Purpose: The purpose of this study is to suggest directions for improving Authentication Of A Barrier-Free Living Environment(BF) of passenger facilities. Methods: We examined the parts (terms, Authentications, and dimensions) where the difference in the legal standards between the relevant items in the "ACT ON GUARANTEE OF PROMOTION OF CONVENIENCE OF PERSONS WITH DISABILITIES, THE AGED, PREGNANT WOMEN, ETC." and the "ACT ON PROMOTION OF THE TRANSPORTATION CONVENIENCE OF MOBILITY DISADVANTAGED PERSONS", which are the basis of Authentication of BF for buildings and passenger facilities. We also mention the differences by comparing and analyzing Authentications of BF. In addition, we survey the current status of passenger facilities in Korea that have been granted and not granted Authentication of BF of passenger facilities. and we describe improvement directions of Authentications of BF. Implications: Improvement of Authentications of BF should be made in accordance with relevant laws, and improvement of Authentications of BF to reflect various situations in the field is needed. Authentications of BF according to the type of passenger facilities should be distinguished.

This article presents an examination of the major cognitive-semantic theories in linguistics (Langacker, Lakoff, Fillmore, Croft). The CST's foundations are discussed concerning the educational policy changes, which are necessary to improve the linguistic disciplines in the changing context of higher education, as well as the empowerment and development of the industry. It is relevant in the light of the linguistic specialists' quality training and the development of effective methods of language learning. Consideration of the theories content, tools, and methods of language teaching, which are an important component of quality teaching and the formation of a set of knowledge and skills of students of linguistic specialties, remains crucial. This study aims to establish the main theoretical positions and directions of cognitive-semantic theory in linguistics, determine the usefulness of teaching the basics of cognitive linguistics, the feasibility of using methods of cognitive-semantic nature in the learning process. During the research, the methods of linguistic description and observation, analysis, and synthesis were applied. The result of the study is to establish the need to study basic linguistic theories, as well as general theoretical precepts of cognitive linguistics, which remains one of the effective directions in the postmodern mainstream. It also clarifies the place of the main cognitive-semantic theories in the teaching linguistics' practice of the XXI century.

The purpose of this study were to review the current problems of rural welfare and to suggest desirable direction for development of welfare in rural Korea. Specific objectives of the study were to investigate the current status and problems of rural welfare and to search for the desirable directions for rural welfare development in Korea. The major findings of the study were as follows ; 1. Some of the current problems of rural welfare were; (1) difficulty in getting a job for stable income, (2) seriousness of medical care and aging of rural population, (3) decrease in number of rural school children and unfavorable educational environment, and (4) insufficiency in facility, manpower and program for recreation and cultural activities in rural area. 2. Problems of rural welfare were not independent in rural Korea, but the most of the problems were interrelated to each other. Integrated and comprehensive approach would be necessary to solve the problems of rural welfare. 3. Clean environment, stable and rewarding life, pride and self esteem of rural occupation should be the goals of better integrated rural welfare development, and healthfulness and quality of life should be ensured in rural society. 4. Urban oriented national policy based on urban centered political power was one of the causes of under development in rural welfare by creating rapid decrease in rural population and aging. Various problems in economic, educational, cultural and medical aspects of rural society should be solved. Further research on rural welfare should be conducted to increase and to strengthen rural welfare development in Korea.

This study aims to investigate development directions for smart contents to support enhancing adaptive behavior skills of children with autistic disorder in elementary school. AHP survey of experts including special education teachers and directors in educational institution for disability children was performed to analyze importance weight for smart contents development necessity and effectiveness in adaptive behavior skills. And the smart contents development suitability through pre-discussion for idea generation for various development method and AHP survey with smart application development experts was evaluated. The results show that the effective and suitable adaptive behavior skills for smart contents development were understanding of languaging, time management and keeping, movement skills, wearing clothes, and personal hygiene in order of importance. Based on this study, education authorities should make an effort not to develop fragmentary educational smart contents but to support development of smart contents and service systems with better effectiveness and usability to meet demand for special education teachers and parents considering characteristics of children with autism.

There are found rare specific alternatives for sustainable rural development although sustainable development has become popular common concept in international development arena. Korea is trying to reform rural development by introducing a block grants system since 2009 expecting for the efficiency of development investment. However, it seems that such new rural development system is far from realizing the sustainable development. The objectives of the study are to identify the roles and issues of the sustainable development policy and to suggest a policy model for realizing sustainable rural development. Based on the policy model hypothetically established, some policy alternatives were suggested: (i) the establishment of land use system considering sustainability perspectives; (ii) the preparation of environment management measures considering topographical traits; (iii) the improvement of landscape support scheme toward increasing biodiversity; (iv) the systematic implementation of agriculture-environment measures; (v) the implementation of sustainable development projects linking production to housing; (vi) the inclusion of sustainability indicators in rural development evaluation system.

The purpose of this paper is to suggest major strategies and necessary new projects for the medium- and long-term development of the Korean Fisheries Outlook Project. To suggest the Korean Fisheries Outlook Center with the above purpose, this paper employs Analytic Hierarchy Process analysis based on surveys obtained by special groups related with the KFOP. The survey is broadly composed of two goals; the medium- and long-term development directions and setting up of new furtherance projects. Each goal has upper and lower strategies respectively. The first goal, the medium- and long-term development directions, has four factors as upper strategies. The upper strategies are composed of accuracy, efficiency, timeliness, and political effectiveness of the fisheries outlook information. In addition, each upper strategy has three lower strategies respectively. For example, accuracy of the fisheries outlook information includes strength of data collection function, strength of satellite photography function, and strength of data analysis function. The second goal, setting up of new furtherance projects, has three factors as upper strategies. The upper strategies consist of accuracy promotion of outlook information using high-technique, field expansion of outlook species, and strength of analyzing function on oversea fisheries information. Each upper strategy has three lower strategies respectively. For instant, accuracy promotion of outlook information using high-technique has strength of information analysis function covered from production to consumption, strength of satellite information function, and structure of forecasting model on demand and supply by outlook species. The above upper and lower strategies were analytically drawn out through insightful interviews with special groups such as officials of the government, presidents of the producer and distributor groups, and researchers of the Korea Maritime Institute and other research institutes. As a result of AHP analysis, first, priorities of upper strategies with the medium- and long-term development directions are analyzed as accuracy, timeliness, political effectiveness, and efficiency in order. Also, priorities of all lower strategies reflecting priorities of upper strategies are examined as includes strength of data collection function on the fisheries outlook information, delivery of rapid information on outlook products for all people interested, strength of data analysis function on fisheries outlook information, strength of consumption outlook function on fish products, and strength of early warning system for domestic fish products in order. Second, priorities of upper strategies with the setting up of new furtherance projects are analyzed as accuracy promotion of outlook information using high-technique, field expansion of outlook species, and strength of analysis function on oversea fisheries information in order. In addition, priorities of all lower strategies reflecting priorities of upper strategies are examined as building up of forecasting model on demand and supply by outlook species, strength of information analysis function covering all steps from production to consumption, expansion of consumption outlook for consumers, strength of movement analysis function of oversea farming industry, and outlook expansion of farming species.

Recently, the development of aerospace and automobile industries has brought new technological challenges, rebated to the growing complexity of products and the new geometry of the models. High speed milling with a 5-Axis milling machine has been widely used fur 3D sculptured surface parts. When turbine blades are machined by a 5-axis milling, their thin and cantilever shape causes vibrations, deflections and twists. Therefore, the surface roughness and the waviness of the workpiece are not good. In this paper, the effects of cutter orientation and the lead/tilt angle used to machine turbine blades with a 5-axis high speed ball end-milling were investigated to improve geometric accuracy and surface integrity. The experiments were performed using a lead/tilt angle of 15$^{\circ}$ to the workpiece with four cutter directions such as horizontal outward, horizontal inward, vertical outward, and vortical inward directions. Workpiece deflection, surface roughness and the machined surface were all measured with various cutter orientations such as cutting directions, and lead/tilt angle. The results show that the best cutting strategy for machining turbine blades with a 5-axis milling is horizontal inward direction with a tilt angle.

As the environment of the info-telecommunications policy is rapidly changing, the issue of promoting the informatization is emerging as a primary one of a government. In this sense, it is getting more recognized that, the informatization strategies centering on network-building should be interconnected with the issues of promoting the applications. Since the strategies to promote the informatization would necessarily result in the development, supply, and usage of the applications, needed are the consideration of policy directions to develop, supply, and use the applications effectively and of desirable policy means to carry them out. This study analyses the policies, which were related the issue of promoting the national informatization. And, this study also proposes the useful policy directions for an effective establishment of the applications in order to promote the national informatization.

The problem should be approached in terms of recovering essential functions of technical high school and identification to supply stable and quality human resources in technical sector. An adequate space programming for technical high school is needed to educate effective skills and techniques. Considering the education directions of vocational high school, the article covers principals of technical school's construction plan and directions and, based on this, suggest the way of estimating the scale in construction plan of technical school. Through this research, systematic and reasonable space planning can be possible. The range of this research is based on development directions of society and education and an objective standard in a newly reformed the 7th Stage of Education. In addition, the research is limited to technical high school among kinds of vocational high school. The purpose is to redefine the role of technical school that face identification crisis currently, comparing to the past, and to suggest a more effective space planning. The research limits the space to classes for specialized subjects, a core space for education in technical school among diverse spaces.

A force/torque sensor using carbon fiber plate was designed and developed to make the sensor be able to measure a wide range of multi degree of force and torque. Using carbon fiber plate of 0.3 mm thickness, the sensor was designed and developed, which has a ${\mu}N$ level order of resolution and about 0.01 N ~ 390 N of wide measurement range. The elastic deformation part has a tripod plate structure and strain gauges are attached on the part to detect the force/torque. The coefficient of determination for the sensor is over 0.955 by the calibration experiment so that the linearity of the sensor is confirmed to be good. Also, experiments on applying 0.005 ~ 40 kg (0.05 ~ 390 N) to each axis were implemented and the sensor is proved to be safe under a high load. Finally, to verify the function calculating the direction of load vector, the directions of various load vectors which have the same magnitude but different directions and the directions of the calculated load vectors are compared and analyzed to accord well.
