아역 연기자에 대한 법적, 제도적 고려사항 (Legal and Institutional Considerations for Child Actor)

  • Child labor is being recognized as the key issue of human rights, and the International Labor Organization and the Convention on the Rights of the Child emphasize that children are individuals with dignity and rights. Male and female child actors belong to a profession with wide public exposure and there is a potential danger of invading classes and roles not matching the developmental stage of the child. In this study, we would like to discuss international and domestic laws and future complementary measures surrounding legal and institutional issues that need to be considered for child actors. Although the basic rights for child workers are stated in the Constitution Article 32 Paragraph 5 and Labor Standards Act Articles 64 through 70, they are insufficient. Following the revised broadcasting deliberation regulations by the Korea Communication Commission and amendment of the Juvenile Protection Law, several changes are taking place in the working environment. In certain foreign places such as California, United States, the economic and educational rights of male and female child actors are being protected. Although legal and institutional frameworks for the male and female child actors are being reinforced, more consistent devices are needed. Consideration for working hours, regulations to keep up with learning while working, and preparation for physical and emotional influences are required to keep up with international changes.

국내 한의학 관련 학술지에 게재된 전향적 임상연구의 윤리적 측면 분석 (Analysis on The Status of Prospective Clinical Researches Related to Korean Oriental Medicine and their Ethical Aspects)

  • In this research, the status of prospective clinical researches related to Korean Oriental Medicine was identified from the papers published in domestic Korean medicine journals for the past 10 years, and the ethical validity of them were evaluated. Selection of researches and assessment on the ethical validity were made from the evaluation of two independent persons and the adjustment of the third party, and the collected data was analyzed using SPSS 17.0 software. The yearly status of prospective clinical researches related to Korean oriental medicine showed that the average number of them, which was six before 2005, was decreased to only one in 2006, and it started to recover gradually after 2007. The result of ethical validity test of prospective clinical researches related to oriental medicine showed that 5 researches (12.2%) in "unbiased selection of subjects and recruitment", 15 researches (36.6%) in "informed consent", 10 researches (24.4%) in "ethical considerations for vulnerable subjects", and 8 researches (19.5%) in "pre-deliberation and ethical oversight of the IRB" were appropriate to the ethical standards. The interest for clinical researches has been increased, and the ethical aspect of the clinical researches has been emphasized in oriental medicine. The results reported here are expected to provide a help to perform an ethical oriental medicine related clinical researches.

Suggestions for Resolving the Social Conflict in Affordable Housing

  • The purpose of this study is to employ a method called 'conflict impact assessment' to analyze the progress, background, cause and relevant issues of conflicts related with affordable housing for youth (Happiness Housing Project), a project that has been implemented since last May 2013, thereby identifying the relevant problems and draw out objectives for improvement. The researchers expect that this study will contribute to solving the current issues regarding Happiness Housing, and contribute to improving the quality of the government's policies. For the above purpose, literatures on Happiness Housing produced from August to November 2013 were reviewed, in-depth telephone or face-to-face interviews were conducted with personnel associated with project implementation in the Ministry of Land, Infrastructure and Transportation and LH, etc., and major interested parties including Yangcheon-gu residents. Key issues identified regarding Happiness Housing construction include: the way that the project was implemented, living quality of residents, impact on educational environment, inconsistence with existing plans, relatively high construction cost, insolvency of public corporations, land use fee issue with Korail, need of preliminary feasibility survey, securing sufficient amount for supply and issue of additional designation, likelihood of finishing construction in time and issues related with actual source of demand, etc. Through analysis of conflict development and positions of interested parties, the main causes of the conflicts were identified as follows: lack of deliberation on pledges during election, lack of viability review on pledges, lack of conflict management plans, one-way implementation without consent of interested parties, project plans established with no regard to local circumstances, frequent project revision, underwehlming level of conflict management. In order to address issues above, the following measures need to be taken: selecting election pledges based on actual effectiveness, thorough assessment on pledges by relevant departments, gradual implementation based on consideration of the actual circumstances, participation of key interested parties, consistent policy and adopting conflict management techniques that reflect the reality.

1951년 국민의료법 한의사 제도 입법 과정 (Process of the Legislation of the National Medical Services Law for Traditional Korean Medicine Practitioners in 1951)

  • Objectives: The aim of this study was to reflect upon the process of the legislation of the National Medical Services Law for traditional Korean medicine practitioners (TKM practitioners), especially at the Assembly plenary session of 1951. Methods: Various primary sources related to the legislation were examined, especially those in National Assembly Records and newspapers. Results: In 1950, the National Assembly wanted to establish the National Medical Services Law (國民醫療法) replacing the colonial medical services law (朝鮮醫療令), but it ended in failure. So in 1951, the National Assembly tried again. First, legislator Han Gukwon (韓國源), with 83 other legislators, introduced a bill for the new national health care system. The Society and Health (社會保健委員會) and the Legislation and Judiciary subcommittees (法制司法委員會) deliberated on this bill, and each proposed an amendment to the National Assembly. In the process of careful deliberation of these three proposals, the Ministry of Health and legislator Kim Ikgi (金翼基) each came up with a further amendment. Ultimately, Kim Ikgi's amendment was accepted by the National Assembly. According to his proposal, TKM practitioners were titled 'Hanuisa (漢醫師)', and the medical office name of TKM practitioners became 'Hanuiwon (漢醫院)'. Conclusions: The National Medical Services Law passed in 1951 was the beginning of the unique dual national medical license system of Korea. It recognized Western medicine and TKM practitioners equally under the national license system.

중년여성의 의복태도와 관련요인연구 (A Study on the Relationship between Clothing Behaviors and the Personal Variables of the Middle-Aged Women in Seoul)

  • This study was undertaken as a useful material not only to understand the clothing behaviors and the personal variables (age, education, occupation, yearly clothing expenses, weight, and persons who influence on one's choice of clothes) of the middle-aged women in Seoul, Korea but to lend itself to other uses concerning attitudes toward clothing. For the measurement of the attitudes toward specified activities related to clothing use, attitude method by Mary F. Pasnak (1968) was reworded and modified for use with the sample for this study. Analysis of the data revealed that the clothing behaviors of 450 women 30 to 59 years of age made a significant difference according to the personal variables. First, women in thirties showed the most positive clothing attitude of the three age groups. The younger age groups were positively related to relief from boredom through clothing, intensity, sureness, and involvement of attitude among eight attitudes related to clothing. Second, the positiveness of relief from boredom through clothing, intensity, sureness, and involvement of attitude increased in proportion to the education level. On the other hand, dressing for self was negatively related to the level of education. Third, a significant relationship was found between the amount of the clothing expenses and dressing for others, tactual pleasure through clothing, intensity, sureness, and involvement of attitude. Among the personal variables of the middle-aged women, age, the educational level, and the clothing expenses have a relationship with the clothing behaviors, while job, weight, and the persons who influence on one's choice of clothes have no relationship. The extensive interpretation on the result of this study will have to be taken with deliberation. For the more practical material researches on the clothing behaviors of the middle-aged women should be continued steadily in every possible way.

민간경비 산업의 전문인력 양성 방안 (A Study on Developing Professional Training of the Private Security Industry)

  • Technology development of modern society reduces times, costs and labor costs but demands work forces requiring expert knowledge on technology. Consequently knowledge worker becomes important. Not changing into a specialist acquired expert knowledge, people can't survive in competitive society. Therefore, the purpose of this study is to grasp the actual condition of private security industry and to examine problems. The final goal is to find the way to improve the professionalism of workers in private security industry. First. Now we must make up for the subject for examination actually and be in a triangular position and complement a professional materials for teaching. At the same time it must strengthen the education using advanced instruments seek to Total Security System. Moreover it is demanded 'institutional supplement of security guard instructors' which means job training for security guard instructor Second. On the job training which can deal with a state of emergency through 'security guard training' with a theory and an actual training must be strengthen. Also, most security guards have low understandings and interests because their ages are from 50's to 60's. Accordingly proper education must be offered to security guard. Third. Certification system of the private security guards are needed to fix the problems on an indiscreet issue and an abuse of license through deliberation on the security license. Fourth. Universities must find a new market to minimize the squandering of human resources because of oversupply and reduce the personnel. Also with enhancing the employment rate through specialized education, universities must offer an education which keeps pace with the times for not an entrance strategy but a long-term development. Effort for education of specialist will produce an improvement in business quality and improved services produce a customer satisfaction. A customer satisfaction will produce a fame of a successful company and positive images in market area. Finally the private industry will be developed by productivity improvement.

에너지소비효율등급제 사후관리 개선방안 연구 (A Study on Policy Recommendations for Post-Monitoring System of the Energy Efficiency Labeling Program)

  • 에너지효율등급제 사후관리의 시행내용에 대해서 분석해 보았다. 이를 바탕으로 국내 사후관리제에 대한 개선방안을 제시하였다. 첫째, 사후관리 위반정도가 심한 제품, 반복적 위반업체의 해당모델에 대해 지속적으로 포함하고, 판매시장에서 구입하는 방식으로 적용되어야 할 것이다. 둘째, 사후관리 대상모델에 대한 점검결과를 반영하여 위반 발생빈도에 따라 제품별 사후관리 점검방식의 개선을 강구하는 것이 바람직하다. 셋째, 사후관리 점검결과 부적합률 또는 반복적 위반사례가 지속되는 경우 수시점검의 실시가 필요하다. 끝으로, 사후관리 점검결과에 대한 현재 관보 게재 및 보도자료 공개에서 사후관리 전과정에 대한 상세보고서까지 관계 유관기관에 공고 및 인터넷 공개로 확대하는 것이 요청된다.

한국 내 인터넷 거버넌스 형성과 인터넷주소에 관한 법률 (Suggestion on Korean Internet governance system by multi stakeholder approach and Introduction of Korean Internet address law)

  • This article consists of 3 parts. Part I is multi stakeholder approach on Internet governance system. Part II is analysis of the Korean Internet governance system. In this part, I explain relevant laws in Korea, including Korean Internet Address Resources Act. Part III is my suggestion on Korean Internet governance system using a multi stakeholder approach. First of all, the keyword of the Internet governance system is decision making process: that is, consensus based versus top-down approach. Then who are major players in Internet governance in national level? Government, or Private sectors such as business and civil society. Korean legal system for Internet governance shows a top-down decision making process. Major players are the government (that is, Ministry of Science, ICT and Future Planning) and KISA affiliated with the government. Other players include Internet Address Policy Committee, Korea Internet Governance Alliance, and NGOs. The key statute for Internet governance in Korea is Internet Address Resources Act of 2004. Articles 3 and 5 require the Ministry of Science, ICT and Future Planning to take a proactive role in Internet governance. The government shall consult with the Internet Address Policy Deliberation Committee for Internet governance. Yet this Committee is established under the control of the Ministry of Science, ICT and Future Planning. All members of this Committee are also commissioned or nominated by the Chairman of the Ministry. Meanwhile, there are also non-official organizations, including Sub-committee on Address & Infrastructure of Korea Internet Governance Alliance. I suggest to reform decision making process of Korean Internet governance system based on BOTTOM-UP process for CONSENSUS BASED DECISION. My suggested system includes the following: (1) The government hands over a major role in Internet governance to INDEPENDENT Internet policy organization. And the government participates in such organization as ONE of the players. (2) Nomination of this committee member must be bottom-up process for a genuine multi-stakeholder model including civil society, commercial organization, end-users and experts. (3) The government should establish plan for supporting the private sector's international activity on the long-term basis.

통합환경관리제도 운영을 위한 최적가용기법 평가·선정기법 연구 (Evaluation and Selection Method of Best Available Techniques for Integrated Environmental Management System)

  • The process of evaluating and selecting the best available techniques presents various characteristics for each country. In the case of EU, BAT is selected through TWG meeting after first screening, mass and energy balance, impact assessment and decision support process. Korea has proposed four principles to select BAT that can be carbon neutral for each environmental infrastructure in order to reduce greenhouse gas emissions. In order to evaluate and select the best available technique, it is necessary to differentiate the method according to whether it is a technique generally applied at the current workplace, whether it is a single technique or a combination technique, and whether it is a technology technique or management technique. In the case of a single technique, it should be evaluated whether it is a technique applied in the workplace, excessive cost, superior environmental technique over BAT, and secondary environmental pollution. In the case of multiple techniques, it is necessary to examine whether the emission standards are met and whether the pollutants can be treated at the same level as BAT. In the case of BAT candidates for management techniques, whether or not they contribute directly or indirectly to lowering the emission level of pollutants can be an important evaluation item. In the case of environmental techniques that are not generally applied in the workplace, it is recommended that the following 8 steps be carried out, including those prescribed by law. In the first stage, the list of performance evaluation factors is listed. In the second stage, the level of disposal of pollutants and the level of satisfaction with standards are listed. In the third stage, the environmental evaluation elements are listed. In the fourth stage, Is to list the economic evaluation elements, step 6 is to list the pollution and accident prevention evaluation factors, step 7 is the quantitative evaluation of the technical working group, and step 8 is BAT confirmation through deliberation of the central environmental policy committee.

진동 해석을 통한 300 MW급 저압터빈 블레이드의 손상 원인 규명 (Identification of Failure Cause for 300 MW LP Turbine Blade through Vibration Analysis)

  • The failure of blades frequently happened in the 300 MW LP(low pressure) turbine until now and they are maintaining the blades periodically during outage. So the blade-disk system is analysed by FEM in order to identify the main cause of failure of blade row. It is found that the stress of root's hole is highest in comparison with other parts from the result of the steady stress analysis. Also, the two dangerous frequencies which is related to the resonance condition are found in the interference diagram. One is 1,316 Hz. The other is 2,981 Hz which is related to the 1 nozzle passing frequency. The dynamic stress analysis is performed to identify more accurate root cause for failure of blade row It is confirmed that the dynamic stress of the former is higher than one of the latter From these results, it is concluded that the former has deeply something to do with the failure of blades more than the tatter. Based on versatile investigation and deliberation, the change of blade's grouping is determined to avoid the resonance condition with the operating speed. After the blade grouping is changed, the former frequency vanish completely but the latter is still in existence in the interference diagram. Fortunately, It is confirmed that the dynamic stress of the new blade grouping is lower than one of the old blade grouping. 2 years has passed since modification and the LP turbine is operated well without failure so far.
