전라남도 해양스포츠산업 개발전략 (Development Strategies for the Marine Sports Industry in Jeollanam-do)

  • 본 연구는 해양스포츠산업이 전라남도 지역경제를 선도할 수 있는 전략산업으로 육성시켜 지역브랜드를 제고할 수 있는 개발전략을 제시하는데 그 목적이 있다. 연구방법으로 문헌조사는 해양스포츠 관련 정책자료 및 선행연구를 분석하였고 심층면접에서의 답변은 의미단위로 범주(category)화하여 내용을 분석하였다. 이에 대한 결론으로 전라남도는 천혜의 자연조건을 적절히 활용하여 대표적인 해양스포츠 시설을 구축하고, 관련 산업집약도가 낮은 전라남도는 경쟁력에서 문제점을 있지만 차별화된 해양스포츠산업 단지를 조성하여 해양스포츠 장비를 개발하고 그에 따른 해양·문화·역사 등의 관광자원과의 연계 노력이 필요하다.

유조선 사고의 원인분석과 유효수준 결정에 관한 연구 (A Study on the Analysis ansd tne Quantification of Effect Level of Causal Factors in Tanker Casualties)

  • Traffic density has increased recently in Korean waters due to an expansion of the sea trade and the development of coastal fisheries. The enlargement of the coastal industrial belts and the development of coastal inslands further increases marine traffic. The rapid increase of marine traffic has often resulted in marine casualties with the attendant loss of life, damage to property, and marine pollution. Especially, tanker casualties may destroyed the food web and an untold amount of ocean resources. Un regard to the potential of tanker spills in Korean waters, systematic research in this field is lacking. In this paper, the data relating to a total of 261 tanker casualties in Korean waters has been compiled and statistically anlaysed. The result of this study describes the general trend of marine casualties in Korean waters, and describes the casualtiy database, from which their causes and consequences are derived and this results in the determination of the causal relationships connected to tanker casualties, and quantifies the effective level of causal factorsin Korean waters.

Marine Biodiversity Study and Biotechnology Exploitation in China

  • Large scale marine biodiversity studies in China have been carried out for more than half a century since the founding of the Institute of Oceanology, CAS, in 1950. Through a series of coastal and multi-disciplinary oceanographic investigations in the shelf seas and biodiversity studies since the late fifties, a total of 20,278 species of marine biota have been recorded upto 1994. Recent intensive studies have further revealed the richness of marine biota of the China seas,a great number of marine species have been found and many new taxa established. The total species number of main biotic groups increased about 50 % of that estimated in 1994. The results have promoted the fast development of China's marine fisheries, medicine (drug) and biodiversity research, and attracted many scientists, particularly bio-technologists, to join their studies. Environmental deterioration and human activity strongly stressed the sustainable development and conservation of marine bio-diversity, and resulted in the increase of end angered species as record ed in the new published ${\ll}$China Species Red List${\gg}$ with the threatened category of species assessed by adopting the new IUCN criteria. To further reveal the high diversity and their history, present status and future of marine organisms existed in the world ocean, an international Project ${\ll}$Census of Marine Life (CoML)${\gg}$ was established in 2000 in the USA. Scientists predicted that 2 to 3 times of numbers of the known species will possibly be found in various marine habitats, particularly the abyssal ocean. The Research Plan and the Projects were briefly introduced, and the relationship between marine biodiversity and biotechnology was discussed. The Project planned to apply new and high techniques and new equipments on board research vessel and in laboratory. Brief review of recent advances of Chinas' marine biodiversity and biotechnology studies indicated that fascinate results have been achcieved; but further effort should be made to promote the continuous advance of our basic researches and their application in related production and maintain sustainable development.

Embryonic Development and Hatchability in the Reciprocal Hybrids of Kelp Grouper (Epinephelus bruneus) and Red-Spotted Grouper (Epinephelus akaara)

  • In this study, the embryonic development and hatchability of eggs fertilized by the reciprocal hybrids of kelp grouper (Epinephelus bruneus) and red-spotted grouper (E. akaara) were evaluated with the goal of establishing a novel hybrid with enhanced growth and viability during the farming period in the temperate waters of Korea. The fertilization rates were lower for hybrids than for maternal purebreds and were significantly higher in the red-spotted grouper ♀ × kelp grouper ♂ hybrid (RGKG, 89.61 ± 1.58%) than in the kelp grouper ♀ × red-spotted grouper ♂ hybrid (KGRG, 74.82 ± 4.23%, p < 0.05). Unlike the fertilization rates, the hatching rates of fertilized eggs were similar between hybrids and maternal purebreds and did not differ significantly between KGRG and RGKG (72.74 ± 3.60% vs. 75.23 ± 2.20%, respectively, p > 0.05). The embryonic development of the hybrids was similar to that of maternal purebreds; however, irregular cleavage and asymmetric blastoderm were noticeable in the developing eggs of KGRG hybrids. The deformity rates of newly hatched larvae were higher in hybrids than in maternal purebreds and were significantly higher in KGRG than in RGKG (17.47 ± 1.28% vs. 7.11 ± 0.54%, respectively, p < 0.05). These results demonstrate the potential to produce viable larvae from these two hybrids. Although the production efficiency of KGRG was lower than that of RGKG, the fertilization, hatching, and deformity rates make both hybrids useful for further comparative studies regarding economic aspects.

수거된 해양패기물 자원화 기술 개발(I) - 해양패기물의 폐기물 연료화 - (Waste Treatment technique for the Resources of Marine Debris(I) - Recycling of marine debris for RDF -)

  • 본 연구는 수거된 해양폐기물을 원료로 이용하여 폐기물연료(RDF : Refuse Derived Fuel)를 제조하는 공정 개발을 목적으로 하고 있으며, 산업용 연료로서의 활용 가능성을 확인하기 제조된 RDF의 물성분석을 분석하였다. 해양폐기물은 로우프에서의 납제거와 파쇄 그리고 해저 슬러지의 세척과 같은 전처리, 그리고 가연성분의 입자화 공정을 통하여 해양폐기물이 에너지로 변환하는 것이 가능하게 되었다. 이와 같은 해양폐기물 자원화 공정은 수거 폐기물의 환경적 처리는 물론 대체에너지 확보의 측면에서 매우 유익한 것으로 사료된다.

Strategic actions to enhance environmental regulation and management of a coastal community to mitigate climate effects

  • Bearing in mind that global climate change is a rising issue, the coastal community of Prek Thnaot, Cambodia has been put on severe effects about natural disasters caused from poor infrastructure and agriculture dependence. This paper proposes to provide and guide a strategic action for the sustainable development path of coastal community in a more continuous manner including a robust resilience to impacts of climate change, natural disasters, and other risks. In doing so, this paper will help environmentally sound management and coastal resources sustainability being sound for socially and economically inclusive development. Proposed fourteen strategic actions for the research should be accompanying with the participation of and cooperation from the local coastal community. Based on the proposed strategic actions, it is critical that the local authorities and other key stakeholders need to accomplish. Providing a good insight for the central government, the strategic action is expected to integrate and prepare a management strategy plan for the local coastal community level. Therefore, this information can be applied to other coastal areas to promote and ensure sustainable protection and management of coastal resources.

침적 해양폐기물 수거사업과 자원 및 해양환경 조사사업의 연계방안에 대한 고찰 (Study on Linking a Submerged Marine Litter Collection Project to a Marine Environment and Resources Investigation Project)

  • 최근 들어 어업세력은 경제성 악화로 인해 계속해서 내리막길을 걷고 있는 상황에 처해 있으며, 생활수준 향상과 주5일 근무로 인한 해양 레저 관광객의 증가로 인해 침적 해양폐기물은 계속해서 증가하고 있는 추세이다. 또한 매립, 간척사업 등으로 인해 어장의 면적은 계속해서 축소되고 있으며, 육상과 해상에서 기인한 각종 오염물질로 인한 해양오염으로 어장 파괴는 지속적으로 이루어지고 있다. 이와 같은 결과로 인해 정부는 어장을 보호하고 어업 여건을 향상시키기 위해 침적 해양 폐기물 수거사업을 시행하고 있다. 해양환경과 자원들에 대한 연구결과들은 바다라는 특수한 상황에서 가시적인 해양환경과 어업여건의 개선에 대한 결과들을 얻기까지에는 많은 시간을 투자해야한다는 것을 간접적으로 알려주고 있다. 2004년 7월부터 2013년까지 10년 동안 약 3천억 원을 투자해서 해양환경 조사사업들이 진행되고 있어, 효과적인 성과들을 얻기 위해서는 보다 전략적인 접근에 의한 사업이 진행되어야 한다. 일반시민과 정부에서 점차적으로 해양환경에 대한 관심이 높아지고 있어, 해양환경 관련 조사사업들을 진행하는 연구기관들은 효율적이고 합리적인 결과를 얻기 위해 관련 사업들과 상호협력이 필요하다. 이러한 배경으로 해양환경 및 자원조사와 침적 해양폐기물 수거사업이 동일해역에서 상호 협의된 조사항목에 대해 병행하는 방식으로 추진된다면 해양환경과 어업여건의 개선과 더불어 비용 효과적 결과들을 얻을 수 있을 것이다.

Management plan for UNESCO Shinan Dadohae Biosphere Reserve (SDBR), Republic of Korea: integrative perspective on ecosystem and human resources

  • The archipelago in the southwest sea, Korea, was registered as Shinan Dadohae Biosphere Reserve by United Nations Educational, Scientific and Cultural Organization Man and the Biosphere (UNESCO MAB) on May 26, 2009. This study was conducted to determine a method of reconciling natural and anthropogenic processes and to enable sustainable development in the vicinity of the Shinan Dadohae Biosphere Reserve (SDBR). To accomplish this, the characteristics of SDBR with respect to biodiversity and cultural diversity were evaluated. In addition, a management plan regarding the wise use of the SDBR was developed while focusing on four parts: cultural support to induce motivation for native conservation and development; development and specification of fisheries and cultivation based on local community systems; restructuring of marine food products and resource transporting systems; activation and discovery of indigenous knowledge to enable networking between local residents, academia and the UNESCO-international society.

연안이용 및 개발에 따른 수산자원관리 실효성 제고를 위한 협의제도 개선방안 (Improvement of the Consultation Systems Governing Fishery Resource Management in the Development of Coastal Areas)

  • This paper proposes revisions in the law governing assessments of the environmental impact of marine projects. In particular, we suggest strengthening the consultative role of the Ministry for Food, Agriculture, Forestry and Fisheries (MIFAFF), the agency responsible for regulating coastal area utilization and development, in order to improve the system by which fishery resources are managed, thus preventing negative environmental impact. Moreover, such an improved impact assessment statement would include reasonable evaluations of the dispersion of pollutants, such as the suspended solids generated by construction projects, as well as of the dredging, dumping and sand mining involved in coastal area reclamation. Thus, public confidence in the latter would be increased by the development and implementation of standardized and consistent guidelines addressing environmental research, simulation processes and evaluations of data.

수산자원보호구역 관리체제 구축을 위한 어장환경 예비진단 (Preliminary Diagnosis of Fishing Ground Environment for Establishing the Management System in Fisheries Resources Protection Area)

  • 본 논문은 수산자원보호구역의 효과적이고 합리적인 관리방향에 대한 정책수립 지원라 체계적인 어장환경실태조사 시스템 구축을 위한 사전 진단적 연구접근으로서 수산자원보호구역에서 계절별로 장기적으로 모니터링된 국가해양환경측정망 등의 자료를 이용해서 어장환경의 실태와 변화를 분석하고 평가하였다. 어장환경은 오염이 진행되었거나 진행 중인 것으로 진단되었는데, 각 영역별로 수질과 저질 오염특성이 다소 다르게 나타나서 오염원과 이용실태 및 지형적 특성 등 제반 환경요소를 고려한 맞춤형 수질관리방안 수립이 요구되었다. 또한, 보호구역의 지정면적은 점차적으로 변화되어 왔는데, 2003년도와 처음 시정시의 면적을 비교해 볼 때, 총 면적변화는 $-22.9{\sim}2.4%$ 범위로 완도 도암만은 약 2.4% 정도 미미한 증가를 보였지만, 전체 구역은 평균 약 6.4%가 감소하였고, 한산만이 가장 큰 비율로 감소하였다. 전체 면적 중 육역이 약 6.1%, 해역이 약 6.6%가 감소되었지만, 2008년 시 군별로 고시된 상황을 종합적으로 고려하면 지정면적의 감소는 대부분 육역인 것으로 사료 되었다. 보호구역의 환경을 양호하게 유지하고 효과적인 관리정책을 수립하기 위해서는 실효적인 수질관리방안 뿐만 아니라 개발 및 이용실태 파악을 위한 조사와 데이터(정보)관리가 체계적으로 이루어지고 해역별로 종합 관리할 필요가 있을 것이다. 아울러 각종 관련 법률을 정비 보완해서 조사, 평가, 협의 등 관리방향과 관련된 요소를 일관성있고 체계적으로 정립할 필요가 있다고 판단된다.
