금융그룹화와 금융위험: 실증분석 및 정책과제 (Risks and Supervisory Challenges of Financial Conglomerates in Korea)

  • 본 논문은 외환위기 이후 빠르게 진전되어 온 금융 대형화, 그룹화 현상이 개별 금융기관과 시장 전반의 시스템 리스크에 미치는 영향에 대하여 분석하였다. 실증분석 결과에 따르면, 위기 이후 독립 금융기관과 비교하여 금융그룹 소속 금융기관의 도산위험이 대체로 낮은 것으로 나타나며, 겸업화 효과보다는 대형화에 의한 수익성 및 수익변동성 개선효과가 유의하게 나타나는 것으로 분석되었다. 따라서 아직까지 우리나라에서 고위험 추구를 통한 대형 금융그룹의 위험상승 현상은 관측되지 않고 있다. 그러나 대형 은행그룹 간 직간접적 상호의존도가 높아짐에 따라 시스템 위험의 발생 가능성이 증대되고, 겸업화로 비은행부문 및 자본시장으로부터의 위험전이 가능성도 높아지고 있어 이에 대한 정책대응이 요구된다. 특히 금융그룹을 하나의 동일체로 인식하고 그룹단위로 건전성 규제 등을 실시하는 위험 중심의 연결감독체제가 확립될 필요가 있으며, 겸업화로 인한 공적 안전망의 확대를 효과적으로 차단하기 위한 감독장치도 마련될 필요가 있다. 아울러 금융그룹의 내부통제 및 위험관리체제를 강화하고, 경영투명성의 제고를 통해 금융그룹에 대한 시장의 모니터링 기능도 확충할 필요가 있다.

  • Emergencies and disasters can happen any time without any warning, and things can change and escalate very quickly, and often it is swift and decisive actions that make all the difference. It is a responsibility of the building facility management to ensure that a proven evacuation plan in place to cover various worst scenario to handled automatically inside the facility. To mapping out optimal safe escape routes is a straightforward undertaking, but does not necessarily guarantee residents the highest level of protection. The emergency evacuation navigation approach is a state-of-the-art that designed to evacuate human livings during an emergencies based on real-time decisions using live sensory data with pre-defined optimum path finding algorithm. The poor decision on causalities and guidance may apparently end the evacuation process and cannot then be remedied. This paper propose a cloud connected emergency evacuation system model to react dynamically to changes in the environment in emergency for safest emergency evacuation using IoT based emergency exit sign system. In the previous researches shows that the performance of optimal routing algorithms for evacuation purposes are more sensitive to the initial distribution of evacuees, the occupancy levels, and the type and level of emergency situations. The heuristic-based evacuees routing algorithms have a problem with the choice of certain parameters which causes evacuation process in real-time. Therefore, this paper proposes an evacuee routing algorithm that optimizes evacuation by making using high computational power of cloud servers. The proposed algorithm is evaluated via a cloud-based simulator with different "simulated casualties" are then re-routed using a Dijkstra's algorithm to obtain new safe emergency evacuation paths against guiding evacuees with a predetermined routing algorithm for them to emergency exits. The performance of proposed approach can be iterated as long as corrective action is still possible and give safe evacuation paths and dynamically configure the emergency exit signs to react for real-time instantaneous safe evacuation guidance.

  • Situated close to Heathrow Airport, and adjacent to the M4 and M25 Motorways, the site at Axis Park is considered a prime location for business in the UK. In consequnce two of the UK's major property development companies, MEPC and Redrew Homes sought the expertise of Intergeo to remediate the contaminated former industrial site prior to its development. Industrial use of the twenty-six hectare site, started in 1936, when Hawker Aircraft commence aircraft manufacture. In 1963 the Firestone Tyre and Rubber Company purchased part of the site. Ford commenced vehicle production at the site in the mid-1970's and production was continued by Iveco Ford from 1986 to the plant's decommissioning in 1997. Geologically the site is underlain by sand and gravel, deposited in prehistory by the River Thames, with London Clay at around 6m depth. The level of groundwater fluctuates seasonally at around 2.5m depth, moving slowly southwest towards local streams and watercourses. A phased investigation of the site was undertaken, which culminated in the extensive site investigation undertaken by Intergeo in 1998. In total 50 boreholes, 90 probeholes and 60 trial pits were used to investigate the site and around 4000 solid and 1300 liquid samples were tested in the laboratory for chemical substances. The investigations identified total petroleum hydrocarbons in the soil up to 25, 000mg/kg. Diesel oil, with some lubricating oil were the main components. Volatile organic compounds were identified in the groundwater in excess of 10mg/l. Specific substances included trichloromethane, trichloromethane and tetrachloroethene. Both the oil and volatile compounds were widely spread across the site, The specific substances identified could be traced back to industrial processes used at one or other dates in the sites history Slightly elevated levels of toxic metals and polycyclic aromatic hydrocarbons were also identified locally. Prior to remediation of the site and throughout its progress, extensive liaison with the regulatory authorities and the client's professional representatives was required. In addition to meetings, numerous technical documents detailing methods and health and safety issues were required in order to comply with UK environmental and safety legislation. After initially considering a range of options to undertake remediation, the following three main techniques were selected: ex-situ bioremediation of hydrocarbon contaminated soils, skimming of free floating hydrocarbon product from the water surface at wells and excavations and air stripping of volatile organic compounds from groundwater recovered from wells. The achievements were as follows: 1) 350, 000m3 of soil was excavated and 112, 000m3 of sand and gravel was processed to remove gravel and cobble sized particles; 2) 53, 000m3 of hydrocarbon contaminated soil was bioremediated in windrows ; 3) 7000m3 of groundwater was processed by skimming to remove free floating Product; 4) 196, 000m3 of groundwater was Processed by air stripping to remove volatile organic compounds. Only 1000m3 of soil left the site for disposal in licensed waste facilities Given the costs of disposal in the UK, the selected methods represented a considerable cost saving to the Clients. All other soil was engineered back into the ground to a precise geotechnical specification. The following objective levels were achieved across the site 1) By a Risk Based Corrective Action (RBCA) methodology it was demonstrated that soil with less that 1000mg/kg total petroleum hydrocarbons did not pose a hazard to health or water resources and therefore, could remain insitu; 2) Soils destined for the residential areas of the site were remediated to 250mg/kg total petroleum hydrocarbons; in the industrial areas 500mg/kg was proven acceptable. 3) Hydrocarbons in groundwater were remediated to below the Dutch Intervegtion Level of 0.6mg/1; 4) Volatile organic compounds/BTEX group substances were reduced to below the Dutch Intervention Levels; 5) Polycyclic aromatic hydrocarbons and metals were below Inter-departmental Committee for the Redevelopment of Contaminated Land guideline levels for intended enduse. In order to verify the qualify of the work 1500 chemical test results were submitted for the purpose of validation. Quality assurance checks were undertaken by independent consultants and at an independent laboratory selected by Intergeo. Long term monitoring of water quality was undertaken for a period of one year after remediation work had been completed. Both the regulatory authorities and Clients representatives endorsed the quality of remediation now completed at the site. Subsequent to completion of the remediation work Redrew Homes constructed a prestige housing development. The properties at "Belvedere Place" retailed at premium prices. On the MEPC site the Post Office, amongst others, has located a major sorting office for the London area. 광미에 존재하는 중금속의 분획화와 오염도 평가 (Fractionation and Pollution Index of Heavy Metals in the Sangdong Tungsten Mine Tailings)

  • 강원도 동남부에 위치한 옥동천 상류에는 많은 양의 휴폐광산 폐기물이 적절한 처리시설이 없는 상태로 방치되어 있고, 이들이 유실되어 하류의 토양, 물 및 저니토를 중금속으로 오염시키고 있는 실정이다. 본 연구의 목적은 광미댐에 적치된 광미중에 존재하는 중금속의 분획물을 조사하고, 각 분획물의 오염도 지수를 평가하는데 있다. 광미댐에서 광미를 깊이별로 채취하여 물리화학적 특성을 분석하였다. 광미의 pH는 7.3~7.9였고, 총 질소와 유기물 함량은 각각 3.2~5.5% 및 1.3~9.1%의 범위에 있었다. 신광재댐 광미의 중금속함량은 구광재댐 광미보다 높은 편이었다. 광미에 존재하는 중금속 별 총 함량은 Zn > Cu > Pb > Ni > Cd순(順) 이었으며, 이들의 농도는 토양환경보전법에서 지정한 산업지역의 대책기준을 상회하고 있었으며, 천연부존량보다 높았다. 중금속 분획물의 상대적분포는 residual > organic > reducible > carbonate > adsorbed순(順) 이었다. 총 농도에 비교하여 생물유효성 분획물의 농도는 매우 낮은 편이었다. 광재댐의 깊이별 중금속의 농도는 중금속의 종류에 따라 상이했다. 광재댐 표충의 Cu 농도는 심층의 농도보다 높았다. 총 농도를 기준으로 할 때 각 중금속 분획물의 오염도 지수는 4.27~8.51 범위에 있었다. 생물유효성 분획물의 오염도지수는 비유효성 분획물의 오염도 지수보다 낮았다. 광미에 존재하는 중금속 분획물의 농도와 오염도 지수에 관한 결과를 통해 광미는 중금속으로 인해 심각하게 오염된 상태이며, 유실될 경우 하류의 토양과 물 환경에 악영향을 미칠 잠재성을 지니고 있다고 판단되었다. 광미댐으로부터 광미의 유실을 방지할 수 있는 대책이 시급히 필요한 실정이다.
