본 논문은 보안적으로 안전하며, 타임스탬프 관련 국제 표준 규격을 만족하며, 사용자 접근성이 높은 웹 기반 시스템 형태를 갖는 전자 공증 시스템(digital notary system)을 개발하였다. 타임스탬프 관련 기술 및 응용 시스템들은 아직 대중화되어 있지 않지만 전자상거래, 디지털 저작권 관리, 인터넷 메일 등의 다양한 분야에서 잠재적으로 매우 중요한 의미를 갖는다. 개발된 전자 공증 시스템은 rfc3161을 준수하는 타임스탬프 요청(timestamp request) 및 타임스탬프 응답(timestamp response)을 사용한다. 또한 서버와 클라이언트 통근에 SSL(Secure Socket Layer)을 사용하여 통신 보안을 보장하며, 재사용공격(replay attack)을 방지하기 위하여 논스(nonce)를 사용한다.

There are increasing needs for an individual or enterprise to interchange documents electronically through communication network to enhance the efficiency of business, owing to rapid process of transactions. But e-commerce encounters the problems regarding the handling the electronic documents, that is to say, deposit and proof of the electronic documents. This paper deals with Authorized Electronic Data Depot as an integrated system for processing, relaying and proving documents that. Authorized Electronic Data Depot operates as e-enabler in exchanging documents in trust among administrative agencies and a comprehensive government directory, digital government seal certification system and DNS system. Authorized Electronic Data Depot leads public and private sectors to save the paper-related costs. But the regulations concerning an authorized electronic data depot is introduced in the course of revision of Electronic Transactions Act. The purpose of this paper is to suggest some guidelines in legalizing the authorized electronic data depot.

인터넷을 통한 루머나 악성 댓글이 사회적인 문제도 대두되고 있다. 이를 고발하기 위하여 해당 웹 게시물을 캡처한 이미지나 출력물이 증거로 활용될 수 있으나, 이는 포토샵 등의 도구를 이용한 위 변조에 취약하다. 악의적인 목적으로 타인이 작성한 정상적인 글을 캡처한 화면에 비방하는 내용이 포함되도록 위조한다면 무고한 자가 처벌을 받게될 수도 있다. 이처럼 웹 게시물의 캡처 화면은 정확한 사실 관계를 반영하기에는 증거로서의 진정성과 무결성에 흠결이 있다. 웹 게시물의 증거화를 위한 인증 시스템이 제공되면 진정성이 입증된 증거의 제시가 가능하고 효율적인 수사에도 도움이 되므로 관련 기술과 정책의 빠른 정착이 요구된다. 이에 본 논문에서는 웹 게시물 증거화의 중요성을 역설하고, 웹 게시물 공증 시스템에 요구되는 법률적, 기술적 요구 사항 및 설계 방안을 제안한다.

The area of business applications in the internet are extended enormously in result of fast development of computing and communication technologies, increase of internet use, and use of intranet/extranet in enterprise information system. Widely spread the use of the internet, there are various applications for Business to Business (B to B) or Business to Customer(B to C) model that are based on the intranet or extranet. This paper designed and implemented the Web-based Electronic Bidding System for Business to Business (B to B) model. The technical issues of electronic bidding system in the internet are involved in the connection between web client and server, electronic data interchange for the contract document, and security solution during the bidding and contracting processes. The web-based electronic bidding system in this paper is implemented using Java applet and servlet as a connection interface for web client and server, XML/EDI-based documents for a bid and a contract, and bidding server and notary server for enhancing the security using PKI(Public Key Infrastructure)-based public key cryptography, digital signature and Certification Authority(CA).

최근 컴퓨팅 기술과 통신 기술의 급속한 발전으로 클라이언트/서버 컴퓨팅 환경에서 네트워크 컴퓨팅 시대를 지나 인터넷 컴퓨팅 시대가 도래하고 있다. 인터넷 사용이 보편화되어 감에 따라 기업의 정보 시스템이 인터넷 기반의 인트라넷/익스트라넷 시스템으로 구축되어 가고 있으며 인터넷 환경에서의 기업과 소비자(Business to Customer)간 또는 기업과 기업간(Business to Business)의 전자 거래 관련 응용 프로그램의 개발이 다양해지고 있다. 본 논문에서는 인터넷 환경에서 기업과 기업간 전자 거래에 있어서 기업의 글로벌화를 통해 조달 업무의 투명성과 신속성 및 질적 향상을 추구할 수 있도록 제공하기 위한 웹 기반 전자 입찰 시스템을 구현하는데 있어서 클라이언트와 서버 및 데이터베이스를 연동하기 위한 웹 기술, 기업간의 문서 교환을 위한 XML/EDI기술 및, 입찰과 계약과정, 조달과정에서 안전성 및 신뢰성을 보장하기 위해 공개키 암호화 기술인 PKI기반 구조의 인증 및 전자서명을 활용한 보안 기능을 설계 및 구현한다.
