In Korea, although the damage from disaster (flood and storm) is increasing, the early stage warning and countermeasure are not in operation rapidly. The research areas of transportation engineering arenot diverse, so once the road is flooded and interrupted, drivers, the system operators and managers are in panic, and nearby roads are in terrible traffic congestion. In case of Korea, the research of evacuation is highly needed, because it is very necessary and easy to apply in real field. In this paper, we establish the concept of transportation disaster prevention system and suggest the directions of it. In addition, based on this research, we choose one example of disasters and establish an example of the transportation disaster prevention system. Our goal is to make steps; prevention, preparation, countermeasure and restoration in the view of minimizing on social chaos and damages emphasizing aspect of transportation countermeasure. This research will be the good precedent of approach, analysis and countermeasure when the disasters are occurred, and a basis of transportation disaster prevention system and manual in Korea.

This research is inquired to the residents in Kimcheon, Kyongsang-Boukdo and in Kangnung, Yangyang, Kangwon-Do. The residents were damaged by typhoon ${\ulcorner}RUSA{\lrcorner}$ in 2002, which occurred the biggest damage in our country's natural disaster. The result of inquiry is arranged in this research. Inquiry contents arrange a current events points through the inquiry. which is about the resident's demand and confrontation caused by a big disaster occurrence; the damage present condition which is caused by typhoon ${\ulcorner}RUSA{\lrcorner},$ the countermeasure condition on damage occurrence, the necessity content of area disaster information, the difficulty factor of damage restoration, the evaluation of the government and relation group's countermeasure which is about typhoon ${\ulcorner}RUSA{\lrcorner},$ the mental and body problem after disaster occurrence. And inquiry contents present the fundamental data for establishing the area prevention of disaster plan hereafter.

In this study we propose the improvement countermeasure of disaster prevention by analyzing the damage cause and issue point from examination by Typhoon "maemi" in Kyongsangnamdo region. The main damage cause by Typhoon "maemi" in this region is the rising of water level in river and the overflowing of bank. The basic countermeasure is executing the disaster policy enforcement for the improvement of agriculture infrastructure facilities.

Risk that breed large size disaster is happening variously for cause at social. natural a management. Incidence and damage scale are trend that increase rapidly than past. In these circumstance, to keep operational continuity of organization, area, society, risk management action that establish systematic counter measure estimating and analyze occurrence possibility and expectation damage of risk is essential indispensable issue and the best countermeasure. Risk management action does by main purpose establish optimum disaster reduction countermeasure. To deduce various countermeasure, process that estimate and analyze occurrence possibility and expectation damage of risk is essential indispensable issue. Therefore, this paper studies process design that can presume risk occurrence frequency and damage scale through distribution of probability.

On this study, we extracted pending problem and controversial point from management of disaster such as terror for domestic massive performance and then, investigated countermeasure plan against disaster for massive performance through comparison and analysis between anti-disaster strategy of Korea and U.S. U.S are conducting security system actively for passenger of major facilities such as public institution. Nonetheless, In U.S that has the world's best security system, serious affair such as 911 terror and Boston marathon terror are continued to happen. When considering domestic situation that North Korea and South Korea are antagonistic to each other, it is judged when it is high time to prepare for threat of terrorism. Accordingly, On this study, through analyzing of latest terror attacks in U.S and disaster risk in the nation, we analyzed in detail countermeasure plan classified as legislation, operation of security system, instilling a sense. As the result of this analyzing, using by flow-chart, we suggested domestic optimized disaster management system for massive performance. Consequently, we propose to establish systematized disaster management system such as preliminary survey of disaster influence for massive performance.

Recently, many cities have always been affected by large natural disasters such as floods and landslides. As climate change causes more frequent localized heavy rains exceeding the conveyance capacity of sewer, flood damage is expected to increase. For the sake of reducing the urban flood damage by changed rainfall, there has been many trials on installation of runoff-reducing facilities. Therefore, it was required to study about reasonable analysis and countermeasure of rainwater storage facility project for extending it. This study was to review the status of rainwater storage facility project for the urban disaster prevention in Busan, to find out problems, and to propose the countermeasure of rainwater storage facility project for the urban disaster prevention.

This study aims at countering terror. So, this study explores an implication to Korea through the countermeasure of Japanese organizational direction to countermeasure. As a result, first, some countermeasures on IED need to be sought. Second, a chance of domestic terrorism growing should be checked. Third, safety of major facilities needs to be saught. Finally, Public Service System on Education and Information for Counterterrorism must be built.

Kangwon province has been suffering from the various types of disasters and these disasters stand in the way to sustainable development. The heavy rainfall by typhoon RUSA in 2002 and HAEMI in 2003 damaged to property and bodily injury, and gave us a lesson. Even if the refuge activities plan by local government plan for disaster were established with rainfall event, it could not its role in practice. Beside it, the potential disaster risk remains still in existence because the disaster restoration work aims to original state. Therefore, in this study we focused on the point at issue of disaster countermeasure plan by local government and its integrated plan considering local characteristics.
