  • The statistics of the safety accidents in labs show that the biggest reason for them is researchers' carelessness and insecure actions. In this way, the safety accidents in labs are affected a lot by researchers' safety consciousness. Therefore, in order to prevent the safety accidents in labs, this study aims at measuring the degree of researchers' safety consciousness, grasping the elements affecting their safety consciousness and suggesting the measures to improve the lacking safety consciousness. To accomplish this goal, a survey was conducted and analyzed on the safety consciousness of 1,226 researchers working at 10 government- supported research institutes in Daedeok R&D Complex. As a results, the measures to improve researchers' safety consciousness will be suggested as follows. First, in an environmental aspect, improvement of labs' environment exposed to danger, interest and participation of CEO, regular discussion on the safety in labs, installment of safety equipments in labs, and enlargement of individual labs are necessary. Second, in an educational aspect, the safety education offered by institutes need to be enhanced, experiential safety education fit for the characteristics of research should be applied, the time for safety education must be observed, and the communication among team members through the collective education in department units and safe culture through the campaigns to enhance safety consciousness have to be established. Third, in a systematic aspect, sanctions have to be imposed on the researchers who do not attend safety education, the number of safety supervisors and safety budget of labs should be increased, a safety certification system need to be introduced when a lab is built, the problems in safety have to be open to all departments and rewards for the persons of merit in labs should be extended.

  • Certified e-Document Authority keep it with protection legal as a system a guarantee and identifies originality of an e-Record, It presume to be authenticity e-Records and contents of an e-Record prove what was not changed. But, e-Records has high medium degree of dependence and loss danger of information has very high problems. In addition, Because correction(attachment and deletion) and a revision of information are easy, a problem for integrity and the originality of an e-Record is caused. Existing system show the following inefficient. For the originality guarantee, an existing e-Documents encryption method accomplishes a encrypted process of a whole document with a symmetric key, if the information revised midway, the whole documents content must accomplish re-scanning and re-encryption process again. To get over such inefficient, this paper maximize efficiency which occurred at the time of partial information revision request by encryption and managing using the link information based on the linkage characteristics of the each page on the registered requested e-Documents, It was able to increase security configuration by minimizing problems on an information exposure through increasing complicated of the key management.

  • This paper proposes a way of expanding the use area of localization technique by using a beacon. In other words, we have developed the auto-calibration algorithm that recognizes the location of this beacon by attaching the beacon on an arbitrary position and by using the information of existing beacon under this situation. By doing so, the moving robot can overcome the limitation that the localization of moving robot is only possible within the area that has installed the existing beacon since the beacon cannot be installed on the accurate location when passing through a danger zone or an unknown zone. Accordingly, the moving robot can slowly move to the unknown zone according to this auto-calibration algorithm and can recognize its own location at a later time in a safe zone. The localization technique is essentially needed in using a moving robot and it is necessary to guarantee certain degree of reliability. Generally, moving robots are designed in a way to work well under the situation that the surroundings is well arranged and the localization techniques of using camera, laser and beacon are well developed. However due to the characteristics of sensor, there may be the cases that the place is dark, interfering radio waves, and/or difficult to install a beacon. The effectiveness of the method proposed in this paper has been proved through an experiment in this paper.

  • Navigation speed control is an important factor to improve the traffic safety, it is only researched about maximum speed control until now. Recently, there are lots of the low speed vessels including towing boats, carry heavy shipbuilding blocks in the Korean waters, so the danger degree of navigating vessels was increasing more and more. This paper analysed the effectiveness of minimum speed control with the operation burden's decrease, and it proposed the proper the minimum navigation speed of each traffic volume. Main results of this research are as follows. (1) in the case of 5 ships/hour, minimum speed control is effective if the lowest speed is fixed more than 5kts. (2) in the case of more than 10 ships/hour, speed control is some effective if the lowest speed is established 7kts. (3) But, when there are many ships in the waters, minimum speed control is not effective because distances between ships become near and ships navigate for a long time by a lot of ship having a few difference of relative speed.

  • Concrete incorporating high volume blast-furnace slag placed in cold weather regions might be in danger of initial frost damage because dependently on the mix proportions, the setting and the hardening would be remarkably delayed. Therefore, this study investigated to effect of the degree of frost on the strength development and the resistance to freezing and thawing of the concrete incorporating blast-furnace slag when being subjected to freeze at early age. As the experimental results, the concrete incorporating blast-furnace slag attacked by initial frost damage showed the remarkable reduction of both the compressive strength development and the resistance to freezing and thawing. Especially, the resistance to freezing-thawing of the concrete incorporating high volume blast-furnace slag became much lower than that of the normal concrete.

  • The operation and transportation environment for an unmanned aerial vehicle will be completely different from those for the conventional air and ground transportation. The requirement for a traffic management system for its safe operation has been emerging. Accordingly, investigation is being conducted to analyze the danger that unmanned aerial vehicle may encounter during the flight and to provide the countermeasure by the simulation. When the drones operate in an urban environment, they may be affected by the wind around the building. Thus it is essential to predict the influence of the gust and analyze the resulting risk. In this paper, a method for evaluating the safety for a flight mission under the gust is suggested. By using the precise 6-degree-of-freedom flight simulation that is capable of simulating the gust condition, possible deviation from the pre-planned flight path in terms of the attitude orientation will be predicted. A method of quantifying the probability of the flight mission failure will also be presented.

  • Damage of national infrastructures not only endangers the structural safety, but also has a direct and indirect influence on national economy and society. Since the influence of damage has been enhanced in the metropolitan areas, the infrastructures in danger should be identified and managed under disaster situations. This study suggests the importance factors for national infrastructures, calculates weights for the factors through AHP analysis, and develops the importance evaluation system for national infrastructures. The evaluation system provides the priority of infrastructures for local governments and facility managers and enables management based on the degree of importance in emergency situations. After disasters, the evaluation system will support a systematic decision-making for recovery priorities with a limited budget.

  • The status of heavy metal contamination was investigated using chemical analyses of stream waters and sediments obtained from Samsanjeil and Sambong Cu mining area in Goseong-gun, Gyeongsangnam-do. In addition, the degree and the environmental risk of heavy metal contamination in stream sediments was assessed through pollution index (Pl) and danger index (DI) based on total digestion by aqua regia and fractionation of heavy metal contaminants by sequential extraction, respectively. Not only the degree of heavy metal contamination was significantly higher in Samsanjeil area than in Sambong area, but its environmental risk was also revealed much more serious in Samsanjeil area than in Sambong area. The differences in status and level of contamination and environmental risk between both two mining areas may be attributed to existence of contamination source and geology. Acid mine drainage is continuously discharged and flows into the stream in Samsanjeil mining area, and it makes the heavy metal contamination in the stream more deteriorated than in Sambong mining area in which acid mine drainage is not produced. In addition, the geology of Samsanjeil mining area is mainly comprised of andesitic rocks including a small amount of calcite and having lower pH buffering capacity fer acid mine drainage, and it is likely that the heavy metal contamination cannot be naturally attenuated in streams. On the contrary, the main geology of Sambong mining area consists of pyroclastic sedimentary Goseong formation containing a high content of carbonates, particularly calcite, and it seems that these carbonates of high pH buffering capacity prevent the heavy metal contamination from proceeding downstream in stream within that area.

  • In this paper the good Samaritan civil liability is argued. In many cases some damage could be caused by an emergency medical service. In such situations the degree of duty of care taken by the service provider would be alleviated depending upon the degree of emergency. Then the service provided by anyone not carrying any duty to do so could be generally ruled by the 'Korean Civil Act' Article 735. This article is related to the management of affairs in urgency. The application of this article means the mitigation of civil liability of the service provider. If the service provider not carrying any duty to provide it "has managed the affairs" of the service "in order to protect the" victim "against an imminent danger to the latter's life", the provider "shall not be liable for any damages caused thereby, unless he acted intentionally or with gross negligence". Korea has another rule applied in such a situation, that is the Korean 'Emergency Medical Service Act' Article 5-2. This article is established for the exemption from responsibility for well-intentioned emergency medical service. It could be referred to as the Good Samaritan law. It provides: "In cases where no intention or gross negligence is committed on the property damage and death or injury caused by giving any emergency medical service or first-aid treatment falling under any of the following subparagraphs to an emergency patient whose life is in jeopardy, the relevant actor shall not take the civil liability ${\cdots}$" In this paper the two articles is compared in the viewpoints of the requirements for and effects of the application of them respectively. The 'Korean Civil Act' Article 735 is relatively general rule against the the Korean 'Emergency Medical Service Act' Article 5-2 in the same circumstance. Therefore the former could be resorted to only if any situation could not satisfy the requisites for the application of the latter. In this paper it has suggested that the former article be more specific for the accuracy of making decision to apply it; and that the latter be revise in some requirements including the victim, the service provider, and the service.
