기술 표준 제정과 거버넌스 접근법: 전기공사 마스터 스펙 사례 (A Study of Technical Standard Making from Governance Perspective: The Case of Master Spec. in Electrical Construction)

  • For a few recent years, KECA(Korea Electrical Contractor Association) has promoted a project to establish an electrical construction specification called Master Spec. This paper analyses the characteristics of standards-making process of the Master Spec. as an umbrella technical standard in electrical construction industry in Korea. This paper argues that even if the Master Spec. is recognized to be technical standards, the standards-making process involves both technical and social practices when viewed from social construction theory and governance perspective. This aspect of social practices in technical standards making should be well understood because various stakeholders in terms of interests, resources, and motives try to influence the process positively and negatively. KECA in responsible for enactment of the Mater Spec. should be very thoughtful in building consensus first of all among electrical contractors, managing relationship with concerned government officials, and dealing with potential deviant groups as well as in pooling expertises and developing technical knowledge needed for designing technical specification.

Evaluating Online Courses in light of Quality Matters (QM) Standards at Umm Al-Qura University

  • This study aimed to ascertain whether electronic courses at the deanship of electronic learning and distance education at Umm Al-Qura University meet the quality standards developed by the Quality Matters (QM) organization. This endeavor adopted a mixed method of an explanatory sequential research design for an in-depth understanding of the topic under scrutiny. The sample of the study consisted of ten courses designed at the deanship and reviewed using an evaluation form. The results showed that the courses in focus did not meet the criteria of QM. Based on this finding, a semi-structured interview was designed to collect relevant data from the syllabus designers at the deanship. The interviews yielded information on the difficulties the course designers faced when designing QM-criteria-based courses. The results obtained from the interviews showed that the designers experienced administrative, technical, and faculty-member-related challenges that, when producing online courses, intercepted their way to achieving the QM standards. The study closed with some recommendations, the most important of which is a call for re-developing online courses in alignment with the well-recognized QM standards.

  • ISO/TC 268, IEC Systems Committee on Smart Cities, ISO/IEC JTC 1/WG 11, and ITU-T SG 20 have been developing smart city-related standards since 2013. ISO/TC 268 and ITU-T SG 20 have provided various and lots of smart city standards relatively. In this paper, the status of the standardization activities of ITU-T SG 20, the IEC Systems Committee on Smart Cities, ISO/TC 268, and ISO/IEC JTC 1/WG 11 is reviewed.

국방메타데이터 기반 아키텍처메타모델(AMM)의 논리데이터모델(OV-7c) 제안 (A Logical Data Model (OV-7c) Suggestion from MND-Meta-data-based Architecture Meta Model)

  • 우리군은 국방 아키텍처프레임워크(MND-AF)를 제정하여 전군적, 기관별, 단위시스템 아키텍처를 개발할 때 적용하고 있다. MND-AF의 아키텍처메타모델(AMM)은 국방아키텍처 산출물에서 정의된 아키텍처 정보의 구조를 조직화하고 정보간의 관계를 묘사하고, 참조모델 및 국방 상호운용성 표준인 정보기술표준, 공통컴포넌트, 국방메타데이터 등과 연계를 통해 표준을 기반으로 상호운용성 달성을 지원해야 한다. 그러나 AMM을 살펴보면 상호운용성 표준과의 연계성이 미흡하여 단위시스템 아키텍처를 개발할 때 상호운용성 표준을 원활하게 적용하는 것이 제한되고 있다. 본 논문에서는 단위시스템 아키텍처를 개발할 때 국방 상호운용성 표준으로 관리되는 국방메타데이터 적용을 촉진시킬 수 있도록 국방메타데이터 기반 아키텍처메타모델의 논리데이터모델(OV-7c)을 제안한다.

의료정보 표준에 관한 연구 : 표준화 분석 및 전망 (The Trends and Prospects of Health Information Standards : Standardization Analysis and Suggestions)

  • 최근의 IT, BT와 NT의 발달로 U-헬스케어가 도입되고, 원격진료 및 전자의무기록(EMR), 의료영상저장전송시스템(PACS) 등의 보편화는 의료정보시스템을 때와 장소를 가리지 않는 유비쿼터스 의료 환경으로 진화시키고 있다. 이에 병원은 의료정보시스템의 활성화 및 보편화를 적극적으로 장려하며, 국가 차원의 디지털 의료정보의 통합 및 의료기관간 네트워크화가 구축하여 유 무선 의료 통신망이 개방되고, 환자의 진료 데이터 및 영상 공유가 실시되고 있다. 그리고 의료 산업 분야에서는 의료장비, 의료정보시스템, 의료 애플리케이션 등 관련 기술이 복잡화, 고도화되는 추세를 나타내고 있다. 이전의 의료정보 표준은 HL7, DICOM, IHE, ASTM 등의 많은 관련 기구가 독자적으로 기술 표준을 제정하는 상황으로 대부분의 기술들이 국가 간, 동일 국가의 지역 내, 업체 간 긴밀한 상호 관계없이 독립적으로 개발 및 구현이 되고 있어, 시스템의 통합 및 표준화에 어려움이 많이 있다. 이에 의료데이터의 적합성 및 상호운용성을 위하여 국제 표준화 기구는 긴밀한 협조로 관련 표준을 공동 개발하는 추세이다. 본 논문에서는 최근의 의료정보기술 표준화 동향을 살펴보고, 향후의 의료정보시스템의 전망을 예측하여 실제 국내에서 의료정보 및 애플리케이션 개발에 필요한 의료정보 표준을 제시하고자 한다. 특히 최근 각 선진국들의 의료정보 표준화를 기술 선점의 기회로 국가적 차원에서 지원이 증대함에 따라 의료산업 및 의료정보기술의 표준 연구가 절실하다고 생각된다. 결과적으로 환자 중심의 의료정보 환경에서의 국내 의료기관의 정보화 촉진 및 선진화를 도모하기 위하여 의료정보 표준의 국내 적용의 개발이 선행되어야 하며, 병원 및 의료 산업에서 의료정보 표준 정착과 공유 활용의 기반을 마련하는 의료정보시스템을 구축하여야 할 것으로 생각된다.

An Analytical Study of National and International Care Label Systems of Textile and Apparel Products

  • This paper enables stakeholders involved in textile industry to gain an overview of standards used for care labelling and help establish a common standard that could be used as a universal standard. This study provides a comprehensive and detailed analytical study of care labelling standards adopted by common countries in the textile market. It was found that the development of a universal system for care labeling could enhance the trade of textile articles and assist consumers in caring for textile articles. Universal care label systems could be characterized by two main features of inclusiveness and comprehensiveness. The range of instructions and symbols presented were found different among standards. Insignificant differences in symbols' shapes were found between standards for bleaching, ironing and professional cleaning. The washing process had the widest variety of instructions; in addition, options were provided by stated standards. Different meanings were found for similar shapes in some tumble drying symbols. The study findings show the importance of enhancing text based standards or the development of an understandable format across as many cultures as possible. The unification of symbols and meanings may be needed to provide global consumers consistent guidance. The efficiency of a detailed standard that provides and covers a wide range of instructions is an important aspect. The visibility and practicality of offering variable options/symbols in one standard is an important aspect for developing a universal care label system.

  • 본 논문에서는 2007년 개정 중학교 정보과목 교육과정의 "정보 사회와 정보 기술"영역의 교육과정 내용을 분석하여 해당 영역의 성취기준을 상세화하고, 성취 기준에 근거한 평가기준을 설정하여 제시하였다. 제시한 성취기준과 평가기준은 새 교육과정을 근거로 개발하였기 때문에 2010년도에 적용되는 새 교육과정에 의한 중학교 정보 교과의 교수-학습 활동에서 교사들의 학습 목표의 설정, 학습 범위와 내용 수준 설정, 교수-학습 방법 개선, 평가 방법 개선 등에 도움이 될 것으로 기대한다.

Considerations on Standardization in Smart Hospitals

  • Smart hospitals involve the use of recent ICT (information and communications technology) technologies to improve healthcare access, efficiency, and effectiveness. Standardization in smart hospital technologies is crucial for interoperability, scalability, policy formulation, quality control, and maintenance. This study reviewed relevant international standards for smart hospitals and the organizations that develop them. Specific attention was paid to robotics in smart hospitals and the potential for standardization in this area. The study used online resources and existing standards to analyze technologies, standards, and practices in smart hospitals. Key technologies of smart hospitals were identified. Relevant standards from ISO (International Organization for Standardization) and IEC (International Electrotechnical Commission) were mapped to each core technology. Korea's leadership in smart hospital technology were highlighted. Approaches for standardizing smart hospitals were proposed. Finally, potential new international standard items for robotics in smart hospitals were identified and categorized by function: sampling, remote operation, delivery, disinfection, and movement tracking/contact tracing. Standardization in smart hospital technologies is crucial for ensuring interoperability, scalability, ethical use of artificial intelligence, and quality control. Implementing international standards in smart hospitals is expected to benefit individuals, healthcare institutions, nations, and industry by improving healthcare access, quality, and competitiveness.

A Review on the Atmospheric Concentrations of Polycyclic Aromatic Hydrocarbons (PAHs) in Asia Since 2000 - Part II: Data from Developing Countries

  • This review paper describes the ambient air PAH concentrations in different developing Asian countries, including China, Afghanistan, India, Malaysia, Turkey, Vietnam, Sri Lanka, Thailand and Cambodia. In this study, more than 75 research papers published in the English literature were reviewed with respect to the seasonal and locational concentrations of PAHs in each of 9 different Asian countries. This study compared, discussed and tabulated the PAH concentrations in developing Asian countries over a one decade (2000-2011) period. The PAH concentrations measured in developing countries highlights the necessity to improve the air quality in those countries. Compared to the developed nations in Asia, developing countries are almost one decade away from implementing environmental policies, such as Euro standards. This review discusses the reasons for the high PAH concentrations in developing nations particularly in China and India. Based on the literature available, some suggestions are made to reduce the concentrations of PAHs in the ambient air of developing nations. The total data obtained from the literature survey is tabulated and presented as supplementary information at the end of the manuscript.

국내 지하수 수질관리체계 개선을 위한 유럽 지하수 문턱값 비교 (Comparative Study of Groundwater Threshold Values in European Commission and Member States for Improving Management of Groundwater Quality in Korea)

  • Korean groundwater quality standards were established in 1994, and revised in 2003 and 2010. The substances for which standards have been developed are classified into two groups, general pollutants, 4, and specific pollutants, 15. The standards have been applied to household water use, agriculture, aquaculture, and industrial use. However, there is no systematic methodology for either selecting candidate substances or establishing groundwater standards. We investigated various derivation methodologies for groundwater standards used by the European Commission and 27 member states and compared their methods for determining threshold values. The European Commission presented to their member states groundwater standards for two substances and a list of required substances for derivation of threshold values along with the member states. Interestingly, they first considered national background levels and then considered other criteria for water protection, such as drinking water standards, environmental quality standards, and irrigation standards. We suggest that Korean background levels in groundwater should be included in the methodology for establishing groundwater quality standards. These results may be useful in developing a systematic methodology for establishing Korean groundwater quality standards.
