  • Since 'The Act on Private Investment of The Infrastructure' was established in 1994, private investment as well as government's investment has been active on transport infrastructure. But investment of transport infrastructure has more risks than others due to overforecast of transport demand for ensuring project validity, and cost uncertainty arising from financial crisis, commodity prices and so on. In the case of Incheon international airport express, after 2 years and 6 months, Incheon international airport express is opened, Korail take over equity stake in private investor due to the problems of MRG(Minimum Revenue Guarantee) be contracted with private investor. Not only that, in other case of Yong-in light rail, it is ongoing for legal disputes between Yong-in local government and private investor on account of opening delaying. On current Investment Assessment System of Transport Infrastructure, Risk Management system on investment of transport infrastructure is inadequate because Sensitivity Analysis in economic efficiency have been performed on the simple method which only changes benefits, expense and social discount rate. For this reason, this study analyze risks for investment of transport infrastructure demand forecast, and rise to the management practice for every particular item.

  • With the enactment of the "Framework Act on Carbon Neutrality and Green Growth to Cope with Climate Crisis," various sector-specific plans are being implemented to achieve carbon neutrality. School facilities are mandatory buildings for the "Zero Energy Building Certification" and are the buildings that account for the highest proportion among public institution buildings. Therefore, they play a major role in achieving carbon neutrality in the construction sector. This study analyzed the recent energy use trends and zero energy levels in varied ways to promote the spread of building energy management systems and to provide basic data for efficient operation management and investigated the effectiveness and user opinions of the Building Energy Management System (BEMS) applied to school facilities.

  • In the modern society, the number of people in disaster vulnerable groups is rapidly increasing such as the elderly, the disabled, foreigners, and children. The common characteristics of the groups vulnerable to disasters are that they live in residence types that are exposed to disasters because they are impoverished and if they are exposed to disasters, recovery is a slow process. The purpose of this study is to identify the new risk issues by performing risk issue analysis on the targets of disaster vulnerable group and provide base data for the development of the policies. For the research method, this study centered on the cases of children and pregnant women out of the disaster vulnerable groups and focused on the issue data of social media throughout the past 10 years ('10~'19) and performed social network analysis. As a result, first, the development of the issue showed relevance in the occurrence of specific cases. Second, the awareness about the types, targets, and management method of crisis management was analyzed. Third, an analysis was performed on the sentiment words that considered the solution measures of risk issues or the characteristics of the targets and it was analyzed that there were word that triggered negative emotions. Therefore, it is anticipated for the base data to be used for the government and also for the local government to build an effective crisis management system of the rapidly changing disaster environment on the basis of the sentiment analysis performed on the people of the nation as well as public awareness.

  • Purpose: Existing precedent studies include success factors of individual management innovation activities constantly. However, those studies have limitations about the common key success factors of individual management innovation activities. Methods: For this study, we investigate the key success factors using literature research of the most typical management innovation activities adopted and implemented by many companies in Korea, such as 6sigma, TQM, Lean 6sigma, ERP, TPM, BPR, Project Management, System Engineering. Factors emerging repeatedly was combined into common factors and inherent factors that are necessary for the success of individual management innovation activities are designated to essential factors. Results: 'Essential factors for Six Sigma' consist of 5 items. Black belt operating system, personnel management system linkage, the correct management of the data, perform improvement projects associated with financial performance financial result, linked to financial performance improvement project, project progress management. 'Essential factors of TQM' are arranged 4 items. Quality team's independence and role, goal-setting, Quality Information System, corporate's philosophy of quality first. 'Essential factors of Lean Six Sigma' are the selection of value stream which is based on the customer needs and the value creation and identify the project based on the selected value in the company. 'Essential factors of ERP' are investigated 6 items. Ongoing system maintenance and upgrades, the measurement and support of user satisfaction, the operating systems and the policies for the maintenance, IT infrastructure, change adaption condition monitoring, focusing on improving business performance. 'Essential factors for TPM' are arranged 4 items. Motivated and energetic Bottom-Up, CEO's recognition of the importance facility management, long-term perspective of necessity and ongoing patience. 'Essential factors for BPR' are the pursuit of change process and the staff's sense of crisis management. 'Essential factors for Project Management' are the strategy that reduce the risk management skills through risk management and the understanding and organized management for the project participant's needs. 'Essential factors for System Engineering' consist of 2 items. The first is the design for the best balanced system with pre-analysis about the compromise the cost, schedule and the performance. The second is the analysis of large problem into small problems which can solved. We have found the solution considering components of the interface through the systematic perspective. Conclusion: Common factors and essential factors presented in this study will properly help to introduce the individual management innovation activities for the each business sector and implement management innovation. After this study, new literature research that reflect new studies should accomplish steadily.

  • The importance of disaster management and response is emerging as various disasters such as COVID-19, torrential rains, and fires occur one after another. In addition, in order to respond efficiently throughout disaster response activities, it is necessary to quickly collect disaster site information and quickly check the site situation through photo and video information so that rapid disaster response can be achieved. In this study, essential information required for decision-making was derived by analyzing the essential activities of each disaster response stage, analyzing the crisis management standard manual and related laws for each disaster type, and daily comprehensive report. In addition, a list of information necessary to grasp the situation of the disaster site and grasp the status of real-time damage was derived to establish guidelines for collecting volatile disaster site information, and disaster situation information can be efficiently displayed through a spatial information-based display system. By presenting essential disaster management information to be collected first, the person in charge of collecting information can efficiently collect information, and the situation room in charge of disaster response decision-making is expected to enable more efficient disaster situation management by receiving only the necessary information.

  • Although the construction industry has been rapidly increased at its size and technologies as a locomotive of the economy development in Korea, most construction companies have not paid their attention on the construction risks seriously. However, they have been experienced a lot of business deterioration and project instability during the IMF crisis and WTO entry, and trying to figure out a way to manage the construction intrinsic risks systematically. Some top ranked construction companies have already developed and been implementing a risk management system for the oversea construction projects applying for the marketing and bidding stage, but not for the domestic construction projects during construction phase yet. This paper proposes a construction risk management system model for the site personnel to understand and manipulate very easily in the construction project.

  • Recently, most corporations in Korea need to construct new management system for overcoming economic crisis. Firstly, this paper suggests “Value Creation system”. Secondly, this paper suggests CALS as strategic substitute to achieve market efficiency, capital efficiency, personal efficiency, and operation efficiency, which are four critical factors of “Value Creation system”. Korean corporations should build new business model founded on cooperation by completing CALS system and reconstruct competitive management system by using knowledge and know-how accumulated in that process. Because most corporations keep exclusive corporate culture and little experience of cooperative relationship among businesses, strategic approaches are essential for construction of CALS. These are vertical integration, organization of CALS construction teams, concurrent development of product/process, CEO's iron will, Precise vision and strategies, and education/training of participant.

Trend on the Curtailments of Medical and Drug Expenditure Before and After the Separation between Prescription and Dispensing in General Hospitals (의약분업 전후 일부 종합병원 진료비 및 약제진료비 삭감추이)

  • Fiscal crisis in the medical insurance system has put the pressure upon hospitals by increasing the rate of curtailment, since the implementation of the separation of prescription and dispensing of medicine. The purpose of this study is to analyse the curtailment of mdical and drug expenditure before and after the system of separation between prescribing and dispensing and to suggest the problems about current inspection system. Data were obtained from 13 general hospitals and used for analysis of trends on medical & drug expenditure, and curtailment in 1999-2000 at three months intervals. The results were as follows; The scale of curtailment for drug expenditure has been increased on outpatient and inpatient since 2000. For the curtailed drug cost with outpatient, the ratio of curtailed drug expenditure has been increased in the case of prescription within the hospital. These results suggest that review system in social insurance were over-focused to control the cost and it might to impede the validity of review function in insurance system. Therefore, it' s needed to develope the scientific and reasonable criteria for Inspection and evaluation of durg expenditure.

  • Analytical Hierarchy Process (AHP) is a famous method amongst Multi Criteria Decision Making (MCDM), set up by Saaty in 1980. AHP can be determined as a methodology of hierarchical analysis following reasonable decision making with make simpler a difficult crisis. Decision making in systems of Safety management concerned multipart challenges. AHP is process for get better the composite decisions understanding with analyzes of the problem in a structure of hierarchy. The integration all of applicable decision criteria, their pair wise judgment permits the decision maker to establish the trade-offs amongst objectives. In recent years, Malaysian's economy and infrastructure development have significantly and rapidly risen. The construction industry continues to play a major role in this development as many construction activities have been carried out to meet the high demands of the expansive market. However, the construction industry has faced a wide range of challenges, one of which is the frequent occurrences of accidents at the workplace. An effective safety program can substantially reduce accidents because it can help management to build up safer means of operations and create safe working environments for the workers. Furthermore, by having an effective safety programs, good safety culture can be embedded in organization because it can encourage mutual cooperation between management and workers in the operations of the programs and decisions that affect their safety and health. The focus of this research is development methodology of Analytics Hierarchy Process (AHP) in construction safety factors and investigates the levels of some effective elements in SMS in Malaysian construction industries.

  • Recently economic crisis has brought world economic instability. Each country in order to stabilize the economy, fiscal rules are introduced or reinforced. Fiscal Policy in a country plays an important role in determining the economic situation in the present and future. Existing fiscal rules tend to place a rigid limit not only on the deficit ratio and thus on the scope for fiscal stabilization, but also on the extent to which fiscal policy can be used for structural purposes. But the fiscal rules are operated in many ways and adopted in various forms, with different binding of each other, according to their own fiscal situations, and political circumstances. This study shows several important factors for successful National fiscal system and continuous fiscal soundness and development.
