  • Because cyber attacks on industrial control systems can lead to massive financial loss or loss of lives, the standardization and the research on cyber security of industrial control systems are actively under way. As a related system, the industrial control system of social infrastructures must be equipped with the verified cryptographic module according to the e-government law and appropriate security control should be implemented in accordance with the security requirements of the industrial control system. However, the industrial control system consisting of the operation layer, the control layer, and the field device layer may cause a problem in performing the main function in each layer due to the security control implementation. In this paper, we propose things to check when performing security control in accordance with the security control requirements for each layer of the industrial control system and proper application.

  • Cyber attacks are threats to national security. Today, cybersecurity threats have various types, the theft or spread of privacy and national secret, the realization of direct attacks to infrastructure and the hacktivism with political or social objectives. Furthermore, There are special situations in South Korea because of North Korea's threats. Thus, It is necessary to handle cybersecurity as a kind of national security problem. It is a time to identify problems of governance system in cybersecurity and to improve related Acts and subordinate statutes. There are several tasks for legal improvement for governance system in cybersecurity. They are improving legal bases for the roles of the relevant authorities in cybersecurity, consolidating national joint response to cyber accidents, establishing and vitalizing information sharing system, constructing foundation of cybersecurity through industry promotion and manpower development, and acquiring defensive tools by enhancement research an development. In order to address these challenges, it is necessary to pay much attention to enactment and to revision laws and to practice legislative procedure.

  • The Industrial control system is adopted by various industry field and national infrastructure, therefore if it received cyber attack, the serious security problems can be occured in the public sector. For this reason, security requirements of the industrial control system have been proposed, in accordance with the security guidelines of the electronic control system, and it is operated by separate from the external and the internal network. Nevertheless, cyber attack by malware (such as Stuxnet) targeting to control system have been occurred continuously, and also the real-time detection of untrusted traffic is very difficult because there are some difficulty of keeping up with quickly evolving the advent of new-variant malicious codes. In this paper, we propose the traffic analysis architecture for providing secure industrial control system based on the analyzed the security threats, the security requirements, and our proposed architecture.

Analysis of Strategic Priorities for Strengthening Cybersecurity Capability of Cambodia (캄보디아의 사이버보안 역량강화를 위한 전략적 우선순위 분석)

  • This paper aims to set the priorities for the cybersecurity strategy of Cambodian government. To this end, we built a AHP research model by adopting 4 factors from the ITU national interests model and selecting 7 strategies from best practices of 8 countries leading the cyber security. Using a questionnaire, 19 experts evaluated Cambodia's cybersecurity strategy priorities. The key policy factors were evaluated in the order of homeland defense, economic welfare, value promotion and favorable world order. Their strategic alternatives were identified in the order of legislation, capacity building, and cyber attack prevention for critical infrastructure. This study will contribute to setting the strategic priorities and feasible action plans to strengthen Cambodia's cybersecurity capabilities.

  • Recently application of open protocols and external network linkage to the national critical infrastructure has been growing with the development of information and communication technologies. This trend could mean that the national critical infrastructure is exposed to cyber attacks and can be seriously jeopardized when it gets remotely operated or controlled by viruses, crackers, or cyber terrorists. In this paper virtual Honeynet model which can reduce installation and operation resource problems of Honeynet system is proposed. It maintains the merits of Honeynet system and adapts the virtualization technology. Also, virtual Honeynet model that can minimize operating cost is proposed with data analysis and collecting technique based on the verification of attack intention and focus-oriented analysis technique. With the proposed model, new type of attack detection system based on virtual Honeynet, that is Cybertrap, is designed and implemented with the host and data collecting technique based on the verification of attack intention and the network attack pattern visualization technique. To test proposed system we establish test-bed and evaluate the functionality and performance through series of experiments.

  • Recently, cyber threats are frequently occurring in ICS(industrial control systems) of government agencies, infrastructure, and manufacturing companies. In order to cope with such cyber threats, it is necessary to apply CTI to ICS. For this purpose, a security information collection system is needed. However, it is difficult to install security solution in control devices such as PLC. Therefor, it is difficult to collect security information of ICS. In addition, there is a problem that the security information format generated in various assets is different. Therefore, in this paper, we propose an efficient method to collect ICS security information. We utilize CybOX/STIX/TAXII CTI models that are easy to apply to ICS. Using this model, we designed the formats to collect security information of ICS assets. We created formats for system logs, IDS logs, and EWS application logs of ICS assets using Windows and Linux. In addition, we designed and implemented a security information collection system that reflects the designed formats. This system can be used to apply monitoring system and CTI to future ICS.

  • Cyber penetration attacks can not only damage cyber space but can attack entire infrastructure such as electricity, gas, water, and nuclear power, which can cause enormous damage to the lives of the people. Also, cyber space has already been defined as the fifth battlefield, and strategic responses are very important. Most of recent cyber attacks are caused by malicious code, and since the number is more than 1.6 million per day, automated analysis technology to cope with a large amount of malicious code is very important. However, it is difficult to deal with malicious code encryption, obfuscation and packing, and the dynamic analysis technique is not limited to the performance requirements of dynamic analysis but also to the virtual There is a limit in coping with environment avoiding technology. In this paper, we propose a machine learning based malicious code analysis technique which improve the weakness of the detection performance of existing analysis technology while maintaining the light and high-speed analysis performance applicable to commercial endpoints. The results of this study show that 99.13% accuracy, 99.26% precision and 99.09% recall analysis performance of 71,000 normal file and malicious code in commercial environment and analysis time in PC environment can be analyzed more than 5 per second, and it can be operated independently in the endpoint environment and it is considered that it works in complementary form in operation in conjunction with existing antivirus technology and static and dynamic analysis technology. It is also expected to be used as a core element of EDR technology and malware variant analysis.

  • Recently with improvement of SMART Grid, AMI network security has been affecting the environment for Electric information and communication. The system and communication protection consists of steps taken to protect the AMI components and the communication links between system components from cyber intrusions. The addition of two way communications between SUN and HAN introduces additional risk for unauthorized access to the AMI system. In this paper, we propose new AMI device authentication infrastructure, key establishment and security algorithm based on public key encryption to solve AMI network security problems.

  • Nowadays, national critical infrastructures have been known to be highly vulnerable to the EMP threats which are internationally growing. But their realistic solutions have been not made by the lack of detailed rules and regulations in current laws, however, which cover most of cyber threats. This paper takes a look at the domestic and overseas trends on the EMP protections, and proposes the revision directives of relevant laws and the contents included into the proposed legislation. Among them, the amendment of the current "Information Infrastructure Protection Act" is considered to be the most effective, including provisions on protected informations, industrial promotions, R&D supports, education, etc. Anyway, this paper is expected to be helpful for introducing an effective legal scheme on the CIP against EMP threats. domestic rule.

  • The purpose of this study is to suggest knowledge-based digital library model that is applicable in korea university library. This paper provides brief accounts of research and development trends of digital library in referring some major digital library projects that are in progress, or just completed. There follows a suggestion of eight essential modules for knowledge-based digital library system, that are infrastructure development of dissertation presentation and database construction, management and service of collections, infrastructure construction of journal service, development of unified viewer, database conversion, distributed & integrated retrieval system, cyber campus(private work space), and database connection.
