Objectives: This study was performed to suggest how to re-establish criterion for toxic substances under the Chemical Control Act (CCA) in South Korea by comparing the GHS (Globally Harmonized System of Classification and Labeling of Chemicals) score and toxic properties. Methods: Toxic substances were classified into seven groups (Acute toxicity (1A), Chronic toxicity (2C), Environmental hazards (3E), Acute toxicity & chronic toxicity (4AC), Chronic toxicity & environmental hazards (5CE), Acute toxicity & environmental hazards (6AE), and Acute toxicity & chronic toxicity & environmental hazards (7ACE)) according to their toxic properties. The GHS score was calculated to sum up five toxicity indicators (health acute toxicity, health repeated toxicity, carcinogenicity, health other chronic toxicity and environmental hazards). Results: The GHS score of 7ACE was higher by 7 times that of 1A. 1A is the only group which has lower than the total GHS score. The highest score was 47, for sodium chromate (CAS no. 7775-11-3), which belongs to group 7ACE. This is classified as acute toxicity, carcinogenicity, germ cell mutagenicity, reproductive toxicity, and acute and chronic environmental hazard. On the other hand, the lowest score was 2.75, which was assigned to 177 chemicals belonging to group 1A. When the health acute toxicity indicator was omitted from the toxic criterion, toxic substances could be divided into the sub-groups 'human chronic hazards group' (HCG) and 'environmental hazards group' (EG) according to their GHS score and properties. Conclusions: The proposed criterion for toxic substances is to establish sub-groups defined as HCG and EG for separate control and that the 1A group be moved to substances requiring preparation for accidents under the CCA.
Objectives : Background research on the history of Huangbo's taste being written as 'pungent' was undertaken, after which its clinical meaning was examined from the medical perspective that was behind the medicinal's taste designation. Furthermore, through various understandings on the 'pungent' taste within the process of clinical application, the meaning of 'pungent' in Korean medicinal research was re-evaluated. Methods : Description of Huangbo's taste as 'pungent' as written in medical texts were chronologically examined to determine its origin. The clinical meaning of the pungent taste of Huangbo was examined within the broad medical perspective of doctors who were behind these descriptions. Results & Conclusions : The pungent taste of Huangbo was first described by Zhang Yuansu, followed by doctors of the Yishui School such as Li Dongyuan, Wang Haogu, etc., during which such knowledge was established and contributed to recognition of Huangbo's effect as tonifying Kidney deficiency and treatment of fire within water, after reaching the Kidney. Li Dongyuan understood the meaning of Huangbo's pungent taste as eliminating Yin fire and restoring the upward direction, ultimately restoring the general 'Rising-Falling-Floating-Sinking' mechanism within the context of his inner damage treatment. On the other hand, Zhu Danxi interpreted the pungentness of Huangbo based on his understanding of the nature of fire and action towards it. It seems as Huangbo's effects were understood within a relatively narrow frame, application of its pungent taste became vague, which gave rise to criticism by later period doctors, ultimately leading to an ambiguous understanding of the pungent taste of Huangbo.
This study aims to analyze the characteristics of the management situation of the Korea Railroad Corporation(KORAIL) through the management innovation process of the KORAIL and to suggest its implications for military application. Despite stable demand, the railway passenger industry had the limitation of not being able to abolish deficit routes due to public service obligations. In addition, the launch of the Suseo High-Speed Line has introduced a competitive system, posing a threat to corporate management. KORAIL wanted to overcome this crisis by innovating its management through the utilization of big data, improvement of the freight business, decentralization of demand, the introduction of tourism railroads, and development of station influence areas. By utilizing big data, KORAIL was able to optimize the railway fare system while reducing fixed costs spent on railway maintenance. It also drastically reduced the station of cargo and created a base station to pursue economies of scale. On the other hand, the existing exclusive station system was abolished to solve the chronic saturation of the downtown area, and the railway demand was moved to Gwangmyeong Station and Suwon Station to optimize the passenger supply. In particular, it developed a new business model called the tourism railway by developing the mountain Byeokjin Line, which was a chronic deficit line, and sought to improve liquidity through the development of the station influence area. Such a process of innovation at KORAIL suggests an appropriate direction in seeking ways to innovate the military medical institutions. First of all, the necessity of improving organizational immersion through the development of a personnel structure suitable for the compulsory organization, while expanding the facilities of the division and corps, and reducing the time required for medical treatment and waiting through the establishment of a data-based medical system was suggested. Next, it was also discussed to integrate the National Health Medical College, which received accreditation as a medical facility through the designation of advanced general hospitals and is ultimately under discussion with the Medical Institution. Through this, we hope that the military medical institutions, which are facing various challenges, will overcome existing limitations and be re-lighted as innovative institution that provides comprehensive public health services.

Korea's long-term care insurance for the elderly, which started in 2008, is a borrowed one from gaeho insurance, which started eight years earlier. Both countries have a policy of welfare equipment benefit systems to support the lives of the elderly who are intellectually and mentally weakened. In this study, we attempted to compare and examine the welfare equipment items in Korea with those in Japan and find out the characteristics of the items in Korea and Japan. In Korea, loitering-detection device, posture changing devices, and incontinence underwears were registered as welfare devices before Japan, and in Japan, automatic urine disposal systems, wheelchair electric assist device, position converters, and lifts for handicapped person were designated as welfare devices before Korea. In addition, the Japanese Ministry of Health, Labor and Welfare has announced the designation of the excretion prediction support device as a welfare device. If Korea and Japan cooperate to develop welfare equipment items together, it will be of great help in improving the quality of life of the elderly in both countries in a super-aged society.
Efforts to prevent IUU fishing began in 1996 as the IUU Antarctic Marine Living Resources Conservation Committee reported the multilateral efforts of the international community and related international organizations to prevent IUU fishing. Korea has recently been pointed out by the international community as to many problems regarding its will to eradicate IUU fishing. It is true that Korea has ever been designated as an 'IUU participating country' or a 'non-cooperative third country' by the international community and that there have been considerable difficulties in exporting seafood and using ports along with the deterioration of the national image. In 2020, with the efforts of related organizations and fisheries companies, Korea is now free from being known as a that Korea has recovered some degrees of trust from the international community through strengthening legal sanctions against IUU fishing and thorough implementation of follow-up measures is now free from non-cooperating country it cannot be said that the basic problems have been completely resolved just because it has emerged as a disgraceful country, and the current state of IUU fishing of Korea leaves a room for designation as a 'non-cooperative third country' again at any time in the future. Accordingly, there is an urgent need to examine the problems of the IUU fishing-related legal system in Korea and to come up with an improvement plan. Therefore, this paper reviews international norms for IUU fishing regulation (PSMA etc.) and domestic laws with the Distant Water Fisheries Development Act and Propose the improvement methods for related legal systems in Korea.
Aircraft engine parts repair is a field belonging to the lowest level in the hierarchy of the aircraft industry, and it is marginalized in terms of research, compared to aircraft manufacturing or maintenance that belong to the upper level. On the other hand, in 2019, Korean Air's Powerplant Maintenance Center paid USD $130 million to foreign countries for engine parts repair, making it an industry with great need for localization. To achieve the goal of localizing engine parts repair, a certification system is needed that can perform independent repairs based on the development of repair technology, aligning contractual relationships with engine manufacturers, and free from dependence on engine manufacturers or foreign repair companies. The purpose of this study is to provide a basis for subsequent research to secure an actual certification system by suggesting the need for securing such a certification system.

Purposes: The Specialty hospital designation policy had launched in 2011 and 110 designated specialty hospitals have been operating nationwide in 2022. This study was to estimate the market share of specialty hospitals for the specific diseases compared to other types of hospitals. Methodology: Data were derived from the National Health Insurance Claim data from 2018 to 2019. Subjects were all the inpatients with MDC(Major Disease Category) that specialty hospitals specialized in. A total of 34,231,387 claims were analyzed to estimate the market share. Findings: 90 specialty hospitals were responsible for 2.4 percent of inpatient care with specific diseases for specialty hospitals. There were regional variations in the market share of the specialty hospitals as the number of specialty hospitals in regions. Specialty hospitals' market shares were relatively high in burn(31.3%), ophthalmology(16.4%), obstetrics and gynecology(7.1%), alcohol(6.0%), joint(3.7%), spine(2.7%). After adjusting the number of inpatients per hospital, hospitals specialized in burn, alcohol, ophthalmology, breast, joint, obstetrics and gynecology, and hand replantation had treated more patients than tertiary hospitals. Practical Implications: Although specialty hospitals' market share was small, some types of specialty hospitals had an impact on the regional market as well as the national level market. To improve patients' accessibility to a specialty hospital, it is necessary to government supports non-specialized hospitals to change into specialty hospitals in certain fields and regions where the number of specialty hospitals is insufficient.
Purpose - The purpose of this study is to redefine imperial cultural properties and pass on and provide the elegant value of imperial cultural properties with the Allen Collection's promotion to retrieve imperial cultural properties. Design/methodology/approach - This study was approached to deal with the essential interpretation of cultural improvement through discussion in the cultural science approach Findings - As a result of examining ways to revitalize tourism resources using Allen Collection, it is necessary to cultivate international manners and knowledge levels in strengthening imperial awareness through the establishment of imperial museums, enacting laws on standards for designation of imperial cultural assets, and promoting them. In addition, policy needs such as the development plan of the imperial cultural festival, re-establishment, application, reuse, re-establishment, and reproduction according to environmental changes, and technical support and monitoring systems for investigating and preserving imperial cultural assets are needed. Research implications or Originality - The study on the device imperial cultural assets as tour resources the cultural assets mate be not only preserved and inherited to the descendant but also useful in contemporary national emotion positively. for we could obtain wide national support and co-operation in the protection work of cultural assets. What makes our cultural assets leaved indifferent before destruction like this most of all, it is form indifference of the people, we must make an effort to meet with recognizing the value of useful cultural assets by mean of utilizing cultural assets as tour resources to inhibit more damage of destruction of cultural assets.

To maintain the normal function of an aging building, regular inspection, repair, and reinforcement must be performed. However, the form of information and decision-making generated in the current building maintenance stage still depends on inefficient methods. This causes an increase in cost and waste of time in building maintenance. Therefore, this study proposed a COBie-IM document for building inspection and maintenance information management by benchmarking COBie, and suggested a method of checking information by linking it with BIM. In addition, a method for visualizing the designation of colors according to the damage grade of defects occurring in the building was suggested. Through this, we are able to systematically integrate and manage the information generated during inspection and maintenance in the building maintenance stage. This is expected to increase work efficiency by supporting decision-making that determines the priority of repair and reinforcement for defects.

With the recent development of intelligent transportation systems, various technologies applying deep learning technology are being used. To crackdown on illegal vehicles and criminal vehicles driving on the road, a vehicle type classification system capable of accurately determining the type of vehicle is required. This study proposes a vehicle type classification system optimized for mobile traffic control systems using YOLO(You Only Look Once). The system uses a one-stage object detection algorithm YOLOv5 to detect vehicles into six classes: passenger cars, subcompact, compact, and midsize vans, full-size vans, trucks, motorcycles, special vehicles, and construction machinery. About 5,000 pieces of domestic vehicle image data built by the Korea Institute of Science and Technology for the development of artificial intelligence technology were used as learning data. It proposes a lane designation control system that applies a vehicle type classification algorithm capable of recognizing both front and side angles with one camera.
