The Merits of Social Credit Rating in China? An Exercise in Interpretive Pros Hen Ethical Pluralism

  • Social credit rating in China (SCRC) has been criticized as "dystopian" and "Orwellian," an attempt by the Communist Party to hold onto power by exerting ever greater control over its citizens. To explain such measures, value differences are often invoked, that Chinese value stability and cooperation over privacy and freedom. However, these explanations are oversimplifications that result in ethical impasses. This article argues social credit rating should be understood in terms of the commonly human problem of large-scale cooperation. To do so, this paper relies on a cultural evolutionary framework and is an exercise in interpretive pros hen ethical pluralism, attempting to understand how apparently irresolvable cultural differences stem from common human concerns. Wholesale condemnation of SCRC fails to acknowledge the serious, intractable nature of problems resulting from a lack of trust in China. They take for granted the existence of institutions ensuring largescale, anonymous cooperation characteristic of - but somewhat unique to - Western Educated Industrialized Rich and Democratic (WEIRD) cultures. Because of its history and rapid development, China lacks the institutions necessary to ensure such cooperation, and because of anti-social punishment, social credit rating might be one of the few ways to ensure cooperation at this scale. The point is not to defend social credit rating in general, but to raise the possibility of its defense in China and show one way this would be done.

A study on the stage image of "rebound lute behind the back" in Dunhuang, China

  • Mogao Grottoes in Dunhuang, China is one of the world cultural heritage, is the largest ancient grottoes art group in the world, and is a natural and cultural place with outstanding universal value for mankind all over the world. Dunhuang music and dance derived from the murals of Mogao Grottoes is an artistic representation of its thousand-year-old glorious history and an indispensable historical material for research. As one of the iconic images of Dunhuang music and dance, the "rebound lute behind the back" dance posture has unique charm value both in the original mural composition and the stage image. This paper analyzes the characters holding pipa in Dunhuang murals by case analysis, comparative research and other relevant research methods, then studies the stage image and posture of "rebound lute behind the back", and finally analyzes the stage works of "rebound lute behind the back". It is concluded that the dance image of "rebound lute behind the back" is a dynamic stage art work gradually formed by artists from the static Dunhuang murals through refining, developing, processing and transforming. This is to revive the image of Dunhuang music and dance murals, to provide reference and reference for the inheritance and development of Dunhuang culture, and then to enhance and enrich the artistic value of excellent traditional Chinese culture and world cultural heritage.

Study on Qiang embroidery patterns creative design based on Shape Grammars

  • Qiang ethnic group is one of the fifty-six ethnic minorities in China, and Qiang embroidery, as an important achievement of Qiang's intangible cultural heritage, is the precipitation and testimony of the history and culture of the Qiang ethnic group. However, with the development of the times, traditional and ancient Qiang embroidery is facing a dilemma due to the problem of a single form of communication. Therefore, it is necessary to add new communication media for Qiang embroidery to help it spread and develop better. In this paper, we extract the core representative patterns of Qiang embroidery, use the "shape grammars" as the rules of morphological changes, and generate new decorative pattern patterns with the characteristics of Qiang embroidery by adding, deleting, mirroring, rotating, and other relevant rules of changes, and combine the new patterns with the rules of formal beauty to combine the layout, which is then applied in the design of different cultural creations and products. The new patterns are combined with the rules of formal beauty and applied in the design of different cultural and creative products. To provide a quantitative method for the digital protection of Qiang embroidery in the new era of Chinese traditional art, and also provide new ideas for the industrialization application.

A Study on the Tool-Trace of Wooden Storage Facilities in Sabi Baekje through the Reproduction Experiments: Focusing on the Adze, Chisel, and Saw

  • This study was conducted to reproduce the woodworking process of Baekje wooden storage facilities. Green timber of Quercus spp. was processed using ancient woodworking tools, and the tool-trace formed in this process were compared with the tool-trace of actual excavated artifacts. In the tool-trace analysis, the length and shape of the tool-trace were objectively recorded using a 3D Scan, and that were difficult to confirm with photograph were confirmed through stereoscopic microscope. As a result, there were two types of adze's tool-trace. One of them is minute straight Blade-top trace line when trimming the wood surface and the other is Plucked trace that appear when strongly chop at the wood. When a chisel bat was not used, a long and wide continuous shape blade trace was produced. And when the chisel head was struck with the chisel bat, a straight blade-top trace was regularly observed. Saw-trace was identified in several layers with fine straight stripes. Through this, it was found that the tool-trace of the woodworking tools, which is estimated to have been used in each process, and the tool-trace remaining in the Baekje wooden storage facility coincide.

전통시장의 서비스품질요인이 고객가치, 관계품질, 행동의도에 미치는 영향 (Effects of Traditional Market Service Quality Factors on Customer Value, Relational Quality, and Behavioral Intention)

  • Purpose - The aim of this study is to develop an empirical model of the effects of traditional market service quality factors on customer value, relationship quality, and behavior. The specific objectives of the study are as follows: 1) to classify study objects into cultural tourism markets and non-cultural tourism markets as well as to verify the differences in service quality among the two markets and, 2) to present practical service marketing methods that fit with the characteristics of the traditional markets by amending the five quality evaluation items of SERVQUAL (a multiple-item scale for measuring service quality)to suit the characteristics of the traditional markets and establish the relationship among customer value, relationship quality, and behavior intention. Research design, data, and methodology - The study methods of empirical investigation are as follows. First, this study selected for a study object the Suwon Paldalmun Gate Market to represent the cultural tourism market, and general traditional markets to represent the non-cultural tourism market. This study also conducted personal interviews in order to increase the response rate and collected a total of 418 responses between March 18, 2014 and April 05, 2014. The total of 418 responses used for this study excluded 14 responses that had either misleading information or missing values. Results - This study verified the perceived differences of service quality based on traditional market specialization through an independent sample t-test. It appeared that the perceived service quality of the cultural tourism market was generally higher than that of the non-cultural tourism market. This study executed a path analysis in order to examine the effects of service quality factors on customer value, relationship quality, and behavior intention. This study also comprehensively analyzed the specialized market and non-specialized market separately. Although there were some differences among the results, the overall results were uniform. It appeared that convenience, reliability, and empathy, among the service quality factors, exerted meaningful effects on customer value. On the other hand, convenience, reliability, responsiveness, and empathy, excluding the tangibles, exerted meaningful effects on the relationship quality. In addition, it appeared that all service quality factors exerted meaningful effects on the customer value, relationship quality, and behavior intention. Therefore, the study verified that all of the hypotheses formulated in the study were generally adopted. Conclusions - The implication of this study may be classified into academic and practical implication as follows. With respect to the academic implication, it seems that this study is among the early studies to verify the differences between the cultural tourism market and the non-cultural tourism market. The practical implication of this study is that the perceived service quality, such as convenience, reliability, responsiveness, and tangibles, excluding empathy, was higher in the cultural tourism market than in the non-cultural tourism market. This means that customer satisfaction is enhanced by governmental aid such as hardware, software, and information and communications technology.

아프라시압 궁전벽화를 활용한 문화콘텐츠 개발 방안 연구 (A Study on the Development of Cultural Contents based on the Mural Painting of Afrasiab Palace)

  • 고대에서 중세에 이르기까지 동서양의 문화가 교차하던 실크로드의 중심에 위치한 우즈베키스탄 사마르칸트에서 아프라시압 궁전지벽화가 1960년대 발굴되어 학계의 주목을 받아왔다. 특히, 7C 소그디아나 왕국 바르후만 왕의 즉위식이 그려진 서벽에서 고대 한국인으로 추정되는'조우관'을 쓴 두 인물이 발견되어 당시 국제적 정세와 문화적 특징을 살필 수 있는 중요한 사료로 활용되고 있다. 현재 아프라시압 역사박물관에 소장되어 있는 이 벽화는 사방으로 각기 다른 내용의 그림이 그려져 있고, 그것만이 가진 문화적 특성과 요소들이 내재되어 있음에도 불구하고 이를 활용한 스토리텔링과 문화콘텐츠의 개발은 없었다. 따라서 본 연구의 목적은 고대 한국인이 그려진 아프라시압 궁전지 벽화의 서벽 그림을 기반으로 한 문화콘텐츠와 캐릭터 개발과 활용방안을 모색하고자 한다. 이를 위하여 직접 현장을 방문하여 조사한 자료는 물론이며 기타 관련 학술자료들을 수집하였다.

아시아 문화유산의 지속가능성을 위한 ODA 현황과 과제 (Situations and Challenges of ODA for Sustainability of Asian Cultural Heritage)

  • 2015년 9월 UN 개발정상회의에서 Post 2015 개발의제로 '지속가능개발목표(SDGs)'가 채택됨에 따라 '지속가능성'을 문화유산과 연계한 다양한 의견과 토의가 활발히 이루어지고 있다. 그러나 굳이 SDGs를 내세우지 않아도 문화유산 보존 자체가 문화유산이 가지는 자국 문화의 독자성, 특성, 다양성 등을 영구히 유지한다는 지속가능성을 바탕으로 하고 있다. 이런 관점에서 정책이나 이론적 접근이 아닌 실제적인 문화유산 ODA 사업을 파악할 필요가 있을 것이다. 본고에서는 아시아 문화유산 ODA와 관련한 국내외 현황을 살펴보고 이를 토대로 문제점과 향후의 방향성, 과제에 대해 언급하였다. 먼저 ODA 사업이 시작된 배경이나 개념을 알아보고, 동남아시아의 대표적인 문화유산 ODA 수행국가인 일본과 중국의 사업 내용을 알아보았다. 한국의 문화유산 ODA는 라오스, 캄보디아 유적 복원을 중심으로 비교적 최근에 시작되어 아직 규모나 내용면에서 미비한 수준이다. 문화유산 ODA의 발전을 위한 과제로 다음 몇 가지 사항을 제안하고자 한다. 첫째로 아시아 문화유산의 지속가능성을 위한 ODA 사업의 장기 마스터플랜 설정이 필요할 것이다. 둘째로 여러 국가를 대상으로 하는 나열식의 단기간 사업 대신 장기적 관점에서의 선택과 집중이 필요할 것이다. 이미 잘 알려진 사업이 아닌 한국만이 할 수 있는 한국형 문화유산 ODA 모델이 필요하다. 다음으로 지속가능성과의 연계인데, 문화유산 보존은 결국 현지 관광 활성화와 같은 경제 활성화의 원동력이 되면서 현지인에게 그 혜택이 주어져야 한다. 이를 위한 가장 좋은 대안으로 현지전문가 양성을 위한 교육과 역량 강화를 제안한다. 자국의 문화유산은 자국 문화의 고유한 독자성과 특성이 반영된 산물로 자국민에 의한 복원이 최상이다. 이런 점에서 국립문화재연구소에서 실시하고 있는 ACPCS 사업은 한국 고유의 특화된 프로그램으로 역할을 담당할 것이다. 마지막으로 문화유산 ODA의 컨트롤 타워 역할을 수행할 수 있는 체계 구축이 필요하다. 정보공유와 협력체계 구축, 중복사업 방지 등을 위한 것으로, 일본의 '문화유산 국제협력 컨소시엄'은 참고할 수 있는 사례가 될 것이다.

산간농촌 노년층의 소달구지 이용관행과 그 의미 (The Customary Employment of So Dalguji(Ox-Cart) among the Old Generation in a Mountain Village and its implication)

  • 이 연구의 기본적인 접근방법은 문화변동론적 시각에서, 소달구지 이용의 근현대적 양상이 어떠하며 그것이 갖는 사회 경제적 적절성과 문화적 의미를 탐구하는 것이다. 이 연구는 한 마을의 자연지리적 경제적 문화적 특성에 따라서 전통적 문화요소가 어떻게 지속 변용되는지를 이해하는 데 참고가 될 수 있으리라 기대한다. 조사지역인 경북 군위군 부계면 가호 2리인 동림마을에서는 소달구지를 일제강점기부터 이용하여 왔으며, 1972년 저수지 축조를 계기로 전통적 소달구지를 개량소달구지로 교체하였다. 1970년대까지는 소달구지로 농산물과 짐을 운반하고, 멀리 부계면이나 군위읍 소재 장터까지 소달구지를 타고 다녔다. 그러다가 1980년대 초반 경운기 도입 이후 소달구지는 마을에서 서서히 사라지면서 단순한 이동수단으로 그 기능이 변했다. 반면 젊은층은 현대식 운송수단을 적극적으로 도입하면서 1980년대에는 경운기가, 1990년 후반부터는 트럭이 마을의 주요 운송수단으로 자리 잡았다. 그럼에도 70대 이상의 노인들은 계속 소달구지를 이용하였다. 노인들은 노동력이 고령화되어, 현대식 운송수단을 사용하지 못하는 상황에서 경사진 농토를 경작하고, 원거리에 분산된 농토에 쉽게 접근하기 위해서 소를 사육하면서 소달구지를 개량하여 지속적으로 이용하고 있다. 동림마을의 개량형 소달구지 이용 전통은 노령의 농민들이 적정기술(appropriate technology)을 실천하는 것이며 고령화된 농촌사회의 문화적 표상이기도 하다. 즉, 노인들이 전통문화의 적합성과 실용성을 인정하여 소달구지라는 전통적 운송수단을 재창조하게 되었다. 그리고 산간농촌이라는 지리적 제약조건 속에서 남녀 노인들이 소달구지를 즐겨 이용하는 현상은 동림마을 노인들의 문화적 표상으로 자리 잡고 있다. 동림마을에서 소달구지가 지속적으로 이용되는 것은 농민들이 고령화되면서, 소달구지가 마을의 자연지리적 경제적 측면과 노인들의 문화적 관성이 잘 부합되기 때문이다. 따라서 사람들은 자신이 처한 제반 상황과 조건에 맞게 문화를 전승 변용한다는 사실을 알 수 있다.

문화기술 융합적 관점으로 본 수원 화성 건축공간의 존재론적 의미 연구 (A Study on the Ontological Meaning of Architectural Space of Suwon Hwaseong from the Viewpoint of Culture-Technology Convergence)

  • Traditional architectural space, which is a historical cultural heritage must be connected mutually as a organic flow of various elements such as the environment of the time, political background and values, rather than approaching with fragmentary point of view. The Silhak Philosophy, the basis of late Chosun society developed equity thoughts on the basis of ideology of humanism, and it asserted the promotion of technology and industry as a measure to realize the pursuit of truth which is practically useful. Thus, we could verify the possibility of convergent interpretation of cultural technology of Hwaseong architectural space through the humanistic viewpoint of pioneer spirit of Silhak Philosophy which regards human as a main agent of desire of life, and the pursuit of truth which is useful for reality, and the realization of ethical value by aesthetic practicalism. Based on this, the ontological meaning and value of Suwon Hwaseong by the viewpoint of convergence of culture and technology have been drawn as the construction of planned new town by the practice of filial duty, the plan of city space based on rational values, the realization of a metropolis where self-sufficient economic activities are possible, the introduction of thorough construction management system, the introduction of advanced culture and its creative application, and the application of scientifical knowledges and cutting-edge technology.

Tacit Knowledge Sharing in Health Industry: Influences of, Personal, Organizational and Social Factors

  • Purpose - objective of this research is to investigate individual, organizational and environmental factors influence tacit knowledge sharing among healthcare professionals. The transmission of Tacit Knowledge is crucial for organizations to ensure that TK will be passed throughout organization, rather than stored in single employee. Research design, data, and methodology - In this study investigate organizational, individual and environmental factors that influence on TK sharing. To test hypothesizes, the survey method was chosen. Sample size was 100 but 74% of questioners returned. Results - The main findings of this research are related to influence of personal, social cultural and behavioral factors on tacit knowledge sharing. According to extracted data all factors have influence on tacit knowledge sharing except Emotional stability that was found to be negatively related to tacit knowledge sharing. That may means anxiety and stress level of workplace applies negative enhance on tacit knowledge sharing. And finally results show that social environment, team oriented culture and organizational commitment have strongest influences on tacit knowledge sharing. Conclusion - the findings of this study shows that personal, social cultural and behavioral factors influence on tacit knowledge sharing. And also indicates that, social and organizational factors enhance strongly on tacit knowledge sharing.
