A Study on the Improvement of Disaster Relief Aid (재해구호물자 개선에 관한 연구)

  • Disaster relief goods are those that help disaster victims to carry on ordinary life in a disaster. Along with the improvement of national economic level and raise of people's standard of living and diversified lifestyles, demands for relief goods in a disaster are also being diversified. In step with frequent and rather large-scale occurrence of disasters, diversity of related goods for disaster relief is likely to be needed ever more in the future, while more assistance to disaster victims is required from the aspect of securing their normal daily lives. To this end, the study conducted comparative analysis of how Korea, the US and Japan managed disaster relief goods and also examined, analyzed the opinions regarding the betterment of relief goods among disaster victims and ordinary people and civil servants in charge. Based on this, the study suggested the improvement draft for disaster relief goods, the point of which was to minimize disaster relief goods commonly prepared by the central government with goods that may assist victims' lives in shelters, while local governments may prepare relief goods appropriately according to actual situation.

  • The study is to understand the needs of flood victims of Korea through the analysis of relief goods, and to assess extent of support-service efficiencies. According to the analysis, both emergency relief kit and cooking relief kit are possibly labelled 'the primary' and 'the secondary necessaries' respectively. Here the former includes those items directly related with basic living condition for the victims while the latter does some of items for more convenience lifestyle. The results of the study would be substantial in the sense that they could provide some useful clues upon which improvement policies or programs associated with relief goods for flood victims are derived.

  • This study is for decision making on distribution of resources so as to improve the effectiveness of initial disaster relief efforts. It is very important that relief efforts should be accomplished appropriately at the initial disaster. Furthermore, efficient allocation of relief resources such as rescuer, shelter, relief goods, relief funds, medical and relief equipments is also the first step to achieve main objective of relief efforts when disaster occurs. For this purpose, this study establishes flood as a imaginery disaster and develops a model for efficient distribution of resources when flood outbreaks. This model fixes initial 72 hours, which is subdivided into three intervals, as a initial disaster range. The model is to set a prioity against alloction of relief resources by each time zone which is related to damaged degree( Red Tag, Yellow Tag, Green Tag). Experts in this field input their experience into this model, and these are analyzed by Analytic Hierachy Process(AHP)/Expert Choice(EC) software. Therefore, we can decide a prioity against distribution of resources by each time zone which is in accordance with damaged degree. The result of this study would be helpful to a person who is in charge of relief from calamity in order him to make a decision toward distribution of resources.

  • This research is to make clear the volunteer activity system through analysing activity of volunteers. Main suggestions are as below. In management system, integrated cooperating system, improvement of delivering system of relief goods and developing operating manual of volunteering management are discussed. In education system, specialized education for different disaster areas, field orientation education, and training managerial positions are suggested. In supporting system, improving NDMS(National Disaster Management System), computerized program for volunteer management, insurance for volunteers, issuing a confirmation of volunteering activity, securement of emergency communication system, budget for prevention and donation are also suggested.
