Feasibility Study on Integration of SSR Correction into Network RTK to Provide More Robust Service

  • Network RTK is a highly practical technology that can provide high positioning accuracy at levels between cm~dm regardless of user location in the network by extending the available range of RTK using reference station network. In particular, unlike other carrier-based positioning techniques such as PPP, users are able to acquire high-accuracy positions within a short initialization time of a few or tens of seconds, which increases its value as a future navigation system. However, corrections must be continuously received to maintain a high level of positioning accuracy, and when a time delay of more than 30 seconds occurs, the accuracy may be reduced to the code-based positioning level of meters. In case of SSR, which is currently in the process of standardization for PPP service, the corrections by each error source are transmitted in different transmission intervals, and the rate of change of each correction is transmitted together to compensate the time delay. Using these features of SSR correction is expected to reduce the performance degradation even if users do not receive the network RTK corrections for more than 30 seconds. In this paper, the simulation data were generated from 5 domestic reference stations in Gunwi, Yeongdoek, Daegu, Gimcheon, and Yecheon, and the network RTK and SSR corrections were generated for the corresponding data and applied to the simulation data from Cheongsong reference station, assumed as the user. As a result of the experiment assuming 30 seconds of missing data, the positioning performance compensating for time delay by SSR was analyzed to be horizontal RMS (about 5 cm) and vertical RMS (about 8 cm), and the 95% error was 8.7 cm horizontal and 1cm vertical. This is a significant amount when compared to the horizontal and vertical RMS of 0.3 cm and 0.6 cm, respectively, for Network RTK without time delay for the same data, but is considerably smaller compared to the 0.5 ~ 1 m accuracy level of DGPS or SBAS. Therefore, maintaining Network RTK mode using SSR rather than switching to code-based DGPS or SBAS mode due to failure to receive the network RTK corrections for 30 seconds is considered to be favorable in terms of maintaining position accuracy and recovering performance by quickly resolving the integer ambiguity when the communication channel is recovered.

  • The parties in the trade can have full autonomy and can resolve disputes independently, impartially and without delay by selecting arbitration by agreement. Korea and Japan had revised their Arbitration Laws to incorporate as many provisions of the 1985 UNCITRAL Model Law as possible. Japan had amended its century-old arbitration law, becoming the 45th country to adopt the UNCITRAL Model Law on International commercial arbitration. New Arbitration Law was enacted as Law No.138 of 2003 and effective on March 1, 2004, is applicable to both national and international arbitration. Korea had amended its arbitration law on December 31, 1999 and its New Arbitration Law incorporates the most of the 1985 UNCITRAL Model Law as Japan. Arbitration must be popular in resolving international commercial disputes in Northeast Asian bloc in order to increase the volume of intra-trade in the Northeast Asian bloc. But in order for the parties to make use of arbitration in the bloc, the arbitration laws of nations in the bloc must have similarity and unification. As Korea and Japan playes important roles in the bloc, both nations's arbitration laws must be studied in view of similarity and difference to unify both nations' arbitration laws by way of showing an example. Therefore, this paper deals with both nations' arbitration laws in view of comparative law to unify their arbitration laws and Northeast Asian Nations' arbitration laws.

Effects of Jwagyuyeum and Woogyuyeum on Free Radical Generating Enzyme Activities and Lipid Peroxidation in Senile Rat's Liver (좌귀음(左歸飮)과 우귀음(右歸飮)이 노화(老化) Rat의 간(肝) 과산화(過酸化) 지질(脂質) 생성(生成) 및 활성산소(活性酸素) 생성계(生成系) 효소(酵素) 활성(活性)에 미치는 영향(影響))

  • Jwagyuyeum and Woogyuyeum, being known to reinforce Kidney-yin and -yang, were tested for the effects of on free-radical generating enzyme and lipid peroxidation. In vitro, levels of lipid peroxide in tissues of liver were proportionally decreased to concentration of extracts prepared from Jwagyuyeum and Woogyuyeum. They were much more decreased, when lipid peroxidation was induced with ferrous iron (Fe+2). In vivo, after both herbs were administered to the rat, levels of lipid peroxide in liver were decreased only in Jwagyuyeum. And, enzyme activities of xanthine oxidase and aldehyde oxidase in liver were not changed. It was guessed that Jwagyuyeum and Woogyuyeum inhibited lipid peroxidation directly, or acted on free radical resolving enzymes which decrease lipid peroxide. Consequently both herbs, particularly in Jwagyuyeum might delay aging.

  • Fast decision support systems and accurate diagnosis have become significant in the rapidly growing healthcare sector. As the number of disparate medical IoT devices connected to the human body rises, fast and interrelated healthcare data retrieval gets harder and harder. One of the most important requirements for the Healthcare Internet of Things (HIoT) is semantic interoperability. The state-of-the-art HIoT systems have problems with bandwidth and latency. An extension of cloud computing called fog computing not only solves the latency problem but also provides other benefits including resource mobility and on-demand scalability. The recommended approach helps to lower latency and network bandwidth consumption in a system that provides semantic interoperability in healthcare organizations. To evaluate the system's language processing performance, we simulated it in three different contexts. 1. Polysemy resolution system 2. System for hyponymy-hypernymy resolution with polysemy 3. System for resolving polysemy, hypernymy, hyponymy, meronymy, and holonymy. In comparison to the other two systems, the third system has lower latency and network usage. The proposed framework can reduce the computation overhead of heterogeneous healthcare data. The simulation results show that fog computing can reduce delay, network usage, and energy consumption.

The Improvement Measurement on Dispute Resolution System for Air Service Customer (항공서비스 소비자 분쟁해결제도의 개선방안)

  • In 2017, 1,252 cases of damages relief related to air passenger transport service were received by the Korea Consumer Agency, a 0.8% drop from 1,262 cases in 2016, the first decline since 2013. In 2017, 444 cases (35.4%) out of received cases of damages relief in the field of air passenger service received by the Korea Consumer Agency were agreed on, and out of cases that were not agreed on, the most number of 588 cases (47.0%) were concluded due to information provision and counseling, and 186 cases (14.9%) were applied to the mediation of the Consumer Dispute Mediation Committee. Major legislations that contain regulations for the damages relief and disputes resolution of air service consumers include the Aviation Business Act and the Consumer Fundamental Act, etc. The Aviation Business Act provides the establishment and implementation of damage relief procedure and handling plan, and the receiving and handling of request of damage relief by air transport businessman, and the notice of protection standard for air traffic users. The Consumer Fundamental Act provides the establishment and management of the consumer counseling organization, the damage relief by the Korea Consumer Agency, the consumer dispute mediation, and the enactment of the criteria for resolving consumer disputes. The procedures for damages relief of air service consumers include the receiving and handling of damages relief by air transport businessman, the counseling, and receiving and handling of damages relief by the Consumer Counseling Center, the advice of mutual agreement by the Korea Consumer Agency, and the dispute mediation system by the Consumer Dispute Mediation Committee. The current system of damage relief and dispute mediation for air service consumer have the problem in the exemption from obligation of establishment and implementation of damage relief plan by air transport businessman under the Aviation Business Act, the problem in the exemption from liability in case of nonfulfillment and delay of transport by aviation businessman under the criteria for resolving consumer disputes in the aviation sector, and the uppermost limit in procedure progress and completion of consumer dispute mediation under the Consumer Fundamental Act. Therefore, the improvement measurements of the relevant system for proper damage relief and smooth dispute mediation for air service consumer are to be suggested as follows: First is the maintenance of the relevant laws for damage relief of air service consumer. The exemption regulation from obligation of establishment and implementation of damage relief plan by air transport businessman under the Aviation Business Act shall be revised. To enhance the structualization and expertise of the relevant regulation for protection and damage relief of air service consumer, it will be necessary to prepare the separate legislation similar to the US Federal Regulation 14 CFR and EU Regulation EC Regulation 261/2004. Second is the improvement of criteria for resolving air service consumer disputes. For this, it will be necessary to investigate whether the cause of occurrence of exemption reason was force majeure, and distinguish the exemption from liability in case of nonfulfillment and delay of transport by aviation businessman under the criteria for resolving consumer disputes in the aviation sector, and revise the same as exemption reasons regulated under the air transport chapter of the Commercial Act and Montreal Convention 1999, and unify the compensation criteria for the nonfulfillment of transport that the substitute flight was provided and the delay of transport. Third is the reinforcement of information provision for damage relief of air service consumer. Aviation-related government agencies and concerned agencies should cooperate with airlines and airports to provide rapidly and clearly diverse information to the air traffic users, including laws and policies for damages relief of air service consumers. Fourth is the supplement to the effectiveness, etc. of consumer dispute mediation. If there is no sign of acceptance for dispute mediation, it is not fair to regard it as acceptance, therefore it will be necessary to add objection system. And if a dispute resolution is requested to another dispute settlement agency in addition to the Consumer Dispute Mediation Committee, it is excluded from the damage relief package, but it should be allowed for the party to choose a mediation agency. It will be necessary to devise the institutional measures to increase the completion rate of mediation so that the consumer dispute can be resolved efficiently through the mediation. Fifth is the introduction of the air service consumer arbitration system. A measure to supplement the limitations of the consumer dispute mediation system is to introduce the consumer arbitration system, but there are two measurements which are the introduction of the consumer arbitration under the Consumer Fundamental Act and the introduction of the consumer arbitration under the Arbitration Act. The latter measurement is considered to be appropriate. In conclusion, as a policy task, the government should prepare laws and system to enhance the prevention and relief of damages and protection of the rights and interests of air service consumers, and establish and implement the consumer-centric policy for the advancement of air service.

An Autonomous Command Recommend and Execution System for the Satellite Operation (위성 운영을 위한 이벤트 시퀀스 기반의 자동 명령 추천 및 수행 시스템)

  • Telemetry, satellite event and error information are used to check the satellite status in ground station. Different from telemetry which only informs the parameter value, event and error gives explicit information of a certain operation or status. Event also contains ground action information because every command execution is logged as event. Currently, those information is gathered and applied only for monitoring of the satellite. However, the load of the operation is getting grown because of the excessively increased information of the satellite with the number of satellite increasement. Also, the process of reporting problem to developer (or an expert) induce time delay for satellites fault management. In this paper, we propose a satellite operation assistant system which collects event sequence and stores in different group by its feature, and then recommends or executes an appropriate action for the identified abnormal state. This system is applicable to on board system for resolving LEO-satellite autonomous fault situation since is has limited contact time.

Assessment of Environmental Flow Impacts for the Gosam Reservoir According to Climate Change (기후변화에 따른 고삼저수지의 환경유량 영향평가)

  • This study conducted a quantitative assessment on the environmental flows associated with climate change in the Gosam Reservoir, Korea. The application of RCP 8.5 climate change scenario has found that the peak value of High Flow Pulses has increased by 36.0 % on average compared to historical data (2001 ~ 2010), which is likely to cause disadvantage on flood control and management but the increase in peak value is expected to make a positive impact on resolving the issue of green algal blooms, promoting vegetation in surrounding areas and encouraging spawning and providing habitats for native species by releasing a larger amount of landslides as well as organic matters than the past. However, the decreasing pattern of the peak value of High Flow Pulses is quite apparent with the trend of delay on the occurrence time of peak value, necessitating a long-term impact analysis. The peak value of Large Floods shows a clear sign of decrease against climate change scenario, which is expected to lead to changes in fish species caused by degraded quality of water and decreasing habitats. A quicker occurrence of Small Floods is also expected to make an impact on the growth cycle of aquatic plants, and the reduction in occurrence frequency of Extreme Low Flows is to contribute to increasing the population of and raising the survival rate of native fish, greatly improving the aquatic ecosystem. The results of this study are expected to be useful to establish the water environment and ecological system in adapting or responding to climate change.

A Research for Clustering of Conflict in Public Construction Project (군집분석을 통한 공공 건설사업 갈등 유형화 연구)

  • Conflicts in public construction projects lead to increase social costs as well as construction costs and schedule delay. Therefore, it is important to evaluate the conflict in construction project and find appropriate solutions based on previous cases. In this research, the conflict factors and criteria for evaluating conflict are derived and 30 cases are evaluated by 11 conflict experts. Using k-means clustering, the cases are clustered by three clusters. The cases were analyzed according to the characteristics of each cluster and labeled as 'NIMBY and harmful facility conflict cluster', 'environmental and pollution conflict cluster', and 'PIMFY and small conflicts'. In the future, when conflict occurs in the public construction projects, the conflict can be evaluated using this clustering and the characteristics of the conflicts can be found. As a result, it will be helpful to mitigate the conflict quickly and effectively by looking for previous cases that are suitable for resolving the conflict through appropriate clusters.

A Threshold based Connectivity Enhancement Scheme for Mobile Ad-hoc Networks (MANET에서 경로 연속성 증대방안에 대한 연구)

  • Generally, the mobile nodes in MANET have the limited power capacity available for actual communications. Thus, the power management is very important for packet routing or forwarding. Although MTPR, MBCR and MMBCR are proposed to treat the problem of power consumption, there have been few researches resolving the link breakdown that is occurred by the power exhaustion during transmission. In this sense, the reliable scheme should be required to ensure the routing connectivity. In this paper, we propose three schemes to enforce the routing connectivity. If the signal strength is dropped below a signal threshold, the candidate route is previously selected to prepare the link breakdown. Also, on multi-channel, we propose the lifetime increment scheme of a node that it manage its available power to the needed power of a new link. The simulation results show the enforcement of the link connectivity and the performance improvements of the delay time through the effective connection management.

DATUM PROBLEM OF NETWORK-BASED RTK-GPS POSITIONING IN TAIWAN

  • The conventional single-reference station positioning is affected by systematic errors such as ionospheric and tropospheric delay, so that the rover must be located within 10 km from the reference station in order to acquire centimeter-level accuracy. The medium-range real-time kinematic has been proven feasible and can be used for high precision applications. However, the longer of the baseline, the more of the time for resolving the integral ambiguity is required. This is due to the fact that systematic errors can not be eliminated effectively by double-differencing. Recently, network approaches have been proposed to overcome the limitation of the single-reference station positioning. The real-time systematic error modeling can be achieved with the use of GPS network. For expanding the effective range and decreasing the density of the reference stations, Land Survey Bureau, Ministry of the Interior in Taiwan set up a national GPS network. In order to obtain the high precision positioning and provide the multi-goals services, a GPS network including 66 stations already been constructed in Taiwan. The users can download the corrections from the data center via the wireless internet and obtain the centimeter-level accuracy positioning. The service is very useful for surveyors and the high precision coordinates can be obtained real time.
