무역원활화를 위한 물품반출소요시간 연구(TRS)의 효과적 활용 (A Study on the Effective Use of Time Release Study for Trade Facilitation)

  • WCO TRS는 국경통관절차의 효율성을 평가하는 방법이며 간단히 무역원활화를 개선하는 관점에서 무역원활화 활동을 측정하는 도구이다. 이와 같은 TRS는 국경통과절차상의 문제점을 확인하고 확인된 문제점에 대한 개선책을 마련하기 위한 기초 자료로 활용될 수 있으며 무역원활화 개선 수준을 확인시켜 주며 다른 국가와의 비교 자료로 활용될 수 있다. 또한 더 나아가 개선된 무역원활화를 통해 무역업계의 경쟁력 강화에도 기여하게 될 것이다. 이 같은 유용성을 가지고 있는 TRS를 보다 효과적으로 활용하기 위해서 한국 관세행정당국은 현재까지 추진해오고 있는 CLIS를 통한 물품반출소요시간 측정을 지속적으로 해 나가야 할 뿐만 아니라 수입에만 치중되어 있는 반출소요시간 연구를 수출 TRS까지 확대해 나가서 전체 수출입 물품 반출시간의 효율화에 힘써야 할 것이다. 또한 중국, 일본, 미국과 같은 주요 교역상대국과 공동 TRS를 추진하여 자국내 뿐만 아니라 전체 국제무역공급망의 간소화, 표준화, 조화가 이루어질 수 있도록 해야 할 것이며 아울러 한국 관세청의 최첨단 물품반출소요시간 간소화 경험을 후진국에 전수하여 전체 국제물류공급망의 원활화에 기여할 뿐만 아니라 후진국의 수출입절차상의 역량강화(Capacity Building)에 기여함으로 국제적 위상제고에도 기여할 수 있도록 해야 할 것이다.

  • The purpose of this study is to investigate the characteristics of costume and its ornaments which are appeared in the traditional wedding ceremonial customs and the wedding costumes of Eastern Slav, that is consisted of Russian, Belarusian and Ukrainian from the 19 to the early of 20C. In this study, many different procedures of wedding ceremony with a various kind of wedding costumes are shown. A wedding custom of Eastern Slav had been developed by a intermixed style of the Christianism and a paganism. The wedding custom is organized by the 3 sequential procedures; before a wedding, a wedding, after a wedding Their wedding means the union of the bride into the bridegrooms family in order to establish a new family. Therefore, the wedding costumes have been developed according to this, and the head gears have developed as a symbol which presents the meaning. A brides costume is composed of a head gear, \"Lubaha\", and \"Sarafan\" or a skirt. A bridegrooms one is made up of \"Lubaha\", and trousers. These costumes are kept through their whole life, and are worn in every important ceremonial period. Even though, the wedding customs and the wedding costumes of Russia, Belarus, and Ukrain have been developed by their general commonness, there are regionally certain differences. It is one of the important research object of the Eurasian era in the view point of culture and ethnographic, that to know the symbolism appeared in the traditional weeding ceremonial customs and the wedding costumes of Eastern Slav.ding costumes of Eastern Slav.

Activation Plan for the Eurasia Railway Logistics

  • Purpose - Given the increasing interest in the Eurasian Initiative, government-wide studies for the construction of the Silk Road Express are currently being conducted. However, the Korean Government has no experience in operating international freight railroads and has not encountered problems in train service plans, international conventions, and customs clearance, which will arise when TKR is connected to TSR, TCR, and TMGR. Research design, data and methodology - Given these conditions, the cases of direct services in international freight railroads between China and Europe are investigated to identify the possible problems in the connection between TKR and continental railroads. This study also identifies the plans for activating Eurasian railroad logistics. Results - For the service of international freight trains, Korea needs to join international conventions, such as OJSD, as a regular member. Furthermore, any relevant international conference after the conclusion of such an agreement is needed for the agreement on train service schedules, fees, and procedures for passing border stations. Conclusions - Customs clearance and relevant documents must be standardized to address the differences in clearance systems between nations.

수출식품산업의 국제경쟁력 확보를 위한 식품안전국가인증제 (Korea National Food Safety Certificate for ensuring global competitiveness of food export industry)

  • To resolve difficulties of export process and strengthen competitiveness, Korea National Food Safety Certificate (K-NFSC), a comprehensive food safety support system, has been promoted to introduction. K-NFSC is at a developmental stage where the government certifies the safety of exported K-foods by developing Korean certification system based on HACCP and food safety management added for international use, and provides consulting on regulations of customs clearance and safety test analysis of food intended for export. To apply for the Global Food Safety Initiative (GFSI) technical equivalence in 2022, developmental direction of Korean certification system is set referring to FSSC22000. If selected as participants of an export supporting project, regulatory information such as customs clearance procedures and food labeling will be provided. In addition, the results of safety test analysis will be certified to help export products pass customs entry. K-NFSC is expected to support K-food exports and be growth engine for K-food industry.

  • Developing countries have faced serious difficulties in implementing customs procedures. For example, they have experienced heavy administrative constraints such as lack of qualified personnel and non-computerization. Some importers in developing countries have tried to undervalue or overvalue the imported goods and misclassify them with the target of lowering the incidence of customs duties. In order to address these problems many of developing countries often require the exporter to get a Clean Report of Findings(CRF) issued by a preshipment inspection entity. This study tries to reply to the following questions with which the exporters are faced in the process of issuance of CRF. First, what are the provisions and regulations that the exporters have to note in the event a CRF is issued by the inspection entity? Second, how do the exporters safeguard their own rights in case of price verification? Third, how to protect the confidential business information to be submitted by the exporters in order to get a CRF? Fourth, how can the exporters respond to the improper conducts that the inspection entities have done?

  • 과학과 정보통신의 발달로 그리고 컴퓨터의 폭넓은 보급으로 지금까지 인력에 의해 이루어지던 제반 서류전달 및 서류결재가 컴퓨터에 의해 자동으로 처리하거나 수행할 수있도록 하는 공장자동화(Factory Automaton : FA), 그리고 사무자동화(Office Automation : OA)로 발전하였으며 이러한 기술을 무역업무에 적용시키는 무역의 사무자동화(Trade Automation : TA)에 무역업계와 무역관련기관이 관심을 가지고 있다. 본 논문은 한국의 무역자동화에 관한 현황을 고찰함으로서 EDI의 효용성과 가치, 필요성을 강조하고자 한다.

한·중 FTA와 기(旣)체결 주요 FTA의 원산지 규정과 절차 비교연구 - 미국·EU·ASEAN FTA 중심으로 - (A Comparative Study on the Rules of Origin and Origin Implementation Procedure in KORCHINA FTA and Main Korea's Existing FTAs - Focused on KORUS·KOREU·KORASEAN FTA -)

  • The reviewing of an analysis of the Korea-China FTA due to guidance introduced for the new regulations or exceptional regulations compared to the KORUS, Korea-EU, Korea-ASEAN FTA. Commodity sectors in the Korea-China FTA and the KORUS, Korea-EU, Korea-ASEAN FTA(the majority in the country and trade criteria analysis result) compared and analyzed the results, rules of origin and the customs clearance procedures of origin, preferential tariff rate of origin and the origin preferential specific rules are somewhat difference, but customs and trade facilitation regulations are already quite consistent with the Korea customs system. Relatively important research results were as follows. First, the calculation of the regional value content in KORCHINA FTA is that I'm to use the deduction method can comprehensively reflect a regional value ratio, with respect to the materials acquired originating status as the FTA in the US and EU use the product non it's not to consider the value of the originating materials originating materials can be utilized for intermediate goods. 무역절차 간소화를 위한 Single Window 구축에 대한 연구 (A Study on the Establishing of Single Window System for Simplification of Trade Procedures)

  • In many countries, a Single Window system for simplifications is establishing in order to reduce works submitted double data and compliance costs. A Single Window is defined as a facility that allows parties involved in trade and transport to lodge standardized information and documents with a single entry point to fulfil all import, export, and transit-related regulatory requirements. A Single window can bring improved level of security, faster clearance and reduced compliance costs. UN/CEFACT released "Recommendation and Guidelines on establishing a Single Window to enhance the efficient exchange of information between trade and government". Also, WCO has made progress several projects to assist effective establishing a single window, i.e. CDM, UCR, ICT. Korea has being established a single window system, "e-trade platform" connected with trade, clearance, logistics, marketing and payment system. Some suggestions to establish a effective single window system in Korea are as follows. Firstly, it is necessary to clearly define roles and responsibilities of a lead agency in a single window system and form a organic relationship with PGA. Secondly, a single window system has to be progressed by stages, namely, customs clearance portal system should be established first, and later established e-trade platform. Lastly, the Korean government has to take part in CDM project to gain an advantage over other countries.

  • In the case of domestic medical device advertisements, it is possible to proceed with the advertisement after medical device certification, and pre-deliberation is possible based on the medical device technical document. However, there are some medical device advertisements that stakeholders in administrative procedures have no choice but to misunderstand in customs and laws that do not consider users. In addition, medical equipment and the pre-deliberation system were judged to be unconstitutional, and unconstitutional decisions were made in accordance with the principle of prohibiting pre-censorship based on the Constitution. This is because in domestic medical device advertisements, structural contradictions and user damage occur in the central structure of each stakeholder. It is necessary to reestablish stakeholder relationships, increase water solubility from customs and laws, and seek new policy proposals. In this study, we reestablish relationships with stakeholders by applying the Autopoiesis theory, and present the grounds and directions that can prevent hype and misidentified advertisements through the establishment of user-centered policies, and the measures to be taken by the Constitutional Court unconstitutional decision.

A Study on the Dispute Settlement Procedure for the Preferential Rules of Origin

  • The preferential Rules of Origin (RoO) govern tariff preferences that are given in accordance with the FTA. However, relatively few studies have been devoted to the procedures in settling disputes that are relevant to RoO under the FTA. This study is a first attempt at analyzing the applicability and the potential improvement in dispute settlement procedures in FTAs targeted at the preferential RoO. By exploring three dispute cases involving the preferential RoO, it is suggested that restrictiveness, complexity, and uncertainty that are inherent in the preferential RoO may trigger political tension and dispute. Forming a panel that is capable of mitigating political tension, facilitating participation and early cooperation of experts and stakeholders, and establishing a well-structured enforcement procedure are essential in dispute settlement procedures to resolve disputes involving cases on RoO. Furthermore, the current dispute settlement procedure that hinders the private sector's access should be changed to one that is more open to private sector entities, such as companies, to facilitate the enforcement of the decision. Given that more improved FTA dispute settlement procedure may guarantee the enforcement and application of the FTA preferential treatment in relation with more politically powerful states and foster genuine free trades, more in-depth studies must be conducted on this topic.
