Analysis of Climate Change Researches Related to Water Resources in the Korean Peninsula (한반도 수자원분야 기후변화 연구동향 분석)

  • The global warming is probably the most significant issue of concern all over the world and according to the report published by the Intergovernmental Panel on Climate Change (IPCC), the average temperature and extent of global warming around the globe have been on the rise and so have the uncertainty for the future. Such effects of global warming have adverse effects on basic foundation of the mankind in numerous ways and water resource is no exception. The researches on water resources assessment for climate change are significant enough to be used as the preliminary data for researches in other fields. In this research, a total of 124 peer-reviewed publications and 57 reports on the subject of research on climate change related to water resources, that has been carried out so far in Korea has been reviewed. The research on climate change in Korea (inclusive of the peer-reviewed articles and reports) has mainly focused on the future projection and assessment. In the fields of hydrometeorology tendency and projection, the analysis has been carried out with focus on surface water, flood, etc. for hydrological variables and precipitation, temperature, etc. for meteorological variables. This can be attributed to the large, seasonal deviation in the amount of rainfall and the difficulty of water resources management, which is why, the analysis and research have been carried out with focus on those variables such as precipitation, temperature, surface water, flood, etc. which are directly related to water resources. The future projection of water resources in Korea may differ from region to region; however, variables such as precipitation, temperature, surface water, etc. have shown a tendency for increase; especially, it has been shown that whereas the number of casualties due to flood or drought decreases, property damage has been shown to increase. Despite the fact that the intensity of rainfall, temperature, and discharge amount are anticipated to rise, appropriate measures to address such vulnerabilities in water resources or management of drainage area of future water resources have not been implemented as yet. Moreover, it has been found that the research results on climate change that have been carried out by different bodies in Korea diverge significantly, which goes to show that many inherent uncertainties exist in the various stage of researches. Regarding the strategy in response to climate change, the voluntary response by an individual or a corporate entity has been found to be inadequate owing to the low level of awareness by the citizens and the weak social infrastructure for responding to climate change. Further, legal or systematic measures such as the governmental campaign on the awareness of climate change or the policy to offer incentives for voluntary reduction of greenhouse gas emissions have been found to be insufficient. Lastly, there has been no case of any research whatsoever on the anticipated effects on the economy brought about by climate change, however, there are a few cases of on-going researches. In order to establish the strategy to prepare for and respond to the anticipated lack of water resources resulting from climate change, there is no doubt that a standardized analysis on the effects on the economy should be carried out first and foremost.

Effects of applying nerve blocks to prevent postherpetic neuralgia in patients with acute herpes zoster: a systematic review and meta-analysis

  • Background: Postherpetic neuralgia (PHN) is a common and painful complication of acute herpes zoster. In some cases, it is refractory to medical treatment. Preventing its occurrence is an important issue. We hypothesized that applying nerve blocks during the acute phase of herpes zoster could reduce PHN incidence by attenuating central sensitization and minimizing nerve damage and the anti-inflammatory effects of local anesthetics and steroids. Methods: This systematic review and meta-analysis evaluates the efficacy of using nerve blocks to prevent PHN. We searched the MEDLINE, EMBASE, Cochrane Library, ClinicalTrials.gov and KoreaMed databases without language restrictions on April, 30 2014. We included all randomized controlled trials performed within 3 weeks after the onset of herpes zoster in order to compare nerve blocks vs active placebo and standard therapy. Results: Nine trials were included in this systematic review and meta-analysis. Nerve blocks reduced the duration of herpes zoster-related pain and PHN incidence of at 3, 6, and 12 months after final intervention. Stellate ganglion block and single epidural injection did not achieve positive outcomes, but administering paravertebral blockage and continuous/repeated epidural blocks reduced PHN incidence at 3 months. None of the included trials reported clinically meaningful serious adverse events. Conclusions: Applying nerve blocks during the acute phase of the herpes zoster shortens the duration of zoster-related pain, and somatic blocks (including paravertebral and repeated/continuous epidural blocks) are recommended to prevent PHN. In future studies, consensus-based PHN definitions, clinical cutoff points that define successful treatment outcomes and standardized outcome-assessment tools will be needed.

Effect of the Anthracnose Resistant Transgenic Chili Pepper on the Arthropod Communities in a Confined Field (야외 격리 포장에서 유전자 변형 탄저병 저항성 PepEST 고추가 절지동물 군집에 미치는 영향)

  • This study was conducted to assess the environmental risks of anthracnose resistant transgenic chili peppers with the PepEST gene on non-target organisms in the agroecosystem environments during the chili pepper growing seasons in 2006. We quantitatively collected arthropods assemblages living on leaves and flowers of chili peppers on June 20, July 25, and August 25 by using an insect vacuum collector to compare the patterns of arthropod community structures between non-transgenic chili peppers (nTR, WT512) and anthracnose resistant transgenic chili peppers (TR, line 68). We found the seasonal difference with the highest species richness and Shannon's diversity in July's sampling among the growing seasons (P<0.05) and each sampling season showed the different arthropod community composition. We also found there was no statistical difference between the two types of crops, nTR and TR, at each sampling time (P>0.05). The significance level of arthropod community showed that there were lots of seasonal difference of functional groups as well as taxa but only the herbivore group in the functional groups was significantly different for the types of plants (P<0.05). So, we further examined the herbivore groups to find any potential damage and identified the possibility of herbivorous damage from some herbivores, grasshoppers, aphids and thrips. Although we couldn't find any adverse effects from the environmental risk assessment between the arthropod community structures on two types of plants from our results, we should keep working for the environmental risk assessment because of the herbivorous potential risk possibility.

Assessment of High Temperature Impacts on Early Growth of Garlic Plant (Allium sativum L.) through Monitoring of Photosystem II Activities (광계II 활성 분석을 통한 마늘의 생육초기 고온 스트레스의 영향 평가)

  • Garlic (Allium sativum L.), one of the oldest cultivated crops, is the most widely used Allium species belonging to the family Lilliaceae. In this study, growth characteristics, photosystem II activity, and antioxidative enzyme activity were investigated in five temperatures ($10-30^{\circ}C$) during early growth stage of garlic to determine the optimum temperature for cultivation and assess the effects of high temperature on early growth of garlic. Vegetative growth (e.g., shoot height, number of leaves) of garlic plants was greater in the temperature ranges of $15-25^{\circ}C$. However, dry weight (of shoot, bulb, and total plant) of garlic was significantly greater at $20^{\circ}C$, compared to either below or above $20^{\circ}C$. $F_v/F_o$ and $F_v/F_m$ values were highest at $15-20^{\circ}C$, and decreased above $25^{\circ}C$. The chlorophyll a fluorescence induction OKJIP transient was also considerably affected by high temperature; the fluorescence yields $F_i$ and $F_P$ decreased considerably above $25^{\circ}C$, with the increase of $F_k$ and $W_k$. Activities of catalase and superoxide dismutase in leaves and peroxidase in roots were high in $20-25^{\circ}C$, and decreased significantly in $30^{\circ}C$. These results indicate that a growth temperature of $30^{\circ}C$ inhibits early growth of garlic and that it is desirable to culture garlic plants near $20^{\circ}C$. Fluorescence parameters such a $F_v/F_o$, $F_v/F_m$, $F_k$, $ET_o/CS_m$, and $PI_{abs}$ were significantly correlated with dry weight of whole garlic plants (p < 0.01), indicating that these fluorescence parameters can be used for early assessment of high temperature effects even though the damage to the plant is not very severe.

Design of a Web-based Java Applet for Conceptual Learning in Digital Logic Circuits and its Student Satisfaction Survey (디지털 논리회로의 개념학습을 위한 웹기반 교육용 자바 애플릿의 설계와 만족도 조사)

  • This paper presents a web-based Java applet for understanding the concepts in digital logic circuits and student satisfaction survey was carried out in order to show its educational validity. Through our educational Java applet, the learners will be capable of learning the concepts and principles related to digital logic circuit experiments and how to operate virtual experimental equipments and virtual bread board. The proposed educational Java applet is composed of five important components: Principle Classroom to explain the concepts and principles for digital logic circuit operations, Simulation Classroom to provide a web-based simulator to the learners, Virtual Experiment Classroom to provide interactive Java applet about the syllabus of off-line laboratory class, Assessment Classroom, and Management System. With the aid of the Management System every classroom is organically tied together collaborating to achieve maximum learning efficiency. Finally, we have obtained several affirmative effects such as high learning standard, reducing the total experimental hours and the damage rate for experimental equipments.

The Development of Tobacco Litigation in USA and it's Impact of Law and Politics in Public Health (미국 담배소송의 변천과 보건법정책 효과)

  • Since mid-1960s the reports from the Surgeon General, the World Health Organization, and other health experts state that there is no risk-free level exposure to smoking and secondhand smoke. Tobacco smoke is made up of more than 7,000 chemicals. Hundreds are toxic, and at least 70 are carcinogens. The chemicals in tobacco smoke reach smoker's lungs quickly every time smoker inhale causing damages immediately. Inhaling even the smallest amount of tobacco smoke can also damage smoker's DNA, which can lead to cancers. Smoking is responsible for more than 87% of lung cancers, but there are a host of other chronic diseases directly related to exposure to tobacco smoke. It's also a major cause of heart disease, stroke, aortic aneurysm, peripheral arterial disease and most of the other diseases. In the United States, each year with more than from 440,000 to 520,000 deaths caused by smoking and exposure to involuntary smoke. They conclude that smoking is the single most important source of preventable morbidity and mortality. The United States of America have about 60-year history of tobacco litigation. Tobacco litigation has been an important tool in tobacco control strategies aimed at limiting the activities of tobacco companies and providing redress to people who have become ill as a result of their use of tobacco products. Tobacco litigation is a kind of tort litigation. Quite often, as in the asbestos and other mass tort litigation episodes, tobacco litigation can play an educational role, warning the public about the magnitude of health risks that might otherwise be less clearly perceived. Tobacco litigation allows smokers, their families or other victims of smoking to sue tobacco companies in order to be compensated for the harm they have suffered. Potential benefits of tobacco litigation include compensation for smoking-related damages, strengthening regulatory activity, publicity, documents disclosure and changing tobacco industry behavior. And also tobacco litigation can limit the political activities of tobacco industry, protect human rights of smokers and non-smokers, increase burden to tobacco price-up and enhance the effects of law and politics in public health.

A Study on the Establishment of Visual Landscape Impact Factors for Natural Landscape Management (자연경관관리를 위한 시각적 경관영향 요소 설정에 관한 연구)

  • A Visual landscape planning and management system has been introduced and implemented by each ministry so as to solve the problems of visual landscape destruction due to recognition on the value of natural landscape of beautiful territory and various development projects. At present, this system emphasizes the importance of the visual and perceptual aspect of the landscape however, there is a lack of techniques required for comprehensively predicting, evaluating, and managing it. Furthermore, sustainable landscape management after the completion of development projects has been inadequately carried out, as the focus has been only on consultation in the planning process of the development project in institutional performance. To this end, we presented objective and standardized criteria to predict and judge the effects of development projects on landscapes before project implementation. During the implementation of the development project, the influence of the visual landscape becomes accumulated in the construction progress stage. There is a need to identify the main viewpoints and to examine the continuous changes in the landscape-influencing factors, owing to the remarkable influences on the landscape, such as the change in the topography and the change caused by the artificial structure. During the stage of managing the influence on the visual landscape after the completion of the project, the influence on landscape should be monitored by measuring the change in the continuous landscape-influencing factors and determining the extent to which the actual reduction plan has been implemented. These processes should be performed continuously to maintain the quality of the visual landscape. The change in the landscape caused by the development project is shown to cause relatively greater visual damage than other factors composing the landscape owing to the influence of the artificial factors including the structure or the building. This shows that not only detailed examination of the visual impact before the development project but also continuous management is required during and after the development project. For this purpose, we derived eight landscape-influencing factors including form/shape, line, color, texture, scale/volume, height, skyline, and landscape control point. The proposed considering to be of high utilization in that it has a clear target of the landscape influencing factors.

A Study on the Analysis of the Relaxation Area and the Improvement Effect of the Ground by Road Subsidence (지하연속벽 배면 도로의 지반침하에 따른 이완영역분석방법과 지반 보강 효과검증에 관한 연구)

  • Although underground works are essential to use underground spaces in urban areas efficiently, various damages caused by constructions have often occurred, making them major social problems. Since 2018, it is stipulated in the Special Act on Underground Safety Management that appropriate construction methods must be used in the design stage to prevent various damage cases. This Special Act includes establishing an area subject to underground safety impact assessment, analysis of ground and geological status, review of effects caused by changes in groundwater, review of ground safety, and establishment of measures to secure underground safety. This study area consists of various strata in order of landfill, sedimentary silt, sedimentary sand, sedimentary gravel, weathering zone, and foundation rock. Also, the slurry wall, a highly rigid underground continuous wall, was chosen as a construction method to consider high water table distribution and minimize the influence of the surroundings in this area. However, ground subsidence occurred on the road nearby in December 2019 due to the inflow of loosening soil to the construction area. Thus, several types of site investigations were conducted to suggest an appropriate analysis method and to find out loosed ground behavior and its area for the subsided site. As a result, new design soil properties were re-calculated, and the reinforcement measures were proposed through analytical verification.

Pytotoxicity by Continuous Spraying of Fruit Fire Blight Disinfectant During Growing Season of Apple and Pear (과수 화상병 방제약제의 사과·배 생육기 연용 살포에 의한 약해)

  • In order to control the fire blight disease, all plants within the radius of the diseased orchard were removed in the early stage of the outbreak, or antibiotics control was performed for prevention. Since the beginning of antibiotics use on plants, the potential for development of resistance to antibiotics by the plant pathogen and unintended detrimental effects on the fruit trees and environment has become a problem. The purpose of this study is to determine the degree of phytotoxicity to fruit trees caused by excessive spraying of the fire blight disease disinfectant and to establish basic data for safe disinfectant guide. We analyzed whether damage to the fruit tree and the maximum residual limit of fruit was exceeded when three kinds of the fire blight disease disinfectants were continuously sprayed in excess of the number of safe use during the growing season. There was no phytotoxicity in apple 'Fuji' and pear 'Niitaka', and oxolinic acid was detected beyond the limit of quantitation in 'Fuji' grown without a bag, and the other disinfectants were detected below the maximum residue limit. When these disinfectants are continuously sprayed in excess of the number of safe, phytotoxicity may remain on the fruit. Therefore, it is necessary to observe the prescribed dilution factor and observe the safe frequency and the timing of use.

Why is ecological restoration practiced differently from the international community in Korea? (우리나라에서는 왜 생태복원이 국제사회와 다르게 진행될까?)

  • Ecological restoration is an ecological technology that diagnoses problematic ecological spaces and restores the damaged ecosystem to a healthy appearance similar to its original appearance based on reference information obtained by analyzing intact nature. To achieve successful restoration, the project must be carried out in respect of a series of procedures. However, in Korea, restoration projects are usually actively promoted regardless of diagnostic evaluation, which wastes cost and energy, and the effect is not significant. As the reference information is not utilized, ecological restoration to return the damaged nature makes features different greatly from the appearance of nature, causing another damage. As the restoration effect is not evaluated, it is impossible to determine whether it is successful or not, and as a result, even if the project continues, there is no development and no effect. However, advanced societies have not only made academic progress by respecting these procedures but also have great economic effects along with the improvement of environmental conditions as ecological restoration has become an industry. Therefore, the international society recognizes ecological restoration as an important means of solving environmental problems at the global level, including climate change, and international organizations are actively promoting projects to treat the injured planet. However, most of the restoration projects promoted in Korea were evaluated below the level as a result of the evaluation of the effect. Nevertheless, those who have led low-quality projects are blocking plans to establish ecological restoration as a new industry that can contribute significantly to improving these levels, and thus the problem is expected to worsen. To solve this problem, it is necessary to filter out defective businesses by introducing a strict and correct project evaluation system by dividing it into before and after. Furthermore, it is necessary to establish ecological restoration as an industry and leave the process in the principles of the market.
