The Strategy for the Advancement of Groundwater Management in Korea (국내 지하수 통합관리 선진화 전략)

  • To respond to rapidly changing water circumstances such as climate change, drought, etc., the korean government (MOE) established four advanced strategies for integrated groundwater management. The first strategy is watershed-based management of groundwater. The second strategy is total quantity management of groundwater including improvement of groundwater preservation area policy and procedure of investigation for groundwater influence area, additional construction of groundwater dam, installation of large-scale public wells, extention of spilled groundwater use. The third strategy is prevention of groundwater contamination including expansion of monitoring wells, introducing declaration of groundwater contamination. The last strategy is advancement of groundwater information management including integrated management of data, setting up a big-data based open platform. The above-mentioned four strategies will be reflected in the 4th National Groundwater Management Plan to secure implementation power, and it is expected to laid the foundation for advanced and rational groundwater management system.

  • The industrial foundation of the inside and outside of a country has brought significant damages due to attacks from hackers. Especially, if the national primary core infrastructures(like electric power, dam, railroad, atomic energy, etc.) has been significantly damaged, it can be directly linked not only to economic problems but also to people's lives. These national primary core infrastructures usually constitute SCADA system using Modbus RS486 communication. Because of this characteristic, SCADA system has RTU master and slave linked to RJ11 cables to directly pass commands. RJ11 is possible in data spoofing using physical connection because the transmission range of RJ11 has a wide bandwidth(almost 1km). Hence, this paper designed an idle-time measurement system for SCADA system for emerging security improvement in the national primary core infrastructures.

Characteristics of Shear Behavior According to State of Particle Bonding and Crushing (입자 결합 및 파쇄 형태에 따른 전단거동 특성)

  • Recently, granular soils having a large particle size are frequently used as a filling material in the construction of foundation, harbor, dam, and so on. The shear behavior of this granular soil plays a key role in the stability of structures. For example, soil particle crushing occurring at the interface between structure and soil and/or within soil mass can cause the disturbance of ground characteristics and consequently induce an issues in respect of stability of structures. In order to investigate the shear behavior according to an existence and nonexistence of particle crushing, numerical analyses were conducted by using the DEM(Discrete Element Method)-based software program PFC(Particle Flow Code). Using the crushing model and non-crushing model which were created in this study, numerical analyses of ring shear test were conducted and their results were analyzed and compared. In general, landslide and slope stability are accompanied by a large displacement and consequently not only a peak strength but also a residual strength are very important in the analysis of landslide and slope stability. However the direct shear test which has been commonly used in the determination of shear strength parameters has a limitation on displacement therefore the residual strength parameters can not be obtained. The characteristics of residual shear behavior were investigated through the numerical analyses in this study.

  • Main infrastructures, such as levee, dam, bridge, road, etc., are very important due to not only the means of support for social and industrial activities in normal situation but also the means of protection of life and property during disaster occurrence. In spite of this importance of infrastructures, however, any disaster management systems that actively use these infrastructures are not developed yet. Moreover, infrastructures are not usually included in emergency action plans, thus it occurs second and third impact on communities and industries due to collapsing or damage of infrastructures. Therefore, the authors in this paper analyzed previous research, SWOT, STEEP, and patents and technical journals and conducted a technology need survey ni order to understand the trend of disaster management system as well as suggest main research fields and detail research items. The results of this paper will be a foundation of developing an advanced infrastructure integrated system of maintenance and disaster mitigation and contribute our nation to have an active response system by using infrastructure.

Applicability of Particle Crushing Model by Using PFC (PFC를 이용한 입자 파쇄 모델의 적용성 연구)

In order to investigate the shear behavior according to an existence and nonexistence of particle crushing, numerical analyses were conducted by using the DEM (Discrete Element Method)-based software program PFC2D (Particle Flow Code). By dividing soil particle bonding model into crushing model and noncrushing model, total four particle bonding models were simulated and their results were compared. Noncrushing model included one ball model and clump model, and crushing model included cluster model and Lobo-crushing model. The combinations of soil particle followed the research results of Lobo-Guerrero and Vallejo (2005) which were composed of eight circles. The results showed that the friction angle was in order of clump model > cluster model > one ball model. The particle bonding model compared to one ball model and noncrushing model compared to crushing model showed higher shear strength. It was also concluded that the model suggested by Lobo-Guerrero and Vallejo (2005) is not appropriate to simulate the soil particle crushing.

  • As the era of space technology utilization is approaching, the launch of CAS (Compact Advanced Satellite) 500-1/2 satellites is scheduled during 2021 for acquisition of high-resolution images. Accordingly, the increase of image usability and processing efficiency has been emphasized as key design concepts of the CAS 500-1/2 ground station. In this regard, "CAS 500-1/2 Image Acquisition and Utilization Technology Development" project has been carried out to develop core technologies and processing systems for CAS 500-1/2 data collecting, processing, managing and distributing. In this paper, we introduce the results of the above project. We developed an operation system to generate precision images automatically with GCP (Ground Control Point) chip DB (Database) and DEM (Digital Elevation Model) DB over the entire Korean peninsula. We also developed the system to produce ortho-rectified images indexed to 1:5,000 map grids, and hence set a foundation for ARD (Analysis Ready Data)system. In addition, we linked various application software to the operation system and systematically produce mosaic images, DSM (Digital Surface Model)/DTM (Digital Terrain Model), spatial feature thematic map, and change detection thematic map. The major contribution of the developed system and technologies includes that precision images are to be automatically generated using GCP chip DB for the first time in Korea and the various utilization product technologies incorporated into the operation system of a satellite ground station. The developed operation system has been installed on Korea Land Observation Satellite Information Center of the NGII (National Geographic Information Institute). We expect the system to contribute greatly to the center's work and provide a standard for future ground station systems of earth observation satellites.
