Application of RAG(Resilience Assessment Grid) of the Aviation Safety Organization in Response to the COVID-19 Situation (코로나-19 상황에 대응하는 항공안전조직의 RAG(Resilience Assessment Grid) 적용)

  • The Organization's ability to respond to social disasters has begun to be treated as important through social shock situations that have never been experienced, such as COVID-19. Among them, the ability to respond to unexpected risks and resilience is emerging. Since social disasters such as infectious diseases are periodically repeated, compounded, and enlarged, they develop into a global crisis situation, so this crisis response capability is treated as national competitiveness. Therefore, this study aims to improve the organization's response capability in terms of risk response and resilience under rapid social disasters such as COVID-19. The aviation safety field was taken as an example. From the Safety-II perspective, safety management focuses on the ability to resilience in response to system vulnerabilities in various situations. In this study, I intend to apply RAG(Resilience Assessment Grid) of Respond, Monitor, Learn and Anticipate, the four major potential of resilience engineering. Based on Hollnagel's research, potential elements were classified into four, and items were organized through an expert panel using Delphi techniques. The final configured RAG items are 15 Respond, 15 Monitor, 15 Learn and 11 Anticipate. The RAG was evaluated by 42 experts in the field of aviation safety.

The Distribution of Work-Life Integration against COVID-19 and its Implications: Focusing on Remote Work in Switzerland

  • Purpose: This study aims to explore the distribution of work-life integration against COVID-19 and its Implications by analyzing remote work in Switzerland. Research design, data and methodology: The study performed literature review and descriptive analyses using various data such as perception surveys, statistics, and related documents. Results: The infectious disease was a turning point for many people in Switzerland by changing where and how people want to live. Since the COVID-19 crisis demonstrated that disease could be spread by proximity, negative perception about urban areas expanded, and rural areas are increasingly preferred due to fresh and clean air and a more ecological lifestyle. In addition, increased remote work, a change brought about by COVID-19, has subsequently led to changes in household habits and needs. Distance from work is no longer an important factor when someone chooses where to live. A trend is now emerging where households wanting to improve the quality of life leave the city center and move to the suburbs. Conclusions: Paradoxically, such trend accelerated by the COVID-19 crisis has an unintendedly positive impact on the distribution of work-life integration across society while providing more flexibility in terms of place and time management and lowering the burden on roads and infrastructure.

  • Small & medium-sized construction companies(SMCC), they has lot's of problem like poor finance, a lack of specialists, and a shortage of professional skill. So the basic condition of SMCC is not good for small construction companies. In this situation, moreover SMCC has been influenced by big-sired construction companies(BCC) difficult after the crisis of economics of Korea, IMF. Therefore it is necessary that we strengthen competitive power of SMCC for survival. This research is about project management for SMCC. We analized information system which is developed from SI corporation and BCC. As this research, we want to build and organize project information management system for SMCC. This will make SMCC have more competitiveness and increase productivity efficiency, skill for information management of project given.

The Integrated Cyber SRM(Security Risk Monitoring) System Based on the Patterns of Cyber Security Charts

  • The "Risk management" and "Security monitoring" activities for cyber security are deeply correlated in that they prepare for future security threats and minimize security incidents. In addition, it is effective to apply a pattern model that visually demonstrates to an administrator the threat to that information asset in both the risk management and the security system areas. Validated pattern models have long-standing "control chart" models in the traditional quality control sector, but lack the use of information systems in cyber risk management and security systems. In this paper, a cyber Security Risk Monitoring (SRM) system that integrates risk management and a security system was designed. The SRM presents a strategy for applying 'security control' using the pattern of 'control charts'. The security measures were integrated with the existing set of standardized security measures, ISMS, NIST SP 800-53 and CC. Using this information, we analyzed the warning trends of the cyber crisis in Korea for four years from 2014 to 2018 and this enables us to establish more flexible security measures in the future.

  • Identity authentication is an important technology that has long been used in society to identify individuals and provide appropriate services. With the development of the Internet infrastructure, many areas have expanded into online areas, and identity authentication technologies have also expanded online. However, there is still a limit to identity authentication technology that relies entirely on trusted third parties like the government. A centralized identity management system makes the identification process between agencies with different identity management systems very complex, resulting in a waste of money and time for users. In particular, the limits of the centralized identity management system were clearly revealed in the face mask shortage in the 2020 COVID-19 crisis. A Decentralized Identity (DID) is a way for users to manage their identity on their own, and recently, a number of DID platform based on blockchain technology have been proposed. In this paper, we analyze the limitations of the existing centralized identity management system and propose a DID system that can be utilized in future national emergency situations such as COVID-19.

  • The business environment is changing rapidly because of the global crisis. In order to survive and enhance competitiveness in the global market, global manufacturing companies are trying to overcome the crisis through the convergence of production infrastructure and IT technology. The importance of systems to support the integration of manufacturing processes, collaboration in product development, and information integration of providers and producers is therefore increasing. In this paper, research is conducted on the design and implementation of a collaboration system to support a power-boat manufacturing company in this situation of increased demand for collaboration and information integration. The system was designed through product-structure and production-process analysis, support product data management, and enterprise contents management. The company involved in the power-boat development project is expected to show an improvement in productivity through the integrated management of information and collaboration provided by this system.

A Study on the Early Warning Model of Crude Oil Shipping Market Using Signal Approach (신호접근법에 의한 유조선 해운시장 위기 예측 연구)

  • The manufacturing industry is the backbone of the Korean economy. Among them, the petrochemical industry is a strategic growth industry, which makes a profit through reexports based on eminent technology in South Korea which imports all of its crude oil. South Korea imports whole amount of crude oil, which is the raw material for many manufacturing industries, by sea transportation. Therefore, it must respond swiftly to a highly volatile tanker freight market. This study aimed to make an early warning model of crude oil shipping market using a signal approach. The crisis of crude oil shipping market is defined by BDTI. The overall leading index is made of 38 factors from macro economy, financial data, and shipping market data. Only leading correlation factors were chosen to be used for the overall leading index. The overall leading index had the highest correlation coefficient factor of 0.499 two months ago. It showed a significant correlation coefficient five months ago. The QPS value was 0.13, which was found to have high accuracy for crisis prediction. Furthermore, unlike other previous time series forecasting model studies, this study quantitatively approached the time lag between economic crisis and the crisis of the tanker ship market, providing workers and policy makers in the shipping industry with an framework for strategies that could effectively deal with the crisis.

  • The proportion of students dropping out of universities is increasing year by year, and they are trying to identify risk factors and eliminate them in advance to prevent dropouts. However, there is a problem in the management of students at risk of dropping out and the forecast is inaccurate because crisis students are managed through the univariable analysis of specific risk factors. In this paper, we identify risk factors for university dropout and analyze multivariables through machine learning method to predict university dropout. In addition, we derive the optimization method by evaluation performance for various prediction methods and evaluate the correlation and contribution between risk factors that cause university dropout.

Development of Case Management System and Analysis of Economic Feasibility under the Fee-For-Service Reimbursement (행위별 수가 지불제도 하에서의 사례관리시스템 개발 및 경제성 분석)

  • Background : Recently, we have experienced various changes in the healthcare environment. Healthcare organizations are facing a financial crisis due to more competitive relationships among themselves as well with low health insurance fees. The purposes of the current study were: (1) to develop a data warehouse-based system for evaluating and monitoring the case management activities, and (2) to measure and analyze its effects. Methods : In order to collect the data for the study, the database on discharged patients was utilized at a university hospital located in Seoul from June 1, 2002 through December 31, 2002. Initially, a data warehouse was built for the case management system. The case management activities were analyzed using structured methodology to establish the case management system. Results : The findings of this study were as follows: (1) A case management system was developed to make it possible to monitor of healthcare quality and resource utilization. The Case management System included monitoring functions regarding utilization reviews, critical pathways, and clinical indicators. (2) Utilizing the case management system, unplanned readmissions were documented among total discharged patients during two months from November 1, 2002 through December 31, 2002. The unplanned readmission rate was 2.3%(276 patients) in total of 11,960 discharged patients. Among them 81 patients(0.7% of total discharges, 29.3% of unplanned readmission) were readmitted to the same physician in charge under the same diagnosis. No significant differences were found in the demographic variables such as gender and age among the patients. (3) After implementing the case management system, 2.9% of average length of stay reduced. Applying cost-benefit analysis, the 2.9% reduction of length of stay represents net profit of ${\backslash}$ 279,592,000 in the year of 2004. In addition, applying value acceleration analysis, cumulative net benefit of ${\backslash}$ 1,481,000,000 was expected by the year of 2007. Also we were able to expect ${\backslash}$ 247,800,000 of cumulative benefit for the prospective 5 years in value linkage analysis. It represents average ${\backslash}$ 787,700,000 of pure net benefit a year. Conclusion : The value of present study would be not only implementing the knowledge management system into the existing case management activities, but also evaluating its effects and estimating its financial benefits. This study suggested that the case management system would be a supportive tool for monitoring and improving the quality of healthcare, and a cost-effective tool for increment of healthcare organization's financial benefit.

This study is to describe the battery energy storage device, which is one of the clean energy supply and management systems that are economically efficient in both sides of supply and demand. and able to solve the problem of energy crisis.
