climate change may have a different effect on the typhoon and local downpour. Thus, in the future, individual assessment of climate change impacts needs to be done through moisture separation. The results presented here are applicable in future hydraulic structures design, flood control measures related to climate change, and policy establishment.

Changes in the Spatiotemporal Patterns of Precipitation Due to Climate Change (기후변화에 따른 강수량의 시공간적 발생 패턴의 변화 분석)

  • Recent climate change has caused abnormal weather phenomena all over the world and a lot of damage in many fields of society. Particularly, a lot of recent damages were due to extreme precipitation, such as torrential downpour or drought. The objective of this study was to analyze the temporal and spatial changes in the precipitation pattern in South Korea. To achieve this objective, this study selected some of the precipitation indices suggested in previous studies to compare the temporal characteristics of precipitation induced by climate change. This study selected ten ASOS observatories of the Korea Meteorological Administration to understand the change over time for each location with considering regional distribution. This study also collected daily cumulative precipitation from 1951 to 2020 for each point. Additionally, this study generated high-resolution national daily precipitation distribution maps using an orographic precipitation model from 1981 to 2020 and analyzed them. Temporal analysis showed that although annual cumulative precipitation revealed an increasing trend from the past to the present. The number of precipitation days showed a decreasing trend at most observation points, but the number of torrential downpour days revealed an increasing trend. Spatially, the number of precipitation days and the number of torrential downpour days decreased in many areas over time, and this pattern was prominent in the central region. The precipitation pattern of South Korea can be summarized as the fewer precipitation days and larger daily precipitation over time.

  • The heavy downpour caused by unusual weather has destroyed a railroad bed. It caused a large amount of soil loss due to soil erosion. Hence, there is necessary to rehabilitate the destructed railroad bed as quickly as possible. Application of geotextile bag can standardize the rehabilitation process. Geotextile bag method can be more stable, faster, and more economical. In this study, the stress to geotextile bag was estimated to select the appropriate geotextile material. Geotechnical characteristics of geotextile were also determined.

  • Every year in domestic slope failure caused by rainfall is happening frequently. Specially, causable failure accident by localized downpour accompanied when summer rainy season period and produces typhoon gets damage of large scale human life and property. Failure happened at slope of 121 places ranged whole country national highway by No.15 typhoon Rusa that strike whole country during 3 days from August 30, 2002. Slope failure that happen by typhoon are judged for major cause to effect of ground saturation and surface water by localized downpour. In this research, failure characteristic was analyzed to target 20 places attaining site investigation among failure slope. As a result, erosions by surface water was construed for major cause of failure and judged for direct relation in failure slope weathering and topography Also, result that analyze inclination of failure part, in the case of ripping rock, inclination of failure side is forming Incline of the lowest 40$^{\circ}$, because surface failure of depth 4m on or so scale happened, it is require that regulating plan gently design standard inclination of weathered rock and soil layer And it is considered that desirable preparation of design standard about measure that help smooth drainage of surface water and can restrain percolation in ground to reduce failure damage by rainfall.

  • The whole world has been damaged by dramatic increase of natural disasters such as localized torrential downpour, earthquake and drought, while suffering from climate changes caused by global warming. In Korea where the continental climate and oceanic one are crossed, the frequency and the size of damages are increased by stronger typhoons and localized torrential downpours and landslides, storms and floods. Therefore, this study analyzed damage cases and their causes and examined foreign plans to prevent natural disasters, by limiting to rural villages where serious damages occur due to typhoons and localized torrential downpours and measures and infra-structures against such disasters are poorly prepared. From the findings, it attempts to suggest some plans to establish disaster safety villages by abstracting plan factors applicable to rural areas in Korea, on the basis of facilities and spatial projects.

  • Kangwondo area is mountainous and landslide happens easily during the rainy period in summer time. Especially, when there is torrential downpour caused by the unusual weather change, there will be greater possibility to see landslide. Another reason behind landslide is the continuous forest fire in these several years. Since the surface of the earth has been changed by the fire, when rainfall comes, landslide just happens easily. Also, it is reported that landcover condition, excepted rainfall condition, is the most effect for determining landslide susceptibility area. In this study, it is determined a landslide vulnerable area and landcover information is extracted from four satellite image(Landsat TM), about the landslide vulnerable area, which is pictured for each year. And which distribution change is analyzed.

  • This paper describes the cause and measure of road structures failures in Kangwon area for year 2006 rain fall. Localized rainfall due to abnormal climate generates rock or dirt flows in upper stream and leads, the road structure failure located on mountains terrane. Main cause of such failures erosion, debris-flow, insufficient supply of culvert drainage system in ravine areas. It is needed to enhance the design methodology of road-drainage system and the remediation technology of rock and dirt flows

  • 최근 기상이변 및 이상기후로 인해 예상치 못한 극치사상이 빈번하게 발생하고 있으며, 이로 인한 수자원관리 측면에 있어 많은 어려움을 겪고 있다. 특히 집중호우나 태풍 사상과 같이 단 시간 내에 많은 양의 강수량을 동반한 경우 댐과 같은 대형 수공구조물의 파괴로 인해 인명 및 재산피해의 가능성을 증가시키고 있다. 따라서 본 연구에서는 우리나라에 발생하는 시간강수량에 대한 평가를 하기 위해 우리나라에 발생하는 시간강수량과 수문기상인자인 해수면 온도 및 습윤지수와의 상관관계 분석을 통해 수문기상인자가 우리나라 강수량에 미치는 영향을 평가하였다. 또한, 우리나라에 발생하는 극한강우를 발생 원인별로 태풍 사상과 집중호우 사상으로 구분하여 수문기상인자와의 상관성 분석 결과를 바탕으로 Empirical Simulation Technique 기법을 적용하여 집중호우와 태풍으로 발생하는 강우의 특성을 평가하였다.
