  • In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional $3 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises.   • "SMART" is a word to condense a new kind of educational system recently proposed by the Korean government. It signifies an intelligent adaptive learning system to innovate the educational environment, the contents, methodology and assessment. Developing a digital textbook was one of the main strategic goals to drive forward "smart" education. The Korean government expected to finish the development of digital textbooks of science, mathematics, social studies and English by 2013 and to have a field experiment for them in 2014. However, the case of mathematics was postponed for an indefinite period because its draft version was no different from a traditional textbook in its functional aspect. This situation might come from the non-existence of a good authoring tool and an inexperienced sense by developers of the opportunities available with digital textbooks. This paper introduces the main features for developing a digital mathematics textbook for the 12th grade students, which was developed in the environment of Cabri LM as an authoring tool. This paper also looks upon the results of a whole lesson using the textbook in managing the classroom interaction with students.

  • This study attempts to find out the characteristics of digital currency and currency transformation through the analytical descriptions of the literature. In the early days of the emergence of new currency, market-oriented autonomous monetary adjustment was made along with various attempts by the private sector, and then government-centered central currency management and coordination were made for the national monopoly of profits and power. Digital currency can be seen as the emergence of a new form of money that will bring about paradigm changes. CBDC can be divided into direct and indirect types. CBDC is expected to require a strategic approach by the government or firm as it will bring about changes in the ecosystem of related industries. Libra is a stablecoin designed to minimize price fluctuations, and if it succeeds in commercializing it, it is expected to bring about revolutionary changes in the financial industry around the world.

Generation for Attribution Information of Digital Map using Space Matching (공간매칭을 이용한 수치지도의 속성정보 생성)

  • The construction of data connection is required due to the digital map do not have the new address data which is implemented by the Korea government and it cannot use between government and other agency. The manually matching of digital map and new address data is time and money consuming process due to the huge amount of data. In this research, new system is developed for data generation of attribute data by the data connection method of digital map and new address data using spatial matching and matching rate of data connection is analyses. The results of data matching rate in the research area are 84% in building case and 67% in road case in 1:1000 digital map at Suwon and 18% in building case and 21% in road at Seogwipo.

  • The enforcement of the digital switch been two years, but more than half of the viewers are still not enjoying the benefits of it. Therefore, the government proposed that 8VSB transmission method so that majority of the viewer is able to enjoy the benefits of a digital switch. However, the claim has been suggested that 8VSB transmission method will have negative impacts on broadcast market feedback. In this regard, this study verified the effect of 8VSB and the method of minimization on the broadcast market. This study has conducted in-depth interviews concerned experts to achieve this purpose. Results of an interview revealed that the negative impact on the market of content and platforms, network is very small. In other words, the majority of the experts argued that the policy of government about 8VSB transmission are inadequate and it is improved to broaden the choice of the broadcast consumer.

  • In this study, It is suggested how to utilize hardware capacity sizing system for WEB, WAS, OLTP server's CPU, memory, and disk capacity by its user reasonably. To achieve goal of this study, we presented specific approaches in aspect of institutional viewpoint. The result of this study can be reflected gradually in the guideline of informatization related budgeting by MPB(Ministry of Planning and Budget) and e-government supporting program.

  • This study explored which the component factors on innovation brand to building an organizational culture of government. The innovation brand perception of organizational officers are in order brand awareness(recognition, discrimination) and brand loyalty(identification, ease of memory, meaning diffusion, the reaction of customer needs), brand salience, brand knowledge and brand innovation. The result of Importance-Performance analysis are as follows. We can see that Brand loyalty have Quadrant I meaning good management implementation. Brand Knowledge have Quadrant II meaning concentrate improving. Brand Uniqueness have Quadrant III meaning improving. And Recognition, familiarity and salience have Quadrant IV meaning low relative importance and high performance. The Quadrant IV consider the cost and benefit of brand management.

  • In this paper I examined economies and implications of "Net Neutrality" and Internet Freedom. It is argued that mandating Net Neutrality would be likely to reduce economic welfare. Instead, the government should focus on creating competition in the broadband market by liberalizing more spectrum and reducing entry barriers created by certain local regulations. In cases where a broadband provider can exercise market power the government should use its antitrust enforcement authority to police anti-competition behavior. To assure Net Neutrality, it is needed to make sure of fair competition and to facilitate flexible prices. Especially it is needed to invest consistently to the sector of Network.

  • E-business including e-commerce boosts the competitiveness of corporations remarkably through the creation of new value added, positioning itself as the key to national competitive edge. Thus, advanced nations and international organizations such as WTO and OECD are structuring a positive support system for e-transformation. Korea also has been pushing for activating e-business at the government level since 2000. ECRC(Electronic Commerce Resource Centers) project is an efficient government initiative and inter-agency coordination in implementing e-Business policy for industry. This project has been sponsored by the MOCIE and operated through prime contracts with KIEC. ECRCs provide such services as educational training, technology transfer, consulting and information service related to e-Business for industry. They had given the digital opportunity demanded by industry from 1997 but in these days there are many other new e-business activating projects in Korea. This paper sought to study a strategic reform plan of ECRC.
