The Effectiveness on the Certification of the Defense Quality System (국방 품질경영시스템 인증제도의 효과)

  • The objective of this paper is to analyze the effect of the defense quality certification system on the military user's dissatisfaction. In this paper, an empirical research is performed to compare the effectiveness of ISO 9000 : 2000 and Korea Defense Quality Certification system 0050-9000. The research result shows that (1) the Defense Quality system is better than ISO 9000 : 2000 to reduce the military user's dissatisfaction level. (2) the Quality Assurance types 4, 5 have more user's dissatisfaction than types 2, 3. (3) small and medium sized companies have more user's dissatisfaction than large companies.

  • 최근 들어 네트워크1로 연결된 체계들을 효율적으로 운영하여 최대의 효과를 달성하기 많은 연구들이 수행되고 있다. 하지만 지휘통제체계 네트워크 구조 분석에 관한 연구는 상대적으로 미흡한 실정이다. 따라서 본 연구에서는 지휘통제체계 중 육군의 SPIDER체계를 대상으로 소설 네트워크 분석 (Social Network analysis)기법을 이용하여 중앙성분석과 시각화(Visualization)를 통해 핵심노드를 식별하는 arms value 알고리즘을 제안하고 분석 결과를 기반으로 TICN체계 전력화시 기초 연구자료로 활용하고자 한다.

  • The Arrow system, an Israeli missile defense system, was developed through a strategic partnership between the United States and Israel. Israel's cooperation with the Strategic Defense Initiative(SDI) research of the Reagan administration in the United States began in 1986 with the development of a tactical ballistic missile defense system and two increasingly improvements to Arrow 3. It could be a moral lessen to developing Korean Ballistic Missile Defense System because Israel's Geopolitical environment is similar to Korean peninsula.

  • This paper deals with the improvement of defense codification system for the items of defense supplies. We review other country's codification systems, their concept and trend of the systems for development, and then apply the ideas to our defense codification system. The proposal for improvement of defense codification system consists of three parts. The first one is the aspect of policy, the second one is the aspect of organization, and the last one is the aspect of operation. This paper will be contributed to the development of national codification system, and defense logistics management.

  • The future battlefield operation concept does not focus on advanced and complete weapon systems, but requires a new battlefield operation concept that can effectively demonstrate offensive power by combining a large number of low-cost, miniaturized weapons. Recently, research on the autonomous application of major technologies that make up the mission control system is actively underway. However, since the mission control system is still dependent on the operator's operating ability when operating multiple robots, there are limitations to simply applying the automation technology of the existing mission control system. Therefore, we understand how changes in operator capabilities affect multi-robot operation and propose an adaptive mission control architecture design method that supports multi-robot integrated operation by adjusting the level of autonomy of the mission control system according to changes in operator capability.

  • This paper describes the design of the avionics architecture for military unmanned aerial vehicles considering the airworthiness requirements for the first time. This design considers the redundancy in the system data bus and the power system and the data link system to meet the system safety requirements of the airworthiness requirements of military UAVs. This avionics architecture design has been verified through the system integration test and the flight test after manufacturing the UAV.

  • This study analyzed the reality and problems of the defense standard classification system. This paper proposes a plan to perform standard management tasks efficiently through case analysis of domestic and foreign standard classification systems. To continuously solve the problem of military product quality in defense technical data, it is necessary to promptly reflect the civilian's excellent technology and benchmark the civilian standard system to manage high-quality defense standards. First, to analyze the reality, the NATO classification system was analyzed through the private KS of domestic and ICS codes, the US defense standard system of overseas. In the case of the Korean military, the reality of the defense standard classification system was grasped through the National Defense Standards Comprehensive System operated by the Defense Acquisition Program Administration. The classification of the ministry of defense's weapon system and force support system is the most suitable classification system for the Korean military, which is classified into eight weapon systems and six force support standard systems for all steps. Specifically, it was classified into 12 major categories, 66 categories, and 352 sub-categories. In this study, the establishment of the defense standard management system can improve the classification system of new defense standards by reflecting the superior technology of the private sector.

  • The Korean defense industry was brought up in the government policy since 1970's. The important parts of defense industrial technologies have not been developed, and usually introduced from overseas. Moreover, the development of advanced technologies was not actively stimulated or pursued, consequently shaping the current structure of the defense industry which lacks global competitiveness due to the dearth of high technologies necessary for high-technology weapons. This research analyzes the systems of the Korean defense industry through a systems thinking approach in order to understand the whole mechanism and to find ways to improve the defense industry. Finding some leverages is the main purpose of systems thinking, that yields desirable results with a little effort. The three policy leverages are: (1) the policy for timely fielding; (2) the R&D investment for development and production of domestic high-technology weapons; and (3) the policy measures for exports. The research findings will contribute to the invigorating and developing the Korean defense industry by providing policy-makers and acquisition practitioners with systematic understanding and insight into the dynamics of the defense industry for them to make and execute efficient policies taking into account the Korean overall defense industry.

  • This study is aimed to investigate the application of DITA(Defense Information Technical stAndard) on the weapon information systems and defense management information systems in order not only to update the current DITA version 4.0, but also to develop SoS(System of systems) interoperability policy in the armed forces of Korea. For this study, 18 information systems were considered, their development products(System/Sub-system Specification, Technical architecture View, System Interoperability Test and Evaluation products) were reviewed and analysed. As a result of the investigation and analysis, it was found that the 44% of the DITA standard profiles were used for the development of the defense information systems. We conclude that DITA should be updated to be a minimal set so that all the defense information systems should be DITA-compliant. And it should be reviewed periodically to reflect the new information technology.

A Study on the Operation Plan of Multi-layered Defense Interceptor Missiles considering the Korean Missile Defense System and the Strategic Strike System (한국형 미사일 방어체계 특성과 전략적 타격체계 효과를 고려한 다층방어 요격미사일 운용방안 연구)

  • In order to respond to the ballistic missile threat of North Korea, the ROK military is constructing a multi-layered defense that can minimize the vulnerability of single-layered defense. Accordingly, it is necessary to study an operation plan which can maximize the intercept rate of a multi-layered defense system. And to study the operation plan of the Korean missile defense system, it must be considered that the operational environment of the Korean military and the effects of the strategic strike system. Therefore, this study proposes a simulation model that reflects the characteristics of the Korean missile defense system and analyzes four interceptor missile operation plans. The simulation result indicates that a high intercept rate can be achieved in various situations by comprehensively considering the ballistic missile threat estimate, interceptor missile reserve, and the strategic strike system effect.
