Objectives : This study investigates the determinants of contingent workers' ratio in public health centers. Since the economic crisis in 1997, there have been many studies on contingent workers in Korea. But, previous studies have been not conducted focusing on public health center. Methods : This study used 253 public health centers, installed and operated since December 31, 2008. in Korea as units of analysis. To examine the determinants of contingent workers' ratio, this study uses Pearson correlation and multiple regression analysis. Results : The following appeared as significant variable affecting contingent workers' ratio in public health centers; degree of the local government's financial independence(p<0.001), rate of increase/decrease in ages 65 and over(p<0.001), rate of increase/decrease in basic livelihood security recipients(p<0.01) and rate of increase/decrease in registered disabled persons(p<0.01). In contrast, internal organizational environment characteristics related variables were not statistically significant. Conclusions : Contingent workers' ratio in public health center is significantly affected by financial vulnerability of the local government and increase in demand of health care services.
To reduce labor market discrimination, there are lively discussions about the role of extant labor regime based on labor unions. It includes both the critical perspective on extant labor movement and the necessity of new actors for resolving discriminations within labor market. Among new actors, the present study focuses on contingent labor centers. Specifically, we have investigated on the development and identity of contingent labor centers as coalition of local government-labor organization. The core content of this study is to reconstruct the activities and strategies of contingent labor centers throughout the longitudinal approach. From many evidences, we can confirm that contingent labor centers have evolved via three phases such as differentiation, de- politicizing, and networks. This finding also provides insights about inside relationships between contingent labor centers and outside tensions between contingent labor center and extant labor organizations. We finally discuss on the theoretical implications of contingent labor center as new actor for contingent worker movement.
While the unionization of contingent workers is at a standstill, the newly emerging peripheral workers' representation mechanism is CSO(Civil Society Organization). Unlike trade union's representation based on coercive collective bargaining and agreements CSO represents the interests of marginal workers through counseling, advocacy, public relations, and education. In the case of Korea, since the 2000s, labor CSOs, called "contingent centers", have started to spread. As a result of the survey, contingent centers which are contracted out by local governments show the possibility that the representation activities are restricted, because most of their resources are covered from the local government. This is because CSOs have limitations due to a dilemma in the process of representing funders and the represented. Nevertheless, the contingent workers' CSO in Korea shows the possibility of supplementing and supporting the role of trade unions' representation. In this regard, through the solidarity of trade unions and CSOs, it will be possible to expand the representation of unorganized and contingent workers in Korean society.

The purpose of this study is to estimate the attractiveness value according to the preference level on architectural aesthetic. This research starts from the concept that aesthetic is phenomenon and from the viewpoint of 'attraction value' which affects goods. Interactive internet surveys were conducted for 500 citizens of Seoul metropolitan city who are potential users of the Nodle Islet Cultural Center. Based on the scenarios and questionnaires with fuzzy models, we have examined the evaluation of architectural aesthetic and monetary willing-to-payment, and estimated the economic value by preference level of architectural aesthetic through linear regression analysis. The main results of the study are as follows: First, the economic value of the Nodle Islet Cultural Center was estimated at ?15,683.43/person. Residents of Seoul metropolitan city were willing to accept the increase in the above-mentioned amount of the facility fares when their preferred works (average 86.81 points) were constructed. (P <0/05) Second, it is confirmed that the economic value increases dramatically as the preference level of architectural aesthetic increases. Third, it is presumed that the infinite valuation of architectural aesthetic and the problem of free riding coexist in the estimation of economic valuation of architectural aesthetic for public buildings. Fourth, by mixing the fuzzy logic with contingent valuation method, starting point bias and no response biases that happened in contingent valuation could be disappeared. bias elimination must be considered seriously because another bias could be happened in full process of the research. The results of this study will serve as a basis for spreading architectural aesthetic value-oriented research from the vague and obscure aesthetic-centered discussion on the existing architectural aesthetic. In addition, it will be an opportunity to draw institutional application and utilization strategy of architectural aesthetic through architectural aesthetic value research.
This study tests the effectiveness of residents' direct evaluation method about the feasibility of cost of public facilities based on their willingness to pay. The main findings are follows. First, residents do not use the public facilities(Cultural Center and Library) frequently. The main reasons are the shortage of complemental supplies, low accessibility, and poor communication to public. Second, the Contingent Valuation Method(CVM) reveals the residents' unwillingness to pay for facilities by agreeing only 46.8% on the cultural center. Third, this study concludes that the CVM is an effective method to measure willingness to pay for public facilities and also an useful tool to aid priority setting in urban planning.

The sandy beach along the east coast of Korea offers beautiful scenery with high-quality sand for leisure, and is also famous for the white-sand and pine-tree which is an important scenic resource. Furthermore, the sandy beach helps to maintain natural environment of the costal area and functionates as a disaster prevention system against high waves. There are two major value evaluation methods, Travel Cost Method and Contingent Valuation Method, to assess the value of coastal sandy beach. Contingent Valuation Method is considered to be more appropriate for simultaneous evaluation on the usefulness and the uselessness of the beach. But in order to apply Contingent Valuation Method to coastal sandy beach evaluation, close examination and investigation on the potential bias, such as on questionnaires, surveys and replies, are required. In this study, the characteristic of primary amenity of sandy beach users is investigated, in prior to evaluating the usefulness and the uselessness of the beach measured by contingent valuation method. The characteristic of amenity on major sandy beaches on the east coast of Korea is studied and compared by diverse value evaluation methods.

Visual conservation center is a facility for the preservation of visual materials such as film and digital image data, and its construction project is currently being considered. This study evaluates the economic benefit of the project using CVM (Contingent Valuation Method), the main method of nonmarket evaluation in the both domestic and foreign literature. Survey data used in the analysis was collected in seven major metropolitan cities using person-to-person interviews and a logit model is used for the econometric estimation. The economic benefit measured by a household's average willing to pay (WTP) per year is shown to amount to 8,958 won.
In an ever-changing tourism environment, we need to think about how to successfully attract tourists and provide them with memorable experiences. Smart tourism content is considered as a useful tourism resource for converting into an attractive tourist destination by providing new values in various tourist destinations as well as the changed tourism patterns due to COVID-19. However, there are still few successful cases of smart tourism contents that have secured economic sustainability. Accordingly, this study applied the Contingent Valuation Method (CVM) to estimate the economic value perceived by tourists for smart tourism contents based on augmented reality to develop a smart tourism content development plan that can secure economic sustainability. As a results, it was confirmed that the lower the offered amount, the higher the awareness of the new value, the higher the likelihood of willingness to pay. Based on these research results, this study presented academic and practical implications for the development of smart tourism content that secured economic sustainability.

The purpose of this study is to evaluate the value of the center of age-friendly goods to confirm the public value of the center. 152 elderly participants, either who have utilized the center themselves or who have experienced the center indirectly through the image have participated in the study. The experience of age-friendly product center was evaluated by the contingent valuation method, which is widely used in the public services. A double-bounded dichotomous choice (DB-DC) log-logistic model and a log-normal model were conducted. As the result of the estimation, the truncated mean of the log-logistic model was 3,401 Korean won, with the mean of 4,937 won. In addition, the truncated mean of the log-normal model was 3,433 won, with the mean of 4,144 won. Elderly who have not experienced the center placed a higher value on the center, compared to the experienced elderly. The results imply the necessity to enlarge the opportunity for future suppliers to experience the center for age-friendly products, in order to improve their objective understandings. In addition, the necessity of expanding exhibition products and applying age-friendly designs is proposed, to offer various attractive experiences to elderly.

This paper studies the feasibility of renewable energy as a substitute for nuclear and energy by considering Korean customers' willingness to pay (WTP). For this analysis, we use the contingent valuation method to estimate the WTP of renewable energy, and then estimate its value using ordered logistic regression. To replace nuclear power and fossil energy with renewable energy in Korea, an average household is willing to pay an additional 102,388 Korean Won (KRW) per month (approx. US $85). Therefore, the yearly economic value of renewable energy in Korea is about 19.3 trillion KRW (approx. US $16.1 billion). Considering that power generation with only renewable energy would cost an additional 35 trillion KRW per year, it is economically infeasible for renewable energy to be the sole method of low-carbon energy generation in Korea.
