A Curriculum Development on the Disaster Management (재해관리에 대한 교육과정 개발)

  • The various and serious types of disaster occur everyday and everywhere on the earth. There is no doubt that it is very timely to discuss about the effectiveness and preparedness of disaster. The purpose of this study is to develop a curriculum on the disaster management through reviewing disaster concepts and the disaster management system. For the empirical relevance of the study, researchers participated in a couple or more disaster training program, reviewed references, and consulted to the experts working on action parts in the area. As a result, the 'Integrated Disaster Management System Model (IDMSM)' was designed, in which four dimensions were explained. Then the 'Disaster Curriculum Model (DCM)' was explored with its theoretical framework based on the system model. The developed curriculum is composed of four levels ; the introductory course, the fundamental course, the advanced course, and the expert course. From this DCM, basically the course-outlines of two subjects in the introductory course, 18 subjects in the fundamental course (5 of direct services. 13 of indirect services) were developed. Also each course-outline was explored by its course objective, learning objectives, contents, and its length. Finally to make the most of the results, suggestions are proposed. The governmental considerations on the policy should support the systematic and integrated educational program to practice, appointing 「Disaster School」 or 「Disaster Training Center」 of relevance and accountabilities. A Method for Preventing Falling Accident in Small and Medium-sized Construction Companies (중소건설업체의 떨어짐 재해 예방방법)

  • According to the data released by Korea Occupational Safety & Health Agency, construction workers suffering from falling disaster have been increasing continuously for the last five years, and in fact, small and medium construction companies' falling disaster forms over 97% of all every year. This means that to reduce falling disaster significantly, it is needed to get rid of disaster taking place in small and medium construction companies. Here, this study aims to analyze various causes of falling disaster in small and medium construction companies, examine how those factors are correlated with one another, and suggest how to manage the risk of falling disaster effectively. According to the study results, main factors influencing falling disaster in small and medium construction companies are found as follows: Situational Awareness/Risk Perception, Fatigue/Alertness, Communications, Equipment/Facilities, and Personal Protective Equipment (PPE) in the Direct Level, Management/Supervision, Education/Training, and Planning in the Organizational Level, and Management's Commitment to Safety in the Policy Level.

  • Hybrid disaster refers to a type of unexpectedly large-scale disaster that results from continuous or simultaneous occurrence of natural and social disasters. Since hybrid disaster is a completely new type of disaster that has simultaneity and continuity, it requires a different management method compared to the conventional disaster management method. Accordingly, this study suggested policy directions for hybrid disaster response system of Korea after reviewing hybrid disaster response systems in developed foreign nations.

  • This study is aimed to increase the fire-fighting manpower utilization and the increasing of its services in aging society. Due to continuous improvement of living standards and development of medical technology, the elderly population rate is being increased and it brings rapid progresses of aging society. Therefore, as a fire-fighting organization which is responsible for safety from various disasters, they should grasp comprehensively and systematically exact status of weak person from disaster in perspective of it with conjunction of all concerned department and at the same time proceed to speedy move as well as determine the appropriate emergency measures. In order to do this, safe life education for elderly people and the comprehensive measures of home security should be taken by transforming the policy from particular object-oriented policy to demand-driven policy. And through the expansion of one one nine services such as using grandeur of powerful IT nation out of old-fashioned promotion way, they should provide fire-fighting service for convenient and comfortable life of elderly people after retirement. A consideration of the elderly people is the best way to penetrate a advancement fire-fighting in aging society.

Estimating Willingness to Pay of Korean Forest Owners for Forest Products Disaster Insurance Premiums (임산물재해보험에서 산림경영인의 보험료 지불의사액 추정)

  • The purposes of this study are estimating willingness to pay (WTP) of forest owners for the disaster insurance premium for forest products in Korea and investigating factors affecting their WTP. The result with contingent valuation method shows that forest owners' median WTP is $9,440\;KRW/ha{\cdot}yr$. Advanced forest managers including devoted forest managers and forestry successors are willing to pay more for insurance premium compared to non-advanced ones, and those who have experienced disaster in their own forest land have higher WTP than others. WTP of advanced forest managers appears to be 50% higher than that of non-advanced. These results imply that policy makers should consider advanced forest managers as a priority to introduce the insurance system.

  • This paper aims to propose a policy for linking and utilizing spatial data for resilient spatial planning against disaster due to climate change by analyzing the current status of spatial data in the fields of urban planning, environmental planning and disaster prevention. To do so, spatial planning guidelines and the current status of utilizing spatial data in each field were identified by conducting a literature review and phone/face-to-face interviews with professionals and representatives of relevant institutions. As a result, the lists of spatial data were drawn up which can be utilized or linked with each other for developing an official spatial plan at a local government level. On the basis of these results, policy plans were proposed to link and utilize spatial data among urban planning, environmental planning and disaster prevention fields for climate change adaptation spatial planning.

  • To prevent and minimize damages from disaters, it is necessary to build an GIS that can gather and organize proper information and that can analyze about disasters. This research aims at proposing policy measures to poster a GIS based urban disaster management system. To do so, the paper firstly takes a close look at the GIS in the City of Kohbe in Japan as a case study. Then it examines the effects the GIS based urban disaster management system and suggests future directions to promote it.

  • In this study, delivery workers were regarded as workers and industrial accident and serious accident prevention were studied. As a result of the study, first, it was confirmed that awareness of safety guidelines has an effect on disaster prevention and is related to reducing serious accidents. Second, among the forms of organizational culture, rational culture was shown to have a positive impact on serious accidents. Third, the moderating effect of organizational culture Rational culture, a sub-concept, was found to have a moderating effect on serious accidents. Fourth, according to the opinions of workers for disaster prevention of delivery workers, it was classified into policy part, environmental part, and worker's duty part, and the necessity of strengthening safety education and strong regulation was suggested in the policy part.
