  • 본 연구에서는 재난경보방송의 문제점과 공공미디어의 활용에 대해 알아보았다. 일반 이용자 인터뷰를 실시한 결과에 따르면, 재난경보방송은 주로 휴대폰을 통한 문자메시지로 받고 있었고, 대부분 이 방식에 대해 만족하지 못하고 있었다. 그리고 공공미디어를 이용한 재난경보방송의 필요성에 대해 대부분 동의하고 있었지만 기존에 접해본 경험이 없기 때문에 효율적 운영방안에 대해서는 제시하지 못하였다. 마지막으로, 공공미디어 시범사업은 대다수가 지하철 버스 내 외 안내판을 꼽았다.

  • 지상파 방송에서 재난방송 기술이 진화되고 있다. 하지만 재난방송 정책은 진화된 기술을 제도화하지 못하고 있다. 본 연구는 기술이 재난방송 정책 변화를 줄 수 있는 다섯 가지 요소에서 정책과 기술이 어떤 간극을 보이는지 살펴보았다. 결론적으로 현재 '재난방송 및 민방위경보방송의 실시에 관한 기준'은 신규 기술에 대한 규정을 담기 부족하다. 따라서 재난경보 방송을 구체화하고 재난경보 메시지와 재난방송 수신환경과 수신기에 대한 기술적 규격을 제도화하기 위한 가칭 '재난방송 기술기준'을 시급히 마련하여 할 필요성을 제기하고 있다.

  • Recently our country was entering a high-tech society with social and economic development. However, the individual's ability to respond to disasters is lowered by the increase in complexity society. Accurate situation assessment and disaster response by a margin of personal information that can identify when a disaster has been difficult. Until now, by leveraging Standard speaker was the emergency alert broadcast. However, it was difficult to have regular speakers reverberation, a distinct attenuation of sound by listening to the sound, etc. due to the reflection of sound. By using a directional speaker that is characteristic of the sound attenuation of sound is straight to solve this problem and obtain feedback on measures that can effectively provide the oocytes to a valid information on a disaster situation and the evacuation.

  • The quick report and propagate information are increasingly important because nowadays it is hard to predict the damages of flooding by unexpected heavy rain. In addition, there are not many ways to receive disaster information in real time. Accordingly, we designed the system which can earn information from a lot of messages on twitter. Above all, our system can extract and deploy disaster information by comparison with erstwhile social network service mash-up system as only broadcast media. Significant objective of this paper is to design the fastest extract disaster information system of mass media.

  • We have changed a lot in our lives because of a disease called Covid-19.One of the biggest changes is to check the "disaster notification character" service spent in the country every time it is sent in real time. By the way, we cannot accept the characters of other regional disasters other than the area where we live. After visiting other areas, when we returned to the area where we relocated, we experienced difficulty in confirming the flow lines because we could not receive the characters of the flow lines of the corona confirmed persons in the visited areas separately. And if you use the broadcast-type broadcast service, you will not receive unnecessary copper wire information, and you will be able to obtain the characters of the disaster only where we visited. We try to provide app services to provide the public with more accurate and reliable information.

  • In this paper, we propose a system for an emergency alert broadcasting service that broadcast residents prompt alarms immediately after the disaster occurs in the private sector. The proposed system consists of a contents streamer, n contents distributor, and m television controller under the assumption that the public broadcasting system and the local area network have been already installed. Also, the goal of the system is to forcibly broadcast disaster information to the residents by streaming contents for alerts on their TV. The proposed system in this paper can be utilized in sharing of emergency information in the area as quickly as possible and various information of the area.

  • 현재 운영되고 있는 대국민 재난 예.경보시스템은 텍스트 및 음성으로만 재난정보를 제공함으로써 고령자 및 외국인, 장애인들과 같이 재난상황 하에서의 사회적 약자에게는 재난대응을 위한 인지가 쉽지 않으며, 제한된 텍스트 정보로 인해 재난상황을 전달하기에 한계가 존재한다. 이를 해결하기 위해서는 다매체를 통한 다양한 멀티미디어 콘텐츠가 포함된 재난정보에 관한 연구와 이를 자동적으로 생성할 수 있는 기술이 필요하다. 국내에서는 디지털사이니지 및 버스정보시스템과 더불어 최신 ICT 기술인 '5G', 'UHD'를 활용한 멀티미디어 재난정보를 수용하여 제공할 수 있는 고도의 인프라 기반이 마련되어 있어 현재보다 많은 재난정보를 전달하여 국민들로 하여금 신속.정확한 재난상황 인지를 가능케 할 수 있다. 다매체에서 활용 가능한 멀티미디어 재난정보 콘텐츠는 행정안전부 '재난정보공동이용시스템'과 기상청 '지진조기경보시스템'에서 제공하고 있는 다양한 관측 및 분석정보를 기반으로 자동적으로 생성된다. 생성된 멀티미디어 재난정보 콘텐츠는 '발생재난 종류'와 '재난발생 일시', '발생지역'과 같은 기본적인 정보를 포함하여 지도기반 '재난발생 위치'와 '대피소 위치', '대응요령', '기타 정보' 등으로 구성된다. 이러한 재난 콘텐츠는 '경보'와 '후속 경보'를 통해 제공되는 정보에 차이를 두어 상황에 맞게 인지할 수 있도록 연구하였다. 다만, 이러한 재난정보 콘텐츠 제공 서비스를 가능케하기 위해서는 현재와 같은 재난정보 전달체계와 더불어 웹서비스 및 양방향 방송망을 활용할 수 있는 전달체계가 확보되어 보다 신속하게 제공될 수 있도록 기반 기술 연구가 필요하다.

A Comparative Analysis of Public Warning Systems by Countries to Improve Public Warning System (공공경보시스템 개선을 위한 국가별 공공경보시스템 비교분석 연구)

  • Purpose The purpose of this study is to examine the current operational status and problems of the Public Warning System (PWS) in China, and to propose feasible solutions to improve the performance and efficiency of the PWS through a comparative analysis with the Cell Broadcast Service (CBS)-based disaster SMS system adopted by other developed countries in the world. Design/methodology/approach In this study, the characteristics of PWS using SMS, applications, and CBS, respectively, are analyzed in detail, and compared and analyzed in terms of convenience, standardization, data security, speed, and location accuracy. In addition, CBS-based PWS in developed countries, such as U.S., E.U., Korea and Japan, were studied and their performance on key criteria was evaluated. Findings Based on the results of the study, the problems of China's PWS are summarized and recommendations are made to improve the PWS through the introduction of CBS technology. To this end, specific improvement measures are proposed in terms of the application of CBS technology, system construction and operation, and improvement of data security. In addition, the comparative analysis of PWSs in other developed countries is conducted to provide reference for the direction of PWS's improvement.

An Investigation of the Factors Affecting Satisfaction with Cell Broadcast Service(CBS) -Focusing on Users in Incheon- (긴급재난문자 만족도에 영향을 미치는 요인 규명 -인천광역시 서비스 대상자를 중심으로-)

  • This study aims to determine the factors affecting the level of satisfaction with the Cell Broadcast Service (CBS) among citizens in Incheon. Partial least squares (PLS) regression, instead of multiple regression, was used for the analysis because it can solve multicollinearity and sample size issues. The analysis results are as follows: The factor with the greatest effect on satisfaction with CBS among Incheon citizens, was the elimination of redundancies (VIP=1.185). Therefore, local governments, government agencies, and public organizations must coordinate their ideas and collectively create guidelines to eliminate redundancies. The second most influential factor was the expansion in the broadcast medium from legal, institutional, and policy aspects (VIP=1.087). This is because differences in generation, age, gender, and personal characteristics were not considered. Therefore, it is necessary to devise a customized messaging tool through the expansion of broadcast media. The broadcast criteria of the legal, institutional, and policy perspectives comprised the third most influential factor, with a high VIP value of 1.053. Consequently, it is essential to devise a plan to avoid distributing unnecessary cell broadcast services, by establishing criteria for areas and sections, time, and the direct and indirect impact zones of a disaster. In the future, this study could be used as base data to develop policies, guidelines, and response measures for Incheon CBS. Given the lack of research on the diverse characteristics of each social class and the city traits of each region, and a lack of concrete empirical research on each factor, continuous and in-depth studies are required in the future.

Automatic Distress Notification System Working with an External VHF Device in Small Ship (비상재난 발생 시 외부 VHF 장비와 연동하는 소형선박용 재난자동속보장치)

  • In this paper, I have developed an automatic distress notification system (ADNS) working with an external VHF device in small ship. The proposed system is as part of a small ship disaster analysis system which can detect and quickly respond to the small ship disaster. The automatic notification system receives the location information signal from the disaster analysis system, and the signal will be converted into voice signal to broadcast of the accident position through external VHF device. It will be sending a distress message as form of voice information through VHF device until sinking under the water. Through this research, I expect we'll be make a quick response and prevent a terrible loss of human life.
