An essential prerequisite for negotiating governance of 'internet,' a world of 'end to end' nature, is to guarantee end-users' participation. Internet Governance Forum (IGF), the outcome of World Summit on the Information Society(WSIS) Tunis Agenda, has played an important role as a representative mulitistakeholder - based governance model, which puts emphasis on wide range participation of stakeholders. Notwithstanding multistakeholderism materialized in IGF has been challenged, IGF itself is a unique place for participation to broad internet governance discourse, as all voices get hearing grounded on openness, inclusion, and transparency, quite distinct from the multilateral negotiation based model such as 'Conference on Cyberspace.' Therefore civil society which represents end-users' interest, as a crucial stakeholder of internet governance, should establish more strategic and coordinated approach to IGF itself as well as reformation discourse of internet governance. In this regard, civil society groups of Korea, began with hosting workshops and Open Forum at the 2013 IGF in Bali, Indonesia. This report also describes the detailed activities of Korean civil society group in 2013 IGF.
There is great confusion over what constitutes public diplomacy (PD), who its actors are, and the relevance of non-state actors. In the Korean context, in addition to the general fuzziness of the concept, linguistic peculiarities of the terms gonggong and gongjung both of which refer to public, waegyo, which is interchangeably used for international affairs, foreign policy and diplomacy, and juche which is simultaneously used for actor and agent, add more layers of confusion. While the term PD in Korea is based almost entirely on Western conceptualization, these linguistic peculiarities prevent fruitful conversations among scholars and practitioners on PD. Against this background, this research note explores and addresses conceptual ambiguities that pertains to PD and the policy discourse on the topic, particularly on non-state PD in Korea. The paper draws on Korean government's PD-related policy documents and Diplomatic White Papers and all relevant academic articles found in Korean-language journals registered in the Korean Citation Index (KCI), which are analysed to gain an understanding of the PD-related policy discourse in Korea.
This study focused on the increase in refugee-related discourse in Korean society with the recent inflow of asylum seekers to Jeju Island. The purpose of our study was to understand the trends in public opinion concerning the acceptance of refugees by analyzing the content of refugee-related video commentary on YouTube. Topic modeling was conducted to analyze the main points, context, and ideas in the comments. The results indicated that the media mainly focus on the pros and cons of refugees, restricting the refugee issue to the problem of acceptance with a narrow focus on the case of Jeju Island. Refugee acceptance was treated as overwhelmingly unacceptable in the comments. We found that commenters often used negative discourse in the comments as a device for reproducing and amplifying hate speech.
One way for phatic communication to be linguistically realized involves ritual activities, such as greetings and leave-takings. These conventionalized acts in medical contexts can significantly influence both transactional and interpersonal goals. The analysis in this paper confirms that exchanging rituals such as greeting and leave-taking between doctors and patients is not a simple exchange of conventionalized linguistic symbols. In addition, the use of discursive strategies means that to determine whether an expression is phatic or not, it is necessary to analyze it from the multidimensional perspective. The phaticity is established based on the negotiation between the participants during the interaction. We have found that the interrogative form of greeting like "¿Qué tal?" (How are you?) becomes a versatile resource in the medical context. Thus, professionals need to be attentive to the discourse progress, because the phaticity of the interrogative greetings (illocutionary force) is linked, in the vast majority, with the reaction of the patients. Also, the data confirms that when participants coordinate closings, the exchange of turns lengthens and the intervention of various discursive strategies for phatic communion becomes more prominent.
This research established that the two characteristics of Femail Gugguek were explored on the character as genre and the nationalism discourse. This research also included how to encounter the characteristic of Female Gugguek as a popular entertainment with the social context at the time and how to re-produce the social ideology. The 'historical nationalism narrative' piercing Female Gugguek had the close relation with the nation/state discourse of the time. The history reproduced by Female Gugguek was not real. It was the imagined past, the history as image. The Female Gugguek was a genre which typically showed how to intermediate fantasy, ideology and narrative. The happy-endings with the victory of male hero, the narrative pattern on overcoming national crisis, the narrative emphasizing the glorious past and the unification of nation, all these were projected the discourse on nationalistic ideology and nation/state-making in 1950's. The Utopian desire of Female Guggeuk imagining the glorious past and strong nation was the fantasy which concealed the contradiction in real life and the national identity damaged by colonial experience, division of territory, governance by U.S. Military Government and the Korean War. The Female Guggeuk was doing well, because it had amusement. Futhermore, imagination of glorious past and strong state/nation of Female Guggeuk satisfied the public's desire of escapism and wish to establish their position and identity in the rapid social-economic changes. However, Female Guggeuk repeatedly produced the never-changing characters, narrative pattern and conservative world-view. Thus, it became regarded as immature and obsolete thing in late 1950's. Female Guggeuk, which kept re-producing the retrogressive image of the past without modern viewpoint and interpretation, was not sensitive about change of time and trend of the people. Consequently, it was pushed out of people's major interest.
This research examined whether Korean-learners of French were sensitive to discourse structure in anaphoric pronoun resolution. In the experiments, participants read three-sentenced stories and made judgements about how the last sentence of each story makes sense in relation to previous two sentences on a 7-point Likert scale. The stories differed in whether the subject of the last sentence continued the subject of the preceding sentence, and whether the subject of the last sentence was mentioned with a pronoun or a proper noun. The results from French participants replicated the patterns shown in previous studies. In contrast, Koreans exhibited greater difficulty in interpreting pronoun-subject sentences than noun-subject sentences regardless of subject continuity. These findings are discussed within the context of developmental perspective, which suggests the processing of co-referential interpretation may interact with language proficiency.

In this study, pre-service chemistry teachers' questions in their teaching practices were analyzed considering the context of discourse. Five pre-service teachers participated in the study. Their questions were analyzed by considering various data including class videos, interviews, and teaching-learning materials. Their questions were classified into relevant question, affective question, dead-end question, rhetorical question, and structuring question. Each question was also classified into appropriate question and convenient question by the aspect of proper responses of students. The analyses of the results indicate the differences in the frequencies of several types of questions depending on the content of the lessons. After using convenient questions, pre-service teachers proceeded to prepared classes as they rather than prompted students' responses. The affective questions were rarely used. The dead-end questions were found to be used for promoting interaction with students. The rhetorical questions were used for various purposes such as arousing students' attention or promoting their thinking. Practical implications were discussed based on the results.
In the context of welfare politics, this study tries to examine how interest groups'policy priorities in the child-care policy of Korea were shaped and changed. Based on the already institutionalized child-care services, each beneficiary group-parents, employer and employee of child care center-has its own preference and perception in child-care policy. Futhermore, this difference has produced conflict of interests in the priority of policy options and brought interest group politics to the realm of child-care policy. With regard to interest group politics, this study firstly examines divergence of beneficiary groups'perception about the child-care policy priorities. Meanwhile, discourse politics should be regarded as another dimension of welfare politics because beneficiaries'perception preference in policy could be sometimes changed and converged by communicative policy discourse. By examining convergent aspects of beneficiary groups'perception about policy priority, this study secondly tries to analyze the discourse politics which has been influenced by the free child-care discourse during 2010-12 election period. To investigate these two dimensions of child-care politics, beneficiary groups'policy priority should be systematically and comprehensively classified and quantified. Using Analysis Hierarchy Process(AHP), this study identifies 11 policy issues and determines different ranking priorities of each beneficiary group.
