WTO Government Procurement Agreement (GPA) was designed to liberalize and expand trade in government procurement. Revised GPA was implemented in 1996 and the latest revision was completed (but not yet implemented) in 2012, but as a plurilateral agreement. Since the end of the UR, there has been attempts by various WTO members to liberalize trade in the government procurement market - through an expansion of Parties who are signatories to GPA, and through a negotiated agreement on transparency in government procurement. The attempt to expand the Parties who are signatories to the GPA - attempt to increase the width of the coverage of the agreement - has been somewhat successful, but I argue that the goal should be to further liberate the government procurement markets of the current Party members - to reduce thresholds and other barriers which limit market access even to other GPA members, in other words, to increase the depth of coverage. Taking cue from Korea's FTA, I propose a two-level liberalization of the government procurement market under the GPA: A "light" level which would be the same as the current level of liberalization; and a "deep" level with lower thresholds and less exemptions. I argue that, as seen in Korea, with FTAs, many GPA Parties already have multiple levels of liberalization (i.e, spaghetti-bowl effect of FTAs), but by limiting the levels of liberalization to two, we can seek the best of deep liberalization but reduce the spaghetti-bowl effect.
In order to make 3-D display technique a better tool to provide viewers with realistic stereoscopic experience, various researches have been done in the many relevant fields. This psychophysical study was designed to investigate whether there was any difference in the perceptual processing between a dominant and non-dominant eye when a 3-D cue was provided exclusively to only one eye. We measured the reaction time for detecting a depth change by providing the viewer's each eyes with differential 3-D stimuli, which have systematical patterns. We obtained that there was a consistent 3-D perceptual performance when the 3-D cue was provided to the viewers' left eye regardless of their eye dominance. The result suggests that it might be a better technique to arrange the camera for left eye to carry 3-D cues to get the viewer's consistent 3-D perception.

This paper presents the method for detection and tracking of multiple humans robustly in mobile platform. The perception of human is performed in real time through the processing of images acquired from a moving stereo vision system. Blur variation caused by camera de-focusing provides a proper cue for depth estimation. Depth from Defocus (DFD) technique calculates the blur amount present in an image considering that blur amount is directly related to scene depth. Conventional DFD methods use two defocused images that might yield the low quality of an estimated depth map as well as a reconstructed infocused image. To solve this, a new DFD methodology based on infocused and defocused images is proposed in this paper. In the proposed method, the outcome of Subbaro's DFD is combined with a novel edge blur estimation method so that improved blur estimation can be achieved. In addition, a saliency map mitigates the ill-posed problem of blur estimation in the region with low intensity variation. For validating the feasibility of the proposed method, twenty image sets of infocused and defocused images with 2K FHD resolution were acquired from a camera with a focus control in the experiments. 3D stereoscopic image generated by an estimated depth map and an input infocused image could deliver the satisfactory 3D perception in terms of spatial depth perception of scene objects.

With advancements in digital image production technology, the branch of stereoscopic image technology has also been undergoing active development. Accordingly, research and development on cutting-edge display products for mounting stereoscopic images are currently being pursued. There are various problems that can occur when viewing 3D images. Because viewers feel visual fatigue while perceiving the depth of the images provided via an artificial method, a negative human factor such as visual fatigue has become one of the most prominent concerns, especially as it is a factor that affects the ongoing maintenance of 3D images. Therefore, by identifying the factors affecting the depth of the graphic images provided in 2D images, and subsequently using this information to develop an image processing method, we conducted depth-related experiments and analysed them under the assumption that stereoscopic images could be reproduced without visual fatigue. Thus, we analysed the most significant factors related to depth and verified the interactions by performing depth-related factors-based ANOVA variance analysis by differentially applying the texture, colour temperature, and contrast ratio to graphic images. We determined the significance of the factors related to depth and proposed a method to improve depth based on an analysis of the results of the experiments conducted in this study.
In this paper, we suggest a novel method of selecting visual information based on bottom-up visual attention of human. We propose a new model that improve accuracy of detecting attention region by using depth information in addition to low-level spatial features such as color, lightness, orientation, form and temporal feature such as motion. Motion is important cue when we derive temporal saliency. But noise obtained during the input and computation process deteriorates accuracy of temporal saliency Our system exploited the result of psychological studies in order to remove the noise from motion information. Although typical systems get problems in determining the saliency if several salient regions are partially occluded and/or have almost equal saliency, our system is able to separate the regions with high accuracy. Spatiotemporally separated prominent regions in the first stage are prioritized using depth value one by one in the second stage. Experiment result shows that our system can describe the salient regions with higher accuracy than the previous approaches do.
This study explored the efficient hierarchical data structure of mobile interfaces. The first experiment demonstrated the effects of grouping(clear/unclear), depth level(2/3/5), and the number of items(32/64/128) on the search time and the number of errors. The results indicated that participants spent less time and made fewer errors to perform the task when the clear mobile interfaces, low depth level, and fewer items were provided. In addition, the results indicated that there were no effects of the depth level and the number of items on the search time and number of errors in clear mobile interfaces conditions. As depth level and the number of items changed, on the other hand, participants spent longer time to complete the task and made more mistakes in unclear mobile interfaces conditions. The second experiment investigated the effects of grouping(clear/unclear), the number of items(32/64/128), and spacial cues(colors/ windows/ number of cues) on search time and the number of errors in hierarchical data structures which had five depth levels. The results indicated that participants spent less time to complete the task and made less errors in a mobile interface when grouping is clear and the number of items are fewer. The results were identical with the first experiments. In addition, the main effect of spacial cues indicated that providing spacial cues via pictures and numbers can be helpful to reduce errors in search behaviors.
The purposes of the present research were (1) to investigate the sociological factors influencing the increase of ambivalence and the relationship between, the ambivalence and fashion change(2) to categorize sets of the ambivalence expressed for contemporary fashion and (3) to examine the frequency and the patterns of ambivalence presented for contemporary fashion. This research was conducted through in depth literature review and content analysis. Data was collected from 806 colored pictures presented on 'Collections' from 1972 to 1988. Eight types of clothing cues were incluede: look color texture decorative motifs of clothing collar sleeve and wearer's headdress/hair style and make-up. The results of this study were as follows: 1 The popularization of culture has been accelerated by mass production mass consumption and mass media. Since the 1980s postmodernism and poststructuralism have resulted in the breakdown of dualistic distinction. As the ambiguity of meaning in appearance increases the meaning is negotiated constantly for identity. 2. The most frequenctly expressed ambivalence in clothing was feminity/masculinity and tradition/modernity and wealth/poverty was the least. The number of ambivalent expression were the highest during 1990s. The rapid growth in ambivalence of tradition/modernity was found in 1970s feminity/masculinity in 1980s and modesty/immodesty in 1990s. Within a clothing style ambivalence was manifested through feminine look in white for beauty/ugliness feminine look mainly in yellow/red for wealty/poverty sexy look dominantly in black for modesty/immodesty androgynous look in black for feminity/masculinity and through ecology look most frequently in black for tradition/modernity.
The purchase-related responses of MZ generation consumers may vary depending on the environmental factors of the fitting room. Therefore, this study extracted and systematized fitting room characteristics in the retail fashion environment. In-depth interviews were conducted with a total of 50 informants to collect data on the experience of using the fitting room. Then, a qualitative analysis was performed. First, results confirmed that the environmental factors of the fitting room include physical (spatiality, functionality, comfort, and convenience) and human (interactivity and congestion) aspects. Next, additional analysis was performed on functionality and interactivity to clarify the influence of environmental characteristics of the fitting room. These factors were classified into qualitative categories. The study results confirmed that, in the case of functionality, preferred lighting and mirror factors vary depending on the clothing product type, the place and situation for wearing, and individual characteristics. Furthermore, regarding interactivity, the preference for the presence of sales staff or companions differed according to personal traits and the need for additional information and evaluation. The study provides valuable information for effective fitting room space planning for offline fashion stores to meet the needs of MZ generation consumers.
Cloud Native refers to the Technical Maturity Level of a cloud environment that can utilize all cloud resources to fully function. In converting public sector information resources to the cloud, the characteristics of the cloud are not being used well. Therefore, in this study, the qualitative research method cloud expert interview technique and the quantitative research method used text network analysis for domestic and foreign related articles. Through this, we analyzed the utilization trends related to domestic and foreign cloud natives and the cloud policies of developed countries. Through previous research, the core components of cloud-native were examined, and the need for agile methodologies that were not addressed in previous studies was raised. It is believed that these core components will be applied in the public sector to contribute to business innovation through digital innovation. In addition, this study aims to provide important implications for the use of cloud native in Korea through an in-depth discussion on how to spread cloud native in the public sector.
