We are concerned with the dual-arm manipulation for disaster-responding special-purpose machinery. This paper presents a control strategy for performing complex work in an irregular environment, the control algorithm, the hydraulic circuit, and the master devices. The occurrence of collapse accidents at disaster sites such as natural disasters and building collapses is increasing, which is emerging as a social problem. In particular, for the initial response, various tasks must be performed in an irregular environment. The Marionette algorithm for intuitive control of 'as if the operator's arm is moving' was presented as a control strategy for dual-arm manipulators with attachments and the prototype. Next, the hydraulic circuit, control system, and wearable-type master device presented to implement the Marionette algorithm were explained and verified through an experiment in which rebar-cutting, drum-lifting, and lifting a bottle with one arm and pouring the water into the bucket with the other arm were tested.

Recently, in order to improve the performance of the Earthquake Early Warning System (EEWS) and to supplement the effects of earthquake disaster prevention in epicenters or near epicenters, development of on-site EEWS has been attempted. Unlike the national EEWS, which is used for earthquake disaster prevention by using seismic observation networks for earthquake research and observation, on-site EEWS aims at earthquake disaster prevention and therefore requires efficient design and evaluation in terms of performance and cost. At present, Korea lacks the necessary core technologies and operational know-how, including the use of existing EEWS design criteria and evaluation methods for the development of On-Site EEWS as well as EEWS. This study proposes hardware and software design directions and performance evaluation items and methods for seismic data collection, data processing, and analysis for localization of On-Site EEWS based on the seismic accelerometer requirements of the Seismic and Volcanic Disaster Response Act.

Technologies for disaster management are highly sought areas for research and commercial deployment. Landslides, Flood, cyclones, earthquakes, forest fires and road/train accidents are some causes of disasters. Capturing video and accessing data in real time from the disaster site can help first responders make split second decisions which may save human lives and valuable resource destructions. In this context the communication technologies performing the task should have high bandwidth and low latency which only 5G can deliver. But unfortunately in India, deployment of the 5G mobile communication systems is yet to give a shape and again in remote areas unavailability of 4G signals is still severe. In this situation the authors have proposed, simulated and experimented a 4G-5G communication scheme where from the disaster site the signals will be transmitted by a 5G terminal to a nearby 4G-5G gateway installed in a mobile vehicle. The received 5G signal will be further relayed by the 4G-5G gateway to the fixed 4G base station for onward transmission towards the disaster management station for decision making, deployment and relief monitoring. The 4G-5G gateway acts as a relay and converter of 5G signal to 4G signal and vice versa. This relayed system can be further mounted on a vehicle mounted relay (VMR) as proposed by 3GPP in Release 18. The scheme is also in the same line of context with Verizon's, "Tactical Humanitarian Operations Response" (THOR) vehicle concept. The performance of the link is studied in different channel conditions, the throughput achieved is superb. The authors have implemented the above mentioned system towards smart campus networking and monitoring landslides activities which are common in their regions.
There are many joint fissures distributed in the engineering rock mass. In the process of geological history, the underground rock mass undergoes strong geological processes, and undergoes complex geological processes such as fracture breeding, expansion, recementation, and re-expansion. In this paper, the damage-stick-slip process (DSSP), an analysis model used for rock mass failure slip, was established to examine the master control and time-dependent mechanical properties of the new and primary fractures of a multi-fractured rock mass under the action of stress loading. The experimental system for the recemented multi-fractured rock mass was developed to validate the above theory. First, a rock mass failure test was conducted. Then, the failure stress state was kept constant, and the fractured rock mass was grouted and cemented. A secondary loading was applied until the grouted mass reached the intended strength to investigate the bearing capacity of the recemented multi-fractured rock mass, and an acoustic emission (AE) system was used to monitor AE events and the update of damage energy. The results show that the initial fracture angle and direction had a significant effect on the re-failure process of the cement rock mass; Compared with the monitoring results of the acoustic emission (AE) measurements, the master control surface, key blocks and other control factors in the multi-fractured rock mass were obtained; The triangular shaped block in rock mass plays an important role in the stress and displacement change of multi-fracture rock mass and the long fissure and the fractures with close fracture tip are easier to activate, and the position where the longer fractures intersect with the smaller fractures is easier to generate new fractures. The results are of great significance to a multi-block structure, which affects the safety of underground coal mining.

COVID-19 is a complex disaster, not an infectious disease-level disaster, and it is difficult to respond with the existing disaster response management method. As a result, experiencing psychological stress and trauma such as 'Corona Blue' has emerged as a new social problem. This study examined the changes in non-face-to-face counseling services using ICT technology and the application cases of image, AI, and VR by companies as the transition to the digital economy accelerates. Based on this, disaster psychological recovery support services were considered to improve the psychological recovery and quality of life of the people after a disaster by establishing a more efficient counseling system and developing counseling services using ICT technology.

This study mainly focused on the development of real-time based damage investigation system using web-GIS. The study area was Gangseo-Gu in Busan where frequently has relatively higher magnitude of damages from natural disasters. GIS DB was built to provide geospatial data such as 1:1,000 and 1:5,000 topographic maps and IKONOS high resolution satellite data. The web-GIS system has demonstrated the higher contribution for the better response and recovery against any type of natural disasters through real-time communication and data dissemination among government agencies and personnel. However, further researches need to be made to improve system capabilities. In addition, for more effective system operation and maximizing the benefits of exploiting web-GIS system, linkage with national DB such as NDMS is essential.
The performance analysis of water systems is very important to urban disaster mitigation. It will benefit the task of preparedness and emergency response through a more practical and more quantitative approach. In this research work, an overview of hydraulics of water system has been provided. A methodology for such implementation based on scenario simulation and hydraulic analysis has been developed. The water system of Taipei Water Department was selected as a test bed for case study. Its serviceability following a major earthquake around Taipei metropolitan area has been quantified.

Due to the frequent occurrence of large-scale disasters such as recent earthquakes, the problem of the safety of old school buildings has emerged. The need to secure safety management technology through constant monitoring is increasing in an attempt to supplement old school buildings with weak disaster response capabilities. Traditional research is approaching the development of an existing sensor-based risk precursor information monitoring system. However, unlike this, in this study, we will focus on the development of a data analysis platform as part of the development of a continuous monitoring system that can be prepared for earthquakes, collapses, and fires, based on constantly measured data. For this reason, the development of a safety diagnostic algorithm based on the optimal sensor-attached points and sensor data reflecting the fragile characteristics of old school buildings was derived. Utilizing this, a message and action manual system for each management / use entity of school buildings after retirement was constructed.
Since the Fukushima nuclear accident in 2011, the public were concerned about the safety of Nuclear Power Plants (NPPs) in extreme natural disaster situations, such as earthquakes, flooding, heavy rain and tsunami, have been increasing around the world. Accordingly, the Stress Test was conducted in Europe, Japan, Russia, and other countries by reassessing the safety and response capabilities of NPPs in extreme natural disaster situations that exceed the design basis. The extreme natural disaster can put the NPPs in beyond-design-basis conditions such as the loss of the power system and the ultimate heat sink. The behaviors and capabilities of NPPs with losing their essential safety functions should be measured to find and supplement weak areas in hardware, procedures and coping strategies. The Loss of Ultimate Heat Sink (LUHS) accident assumes impairment of the essential service water system accompanying the failure of the component cooling water system. In such conditions, residual heat removal and cooling of safety-relevant components are not possible for a long period of time. It is therefore very important to establish coping strategies considering all available equipment to mitigate the consequence of the LUHS accident and keep the NPPs safe. In this study, thermal hydraulic behavior of the LUHS event was analyzed using RELAP5/Mod3.3 code. We also performed the sensitivity analysis to identify the effects of the operator recovery actions and operation strategy for charging pumps on the results of the LUHS accident.

The structural system of domestic high-rise apartments can be divided into two parts; the core wall system, which is composed of walls concentrated in the center and the shear wall system, which comprises a great number of walls distributed in the plan. In order to analyze the lateral behavior of each system, buildings with typical domestic high-rise apartment plans were selected and nonlinear static analysis was performed to investigate the their collapse mechanism. From the force-displacement relation derived from nonlinear static analysis, response modification factor was evaluated by calculating the overstrengh and ductility factor, which are important in the seismic response. The ductility of core wall system is small, but as it is governed by wind load, its overstrength is greatly estimated, and its response modification factor is calculated by the overstrengh factor. Due to a large number of walls, shear wall system has a large ductility, making the response modification factor considerably large.
