A system of networked digital libraries will be a primary component of information infra-structure. The general strategy for digital libraries by the American university libraries is summarized as building of information infrastructure, content database construction, and project-based design. This paper describes the present feature and status of digital libray programs being implemented by the libraries of Michigan University, Carnegie Mellon University and Virginia PolyTech & State University.

The purpose of this study is to provide possible suggestions in order to promote online transmission service of digital works and the construction of digital libraries. To achieve this purpose, the definition, and characteristics of digital library were reviewed. And the current status of information service of digital libraries in Korea. Japan, and U. S. was examined. The regulations relating to online transmission in digital libraries on the copyright law revised in December 1999 were understood. As a result, this study suggested the establishment of center to manage the reproduction and online transmission of digital works collectively. And it also suggested the introduction of technical measures to protect copyright.

Digital reference services have been a key role in academic libraries in the context of various digital environments. The guidelines for the digital reference service are one of important aspects to improve the quality of services and system design and implement better services. In this study, by case studies and a questionnaire survey for academic librarians, the guideline for the digital reference service is suggested with three phases; plan, operation and evaluation. The guideline for the digital reference services suggested in this study is expected to support digital reference services in academic library environment.

The change in information technology demands drastic change in digital library service. This study defines what a social semantic digital library should consist of and proposes a new architecture that incorporates core functions needed in designing a SSDL. The SSDL supports semantic information processing based on metadata and ontology and is an innovation system that allows SSDL users to participate in generating new knowledge by interacting with existing metadata and ontology structures. This study designed a SSDL model that consists of five horizontal and two vertical structures.

The purpose of this study is to show important considerations when we develop digital library though reviewing and analyzing the digital libraries for the children and youth. The research targets are ICDL and LG Scienceland which are functioning as the digital libraries. The research methods are literary reviews for theory background and analysis of distinctive features from two webpages. The present thesis aims to analyze in consideration of recent changes in teaching environment in the universities the commercial digital contents and e-learning courses provided by the libraries, and to propose the ways to encourage university library service needed under the current situation. A survey of professors and students upon the quality of commercial digital contents service provided by the libraries in I University was made to measure its influence upon e-learning courses. The quality of commercial digital contents service provided by libraries was measured through Digital Library Service Quality Index (which will be referred as DL-SQL Model from here), which is used as a model to examine the Digital Library Service, with partial adjustments of 4 levels (information system service, digital books service, customer service quality, and customer community service) and 7 components (search possibility, an exclusive organization and interface, accessibility, digital books, customer support service, personalized service, and customer community). Among the library services in regard to digital contents, "customer service" and "customer community service" were analyzed to have stronger influence upon e-learning teaching and studying than quality-based service for "information system" and "digital books". Consequently, it is concluded that customized information service provided by the library for the professors who teach e-learning courses and their students is more influential to supporting e-learning courses than quantity pushing service through purchasing commercial digital contents, upon which the direction of digital contents policy to provide library services for e-learning courses should be based.

For National Digital Library(NDL) to properly perform it's ideal function as a representative digital library in Korea, information service policy considering the IT and Ubiquitous environment shall be established. Information service policy of NDL was established with focus group interviews and a survey targeting the users and librarians in this study. To raise the propriety of information service policy, final draft of information service policy was proposed after the interim evaluation targeting the concerned parties of NDL and 1st & 2nd verification by external specialists and the consultation group. In this manner, vision, mission, goal, objective, strategy, etc of information service policy of NDL were proposed. Information service policy of NDL proposed in this study not only proposes the fact and base to other digital libraries that wishes to establish the information service policy and arrange detailed guidelines as a case study but also secures the direction and vision of global information service policy of NDL. Furthermore, it will contribute for NDL to build its reputation as a world renowned digital library.

The purpose of this paper is to study the initiatives on digital collection and development in engineering college libraries in the Rayalaseema Region of Andhra Pradesh. Eighty-one engineering college libraries in Rayalaseema Region have been surveyed to assess the initiatives taken on digital collection and development. This paper highlights opinions of librarians on most preferred digital materials and various digital resources acquainted with their library. The digital library initiatives cover a variety of activities starting from the digital collection building, digitization, digital collection, maintenance, and digital preservation. It is found that 34.57% of libraries are in the process of building digital collections, which is an encouraging trend among Engineering Educational Institutions in Rayalaseema Region.

This study examines current state of digital reference service on the homepage of university library in Korea. Among 236 university libraries. only $36.9\%$ (87) provide digital reference services. Digital reference services was weak as face-to-face reference services in Korea. Based on the research finding, revealed current state and related problems, and a few suggestions are provided for digital reference service system.

With the advancement of internet technology, traditional university libraries are going through metamorphosis into digital libraries. Digital libraries substitute digital files for printed materials, metadata for catalogues, world wide users on the network for localized patrons, while offering limitless possibilities for easy downloading of information. The aim of the study is to present a model for our digital library based on the knowledge auquired from the analysis of the state of the art technology employed in building and managing digital libraries and the management of large quantity of SGML electronic documents. This paper is our belief that the national information infrastructure for university digital libraries are mandatory for an open information society.
