Synthesis and Configuration Analysis of Diastereomers of 5'-O-(2'-Deoxycytidyl)-3'-O-Thymidyl Phosphorothioate

  • A procedure is described for the synthesis of the title compound via phosphotriester intermediates. The preparation of $R_p$ and $S_p$ diastereomeric dinucleotide of d[Cp(S)T] was performed by the condensation of the protected deoxycytidine, the protected thymidine, 2,5-dichlorophenylphosphorodichloridothioate and 1-hydroxybenzotriazole in THF. Their designation of configuration at phosphorus as $R_p$ and $S_p$ follows from anaylsis of ${31}^P$ NMR spectroscopy and reverse-phase HPLC and the stereospecificity in the hydrolysis catalyzed by Nuclease S1 and snake venom phosphodiesterase. Diastereomerically pure $R_p$ and $S_p$ d[Cp(S)T] were utilized to synthesize oligonucleotides containing the XhoI recognition sequence with a phosphorothioate group at the cleavage site.

  • Korean Emission Trading Scheme entered into force on 1 January 2015. As other Emission Trading Systems, Korean Emission Trading System also have some deficiencies to be complemented and improved. Thus, the issues that are related to legal characteristics of emission allowance and its status as a financial instrument, terminology, requisites for the designation of the business entities eligible for allocation, banking and borrowing, and the non-permanence problems in the forestry offset mechanism are reviewed and the directions of the improvement are presented. The review of the Korean Emission Trading Scheme and its relevant act and the presidential decree at its early stage may be helpful for the Korean ETS to be firmly settled and to operate properly.

  • UNESCO convention on the Protection of the Underwater Cultural Heritage(hereafter 'UCH')was adopted in the Fourth meeting of governmental experts on the draft Convention on the protection of UCH. Accordingly, Korea will prepare an appropriate policy for the protection of UCH. This article aims to give policy directions for the protection of UCH in Korea. Korea has some legislation relating to protection of cultural property. However, these legislation did not have effective schemes to protect UCH. Moreover, the Cultural Properties Administration which is a primary agency for protecting UCH has been ineffective in their effort for protecting UCH. To Protect UCH, I suggest establishment of law relating to protection of UCH, designation of competent authorities for protection of UCH in accordance to UNESCO Convention, and establishment of a long term national plan for protection of UCH.

  • In the article, an analysis of the factors was carried out, which injected into the efficiency of the function of navigation systems in the minds of unimportance. Carrying out analyzes allowing for the visibility of relevant direct adjustments to the effectiveness of the function Inertial navigation systems in the minds of non-value. The designation of the navigation system was assigned to a complex of navigation systems on ships processing of the vector of navigation parameters, so that they can be victorious in the control systems of the ship's collapse, and the safety of floating is safe.

  • Various countries established Geographical Indication (GI) system to protect the right and traditionality of their native products. The regulations vary by country but can be divided accordingly: Protection by trademark systems such as in USA, Special Protection for Geographical Indication as in EU, Protection by both schemes as in China and Korea. Within the systems, countries provide diverse schemes such as PDO and PGI in EU depending on the scope of the product. However, GI system in Korea provides one definition which only protects products that express definite tie to its territory of origin, preliminary with the origin of the ingredient. It is necessary for the government and industry to seek ways to revitalize the local economy in the global market and increase the number of GI products by aligning GI systems with foreign countries and support mutual bilateral agreement.

  • The sowing campaign is taking place with great difficulty as a result of active military actions in the eastern and southern parts of the country, specializing in the cultivation of grain crops. Seaports are blocked, which creates new threats to global food security. The generalization of analytical data is aimed at characterizing the food security of Ukraine before and during military actions, followed by the designation of possible consequences, including on global food security. The generalizations made prove the need to consolidate the efforts of Ukraine, as one of the world's largest food producers, and international organizations in order to avoid the greatest catastrophe of mankind in its modern history, which will be caused by famine.

  • This study compared and analyzed major policies and operational processes of countries that introduced the Renewable Energy Plan Site, through literature analysis of published governmet data, and previous research results. The procedures of the Renewable Energy Plan Site were classified into planned location designations, selection of power generation business operators, designation of the business' district and development and evaluating the factors derived for each procedure. Four contries were selected to be compared and analyzed, namely: Denmark, Germany, the United Kingdom and Japan. This was based on the criteria used to introduce and operate the Renewable Energy Plan Site, activate renewable energy supply and check the applicability of Korea's policies. It was analyzed that the priority of the planned location for the procedure was different for each country depending on the conditions there.

  • Since the designation of the South Korean Construction industry as an open market industry by the World Trade Organization (WTO) in 1994, South Korea's construction firms were exposed to competition from firms of other advanced countries. Increased competition in the industry raised quality of production and lowered the cost of construction projects. Therefore, many big construction projects were planned and constructed with foreign construction partners during the last decade. Also, from those projects the South Korea Construction industry accumulated experience in and knowledge of both project management and construction management perspectives. However, in the process of conducting those big projects, many problems - specifically responsibility and the limit of competence - occurred between foreign construction partners. Hence, this study attempts to improve its role model that is for local and foreign companies to enter into Joint Ventures in the South Korea construction industry.

바다의 날' 제정 제안 ( Proposal to Institute the Ocean Day )

  • Although Korea has had a proud maritime history of thousands of years marked by outstanding leaders such as Chang Bogo and Yi Soon-shin there has not been a unified 'Ocean Day' like the one in Japan. Extensive historical survey revealed eight candidate days for ocean day designation. Historical significance, seasonal consideration and other factors were examined with respect to each candidate date. Of the eight events the establishment of Chunghaejin maritime base on the island of Wando on the southern coast of Korea by Admiral Changbogo in the lunar month of April in the year of 828 is judged to have the greatest desirability Institution of 'Ocean Day' is recommended with the date to celebrate as May 20(a convenient date of May as translated into solar month). A weeklong celebration throughout the country is also recommended with colorful events to be had over the Ocean Week following the Ocean Day.
