부동산 개발사업의 위험요인 중요도 평가 및 위험관리 방안 (Evaluation of the Importance of Risk Factors in Real Estate Development Projects and Their Risk Management)

  • 본 연구는 부동산 개발사업 각 단계별로 발생 가능한 위험요인의 중요도를 평가하고, 이에 대한 관리방안을 제시하는데 목적이 있다. 이를 위해 부동산 개발사업에 영향을 미칠 것으로 예상되는 단계별 위험요인을 선행연구를 통해 사전적으로 도출한 다음, 부동산 개발사업 전문가들을 대상으로 설문조사를 실시하여, 단계별 위험요인들의 중요도를 AHP 기법을 이용하여 평가했다. 본 연구결과를 요약하면 다음과 같다. 첫째, 부동산 개발사업의 대분류별 위험요인을 분석한 결과, 개발 전 단계에서는 기획 위험, 개발준비 단계에서는 개발사업 인허가 위험, 개발 단계에서는 현금흐름 위험이 가장 중요한 것으로 평가되었다. 둘째, 부동산 개발사업의 소분류별 위험요인을 분석한 결과, 개발 전 단계에서는 소비자 선호도의 변화, 개발준비 단계에서는 계약 및 인허가 관련업무, 개발 단계에서는 시행사 및 건설사의 부도, 관리 및 운영 단계에서는 사고 및 재해의 발생에 의한 시설보상이 가장 중요한 위험요인으로 평가되었다. 셋째, 이러한 위험요인의 중요도 평가결과에 따라 단계별 위험관리 방안을 제시했다.

공동기술개발 프로젝트의 성패요인: 우리나라 전자부품 중소기업 분석 (Key Success Factors for Collaborative Technology Development Projects: The Case of Small & Medium Firms in the Korean Electronics Parts Industry)

  • This study empirically examined different patterns of collaborative R&D project with their key success factors(KSFs), using data from 82 projects in the Korean electronic parts industry. The patterns of R&D collaboration were categorized into 4 types by two criteria development motive(technology Push/market pull) and Project initiator (focal firm/partner). The bivariate relationships revealed that project characteristics (technological complexity, market uncertainty), management characteristics (participation in project formulation), problem solving characteristics(problem solving performance of the focal firm, users active role in problem solving, active role of university or research institute in problem solving) and success rates appear to be different among four types of collaboration. Each type of collaborative R&D projects also had different KSFs. The KSFs of type 1 (technology Push and focal firm initiation), for instance, include the strategic importance of the project, focal firms share of cost, active role of university or research institute in problem solving, while those of type 4(market pull and customer initiation) cover reliability of partner relationship, a time at partners involvement, information sharing. The findings suggest that the different contingencies brought different patterns and KSFs of collaborative R&D project, since different information, resources, and partners roles were needed to successfully implement the projects according to development motive and project initiator Finally, managerial, policy, and theoretical implications for the collaborative R&D activities in the Korean electronics parts industry were discussed, based on empirical results of this study.

A Framework for Guaranteed Maximum Price and Contingency Development for Integrated Delivery of Transportation Projects

  • This paper discusses the components of a guaranteed maximum price (GMP) and proposes a framework for the development of GMPs as contract payment provisions for construction manager-at-risk (CMR) and design-build (DB) contracts for transportation projects. The framework is the synthesis of a comprehensive literature review, a content analysis of CMR and DB solicitation documents and contracts, and case study project output from twelve projects in nine states worth $3.1 billion. The research also discusses the development of three common types of contingencies that are often utilized in projects with GMPs. The study concludes that owners should specify the structure of the GMP and its components to enhance clarity and understanding of the GMP's composition. It recommends that this structure be included in the CMR and DB solicitation documents so that pricing proposals can be formulated in a manner that is consistent with the contract payment provisions that will be useful to practitioners that need to implement GMP-based contracts.

  • Self-sufficiency rate of food in South Korea is almost at the lowest level among OECD countries, and the decrease tend of farmland is expected to be continued. In this situation, Korea experienced a rapid change in the international price of grain due to changes in amount of grain production and food weaponization. It also started to reinforce the appropriateness of maintenance of farmland above certain standard. As one of policy means for this situation, this study selected "the use of idle farmland" as a subject, and started to consider the way to suggest the policy projects using idle farmland. The result of this study is summarized as follows. Firstly, this study defined the meaning of idle farmland, and set up the scope of idle farmland needed to this study. Secondly, this study analyzed the domestic major policy projects with prevention function of idle farmland as well as the policy projects related to idle farmland. It also investigated "recycling measures of idle farmland" that is recently promoted in Japan, and deducted the direction for developing a new model. Lastly, It suggested 9 policy project models that are finally able to use idle farmland. Suggested models are designed to access from various directions. This study suggested contents, entity, target and characteristics of projects in order to set up proper directions in promoting policy projects using idle farmland.

  • It is critical to manage risks to complete IS(Information Systems) projects successfully. Identifying risk factors would be the first step for the project risk management. Previous research has discussed the issue with various points of view, such as different risk factors based on project types and roles involved in their projects. This paper empirically explored how people perceive different risk factors by project development methodology, between self-developing IS using programming language like C, Visual Basic and adapting software package already developed by software venders like ERP, CRM packages. There are researches regarding project risk factors for project management in the several point of views. And there are also researches regarding comparison between self-developing and adapting software packages methodology in IS project. However, there are no study on project risk factors comparison between self-developing IS using programming language and adapting software packages already developed by software venders in IS project. This research can be differentiated from previous ones, because it was considered both point of project risk management and development methodology in IS project. This research results implied meaningful messages to enterprise company to be planned IS projects and people who involved in IS projects. They should consider and need to prepare differently according to each development methodology for preventing project risks. It makes them reduce project risks in each case and complete successfully IS projects. Especially, if they have no experiences for implementing software packages, they can forecast the project risks and prepare them in advance.

국가R&D 논문성과물의 오픈액세스를 위한 법규 개선방안 (A Study on Improving Laws and Regulations for Open Access of Research Papers from National Research and Development Projects)

  • 공공기금을 지원받아 수행된 논문성과물의 오픈액세스(OA)는 주요국의 경우 국가차원에서 법률을 통해 의무화하는 방향으로 추진되고 있다. 본 연구의 목적은 국가R&D에 따라 산출된 논문성과물의 오픈액세스를 추진하기 위해서 필요한 법규의 개선방안을 제안하는 데 있다. 이를 위하여 이미 공공기금에 의한 연구성과물의 오픈액세스를 법제화한 미국, 스페인, 독일, 프랑스의 입법례와 우리나라의 대표 공공기금 연구사업인 국가R&D와 관련된 법령 및 행정규칙을 분석하였다. 분석 결과를 토대로 본 연구에서는, 1) 국가R&D 사업의 연구성과물 관련 용어를 통일하고 연구성과물의 정의에 논문을 명시하여 포함시킬 것, 2) 논문의 제출, 공개, 등록 기탁, 소유와 관련한 내용을 기본법인 "국가연구개발사업의 성과평가 및 성과관리에 관한 법률"에 정함으로써 OA이행 의무를 강화할 것, 그리고 3) 개정된 기본법에 따라 범 부처 공통의 "국가연구개발사업의 관리 등에 관한 규정"과 행정규칙을 정비할 것 등을 제안하였다.

  • 영화발전기금을 운용하는 영화진흥위원회는 영화제작지원, 영화산업 유통지원, 영화정책지원, 첨단영화 기술육성, 남양주종합촬영소 운영, 영화정보시스템 운영, 외국영상물 로케이션 인센티브지원 사업을 한다. 한국 영화산업의 지속적인 발전을 위해서는 지원 사업 중 가장 큰 규모와 비중을 차지하고 있는 영화제작지원 사업을 면밀히 검토할 필요가 있다. 본 연구는 프랑스의 영화기금을 운용하고 있는 국립영화/동영상센터 CNC(Centre National du $Cin{\acute{e}}ma$ et de l'image $anim{\acute{e}}e$)의 기금 조성 현황, 예산 및 지원 사업을 검토하고 CNC의 영화제작지원 정책을 분석하였으며, 이를 통해 한국 영화발전기금의 안정적인 재원 조성 및 재원 확충의 필요성과 영화음악창작지원 및 해외촬영지원의 필요성을 확인하고 공동제작 활성화 방안을 도출하였다.

  • 환경영향평가 연구의 목표(국가환경정책법에 명시)는 개발사업에 대한 여러가지 인자들(생태적, 경제적, 사회적)을 사업이 결정되기 전에 고려하여 사업이 진행되도록 허용하는 것을 확보하는데 있다. 말하자면, 목표는 환경영향평가를 계획과 정책과정에 통합하는데 있다. 국가환경정책법이 시행된 지 25년이 된 오늘날에 그러한 통합의 방향으로 진행의 정도에 관해서 문의하는 것은 적절하다. 이글은 미국의 대평원지역에서의 자원개발사업과 관련하여 계획과 정책과정에서의 환경영향평가에 대한 역할을 검토한다. 특히 에너지 추출 및 변환사업과 관련한 사회경계적 영향과 사업평가, 지방과 지역계획, 주정책개발에서의 환경영향평가에 대한 역할을 설명한다.

관리지역 내 개발사업에 대한 환경성 평가방안 연구 (A Study on the Environmental Assessment of Development Projects within Management Zones)

  • This study aimed at reviewing the case examples of environmental assessment of development projects within management zones, identifying problems and improvement opportunities and suggesting the direction of environmental assessment for management zones that are increasingly segmented Findings showed that first, the assessment of environment soundness in management zones must incorporate the national land environmental map and wide-area ecological axes established by the Ministry of Environment. Second, regarding development activities in management zones, rather than an issue of simply destroying natural environment in a development site itself during a development period, an issue of permanently isolating ecosystems from surrounding areas in a mid/long-term perspective and continually polluting water in mid-stream/upstream regions where sites are located must be considered. Third, in the case of development projects with vast areas, existing plant communities will be disturbed and the naturalness of vegetation will gradually decline due to foreign tree species introduced for landscape architecture. Therefore, creating buffer forests at forest boundaries and planting native tree species that are same as nearby tree species must be examined. Last but not least, when assessing the environmental soundness of management zones, it would be crucial to comprehensively review the environmental, social and locational features of management zones, including surrounding areas, and set the direction of environmental assessment accordingly.

  • The objectives of this study were; a) to review the Ilgam Gatgi or a job project of the rural women b) to relate the vocational educational strategies for human resources development and c) to suggest appropriate vocational education programs for rural women in Korea. The study was carried out through literature reviews, and the results of the study were as follows : First, government should provide appropriate information and educational programs to support rural women for facilitating them to have a sound understanding of the Ilgam Gatgi project. Second, government should provide diverse vocational education programs to facilitate participation in the tasks such activities as for upbringing management mindness, counting and marketing abilities. Research and development works should be emphasized to develop further the traditional foods as well as new products. Third, national support activities should be reinforced to let the people recognize the Ilgam Gatgi projects and its products. and governmental supports should be made to establish cyber business transactions system for the products from the Ilgam Gatgi projects. Fourth education for the laws and regulations on manufacturing and marketing of processed foods would be necessary for rural women, since the majority of the products from the Ilgam Gatgi projects were processed foods.
