The purpose of this document is to explain the revisions of the Protection of Cultural Properties Act and its sub-laws which have been mad from Jan. 1999 to Sep. 2001. The Protection of Cultural Properties Act and its sub-laws have been revised three times from 1999 to 2001, before and after the Office of Cultural Properties was raised to Cultural Properties Administration on May 24, 1999. The main points of the revisions are as follows. First of all, the role of the local autonomous entities has been increased. The governor of the local autonomous entities is entitled to announce administrative orders related to the preservation of State-designated Cultural Properties. Also, the local autonomous entities has the authorities to examine whether the construction work which will be made in the outer boundaries, which is provided by regulations, of the protected area of the cultural properties might have any effect on preservation of cultural properties or not. Second, preventive actions to protect the cultural properties have been strengthened. If the scale of construction work is more than some scale, the preliminary survey of the surface of the earth to confirm the existence of buried cultural properties and their distribution is obligated. One who is promoting the development plan more than some scale must discuss the plan with the Administrator of Cultural Properties Administration in the process of planning. These actions would be effective to prevent the cultural properties from being damaged because of the development. Third, relaxation of the restrictions has been proceeded. On the basis of regulations which specify the actions to affect the preservation of cultural properties, negative system that does not limit the actions which are not specified in the regulations is introduced. The appropriateness of both protected structure and area should be regularly reviewed and adjusted. Also, most of the restrictions which was made only for administrative convenience and over-regulated the people's living have been revised. Finally, the number of cultural properties to be protected has been increased. Besides the State-designated Cultural Properties, the other cultural properties which are worthy to be protected as City-or-Province-designated Cultural Properties can be designated provisionally and protected. The system of registration and maintenance of the buildings and facilities which are not designated as the Modern Cultural Heritages is established. The penalty for damaging and stealing the cultural Properties which are not designated to be protected was strengthened. Even a dead natural monument can be acknowledged as an natural monument and it is limited to make a specimen or stuffing of the dead natural monument. All of these actions are fit to the high level of understanding of the public about the cultural properties and as the result of these actions, the number of cultural properties to be preserved has been increased. To sum up, the directions of revisions of the Protection of Cultural Properties Act and its sublaws which have been made from Jan. 1999 to Sep. 2001. are the localization of the protection of the cultural properties, the strengthening of protective actions, the relaxation of various regulations and the increasing of the number fo the protected cultural properties. Also, various problems raised in the processes of implementations of the laws have been reviewed and revised.

There is the open air. Parts of it were damaged by grave robbery in 2004. So restoration was begun in 2004.While restoring it, wrong arrangement on top of the monk-stupa was rearranged. After being arranged in right order, the middle of monk-stupa was fixed by setting up stainlesssteel shaft. A roof stone of stupa finial has cracks. So It was adhered with epoxy resin(L-30) and was washed with distilled water for pollution clearing. The stone cultural properties takes the influence of the environment pollution much because it stays at the fields. It is easy also to be robed. Therefore we must watch more with the concern.
본 연구에서는 문화재청에서 지정한 국가지정 중요목조문화재 124곳 중 중요사찰목조문화재 80곳에 대하여 2008년 6월부터 12월까지 각 사찰에 대해 현지조사와 사찰을 관장하는 각 관할소방서에 대한 화재진압 매뉴얼의 자료조사를 실시하였다. 조사내용은 문화재지정구분, 소재지구분, 사찰부지면적, 사찰 내 건축면적, 지정문화재의 건축면적, 화재발생시 화재진압을 위한 소방차의 진입방향, 소방관서와의 거리, 방화관리자의 지정현황을 조사하였다. 또한, 각 사찰의 문화재보유특성에는 사찰경내의 목조건물이 중요목조문화재로 지정이 되어 있는 경우와 석탑, 불상, 탱화, 종, 석등, 부도, 현판, 주련 등이 보유문화재로 지정되어 있어 각 문화재를 유형별로 이동 운반이 가능한 소산문화재와 이동 운반이 불가능한 불소산문화재로 분류 조사하였으며, 각 문화재의 재질을 조사하여 화재발생시 신속한 초기 대응과 문화재 피해 최소화를 위한 기초 연구결과를 정리하였다.

If the studies of intangible cultural properties are continued focusing on their characteristics and formational system, they can be expressed more properly by adding new interactive elements to database and expressive requisites. New techniques introduced in this study are believed to provide people with most reasonable and developmental motives for expression of the existing intangible cultural properties. Concerning Korea's cultural properties centered on intangible cultural properties, information construction should be made with a new idea of information based on database from the previous studies. The result will be able to set an important factor to give wide publicity to our cultural identity, which is currently shown in the process of background communication, and serve as a foothold to deliver exact information to our descendants. The intangible cultural properties are our people's mental cultural heritage resources. If museums or initiator groups, which are organized to spread cultural heritages, can use them as the subjects of exhibition through information construction and visualization, it will function to maximize the educational effect of transmitting our national mental world. The development of digital environment will provide the optimum conditions and tools making it possible to visualize intangible forms and ideas in a virtual cyber space. Given these viewpoints, steady studies and efforts for the improvement of Korea's cultural image should be made in the way of intangible cultural properties as well as tangible ones. They start from the country's accurate appreciation of cultural properties and are embodied in systematic adjustment and relationship between interdependent elements.

연구목적 : 본 연구는 경상남북도의 국가지정 중요목조문화재 주변 환경에 따라 방재특성이 어떻게 다른지를 파악하고 이를 바탕으로 문화재 주변 환경에 맞는 목조문화재 방재대책을 검토하고자 한다. 연구방법 : 연구를 위해 경상남도와 경상북도에 있는 문화재 지정 현황 및 특성을 파악하고 재난이력을 통하여 경상남도 및 경상북도에 있는 문화재의 피해 현황을 검토하였다. 또한 경상남도와 경상북도에 있는 국가지정 중요목조문화재 58개소를 대상으로 주변 환경에 따라 산악, 농촌, 도시지역으로 나누어 방재특성을 분석하였다. 연구결과 : 도시지역에 위치한 문화재는 안전경비인력의 배치가 적절했고 방재훈련이 잘 이루어지고 있었으며 진입여건은 신속하게 진입할 수 있었다. 농촌지역은 방염사업이 잘 실시되어 있었고 평탄한 곳에 위치한 문화재가 많았다. 산악지역은 진입여건이 타 지역에 좋지 않았으며 과거 재난 발생이력도 가장 많았다. 결론 :첫째, 도시지역의 목조문화재 경우 초기 대응을 위한 자위소방대 배치인력 확보 및 방재교육을 강화해야 한다. 둘째, 농촌지역의 목조문화재 경우 문화재 보호를 위한 방충사업, 방재보험 등의 예방사업을 실시해야 한다. 셋째, 산악지역의 목조문화재 경우 자체적인 대응역량을 강화하기 위한 방안을 마련해야 한다.
Stone cultural properties(pagoda, Buddhist statue etc.) is moved in original place for many reasons and restored after taking to pieces for structural safety. With the movement and restoration after taking to pieces, the cast iron is used for the sake of a fixation and horizontality. The stone cultural properties are spoiled the beauty and accelerated the weathering because of the corrosion product of cast iron. So we need to substitute for the improved property in all aspects. We are executed the corrosion test and inquired the property of material on the usable material for the shim of stone cultural properties. That is the Cast iron, Stainless steel, Titanium and Fiber Reinforced Plastics. In the result of the physical property and strength, the Stainless steel and Titanium was superior to the Cast iron. And the Stainless steel and Titanium was slower than the Cast iron in the corrosion velocity for the acid, salt and rain. If the shim is substitute the Stainless steel or Titanium for the Cast iron, the stone cultural properties are able to reduce the pollution of stone cultural properties by corrosion product and should not happen in the matter of stone pagoda.
The Industrial/Technological Cultural Properties are being protected, the rest facing with demolition and damages. In order to better cope with such situation, Korea has officially introduced the Registered Cultural Properties System since 2001 and began acknowledging the historical values of industrial buildings as modern cultural properties. In the Nordrhein-Westfalen, Germany, there are approximately 3,500 industrial buildings under the cultural asset protection and management not only in the Ruhr-region but also state-wide. Among these, this case study focuses on the Hansa Coking Plant, a large-scale Revitalization project to rehabilitate the old industrial complexes and facility buildings that have been shut down on December 15, 1992. Purpose of this study is to analyze main project plans of each facility in the Hansa Coking Plant and to bring out the main features of the plans, so that they can be utilized to find suggestions for Industrial/Technological Cultural Properties Revitalization in Korea.
Many various kinds of tourism resources have been distributed along the Nakdong river basin. Previous researches have focused mainly on environmental studies, including water quality control, industrial use of water, biodiversity, etc, with little research done in the field of tourism studies. Central to this study, therefore, is the identification and analysis, from the perspective of cultural tourism, of the area's distribution and characteristics of cultural properties registered by the MOCT. Review of related literature reveals : 1) spatial range bound with the jurisdiction of the river basin like DREO and NRBEO ; 2) analytical subjects limited to cultural properties designated by the three different administrative units of government, city and province. Along with the DREO's predominance over the NRBEO in the total number of cultural properties, the result finds that two cities, Andong and Gyeongju of Gyeongbuk are assigned ownership of most of the cultural properties under the jurisdiction of DREO, while Gyeongnam that of most of the ones under the NRBEO. However, those findings suggest the simple number of cultural properties with no significant level of importance and rarity value reflected. Therefore, future studies need to develop quantified modelling keeping cultural variables in mind and create cultural indices of the competitiveness of the local governments.

There are a significant number of museums that manage tangible cultural properties at a national level, but we can find that most stay very superficial in the aspects of database protection, classification system, and demonstration method. This is a critical physical factor that makes it difficult to create an information-oriented management system, or to manage intangible cultural properties as incorporeal entities. The preservation of tangible cultural properties may be a more proper approach of handing down valuable national characteristics to posterity In that they can show those characteristics more readily. Unlike tangible cultural properties, the preservation of intangible cultural properties requires a different approach and process. They are treated as a category of human cultural assets because of their incorporeity and formlessness. Since those intangible cultural properties to be preserved and quantified at a national level, it is an important consideration in the study on cultural properties. The objectives of this study are to present the intangible products by making the best use of the information society's merits; rediscover human elements constituting those products; ultimately help promote our cultural succession and development by databasing such human elements.
