Copyright is challenged by the rapid development of digital technology. This study investigated a number of new copyright-related issues : electrocopying, digital transmission, legal definition of multimedia, moral right, fair use et al. To use copyright works we need licensing of rights and permissions. Then at this paper we examined the scopes and contents of permission with copyright owners or publishers, also considered relationships of copyright owners with distributors and end-users. Finally, to protect rights of copyright owners and use freely copyright works, we suggested introduction of 'collective management system of copyright' and construction of 'copyright management information system' .

Electronic Copyright Management System is the technical solution to protect copyright and to manage the distribution of digital contents in network environment. This paper examined the theoretical plane of Electronic Copyright Management System and analyzed the characteristics and the protection technologies of some of the commercial systems. And this paper investigated the essential protection technologies and payment systems that is needed to develop and manage the successful system in the future. Finally this study suggested the fundamental function model of Electronic Copyright Management System.

This study analyzed 1,890 KRF journals to understand the current situation and problems related to copyright management by journal publishers. The results of the study are as follows: 32.6% of journals did not provide any copyright notice, 77.1% of 1,141 journals which gave copyright information with regulation documents did not specify the type of author's property right to be transferred and most of the journals which owned copyright transferred from the author did not specify the permission needed to use their article. This study suggested that journal publishers establish the object and method for distribution of journal articles and then develop and publish their copyright policy suited to their own objective.

There have been proposed various copyright protection protocols in network-based digital multimedia distribution framework. However, most of conventional copyright protection protocols are focused on the stability of copyright information embedding/extracting and the access control to data suitable for user's authority but overlooked the privacy of copyright owner and user in authentication process of copyright and access information. In this paper, we propose a solution that builds a privacy-preserving proof of copyright ownership of digital contents in conjunction with keyword search scheme. The appeal of our proposal is three-fold: (1) content providers maintain stable copyright ownership in the distribution of digital contents; (2) the proof process of digital contents ownership is very secure in the view of preserving privacy; (3) the proposed protocol is the copyright protection protocol added by indexing process but is balanced privacy and efficiency concerns for its practical use.

This paper analyzes the existing copyright management and copyright sharing model and discusses the limitations. It then proposes a consortium Blockchain-based copyright management model in which the service platform participates as a node, and discusses how to combine the My Data concept with Blockchain and smart contracts. Also, Blockchain-based CP-ABE is introduced and applied to the proposed model as a way for users to define access policies and store copyright data in encrypted form on the storage of the online service providers (OSP). Compared with the existing copyright management model, the proposed model allows the copyright holder to focus on copyright registration, license content design, and sharing, as the data subject. And it is expected to be able to transparently manage the usage records and the basis for the settlement of the copyrighted data that are shared and used on each platform.

This study is about the copyright policies by Korean government and the revision of the article 31 library exemption provision in the Copyright Act of Korea for noncommercial scholarly works considering through cases of copyright disputes occurred in Korea during the $2005{\sim}2007$. This study proposes that works not for sale including thesis should be exempted from the copyright compensation in the article 31(5) in the Copyright Act of Korea based on the properties of noncommercial scholarly works and the regulations on works for not for sale in the current Korean copyright act. Also, this study reports that the copyright trust of scholarly articles by the copyright trust management agency is illegal in part and the government which has a duty to direct it has to control the illegal actions. Finally, this study proposes that noncommercial scholarly works such as thesis and scientific articles are to be open access and Korean government should develop open policies for them.

This study aims to suggest measures for handling copyright information on government publications during records and archives management to use them freely as public works according to Article 24-2 of the Copyright Act in Korea. Through email interviews with 17 records managers, persons in charge of government publication management, and government staff with experience in production from April 4 to June 13, 2022, this study determined the current situations and problems related to producing and managing copyright information on government publications. Based on the interview findings, this research suggested the following. First, Article 24-2 of the Copyright Act must be revised to apply the Korea Open Government License (KOGL) type 1 mandatorily to all public works. Second, a cooperative system for managing copyright information on government publications should be established to improve their production and management effectiveness. Third, copyright information, such as authors, copyright holders, copyright duration, information on the copyright property transfer, public works status, and reasons for nonpublic works, must be managed through records and archives management systems. Fourth and last, information on public works must be provided during the registration number application for government publication so that everyone can access the full texts of the publications on the National Archives of Korea website.

The rapidly increasing use of the Internet and advancement of the communication network, the explosive growth of digital contents from personal home pages to professional information service the emerging file exchange service and the development of hacking techniques . these are some of the trends contributing to the spread of illegal reproduction and distribution of digital contents, thus threatening the exclusive copyrights of the creative works that should be legally protected Accordingly, there is urgent need for a digital copyright management system designed to provide centralized management while playing the role of bridge between the copyright owners and users for smooth trading of the rights to digital contents, reliable billing, security measures, and monitoring of illegal use. Therefore, in this study, I examined the requirements of laws and systems for the introduction of the centralized management system to support smooth distribution of digital contents, and also researched on the current status of domestic and international centralized management system for copyrights. Furthermore, 1 tried to provide basic materials for the standardization of digital contents copyright management information through the examination of the essential elements of the centralized digital contents management such as the system for unique identification the standardization for data elements, and the digital rights management (DHM) .

Article 50 and article 18 related to orphan works in the Copyright Act of Korea and Enforcement Decree of the Copyright Act of Korea define 'considerable efforts' to locate copyright owners. This study analyzed the reasonableness of the efforts for mass digitization in libraries. The findings of the study were the duplication of searches on the 'Finding Copyright' website and the inquire to copyright trust management organizations by document, ambiguity of search criteria through information networks, and problems due to non-use of international standard identifiers in managing works on copyright register, works with undistributed compensation, and copyright trust management organizations. This study suggests that copyright trust management organizations should register trust works, the government should develop a guideline for detail guidance for searching information networks, and copyright works should be managed using international standard identifiers.
